K\u00fcresel \u00f6l\u00e7ekte enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc de\u011ferlendiren Hakman, d\u00fcnyada temiz enerjinin y\u00fckseli\u015f e\u011filiminde oldu\u011funu vurgulayarak, <em>\u201cTemiz enerjiye ge\u00e7i\u015f ve enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc son y\u0131llarda h\u00fck\u00fcmet politikalar\u0131 ve end\u00fcstriyel stratejiler, daha da \u00f6nemlisi bu teknolojilerin sa\u011flad\u0131\u011f\u0131 ekonomik ve rekabet avantajlar\u0131 sayesinde h\u0131zland\u0131. Ancak k\u00fcresel politik, jeopolitik ve ekonomik \u00e7alkant\u0131lar nedeniyle bu politika ve stratejilerin nas\u0131l geli\u015fece\u011fi konusunda yak\u0131n vadede her zamankinden daha fazla belirsizlik bulunuyor\u201d<\/em> dedi.<\/p>\n<p>Hakman, konu\u015fmas\u0131nda d\u00fcnyadaki enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn h\u0131z\u0131n\u0131, verdi\u011fi rakamlarla a\u00e7\u0131klad\u0131:<em> \u201c2015\u2019te 2 trilyon dolar olan enerji sekt\u00f6r\u00fcn\u00fcn k\u00fcresel hacmi 2024\u2019te 3 trilyon dolara \u00e7\u0131karken bu rakam\u0131n i\u00e7indeki temiz enerji pay\u0131 y\u00fczde 50\u2019den yakla\u015f\u0131k y\u00fczde 70\u2019e \u00e7\u0131kt\u0131. Halen t\u00fcm d\u00fcnyada kurulmakta olan elektrik santrallar\u0131n\u0131n y\u00fczde 85\u2019i yenilenebilir enerjiye dayal\u0131. G\u00fcne\u015f enerjisi, k\u00fcresel enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcnde itici g\u00fc\u00e7 konumunda. Son \u00fc\u00e7 y\u0131l i\u00e7inde g\u00fcne\u015f paneli kurulumu y\u00fczde 217 oran\u0131nda artt\u0131 ve bu y\u00fckseli\u015fe ba\u015fta T\u00fcrkiye\u2019nin de aralar\u0131nda oldu\u011fu pek \u00e7ok \u00fclke katk\u0131 sa\u011flad\u0131. 2018\u2019de 2,1 milyon olan elektrikli ara\u00e7 sat\u0131\u015f\u0131, 2024\u2019e gelindi\u011finde daha y\u0131l bitmeden sekiz kat art\u0131\u015f g\u00f6stererek 17 milyona y\u00fckseldi. Bu y\u0131l k\u00fcresel \u00f6l\u00e7ekte bataryalara olan talep 685 gigavat-saate (GWh) ula\u015ft\u0131, 2020 y\u0131l\u0131nda 185 GWh olan toplam talebe g\u00f6re y\u00fczde 270 oran\u0131nda art\u0131\u015f ya\u015fand\u0131.\u201d<\/em><\/p>\n<p>K\u00fcresel enerji talebinin y\u00fczde 70\u2019inden fazlas\u0131n\u0131 temsil eden h\u00fck\u00fcmetlerin 2024\u2019te yeni veya g\u00fcncellenmi\u015f enerji verimlili\u011fi politikalar\u0131n\u0131 uygulamaya koydu\u011funa dikkat \u00e7eken Hakman \u015funlar\u0131 s\u00f6yledi: <em>\u201cGe\u00e7ti\u011fimiz y\u0131l h\u00fck\u00fcmetler, binalardaki verimlilik \u00f6nlemlerine yakla\u015f\u0131k 60 milyar dolar, d\u00fc\u015f\u00fck emisyonlu ara\u00e7lara ise yakla\u015f\u0131k 45 milyar dolar ay\u0131rd\u0131. Bu, h\u00fck\u00fcmetlerin son be\u015f y\u0131lda tahsis etti\u011fi toplam verimlilik finansman\u0131n\u0131 1 trilyon dolar\u0131n \u00fczerine \u00e7\u0131kard\u0131, ancak enerji verimlili\u011finde ilerlemeyi h\u0131zland\u0131rmak ve k\u00fcresel iklim hedefleriyle uyumlu hale getirmek i\u00e7in politika uygulamalar\u0131n\u0131n h\u0131zland\u0131r\u0131lmas\u0131 gerekecek.