Bu kapsamda 2021 y\u0131l\u0131nda yap\u0131lan bilimsel \u00e7al\u0131\u015fmalardan biri olan <a href=\"https:\/\/sefia.org\/arastirmalar\/karbon-notr-turkiye-yolunda-ilk-adim-komurden-cikis-2030\/\" target=\"_blank\" rel=\"noopener\">K\u00f6m\u00fcrden \u00c7\u0131k\u0131\u015f 2030 Raporu\u2019<\/a>nun temel bulgusu, 2030\u2019da k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f\u0131n maliyetinin ekonomik olarak y\u00f6netilebilir ve yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131n te\u015fviksiz dahi fosil yak\u0131tlardan daha uygun maliyetli oldu\u011fuydu. Uzmanlar, Bakanl\u0131\u011f\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 2035\u2019te 120GW\u2019l\u0131k kurulu r\u00fczgar ve g\u00fcne\u015f g\u00fcc\u00fcne ula\u015f\u0131lmas\u0131 durumunda yine, k\u00f6m\u00fcr ve n\u00fckleer enerjiyi kullanmadan tahmin edilen 510TWh\u2019l\u0131k talebin kar\u015f\u0131lanabilece\u011fi g\u00f6r\u00fc\u015f\u00fcnde.<\/p>\n<h3><strong>S\u00fcper \u0130zin S\u00fcre\u00e7leri <\/strong><\/h3>\n<p>Uzmanlar, yenilenebilir kapasitenin art\u0131r\u0131lmas\u0131 i\u00e7in yap\u0131lan izin s\u00fcre\u00e7lerinin, ormanlar, tar\u0131m alanlar\u0131 ve zeytinlikler gibi do\u011fal varl\u0131klar\u0131m\u0131z\u0131n tahribine yol a\u00e7mamas\u0131 gerekti\u011fini vurguluyor. \u0130klim de\u011fi\u015fikli\u011finin t\u00fcrler, ya\u015fam alanlar\u0131 ve ge\u00e7im kaynaklar\u0131 \u00fczerinde halihaz\u0131rda b\u00fcy\u00fck bir bask\u0131 kurmu\u015f durumda oldu\u011funu belirten sivil toplum kurulu\u015flar\u0131, enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in ger\u00e7ekle\u015fmesi beklenen yat\u0131r\u0131mlar\u0131n bu bask\u0131y\u0131 art\u0131rmayacak \u015fekilde olmas\u0131 gerekti\u011fini ifade ediyor. Yak\u0131t ve teknoloji a\u00e7\u0131s\u0131ndan d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k, y\u00fcksek maliyet, g\u00fcvenlik ve radyoaktif at\u0131k (kirlilik) risklerini bar\u0131nd\u0131ran n\u00fckleer enerji yerine yenilenebilir enerji ve enerji verimlili\u011fine odaklanarak, enerji \u00fcretiminde daha temiz ve s\u00fcrd\u00fcr\u00fclebilir bir yol izlenmelidir.<\/p>\n<h3><strong>120 GW: \u00d6nemli Ama Eksik Bir Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Hedefi<\/strong><\/h3>\n<p>120 GW g\u00fcne\u015f ve r\u00fczgar enerjisi kapasitesine ula\u015fmak, T\u00fcrkiye i\u00e7in ciddi bir enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc ifade ediyor. Bu, ayn\u0131 zamanda emisyonlar\u0131n bug\u00fcnden itibaren azalt\u0131lmas\u0131 di\u011fer bir deyi\u015fle iddial\u0131 bir 2035 iklim hedefinin yolunun a\u00e7\u0131ld\u0131\u011f\u0131 anlam\u0131na da geliyor.<\/p>\n<h3><strong>Adil Ge\u00e7i\u015f ve \u0130klim Adaleti<\/strong><\/h3>\n<p>Enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc s\u00fcrecinde kimsenin geride b\u0131rak\u0131lmad\u0131\u011f\u0131 bir \u201cAdil Ge\u00e7i\u015f Mekanizmas\u0131\u201dn\u0131n olu\u015fturulmas\u0131 gerekti\u011fini belirten kurumlara g\u00f6re, bu d\u00f6n\u00fc\u015f\u00fcm yeni istihdam olanaklar\u0131 yaratmal\u0131 ve yerel ekonomilerde kalk\u0131nma f\u0131rsatlar\u0131n\u0131 getirmeli. Karbon fiyatland\u0131rmas\u0131ndan elde edilecek gelirler, bu d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde destek fonlar\u0131 olarak kullan\u0131labilir.