Bundan sonraki s\u00fcre\u00e7te bilimi temel alan net bir yakla\u015f\u0131ma ihtiya\u00e7 var. T\u00fcrkiye genelinde mevcut bina stokumuzun uzmanlarca incelenip g\u00fcvenli olup olmad\u0131\u011f\u0131n\u0131n ivedilikle tespit edilmesi gerekiyor. Sonras\u0131nda g\u00fc\u00e7lendirilerek g\u00fcvenli hale getirilebilecek binalar ve y\u0131k\u0131l\u0131p yeniden yap\u0131lmas\u0131 gereken binalar i\u00e7in h\u0131zla harekete ge\u00e7ilmeli\u2026 Yeni in\u015fa edilecek binalarda zeminden malzemeye her detay mevzuatlara uygun olmal\u0131 ve bu binalar su ve \u0131s\u0131 yal\u0131t\u0131m\u0131yla korozyona kar\u015f\u0131 korunmal\u0131.\u201d<\/em><\/p>\n<h3><strong>Yal\u0131t\u0131mla Korozyondan Korunmayan Binalar H\u0131zla \u00c7\u00fcr\u00fcy\u00fcp, Y\u0131k\u0131l\u0131yor<\/strong><\/h3>\n<p>Depremlerin yol a\u00e7t\u0131\u011f\u0131 b\u00fcy\u00fck y\u0131k\u0131mlar\u0131n en \u00f6nemli nedenlerinden birinin korozyon oldu\u011funu belirten <strong>\u0130ZODER Ba\u015fkan\u0131 Emrullah Eruslu<\/strong>, <em>\u201cD\u00fc\u015fman\u0131n kim oldu\u011funu bildi\u011fimizde m\u00fccadele etmek daha kolayd\u0131r. Bilim bize depremde y\u0131k\u0131lan binalarda korozyonu i\u015faret ediyor. Suyun kolonlar, duvarlar gibi ta\u015f\u0131y\u0131c\u0131 yap\u0131 elemanlar\u0131na n\u00fcfuz etmesi, betonun i\u00e7indeki demirin paslanmas\u0131na yani korozyona neden oluyor. Korozyon ise yap\u0131n\u0131n y\u00fck ta\u015f\u0131ma kapasitesini azalt\u0131yor. Betonarme yap\u0131lar\u0131n sa\u011fl\u0131kl\u0131 bir \u015fekilde, tasar\u0131m \u00f6m\u00fcrleri s\u00fcresince i\u015flevlerini s\u00fcrd\u00fcrebilmesi i\u00e7in yap\u0131n\u0131n tamam\u0131n\u0131n standartlara uygun \u015fekilde \u0131s\u0131 ve su yal\u0131t\u0131m\u0131 ile korozyondan korunmas\u0131 gerekiyor. Karadeniz Teknik \u00dcniversitesi \u00d6\u011fretim \u00dcyesi Prof. Dr. \u015eakir Erdo\u011fdu\u2019nun ara\u015ft\u0131rmas\u0131na g\u00f6re; suya maruz kalan bir donat\u0131, 5 y\u0131l\u0131n sonunda ta\u015f\u0131ma kapasitesinin y\u00fczde 50\u2019sini, 15 y\u0131l\u0131n sonunda y\u00fczde 90\u2019\u0131n\u0131, 24 y\u0131l\u0131n sonunda ise tamam\u0131n\u0131 kaybediyor. Yani herhangi bir deprem ya da d\u0131\u015f etken olmadan bile sadece donat\u0131 korozyonu ile bir yap\u0131n\u0131n \u00e7\u00f6kmesi s\u00f6z konusu. 17 A\u011fustos 1999 Marmara Depremi sonras\u0131nda \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi Hasar Tespit Komisyonu taraf\u0131ndan yap\u0131lan incelemeler sonucunda, y\u00fczde 79\u2019u hasarl\u0131 bulunan 55 bin 651 konut ve i\u015fyerinin y\u00fczde 64\u2019\u00fcnde korozyon tespit edilmi\u015fti. Yani korozyon yava\u015f yava\u015f de\u011fil h\u0131zla binalar\u0131 \u00e7\u00fcr\u00fct\u00fcyor\u201d<\/em> dedi.