Rapora g\u00f6re; Avrupa&#8217;ya yap\u0131lan do\u011frudan yabanc\u0131 yat\u0131r\u0131mlar\u0131n pandemiden sonra toparlanmas\u0131 beklenirken; ekonomik b\u00fcy\u00fcmenin yava\u015flamas\u0131, enflasyonist dalgalanmalar, enerji fiyatlar\u0131n\u0131n artmas\u0131 ve jeopolitik ortam\u0131n hareketli olmas\u0131 nedeniyle 2020&#8217;den bu yana d\u00fc\u015ft\u00fc. \u015eirketler ise yat\u0131r\u0131m kararlar\u0131n\u0131 etkileyen ilk \u00fc\u00e7 fakt\u00f6r olarak yasal d\u00fczenlemelerin getirdi\u011fi maliyet y\u00fck\u00fcn\u00fcn artmas\u0131n\u0131, enerji fiyatlar\u0131n\u0131n de\u011fi\u015fmesini ve siyasi istikrars\u0131zl\u0131\u011f\u0131 g\u00f6sterdi.<\/p>\n<p>\u0130\u015f d\u00fcnyas\u0131 liderleri, Avrupa\u2019ya yat\u0131r\u0131mlar\u0131 art\u0131rmak i\u00e7in h\u00fck\u00fcmetlerin a\u015fa\u011f\u0131daki aksiyonlar\u0131 almas\u0131 gerekti\u011fini s\u00f6yl\u00fcyor:<\/p>\n<p><strong>1- Do\u011fru dengeyi sa\u011flamak<\/strong><\/p>\n<p>\u015eirketler, \u00f6n\u00fcm\u00fczdeki \u00fc\u00e7 y\u0131l i\u00e7inde, Avrupa&#8217;n\u0131n \u00e7ekicili\u011fine y\u00f6nelik en b\u00fcy\u00fck riskin yasal d\u00fczenlemelerin getirdi\u011fi maliyet y\u00fck\u00fcn\u00fcn artmas\u0131 oldu\u011funu belirtiyor. Bu y\u00fczden jeopolitik ve k\u00fcresel ticaret gerilimlerinin artmas\u0131na ba\u011fl\u0131 olarak, Avrupa\u2019daki d\u00fczenleyici kurumlar\u0131n h\u0131zl\u0131 ve kararl\u0131 bir \u015fekilde ad\u0131m at\u0131p aksiyon almas\u0131 gerekiyor. \u00dcye devletlerin de hangi sekt\u00f6rlerin korunmas\u0131 gerekti\u011fi ve olas\u0131 tehdit alanlar\u0131n\u0131 belirlemesi \u00f6nemli bir ad\u0131m olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor.<\/p>\n<p><strong>3- Enerji fiyatlar\u0131 ve tedari\u011fine y\u00f6nelik g\u00fcveni yeniden olu\u015fturmak<\/strong><\/p>\n<p>Yat\u0131r\u0131mc\u0131lar &#8220;de\u011fi\u015fken enerji fiyatlar\u0131 ve enerji tedari\u011fi sorunlar\u0131n\u0131&#8221; \u00f6n\u00fcm\u00fczdeki \u00fc\u00e7 y\u0131l i\u00e7inde Avrupa&#8217;n\u0131n \u00e7ekicili\u011fine y\u00f6nelik b\u00fcy\u00fck risklerden biri olarak s\u0131ral\u0131yor. Buna g\u00f6re, d\u00fczenleyici kurumlar, elektri\u011fin bir \u00fclkeden di\u011ferine akmas\u0131n\u0131 sa\u011flayan iletim kablolar\u0131 olan ara ba\u011flant\u0131lar ve \u015febekeler gibi belirli enerji altyap\u0131lar\u0131n\u0131 finanse edebilir, ye\u015fil enerji ge\u00e7i\u015fine yat\u0131r\u0131m yapabilir, b\u00f6ylece enerjiye olan g\u00fcvenin yeniden olu\u015fturulmas\u0131na destek olabilir.<\/p>\n<p><strong>4- \u00dcretimde rekabet\u00e7ili\u011fi s\u00fcrd\u00fcrmek<\/strong><\/p>\n<p>D\u00fczenleyici kurumlar, \u015firketlerin, ABD ve Asya&#8217;daki \u015firketlerle e\u015fit \u00f6l\u00e7ekte b\u00fcy\u00fcmesine izin vererek Avrupa&#8217;daki \u00fcretimi art\u0131rmal\u0131d\u0131r. Ayr\u0131ca mikro\u00e7ipler veya nadir toprak malzemeleri gibi hayati bile\u015fenlerin tedari\u011fini destekleyerek, kritik kamu mallar\u0131 aras\u0131nda yer alan elektrik ve veri i\u00e7in altyap\u0131 sa\u011flamal\u0131d\u0131r.<\/p>\n<p><strong>5- \u0130novasyon i\u00e7in verimli bir ortam yaratmak<\/strong><\/p>\n<p>Yat\u0131r\u0131mc\u0131lar, Avrupa&#8217;n\u0131n k\u00fcresel ekonomideki rekabet\u00e7i konumunu korumas\u0131 i\u00e7in y\u00fcksek teknoloji end\u00fcstrilerinin ve inovasyonun geli\u015fmesine yo\u011funla\u015f\u0131p bu alanlara odaklanmas\u0131 gerekti\u011fini belirtiyor.
