Ard\u0131ndan bu alanlarda elektrik \u00fcretim santrali in\u015fa edilmesine engel olabilecek herhangi bir durum olup olmad\u0131\u011f\u0131n\u0131 g\u00f6rmek i\u00e7in ilgili kurumlar\u0131n g\u00f6r\u00fc\u015fleri toplanmaktad\u0131r. Daha sonra ETKB bu alanlar\u0131 yat\u0131r\u0131mc\u0131lar\u0131n ilgisini \u00e7ekmek i\u00e7in uzun d\u00f6nemli elektrik al\u0131m garantisi ve izin s\u00fcre\u00e7lerinde yard\u0131mc\u0131 olma taahh\u00fctleri ile birlikte elektrik sat\u0131\u015f fiyat\u0131 \u00fczerinden a\u00e7\u0131k eksiltme usul\u00fc kullanarak ihale etmektedir.<\/p>\n<p>\u0130lk kez 2017 y\u0131l\u0131nda Konya\u2019n\u0131n Karap\u0131nar il\u00e7esinde bulunan 1 GW kapasiteli g\u00fcne\u015f enerjisi ihalesi ile ba\u015flayan s\u00fcre\u00e7te 2024 y\u0131l\u0131n\u0131n sonuna kadar 3 GW\u2019\u0131 g\u00fcne\u015f ve 2,8 GW\u2019\u0131 r\u00fczgar olmak \u00fczere toplam 5,8 GW\u2019l\u0131k kapasitenin ihale s\u00fcreci tamamlanm\u0131\u015ft\u0131r. 2025\u2019in ba\u015f\u0131ndaki son ihaleler, bu toplama 800 MW g\u00fcne\u015f ve 1,2 GW r\u00fczgar enerjisi kapasitesi ekleyerek toplamda ihale edilen kapasiteyi 7,8 GW de\u011ferine ula\u015ft\u0131rm\u0131\u015ft\u0131r.<\/p>\n<p>Di\u011fer yandan ETKB taraf\u0131ndan Ekim 2024\u2019te a\u00e7\u0131klanan\u00a0<a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/BHIM\/tr\/Duyurular\/\/Yenilenebilir%20Enerjide%202035%20Yol%20Haritas%C4%B1%20Lansman%20Sunumu_202410221014.pdf\">Yenilenebilir Enerjide 2035 Yol Haritas\u0131<\/a>, YEKA ihaleleri i\u00e7in y\u0131ll\u0131k 2 GW\u2019l\u0131k bir hedef belirlerken,\u00a0<a href=\"https:\/\/enerji.gov.tr\/haber-detay?id=21445\">2025 y\u0131l\u0131 sonuna kadar 2 GW<\/a>\u00a0daha ihale planlanmaktad\u0131r. Ayr\u0131ca T\u00fcrkiye,\u00a0<a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/EIGM\/tr\/Raporlar\/TUEP\/T%C3%BCrkiye_Ulusal_Enerji_Plan%C4%B1.pdf\">Ulusal Enerji Plan\u0131\u2019ndaki<\/a>\u00a0r\u00fczgar ve g\u00fcne\u015f enerjisi kapasite hedeflerini %45 art\u0131rarak, mevcut kapasiteyi (32 GW) 2035 y\u0131l\u0131na kadar\u00a0<a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Turkiye_Long_Term_Climate_Strategy.pdf\">yakla\u015f\u0131k d\u00f6rt kat\u0131na ula\u015ft\u0131rmay\u0131<\/a>\u00a0(120 GW) hedeflemektedir. YEKA kapsam\u0131nda her y\u0131l 1\u2019er GW g\u00fcne\u015f ve r\u00fczgar enerji kapasitesinin ihale edilmesinin \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fc bir senaryoda, YEKA GES\u2019ler g\u00fcne\u015f hedeflerinin be\u015fte birini, YEKA RES\u2019ler ise r\u00fczgar hedeflerinin \u00fc\u00e7te birini sa\u011flayacakt\u0131r.<\/p>\n<h3>YEKA Modeli ile Tahsis Edilen G\u00fcne\u015f ve R\u00fczgar Enerji Kapasitesi<\/h3>\n<p>2017 y\u0131l\u0131nda d\u00fczenlenen ilk YEKA ihalelerinde g\u00fcne\u015f ve r\u00fczgar enerji santralleri bile\u015fenlerinin \u00fcretimi amac\u0131yla T\u00fcrkiye\u2019de \u00fcretim tesislerinin kurulmas\u0131 ve\u00a0<a href=\"https:\/\/www.enerjigunlugu.net\/ruzgar-yeka-yarisini-siemens-turkerler-kalyon-konsorsiyumu-kazandi-23796h.htm\">Ar-Ge personeli istihdam\u0131 \u015fart\u0131<\/a>\u00a0getirilmi\u015ftir. G\u00fcne\u015f paneli \u00fcretim fabrikas\u0131 2020 y\u0131l\u0131nda faaliyete ge\u00e7mi\u015f ve Karap\u0131nar YEKA g\u00fcne\u015f enerjisi santrali 2023 sonunda tam kapasiteyle elektrik \u00fcretimine ba\u015flam\u0131\u015ft\u0131r. Di\u011fer yandan ilk r\u00fczgar YEKA ihalesi\u00a0<a href=\"https:\/\/enerji.gov.tr\/eigm-yenilenebilir-enerji-uretim-faaliyetleri-yeka-modeli\">May\u0131s 2024\u2019te tamamen iptal edilmi\u015ftir<\/a>.