\u201d<\/em><\/p>\n<p>Hakman, k\u00fcresel politik geli\u015fmelerin \u00fclkelerin ekonomik korumac\u0131l\u0131k politikalar\u0131na d\u00f6nebilece\u011fini, hatta ticaret sava\u015flar\u0131na yol a\u00e7abilece\u011fini g\u00f6sterdi\u011fini vurgulayarak,<em> \u201cBu durum k\u00fcresel b\u00fcy\u00fcmeyi yava\u015flataca\u011f\u0131 gibi temiz enerji teknolojilerinde geri kalan \u00fclke ekonomileri daha b\u00fcy\u00fck darbeler alabilir. Yenilenebilir enerji kaynaklar\u0131na yap\u0131lan yat\u0131r\u0131mlar ve belirlenen k\u0131sa-orta vadeli stratejik hedefler, bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn planl\u0131 ve kararl\u0131 bir \u015fekilde ilerledi\u011fini g\u00f6steriyor. \u00d6zellikle yenilenebilir enerji, enerji verimlili\u011fi ve \u015febeke yat\u0131r\u0131mlar\u0131 i\u00e7in \u00f6ng\u00f6r\u00fclen iddial\u0131 hedefler ve dijitalle\u015fme, elektrifikasyon, adil d\u00f6n\u00fc\u015f\u00fcm, ye\u015fil finansman gibi konulara yap\u0131lan vurgular, enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn kamu politikalar\u0131n\u0131n merkezinde yer ald\u0131\u011f\u0131n\u0131 g\u00f6sterdi. T\u00fcrkiye\u2019nin enerji politikas\u0131nda enerji arz g\u00fcvenli\u011fi ve enerjiye ekonomik eri\u015fim gibi uzun s\u00fcredir \u00f6ncelikli olan hedeflere, son y\u0131llarda \u00f6nemli bir ekleme yap\u0131ld\u0131: 2053 Net S\u0131f\u0131r Emisyon Hedefi. Bu hedef, enerji politikalar\u0131n\u0131n \u00e7evre ve iklim boyutunu daha g\u00fc\u00e7l\u00fc bir \u015fekilde vurgulayan bir yakla\u015f\u0131ma i\u015faret ediyor.\u201d<\/em><\/p>\n<p>G\u00fcll\u00fc, 2023 ve 2024 y\u0131l\u0131nda k\u00fcresel olarak enerji fiyatlar\u0131n\u0131n normalle\u015fmeye ba\u015flad\u0131\u011f\u0131n\u0131n, ancak T\u00fcrkiye\u2019nin ileride fosil yak\u0131tlardaki fiyat dalgalanmalar\u0131ndan etkilenmemek i\u00e7in h\u0131zl\u0131 bir \u015fekilde yenilenebilir enerji kapasitesini art\u0131rmas\u0131 gerekti\u011finin alt\u0131n\u0131 \u00e7izdi.<\/p>\n<h3><strong>2025 \u0130\u00e7in Kritik Unsurlar: \u015eeffafl\u0131k, \u00d6ng\u00f6r\u00fclebilirlik ve Uzun Vadeli B\u00fct\u00fcnc\u00fcl Yakla\u015f\u0131m<\/strong><\/h3>\n<p>Konu\u015fmas\u0131nda YEKA ihalelerine de\u011finen G\u00fcll\u00fc, 2025 y\u0131l\u0131 ba\u015f\u0131nda yap\u0131lacak yeni YEKA ihaleleri ile birlikte her y\u0131l en az 2 GW\u2019l\u0131k YEKA ihalesinin yap\u0131laca\u011f\u0131n\u0131n a\u00e7\u0131klanmas\u0131n\u0131n, yat\u0131r\u0131mc\u0131lar\u0131n uzun s\u00fcredir bekledi\u011fi \u00f6ng\u00f6r\u00fclebilir bir yol haritas\u0131n\u0131n ortaya konulmas\u0131 anlam\u0131nda \u00e7ok \u00f6nemli bir geli\u015fme oldu\u011funu vurgulad\u0131.