Oysa \u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131\u2019n\u0131n kendi emisyon verileri dahi, mevcut termik santralden kaynaklanan kirlili\u011finin y\u00f6netmelik s\u0131n\u0131rlar\u0131n\u0131n 8 kata kadar a\u015f\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6steriyor. Y\u00f6rede 40 y\u0131ld\u0131r k\u00f6m\u00fcr\u00fcn g\u00f6lgesinde s\u00fcregelen \u00e7evresel ve sa\u011fl\u0131k sorunlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda bu projeden vazge\u00e7ilmesi \u015fart.<\/p>\n<h3><strong>2053 plan\u0131nda bile k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f yok<\/strong><\/h3>\n<p>T\u00fcrkiye, Birle\u015fmi\u015f Milletler 29. Taraflar Konferans\u0131\u2019na (COP29) en fazla ki\u015fiyle kat\u0131l\u0131m sa\u011flayan \u00fc\u00e7\u00fcnc\u00fc \u00fclke olmas\u0131na ra\u011fmen, zirvede a\u00e7\u0131klad\u0131\u011f\u0131 \u201c2053 Uzun D\u00f6nemli \u0130klim Stratejisi\u201d hayal k\u0131r\u0131kl\u0131\u011f\u0131 yaratt\u0131. Belgede k\u00f6m\u00fcr ba\u015fta olmak \u00fczere fosil yak\u0131tlar\u0131n t\u00fcketiminden vazge\u00e7ilmesine dair bir tarih yer alm\u0131yor. Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 2024-2028 Stratejik Plan\u0131\u2019nda ise k\u00f6m\u00fcr ve di\u011fer fosil yak\u0131t arama faaliyetlerinin artarak s\u00fcrece\u011fi belirtiliyor. T\u00fcrkiye 2053 net s\u0131f\u0131r emisyon hedefine, k\u00f6m\u00fcrden \u00e7\u0131kmadan ula\u015famaz.<\/p>\n<h3><strong>N\u00fckleer ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 endi\u015fe verici<\/strong><\/h3>\n<p>Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131, COP29\u2019da 2050\u2019ye kadar n\u00fckleer enerji kapasitesini \u00fc\u00e7 kat\u0131na \u00e7\u0131karma taahh\u00fcd\u00fcnde bulundu. Mersin\u2019de h\u00e2l\u00e2 in\u015faat halindeki Akkuyu N\u00fckleer Santrali i\u015fletmeye ge\u00e7ti\u011finde, santralin sahibi Rus \u015firkete piyasada megavatsaat ba\u015f\u0131na 7 dolar cent olan elektrik i\u00e7in 12,35 dolar cent \u00f6deme yap\u0131larak kamu kaynaklar\u0131 bo\u015fa harcanacak. At\u0131k sorunu \u00e7\u00f6z\u00fclmemi\u015f, tehlikeli ve pahal\u0131 n\u00fckleer enerji, \u00fclkemizi enerjide daha da d\u0131\u015fa ba\u011f\u0131ml\u0131 hale getirecek. N\u00fckleer enerjiye harcanacak kamu kaynaklar\u0131 yenilenebilir enerji, enerji verimlili\u011fi, enerji tasarrufu ve iklim de\u011fi\u015fikli\u011fine uyum gibi yat\u0131r\u0131mlara ayr\u0131lmal\u0131.<\/p>\n<h3><strong>Yenilenebilir enerji projeleri do\u011fa ile uyumlu olmal\u0131 <\/strong><\/h3>\n<p>Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 \u201cEnerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Yenilenebilir Enerji 2035\u201d yol haritas\u0131na g\u00f6re T\u00fcrkiye\u2019nin 2035\u2019te yenilenebilir enerjide g\u00fcne\u015f ve r\u00fczgar\u0131n kurulu g\u00fcc\u00fc bug\u00fcne g\u00f6re 4 kat artarak 120 GW\u2019a ula\u015facak. T\u00fcrkiye\u2019nin yenilenebilir enerji kapasitesinde olduk\u00e7a iddial\u0131 bir art\u0131\u015fa i\u015faret eden bu hedef 2053 net s\u0131f\u0131r hedefine giden yolda da \u00f6nemli bir d\u00f6n\u00fcm noktas\u0131 olabilir. Ancak; yol haritas\u0131 kapsam\u0131nda izin s\u00fcre\u00e7lerinin de k\u0131salt\u0131lmas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. Oysa yenilenebilir enerji projeleri, ekosistemlerin b\u00fct\u00fcnl\u00fc\u011f\u00fc g\u00f6zetilerek ve halk\u0131n kat\u0131l\u0131m\u0131yla planlanmal\u0131. Mevcut d\u00fczenlemelerdeki bo\u015fluklar enerji projelerinin do\u011fal alanlar \u00fczerindeki bask\u0131s\u0131n\u0131n artmas\u0131na neden oluyor. Bu nedenle s\u00f6z konusu projelerin korunan alanlar\u0131n d\u0131\u015f\u0131nda tutulmas\u0131 ve \u00e7evresel etkilerinin ba\u011f\u0131ms\u0131z uzmanlarca de\u011ferlendirilmesi sa\u011flanmal\u0131. Y\u00f6re halk\u0131n\u0131n \u00f6ncelikleri ve ihtiya\u00e7lar\u0131 do\u011frultusunda haz\u0131rlanacak projelerin faydalar\u0131 halk\u0131n geneliyle payla\u015f\u0131lacak \u015fekilde tasarlanmal\u0131. Ayr\u0131ca bu hedef ulusal enerji plan\u0131na eklenmeli.