HES\u2019lerin de bu yeni d\u00f6neme kendilerini do\u011fru bir \u015fekilde haz\u0131rlamas\u0131n\u0131 bekliyoruz\u201d diyen Demircan konu\u015fmas\u0131nda \u015funlar\u0131 kaydetti: T\u00fcrkiye enerji sekt\u00f6r\u00fc son 20 y\u0131lda, \u00f6zel sekt\u00f6r\u00fcn kat\u0131l\u0131m\u0131 ve deste\u011fiyle \u00e7ok \u00f6nemli ve sessiz bir ba\u015far\u0131 hikayesi yazd\u0131. 2012\u2019de 32 bin MW olan toplam kurulu g\u00fcc\u00fcm\u00fcz \u015fu anda 114 bin MW seviyesinde ve bu y\u00fczde 80 oran\u0131nda \u00f6zel sekt\u00f6r taraf\u0131ndan yap\u0131ld\u0131, devreye al\u0131nd\u0131. 2035\u2019te kurulu g\u00fcc\u00fcm\u00fcz\u00fcn 220 bin MW\u2019lara yakla\u015fmas\u0131n\u0131 bekliyoruz. Bunun 120 bin MW\u2019\u0131 yenilenebilir kaynaklardan olu\u015facak, bunu da \u00f6zel sekt\u00f6r ilgisiyle yapaca\u011f\u0131z. Bu kapsamda yeni d\u00f6nemde bir d\u00f6n\u00fc\u015f\u00fcme ve yeni s\u00f6ylemlere ihtiyac\u0131m\u0131z var, bu d\u00f6n\u00fc\u015f\u00fcmdeki en \u00f6nemli unsurlardan biri de iletim \u015febekesinin geli\u015ftirilmesi. Hidrolik kaynaklar\u0131m\u0131z \u015fimdiye kadar a\u011f\u0131rl\u0131kl\u0131 baz y\u00fck santrali sistem i\u00e7erisinde bulunmas\u0131 dolay\u0131s\u0131yla, iletim \u015febeke operat\u00f6r\u00fcn\u00fcn \u015febekeyi i\u015fletmesi a\u00e7\u0131s\u0131ndan \u00e7ok daha kolay ve etkin olmas\u0131n\u0131 sa\u011fl\u0131yordu. Fakat \u00f6n\u00fcm\u00fczdeki y\u0131llarda daha ziyade kesintili kaynaklar devreye al\u0131naca\u011f\u0131ndan hidroelektrik santrallerimize \u00e7ok \u00f6nemli bir rol d\u00fc\u015fecek. \u015eu ana kadar b\u00fcy\u00fck oranda temelde arz g\u00fcvenli\u011finde \u00fcretim yetene\u011fiyle sistemde \u00f6nemli bir fonksiyon g\u00f6steren hidrolik santrallerin, \u00f6n\u00fcm\u00fczdeki d\u00f6nemde iletim \u015febekesinin esneklik katsay\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 y\u00f6n\u00fcnde \u00e7ok daha b\u00fcy\u00fck katk\u0131 sa\u011flayaca\u011f\u0131 inanc\u0131nday\u0131z. Elbette HES\u2019lerde \u00fcretim ve \u00fcretim yetene\u011finin k\u0131ymeti devam edecek ancak iletim \u015febekesinin kalitesini de sa\u011flamak anlam\u0131nda en \u00f6nemli enstr\u00fcmanlar\u0131m\u0131z yine hidrolik tesisler olacak. HES\u2019lerin de bu yeni d\u00f6neme kendisini do\u011fru bir \u015fekilde haz\u0131rlamas\u0131n\u0131 bekliyoruz. Kurakl\u0131k d\u00fcnyan\u0131n temel sorunu, DS\u0130 bu konuda her t\u00fcrl\u00fc haz\u0131rl\u0131\u011f\u0131 yap\u0131yor. Suyun varl\u0131\u011f\u0131n\u0131n korunmas\u0131 ve sudan elde edilecek faydan\u0131n maksimize edilmesini sa\u011flamal\u0131y\u0131z, bu da muhakkak sekt\u00f6r\u00fcn \u00e7ok iyi bir havza optimizasyonu, havza y\u00f6netimi k\u00fclt\u00fcr\u00fcne eri\u015fmesiyle m\u00fcmk\u00fcn. Y\u00fczer GES\u2019lerle ilgili de bir \u00e7al\u0131\u015fma yapt\u0131k. Keban Baraj\u0131\u2019nda 1 MW\u2019l\u0131k bir pilot uygulama yapt\u0131k. Bu uygulamada \u00f6zellikle \u00e7evresel fakt\u00f6rleri yak\u0131n inceleme alt\u0131na ald\u0131k. Burada, HES\u2019lerde ya\u015fad\u0131\u011f\u0131m\u0131z kar\u015f\u0131t g\u00f6r\u00fc\u015flerin y\u00fczer GES\u2019lerde de kar\u015f\u0131m\u0131za \u00e7\u0131kmamas\u0131 gayesini g\u00fctt\u00fck. \u00dclkemizde \u00e7ok b\u00fcy\u00fck bir y\u00fczer GES potansiyeli var. 5.300 kilometrekare bizim depolamalar\u0131m\u0131zda y\u00fczey alan\u0131 var, bunun sadece y\u00fczde 10\u2019unu dahi kullansak 53 Bin MW\u2019l\u0131k bir kurulu g\u00fcce ula\u015fabiliyoruz. Bu ger\u00e7ekten sekt\u00f6r ad\u0131na \u00e7ok sevindirici bir veri \u00e7\u00fcnk\u00fc hidroelektrik santraller yaln\u0131zca \u00fclkemizin belli bir d\u00f6nemdeki kalk\u0131nma hamlelerinin dinamosu olmakla kalm\u0131yor, tamamen yerli ve yenilenebilir kaynaklar aras\u0131ndaki mevcut liderlik konumuyla da t\u00fcm \u00fclkemizin enerji arz g\u00fcvenli\u011fini de garanti ediyor. D\u00fczenleyici kurulu\u015flar olan kamu kurulu\u015flar\u0131m\u0131z\u0131n HES\u2019lerde s\u0131f\u0131rdan projelerin, hibrit uygulamalar\u0131n, pompaj depolamal\u0131 HES\u2019lerin ya da y\u00fczer GES\u2019lerin \u00f6n\u00fcn\u00fc daha fazla a\u00e7may\u0131 m\u00fcmk\u00fcn k\u0131lacak bir ortak yakla\u015f\u0131ma sahip olmas\u0131 bizleri sevindirdi.