<\/p>\n<p>G\u00fcll\u00fc, 2025 beklentilerini \u015f\u00f6yle s\u0131ralad\u0131: <em>\u201cT\u00fcrkiye\u2019de sadece elektrik sekt\u00f6r\u00fcn\u00fcn d\u00f6n\u00fc\u015f\u00fcm\u00fc y\u0131ll\u0131k 15 milyar dolarl\u0131k bir yat\u0131r\u0131m ihtiyac\u0131 do\u011furuyor. Bu finansman\u0131n sa\u011flanabilmesi i\u00e7in piyasalarda \u015feffafl\u0131k ve \u00f6ng\u00f6r\u00fclebilirlik hayati \u00f6nem ta\u015f\u0131yor. T\u00fcrkiye\u2019nin yenilenebilir enerji hedeflerindeki iddial\u0131 art\u0131\u015flar, enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcndeki kararl\u0131l\u0131\u011f\u0131 g\u00f6sterirken, fosil yak\u0131tlarla ilgili projeksiyonlar\u0131n g\u00fcncellenmemesi ve uzun vadeli stratejilerin a\u00e7\u0131kl\u0131\u011fa kavu\u015fturulmamas\u0131 dikkat \u00e7eken \u00f6nemli eksiklikler. Bu durum, enerji sekt\u00f6r\u00fcnde d\u00f6n\u00fc\u015f\u00fcm\u00fcn kapsaml\u0131 bir \u015fekilde planlanmas\u0131 ve y\u00fcr\u00fct\u00fclmesi i\u00e7in kritik olan baz\u0131 unsurlar\u0131n tam anlam\u0131yla ele al\u0131namamas\u0131na sebep oluyor. 2024, T\u00fcrkiye\u2019nin enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcnde \u00f6nemli ad\u0131mlar\u0131n at\u0131ld\u0131\u011f\u0131 ancak mevcut politika ve uygulamalar\u0131n kapsam\u0131 ve etkisi \u00fczerine yeni sorular\u0131n g\u00fcndeme geldi\u011fi bir y\u0131l oldu. Bu s\u00fcre\u00e7, hem f\u0131rsatlar\u0131 hem de zorluklar\u0131 beraberinde getiriyor. T\u00fcrkiye\u2019nin enerji sekt\u00f6r\u00fcn\u00fcn gelece\u011fi, ithalat ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n azalt\u0131lmas\u0131, ulusal kalk\u0131nma hedefleri ve s\u00fcrd\u00fcr\u00fclebilirlik \u00f6ncelikleri ile uyumlu bir \u015fekilde planlanmas\u0131yla yak\u0131ndan ili\u015fkili. Bu kapsamda, enerji sekt\u00f6r\u00fcn\u00fcn d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinin ba\u015far\u0131l\u0131 olabilmesi i\u00e7in kararl\u0131, uzun vadeli ve b\u00fct\u00fcnc\u00fcl bir yakla\u015f\u0131ma ihtiya\u00e7 var.\u00a0Bir taraftan da jeopolitik olarak zor bir s\u00fcre\u00e7ten ge\u00e7iyoruz. ABD se\u00e7imleri, \u0130srail-Filistin sava\u015f\u0131, Suriye\u2019deki son durum, Rusya &#8211; Ukrayna sava\u015f\u0131 gibi k\u00fcresel olarak enerji sekt\u00f6r\u00fcn\u00fc etkileyebilecek geli\u015fmeler, T\u00fcrkiye\u2019yi de etkilemeye devam edecek.\u201d<\/em><\/p>\n<h3><strong>Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc, Sanayi D\u00f6n\u00fc\u015f\u00fcm\u00fc ile Birlikte Ele Al\u0131nmal\u0131<\/strong><\/h3>\n<p>G\u00fcll\u00fc, enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in sadece \u00fcretimin karbonsuzla\u015ft\u0131r\u0131lmas\u0131 yani enerji \u00fcretiminde yenilenebilir enerjinin pay\u0131n\u0131 art\u0131rman\u0131n yeterli olmayaca\u011f\u0131n\u0131, en b\u00fcy\u00fck enerji t\u00fcketicileri olan son kullan\u0131m sekt\u00f6rleri sanayi, binalar, ula\u015f\u0131m ve tar\u0131mda da yenilenebilir kaynaklar\u0131n kullan\u0131lmas\u0131 gerekti\u011fini s\u00f6yledi.