<\/p>\n<p>Daha sonra Hatay, \u015eanl\u0131urfa ve Ni\u011fde illeri i\u00e7in GES-2 YEKA ihalesi alt\u0131nda 1 GW\u2019l\u0131k g\u00fcne\u015f kapasitesi duyurulmu\u015ftur. Bu kapasite 2019 y\u0131l\u0131nda\u00a0<a href=\"https:\/\/www.resmigazete.gov.tr\/ilanlar\/eskiilanlar\/2019\/01\/20190113-4-2.pdf\">yar\u0131\u015fman\u0131n ger\u00e7ekle\u015fece\u011fi tarihten \u00f6nce<\/a>\u00a0iptal edilerek 2022 y\u0131l\u0131nda YEKA GES-4 yar\u0131\u015fmalar\u0131 alt\u0131nda tekrar duyurulmu\u015ftur. Bu kapasite ilk kez \u00fcretilen elektri\u011fin serbest piyasada sat\u0131\u015f\u0131na olanak tan\u0131narak bu kez ba\u015far\u0131yla ihale edilmi\u015ftir.<\/p>\n<p>G\u00fcne\u015f enerjisinde, ilk YEKA ihalesinin yap\u0131ld\u0131\u011f\u0131 Mart 2017\u2019den son ihalenin ger\u00e7ekle\u015fti\u011fi \u015eubat 2025 tarihi aras\u0131nda toplam 3,8 GW\u2019l\u0131k GES kapasitesi ihale edilmi\u015ftir. Bu kapasitenin 1,5 GW\u2019\u0131 \u00fcretime ge\u00e7mi\u015f, 1,6 GW\u2019\u0131 kurulum a\u015famas\u0131nda ve 630 MW\u2019\u0131 iptal edilmi\u015ftir. R\u00fczgar enerjisinde ise toplam ihale edilen 4 GW kapasitenin 319 MW\u2019\u0131 hayata ge\u00e7mi\u015f, 2,5 GW\u2019\u0131 kurulum a\u015famas\u0131nda ve 1,2 GW\u2019\u0131 iptal edilmi\u015ftir.<\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" class=\"aligncenter wp-image-195755\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2025\/03\/01.jpg\" alt=\"\" width=\"500\" height=\"307\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2025\/03\/01.jpg 550w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2025\/03\/01-300x184.jpg 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2025\/03\/01-500x307.jpg 500w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2025\/03\/01-80x50.jpg 80w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/p>\n<h3>Deniz \u00dcst\u00fc R\u00fczgar Enerjisi<\/h3>\n<p>T\u00fcrkiye\u2019nin\u00a0<a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/099110624015521050\/pdf\/P173157176eeaf0da188c416c666981195b.pdf\">deniz \u00fcst\u00fc r\u00fczgar enerjisi potansiyeli 75 GW<\/a>\u00a0olarak tahmin edilmekle birlikte\u00a0<a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/EIGM\/tr\/Raporlar\/TUEP\/T%C3%BCrkiye_Ulusal_Enerji_Plan%C4%B1.pdf\">2035 y\u0131l\u0131 kapasite hedefi 5 GW<\/a>\u00a0olarak belirlenmi\u015ftir. Ancak hen\u00fcz \u00fclkede bu tipte bir santral projesi bulunmamaktad\u0131r.