<\/p>\n<h2><strong>Uzman G\u00f6r\u00fc\u015fleri<\/strong><\/h2>\n<h3><strong>S\u00fcrd\u00fcr\u00fclebilir Ekonomi ve Finans Ara\u015ft\u0131rmalar\u0131 Derne\u011fi (SEFiA) Direkt\u00f6r\u00fc Bengisu \u00d6zen\u00e7,<\/strong><\/h3>\n<p><em>\u201cEnerji ve Tabii Kaynaklar Bakan\u0131 Alparslan Bayraktar taraf\u0131ndan 2035 yenilenebilir enerji hedeflerini i\u00e7eren a\u00e7\u0131klamas\u0131, \u00f6zellikle g\u00fcne\u015f ve r\u00fczgar alan\u0131nda y\u00fckselen e\u011filimi g\u00f6stermesi a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00e7arp\u0131c\u0131. Yaln\u0131zca iki y\u0131l \u00f6nce yay\u0131mlanan Ulusal Enerji Plan\u0131 2035\u2019e kadar r\u00fczgar ve g\u00fcne\u015f kurulu kapasitesinin 82,5 GW\u2019a ula\u015faca\u011f\u0131n\u0131 s\u00f6yl\u00fcyordu. A\u00e7\u0131klamalar ise hedeflerin 2 y\u0131l gibi k\u0131sa bir s\u00fcre i\u00e7inde yakla\u015f\u0131k y\u00fczde 50 oran\u0131nda artt\u0131r\u0131ld\u0131\u011f\u0131n\u0131 ve yeni hedefin 120 GW oldu\u011funu g\u00f6steriyor. Bu durum elektrik arz\u0131n\u0131n karbonsuzla\u015fmas\u0131na imkan sa\u011flamas\u0131 a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemli bir geli\u015fme. Ge\u00e7en sene Dubai\u2019de d\u00fczenlenen COP28\u2019de imzaya a\u00e7\u0131lan ve bug\u00fcne kadar 133 \u00fclkenin imzalam\u0131\u015f oldu\u011fu, 2030 y\u0131l\u0131na kadar k\u00fcresel yenilenebilir kapasitesini 3 kat\u0131na, enerji verimlili\u011fini ise iki kat\u0131na \u00e7\u0131karma taahh\u00fcd\u00fcne T\u00fcrkiye imza atmam\u0131\u015ft\u0131. Enerji Bakanl\u0131\u011f\u0131n\u0131n 2035 y\u0131l\u0131nda kadar r\u00fczgar ve g\u00fcne\u015f kapasitesini 4 kat\u0131na \u00e7\u0131karaca\u011f\u0131n\u0131 s\u00f6yledi\u011fi yeni hedefleri bu taahh\u00fcte imza atmakta daha fazla ge\u00e7 kal\u0131nmamas\u0131 gerekti\u011fini de g\u00f6steriyor. T\u00fcrkiye\u2019yi bu taahh\u00fct\u00fcn a\u00e7\u0131k bir taraf\u0131 haline gelmeye, bu taahh\u00fcd\u00fcn bir alt hedefi olarak ortaya \u00e7\u0131kan ve T\u00fcrkiye\u2019nin i\u00e7inde bulundu\u011fu Akdeniz co\u011frafyas\u0131nda 2030\u2019a kadar 1TWh g\u00fcne\u015f ve r\u00fczgar kapasite kurulumunu destekleyen yeni taahh\u00fcte imza atmaya \u00e7a\u011f\u0131r\u0131yoruz.&#8221;<\/em><\/p>\n<h3><strong>Avrupa \u0130klim Eylem A\u011f\u0131 T\u00fcrkiye Koordinat\u00f6r\u00fc \u00d6zlem Kat\u0131s\u00f6z;<\/strong><\/h3>\n<p><em>\u201c2035 r\u00fczgar ve g\u00fcne\u015f enerjisi kapasite hedefi T\u00fcrkiye&#8217;nin iklim taahh\u00fctleri i\u00e7in kritik bir d\u00f6n\u00fcm noktas\u0131 olarak de\u011ferlendirilebilir. Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 taraf\u0131ndan a\u00e7\u0131klanan 120 GW g\u00fcne\u015f ve r\u00fczgar enerjisi hedefi, T\u00fcrkiye&#8217;nin elektrik sistemini karbonsuzla\u015ft\u0131rmak ad\u0131na at\u0131lm\u0131\u015f \u00f6nemli bir ad\u0131m. 2021 y\u0131l\u0131nda K\u00f6m\u00fcrden \u00c7\u0131k\u0131\u015f 2030 \u00e7al\u0131\u015fmas\u0131 ile iklim STK\u2019lar\u0131 olarak benzer bir vizyonu biz de ortaya koymu\u015ftuk. 120 GW hedefinin ger\u00e7ek anlamda iklime ve topluma fayda sa\u011flamas\u0131, ancak k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f ve n\u00fckleer enerjisiz bir senaryo ile m\u00fcmk\u00fcn olacakt\u0131r. Bu kapasite hedefi, T\u00fcrkiye\u2019nin \u00f6n\u00fcm\u00fczdeki y\u0131l sunaca\u011f\u0131 2035 iklim hedeflerinin mutlak emisyon azalt\u0131m\u0131n\u0131 \u00f6ng\u00f6rmesi i\u00e7in gerekli ko\u015fullar\u0131 olu\u015fturuyor. Bundan sonraki s\u00fcre\u00e7te ihtiya\u00e7 duyulan tek \u015fey, bu hedef do\u011frultusunda g\u00fc\u00e7l\u00fc bir siyasi iradenin ortaya konmas\u0131 ve uygulamaya y\u00f6nelik olarak yol haritas\u0131n\u0131n kat\u0131l\u0131mc\u0131, bilimsel temellere dayal\u0131 olarak haz\u0131rlanmas\u0131d\u0131r. Bu ad\u0131mlar\u0131n at\u0131lmas\u0131, T\u00fcrkiye&#8217;nin Paris Anla\u015fmas\u0131\u2019na uygun bir \u015fekilde 1.5\u00b0C hedefine katk\u0131da bulunmas\u0131na \u00f6nemli bir katk\u0131 sa\u011flayacakt\u0131r.\u201d<\/em><\/p>\n<h3><strong>Ekosfer Derne\u011fi Y\u00f6netim Kurulu \u00dcyesi \u00d6zg\u00fcr G\u00fcrb\u00fcz<\/strong><\/h3>\n<p><em>&#8220;E\u011fer T\u00fcrkiye d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltmak, iklim kriziyle m\u00fccadele etmek ve g\u00fcvenilir bir kaynaktan elektrik \u00fcretmek istiyorsa, arad\u0131\u011f\u0131 yan\u0131t\u0131n adresi n\u00fckleer enerji olamaz. N\u00fckleer enerji d\u0131\u015fa ba\u011f\u0131ml\u0131, radyoaktif at\u0131k \u00fcreten, kaza ve hedef al\u0131nma riskiyle \u00fclkenin g\u00fcvenli\u011fini tehdit eden bir tercih. \u0130klim krizini durdurma konusunda ise hem yava\u015f hem de yenilenebilir enerji kadar etkili de\u011fil. Yenilenebilir enerjiye g\u00f6re 3-4 kat daha pahal\u0131 olmas\u0131 nedeniyle de cari a\u00e7\u0131\u011f\u0131 b\u00fcy\u00fctmeye aday. T\u00fcrkiye, 2053 net s\u0131f\u0131r hedefinde ciddiyse, \u00f6nce seragaz\u0131 emisyonlar\u0131n\u0131 art\u0131ran k\u00f6m\u00fcrl\u00fc termik santralleri kapataca\u011f\u0131 tarihi a\u00e7\u0131klamal\u0131. Talebi y\u00f6netmeyi planlamal\u0131 ve daha sonra yenilenebilir enerji planlar\u0131 yapmal\u0131. H\u00fck\u00fcmet, n\u00fckleer enerjiyi yenilenebilir enerjinin ard\u0131na saklayarak ger\u00e7ek niyetini gizliyor.&#8221;<\/em><\/p>\n<h3><strong>WWF-T\u00fcrkiye K\u0131demli \u0130klim ve Enerji Program\u0131 M\u00fcd\u00fcr\u00fc Tanyeli Sabuncu; <\/strong><\/h3>\n<p><em>\u201cEnerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131n\u0131n r\u00fczgar ve g\u00fcne\u015f enerji kapasitesinin \u00f6n\u00fcm\u00fczdeki 10 y\u0131lda 4 kat\u0131na \u00e7\u0131kmas\u0131n\u0131 \u00f6ng\u00f6ren bu yeni hedefi, \u00fclkemizin enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in son derece iddial\u0131 bir geli\u015fme.