<\/p>\n<h3><strong>T\u00fcrkiye\u2019de Sadece 30 Y\u0131lda Binalar \u00d6mr\u00fcn\u00fc Tamaml\u0131yor<\/strong><\/h3>\n<p>\u00d6m\u00fcrl\u00fck bir yat\u0131r\u0131m olarak g\u00f6r\u00fclen evlerin T\u00fcrkiye\u2019de sa\u011fl\u0131kl\u0131 kullan\u0131m \u00f6mr\u00fcn\u00fcn ortalama 30 y\u0131lla s\u0131n\u0131rl\u0131 oldu\u011funu dile getiren <strong>Emrullah Eruslu<\/strong>, \u015funlar\u0131 s\u00f6yledi: <em>\u201cStandartlara uygun yap\u0131lm\u0131\u015f bir binan\u0131n \u00f6mr\u00fc 80 ila 100 y\u0131l olmal\u0131d\u0131r. \u0130nsanlar\u0131n b\u00fcy\u00fck emekler vererek sahip oldu\u011fu yuvalar\u0131n\u0131n sadece 30 y\u0131ll\u0131k bir \u00f6mre sahip olmas\u0131 kabul edilebilir de\u011fil. \u00dclkemizde binalar\u0131n k\u0131sa \u00f6m\u00fcrl\u00fc olmas\u0131n\u0131n en \u00f6nemli sebeplerinden biri de yal\u0131t\u0131ms\u0131zl\u0131k nedeniyle ya\u015fanan korozyon ve onun olumsuz etkileri\u2026 Is\u0131 yal\u0131t\u0131m\u0131nda daha iyi bir noktada olsak da su yal\u0131t\u0131ml\u0131 binalara bakt\u0131\u011f\u0131m\u0131zda; Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi\u2019nin y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi 1 Haziran 2018\u2019den itibaren in\u015fa edilen ve zorunlu olarak su yal\u0131t\u0131m\u0131 yap\u0131lan bina say\u0131s\u0131 toplam yap\u0131 stokunun sadece y\u00fczde 5-5,5\u2019ini olu\u015fturuyor. 10 milyonun \u00fczerinde bina, 30 milyonu a\u015fan hanenin bulundu\u011fu \u00fclkemizde bu d\u00fc\u015f\u00fck oranlardaki su yal\u0131t\u0131m\u0131 uygulamas\u0131 maalesef g\u00fcvenli bina noktas\u0131nda zay\u0131f bir yerde durdu\u011fumuzu g\u00f6steriyor. Bundan sonra su yal\u0131t\u0131m\u0131 ile g\u00fc\u00e7lendirilmi\u015f, en az 100 y\u0131l kullan\u0131m \u00f6mr\u00fc olacak g\u00fcvenli, sa\u011fl\u0131kl\u0131 ve konforlu yap\u0131lar in\u015fa etmemiz b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor. Bunun i\u00e7in de yeni in\u015fa edilecek binalarda zemin et\u00fcd\u00fcn\u00fcn do\u011fru yap\u0131lmas\u0131, yap\u0131n\u0131n tekni\u011fine uygun olarak tasarlanmas\u0131, i\u00e7 ve d\u0131\u015f etkenlerden yal\u0131t\u0131m ile korunmas\u0131 ve denetlenmesi gerekiyor.\u201d<\/em><\/p>\n<h3><strong>Kentsel D\u00f6n\u00fc\u015f\u00fcm G\u00fcvenli Yap\u0131la\u015fmada \u00d6nemli F\u0131rsatlar Bar\u0131nd\u0131r\u0131yor<\/strong><\/h3>\n<p>\u00d6zellikle deprem sonras\u0131nda \u00fclke genelinde h\u0131z kazanan kentsel d\u00f6n\u00fc\u015f\u00fcm hareketi kapsam\u0131nda, T\u00fcrkiye yap\u0131 sto\u011funda \u00f6nemli bir yenilenmenin \u00f6n g\u00f6r\u00fcld\u00fc\u011f\u00fcne vurgu yapan Eruslu, <em>\u201c\u00c7evre \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131\u2019nca yay\u0131mlanan Kentsel D\u00f6n\u00fc\u015f\u00fcm Eylem Plan\u0131 kapsam\u0131nda d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi gereken 6,7 milyon konuttan acil\/\u00f6ncelikli olarak g\u00f6r\u00fclen 1,5 milyon konutun 5 y\u0131l i\u00e7erisinde d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn tamamlanmas\u0131 hedefleniyor. Bu do\u011frultuda 100 bini \u0130stanbul\u2019da olmak \u00fczere her y\u0131l 300 bin konutun d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn sa\u011flanmas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. Yeni in\u015fa edilecek binalarda y\u00f6netmeliklere uygun yap\u0131la\u015fma ve denetim, bina dayan\u0131kl\u0131l\u0131\u011f\u0131 ve g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan kritik \u00f6neme sahip.