<\/p>\n<p>\u0130lk deniz \u00fcst\u00fc r\u00fczgar enerjisi yar\u0131\u015fmas\u0131 2018\u2019de\u00a0<a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/BHIM\/tr\/Duyurular\/\/IPA_2019_SEP_PDF_TR_202303081115.pdf\">1,2 GW kapasite i\u00e7in Gelibolu, Saros ve K\u0131y\u0131k\u00f6y b\u00f6lgelerinde<\/a>\u00a0duyurulmu\u015f, ancak yetersiz teknik \u00f6l\u00e7\u00fcm verileri nedeniyle bu yar\u0131\u015fmaya ba\u015fvuru olmam\u0131\u015ft\u0131r. Bu durumun ard\u0131ndan 2023\u2019te ETKB, \u00c7anakkale ve Bal\u0131kesir illerinde deniz \u00fcst\u00fc aday YEKA b\u00f6lgelerini a\u00e7\u0131klayarak\u00a0<a href=\"https:\/\/projects.worldbank.org\/en\/projects-operations\/procurement-detail\/OP00230221\">verilerin \u00f6nceden toplan\u0131p analiz edilmesine<\/a>\u00a0y\u00f6nelik projeler y\u00fcr\u00fctmektedir. Bakanl\u0131k, veri toplama ve analiz s\u00fcre\u00e7lerinin ard\u0131ndan uygulanabilirli\u011fi kan\u0131tlanan b\u00f6lgelerde ihaleler d\u00fczenlemeyi planlamaktad\u0131r.<\/p>\n<h3>YEKA Modeli \u00d6n\u00fcndeki Engeller<\/h3>\n<p>YEKA modeli b\u00fcy\u00fck \u00f6l\u00e7ekli r\u00fczgar ve g\u00fcne\u015f yat\u0131r\u0131mlar\u0131 i\u00e7in \u00f6nemli bir ad\u0131m olsa da, ihale edilen toplam kapasitenin sadece d\u00f6rtte birinden az\u0131n\u0131n devreye girmi\u015f olmas\u0131, projelerin hayata ge\u00e7irilmesinde sorunlar ya\u015fand\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r. \u015eubat 2025 itibariyle g\u00fcne\u015f enerji kapasitesi b\u00fcy\u00fcmesine %9, r\u00fczgar enerjisi b\u00fcy\u00fcmesine ise %5 katk\u0131 sa\u011flayan YEKA projeleri, kurulu kapasiteyi art\u0131rma konusunda s\u0131n\u0131rl\u0131 bir etki yaratm\u0131\u015ft\u0131r. \u0130hale edilen kapasitenin tamam\u0131n\u0131n devreye al\u0131nd\u0131\u011f\u0131 bir senaryoda bu oranlar\u0131n g\u00fcne\u015f i\u00e7in %18 ve r\u00fczgar i\u00e7in %47\u2019ye ula\u015faca\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda YEKA modelinin \u00f6zellikle r\u00fczgar enerjisinde potansiyelinin alt\u0131nda kald\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p>Bu ihalelerde en \u00f6nemli darbo\u011fazlardan biri izin s\u00fcre\u00e7lerindeki b\u00fcrokratik i\u015flemlerin fazlal\u0131\u011f\u0131 ve bu s\u00fcre\u00e7lerde ya\u015fanan gecikmelerdir. Gerekli teknik onaylar\u0131n, arazi kullan\u0131m ruhsatlar\u0131n\u0131n, \u00e7evresel etki de\u011ferlendirmesinin ve in\u015faat izinlerinin al\u0131nmas\u0131 s\u00fcre\u00e7lerinde ya\u015fanan gecikme ve aksakl\u0131klar, sadece projelerin i\u015f planlar\u0131n\u0131 geciktirmekle kalmamakta, ayn\u0131 zamanda yat\u0131r\u0131mc\u0131lar\u0131n uzun s\u00fcren geli\u015ftirme a\u015famas\u0131nda ek masraflara katlanmak zorunda kalmalar\u0131 nedeniyle toplam proje maliyetlerini de art\u0131rmaktad\u0131r.<\/p>\n<p>Di\u011fer yandan YEKA \u015fartnamelerindeki asgari yerlilik oran\u0131 bir ba\u015fka kritik darbo\u011faz\u0131 da beraberinde getirmektedir. Bu gereklilikler yerli \u00fcretimi te\u015fvik etmeyi ve ithalata ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltmay\u0131 ama\u00e7lasa da, yat\u0131r\u0131mc\u0131lar \u00fczerinde ek mali ve tedarik zinciri bask\u0131lar\u0131 olu\u015fturmaktad\u0131r. Son ihaleler, g\u00fcne\u015f enerjisi projelerinde en az %75, r\u00fczgar enerjisi projelerinde ise %55 olmak \u00fczere y\u00fcksek yerlilik oran\u0131 belirlemi\u015ftir. Yerli \u00fcretim gerekliliklerini kar\u015f\u0131layabilecek fabrika say\u0131s\u0131n\u0131n s\u0131n\u0131rl\u0131 olmas\u0131 ihaleyi kazanan teklif sahiplerinin se\u00e7eneklerini \u00f6nemli \u00f6l\u00e7\u00fcde daraltmakta ve onlar\u0131 birka\u00e7 \u015firkete y\u00f6nlendirmektedir.