<\/p>\n<h3><strong>\u0130klim Kanunu h\u00e2l\u00e2 rafta duruyor<\/strong><\/h3>\n<p>2024 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe girmesi beklenen ve T\u00fcrkiye\u2019nin y\u00fcr\u00fctece\u011fi iklim politikalar\u0131n\u0131n hukuki zeminini olu\u015fturacak \u0130klim Kanunu tasla\u011f\u0131 h\u00e2l\u00e2 Meclis\u2019e gelmedi. 2021 y\u0131l\u0131ndan beri g\u00fcndemde olan taslak haz\u0131rlan\u0131rken ise iklim alan\u0131nda \u00e7al\u0131\u015fan sivil toplum kurulu\u015flar\u0131n\u0131n g\u00f6r\u00fc\u015f\u00fc al\u0131nmad\u0131. Uzman g\u00f6r\u00fc\u015fleriyle haz\u0131rlanmas\u0131 gereken bu kanunda, 2030 y\u0131l\u0131na kadar % 35 mutlak emisyon azalt\u0131m hedefi yer almal\u0131, k\u00f6m\u00fcrden adil bir \u00e7\u0131k\u0131\u015f hedeflenmeli. Kanunla, biyolojik \u00e7e\u015fitlilik ve do\u011fal ekosistemler korunmal\u0131, uyum mekanizmalar\u0131 kurulmal\u0131 ve politika hedefleri ile uygulamay\u0131 takip edecek ba\u011f\u0131ms\u0131z bir bilim kurulu olu\u015fturulmal\u0131.<\/p>\n<h3><strong>Acilen adil ge\u00e7i\u015f planlamas\u0131na ihtiya\u00e7 var <\/strong><\/h3>\n<p>\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131\u2019n\u0131n T\u00fcrkiye i\u00e7in bir adil ge\u00e7i\u015f stratejine ba\u015flayaca\u011f\u0131n\u0131 duyurmas\u0131 olumlu bir geli\u015fme. Ancak Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n k\u00f6m\u00fcrde \u0131srar ederek sekt\u00f6rdeki \u00e7\u00f6k\u00fc\u015f\u00fc g\u00f6rmezden gelmesi b\u00fcy\u00fck bir \u00e7eli\u015fki yarat\u0131yor. Bu y\u0131l Yata\u011fan K\u00f6m\u00fcrl\u00fc Termik Santrali ve madenlerinde \u00e7al\u0131\u015fanlar\u0131n bir k\u0131sm\u0131 i\u015ften \u00e7\u0131kar\u0131l\u0131rken, \u00c7ay\u0131rhan\u2019da ise \u00f6zelle\u015ftirme nedeniyle i\u015f\u00e7iler i\u015fsiz kalma tehdidiyle kar\u015f\u0131 kar\u015f\u0131ya. Bu geli\u015fmeler, adil bir ge\u00e7i\u015f plan\u0131 olmad\u0131\u011f\u0131nda i\u015f\u00e7ilerin ne kadar ma\u011fdur olabilece\u011fini bir kez daha ortaya koyuyor. \u0130klim kriziyle m\u00fccadelede, i\u015f\u00e7ilerin i\u015fsiz kalmad\u0131\u011f\u0131, mevcut i\u015f g\u00fcc\u00fcn\u00fcn korundu\u011fu ve insana yak\u0131\u015f\u0131r yeni i\u015f olanaklar\u0131n\u0131n sa\u011fland\u0131\u011f\u0131 adil ge\u00e7i\u015f planlar\u0131 kritik bir \u00f6neme sahip. Bu nedenle bu planlar\u0131n kapsay\u0131c\u0131 ve hak temelli bir yakla\u015f\u0131mla haz\u0131rlanmas\u0131 gerekiyor.<\/p>\n<h3><strong>Sanayinin karbonsuzla\u015fmas\u0131 i\u00e7in hedefler yetersiz <\/strong><\/h3>\n<p>Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131, 2024 y\u0131l\u0131nda demir-\u00e7elik, al\u00fcminyum, \u00e7imento ve g\u00fcbre sekt\u00f6rleri i\u00e7in d\u00fc\u015f\u00fck karbonlu yol haritalar\u0131 haz\u0131rlad\u0131. T\u00fcrkiye\u2019nin 2053 net s\u0131f\u0131r hedefi do\u011frultusunda bu kritik sekt\u00f6rlerin karbon emisyonunu azaltmas\u0131 i\u00e7in orta vadede somut ve iddial\u0131 hedefler ne yaz\u0131k ki bu yol haritalar\u0131nda yer alm\u0131yor.<\/p>\n<p>Ayn\u0131 zamanda Bakanl\u0131k, &#8220;T\u00fcrkiye End\u00fcstriyel Karbonsuzla\u015ft\u0131rma Yat\u0131r\u0131m Platformu&#8221; giri\u015fimini ba\u015flatarak uluslararas\u0131 kalk\u0131nma kurulu\u015flar\u0131ndan ye\u015fil d\u00f6n\u00fc\u015f\u00fcm i\u00e7in finansal kaynaklar sa\u011flamay\u0131 hedefledi.