<\/p>\n<p>Bu noktada ekonomik b\u00fcy\u00fcmenin tetikleyicisi ve en b\u00fcy\u00fck enerji t\u00fcketicisi olan sanayi sekt\u00f6r\u00fcn\u00fcn \u00f6n plana \u00e7\u0131kt\u0131\u011f\u0131na de\u011finen G\u00fcll\u00fc,<em> \u201cT\u00fcrkiye\u2019nin ekonomik b\u00fcy\u00fcme hedefleri ile enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc gereklilikleri, sanayi sekt\u00f6r\u00fcn\u00fcn yap\u0131sal d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc de zorunlu k\u0131l\u0131yor. Sanayi, tetikledi\u011fi faaliyetlerle birlikte nihai enerji t\u00fcketiminin y\u00fczde 50\u2019sinden sorumlu olmakla birlikte d\u00fc\u015f\u00fck katma de\u011ferli ve karbon yo\u011fun \u00fcretim kompozisyonu, d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131n\u0131 ve emisyon art\u0131\u015f\u0131n\u0131 h\u0131zland\u0131r\u0131yor. Avrupa Ye\u015fil Mutabakat\u0131 gibi uluslararas\u0131 d\u00fczenlemeler sanayinin rekabet g\u00fcc\u00fc \u00fczerinde belirleyici hale gelirken, T\u00fcrkiye\u2019nin bu d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecini s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma ile uyumlu \u015fekilde y\u00fcr\u00fctmesi kritik \u00f6neme sahip. G\u00fcne\u015fte art\u0131\u015f varken r\u00fczgar enerjisindeki kurulumlar bu y\u0131l da hedefin gerisinde.<\/p>\n<p>&#8211; Do\u011fal gaz kurulu g\u00fcc\u00fc bu d\u00f6nem i\u00e7erisinde yakla\u015f\u0131k 1 GW azald\u0131.<\/p>\n<p>&#8211; Devreye giren ve \u00e7\u0131kan santrallerle beraber 5,3 GW\u2019l\u0131k kurulu g\u00fc\u00e7 art\u0131\u015f\u0131 ger\u00e7ekle\u015fti.<\/p>\n<h4><strong>Elektrik \u00dcretimi<\/strong><\/h4>\n<p>&#8211; Br\u00fct elektrik \u00fcretimi 330 TWh (2023\u2019te 335 TWh).<\/p>\n<p>&#8211; Bu d\u00f6nemdeki \u00fcretimin y\u00fczde 46\u2019s\u0131 yenilenebilir enerji kaynaklar\u0131ndan (2023\u2019te y\u00fczde 42\u2019siydi).<\/p>\n<p>&#8211; R\u00fczgar ve g\u00fcne\u015f enerjisinin \u00fcretimdeki pay\u0131 y\u00fczde 18.3\u2019e ula\u015ft\u0131 (2023\u2019te y\u00fczde 16\u2019yd\u0131).<\/p>\n<p>&#8211; Hidroelektrik ve g\u00fcne\u015f enerjisi \u00fcretimindeki art\u0131\u015fa kar\u015f\u0131n do\u011fal gaz\u0131n \u00fcretim pay\u0131nda azalma var.<\/p>\n<h4><strong>Enerji \u0130thalat\u0131<\/strong><\/h4>\n<p>&#8211; Ulusal Enerji Denge Tablolar\u0131\u2019na g\u00f6re 2023\u2019te ithal fosil yak\u0131t pay\u0131 y\u00fczde 79 olarak ger\u00e7ekle\u015fti. Kaynak baz\u0131nda de\u011ferlendirildi\u011finde ham petrol\u00fcn y\u00fczde 88\u2019i, do\u011fal gaz\u0131n y\u00fczde 98\u2019i ve k\u00f6m\u00fcr\u00fcn y\u00fczde 62\u2019si ithal edildi.<\/p>\n<p>&#8211; \u0130thal fosil yak\u0131tlara ba\u011f\u0131ml\u0131l\u0131k, T\u00fcrkiye\u2019nin s\u00fcregelen d\u0131\u015f ticaret ve cari a\u00e7\u0131\u011f\u0131nda \u00f6nemli rol oynuyor.<\/p>\n<p>&#8211; 2024 y\u0131l\u0131n\u0131n ilk on ay\u0131nda enerji ithalat\u0131 53 milyar dolara ula\u015ft\u0131.