<\/p>\n<p>Ayr\u0131ca d\u00f6viz kurundaki de\u011fi\u015fimler, artan enflasyon ve faiz oranlar\u0131 gibi makroekonomik fakt\u00f6rler YEKA projelerinin finansal ko\u015fullar\u0131n\u0131 daha zorla\u015ft\u0131r\u0131c\u0131 hale getirmektedir. Bu fakt\u00f6rler, bor\u00e7lanma maliyetlerini art\u0131rmakta ve uzun vadeli finansal planlamay\u0131 zorla\u015ft\u0131rmaktad\u0131r.<\/p>\n<h3>YEKA Modelindeki Son \u0130yile\u015ftirmeler ve F\u0131rsatlar<\/h3>\n<p>2024 y\u0131l\u0131 sonunda T\u00fcrkiye, yat\u0131r\u0131mc\u0131 ilgisini art\u0131rmak i\u00e7in YEKA y\u00f6netmeli\u011fi ve \u015fartnamesini de\u011fi\u015ftirmi\u015ftir. Yap\u0131lan de\u011fi\u015fiklik ile YEKA kapsam\u0131nda kurulacak g\u00fcne\u015f ve r\u00fczgar enerjisi santrallerine iletim bedeli muafiyeti,\u00a0<a href=\"https:\/\/enerji.gov.tr\/Media\/Dizin\/BHIM\/tr\/Duyurular\/\/YEKA-RES-2024_%C5%9Eartname_202410281045.pdf\">kurulu g\u00fcce kadar batarya depolama<\/a>\u00a0kurulum imkan\u0131 ve izinlerin al\u0131nmas\u0131nda ETKB\u2019nin aktif deste\u011fi sa\u011flanm\u0131\u015ft\u0131r. Ayr\u0131ca T\u00fcrkiye \u201cs\u00fcper izin\u201d ad\u0131 verilen mekanizma ile izin s\u00fcrecini\u00a0<a href=\"https:\/\/www.aa.com.tr\/tr\/ekonomi\/turkiye-yenilenebilir-enerji-yatirimlarini-super-izin-ile-hizlandiracak\/3372624\">d\u00f6rt y\u0131ldan iki y\u0131l\u0131n alt\u0131na<\/a>\u00a0indirmeyi hedeflemektedir. Buna ek olarak teklif sahipleri ile ETKB aras\u0131ndaki s\u00f6zle\u015fmeden sonra r\u00fczgar i\u00e7in 72 ay, g\u00fcne\u015f projeleri i\u00e7in 60 ay serbest piyasaya elektrik sat\u0131\u015f imkan\u0131 tan\u0131nm\u0131\u015ft\u0131r. 2025 y\u0131l\u0131n\u0131n ilk ay\u0131nda serbest piyasa fiyat\u0131n\u0131n ortalama\u00a0<a href=\"https:\/\/seffaflik.epias.com.tr\/electricity\/electricity-markets\/day-ahead-market-dam\/market-clearing-price-mcp\">MWh ba\u015f\u0131na 71 dolar olmas\u0131<\/a>\u00a0ve bu fiyat\u0131n ihale fiyat\u0131n\u0131n yakla\u015f\u0131k iki kat\u0131na denk gelmesi, yat\u0131r\u0131mc\u0131lar i\u00e7in projelerini daha h\u0131zl\u0131 hayata ge\u00e7irme konusunda te\u015fvik unsuru olu\u015fturmaktad\u0131r.<\/p>\n<p>Di\u011fer yandan T\u00fcrkiye\u2019nin\u00a0<a href=\"https:\/\/www.dsi.gov.tr\/Haber\/Detay\/12128\">53 GW olarak tahmin edilen<\/a>\u00a0y\u00fczer g\u00fcne\u015f enerjisi potansiyeli, YEKA modeli i\u00e7in de \u00f6nemli bir b\u00fcy\u00fcme f\u0131rsat\u0131 sunmaktad\u0131r. May\u0131s 2024\u2019te yap\u0131lan bir mevzuat de\u011fi\u015fikli\u011fi,\u00a0<a href=\"https:\/\/www.gensed.org\/bilgi-bankasi\/enerji-kanunlar%C4%B1nda-%C3%B6nemli-d%C3%BCzenlemeler\">deniz ve g\u00f6ller \u00fczerinde yenilenebilir enerji tesislerinin<\/a>\u00a0geli\u015ftirilmesine izin vererek bu potansiyelin hayata ge\u00e7irilmesini desteklemektedir.
