Bu ba\u011flamda enerji \u00fcretiminde yenilenebilir enerji kaynaklar\u0131n\u0131 tercih etmek, enerji \u00fcretim ve t\u00fcketim s\u00fcre\u00e7lerinde verimlilik potansiyelini sonuna kadar kullanmak, modern ve temiz enerji teknolojilerine y\u00f6nelmek, enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn mihenk ta\u015flar\u0131 olacak\u201d<\/em> dedi.<\/p>\n<p>Hakman, k\u00fcresel \u00e7apta enerji talebinde yava\u015flama oldu\u011funu aktar\u0131rken, birincil enerji t\u00fcketiminin <strong>y\u00fczde 7,5<\/strong>\u2019ini <strong>hidroelektrik<\/strong> hari\u00e7 <strong>yenilenebilir enerji kaynaklar\u0131n\u0131n<\/strong>, <strong>y\u00fczde 82<\/strong>\u2019sini ise fosil yak\u0131tlar\u0131n olu\u015fturdu\u011funu belirtti. Hakman, \u015funlar\u0131 kaydetti: <em>\u201cArz kesintisi riski ve y\u00fcksek fosil yak\u0131t fiyat de\u011fi\u015fkenli\u011fi, d\u00fcnya \u00e7ap\u0131nda daha fazla enerji t\u00fcketicisini da\u011f\u0131t\u0131k yenilenebilir enerji sistemlerini benimsemeye ve son kullan\u0131m sekt\u00f6rlerinde elektrikli teknolojilere ge\u00e7meye te\u015fvik ediyor. \u015eunu da s\u00f6ylemeliyiz ki elektrik sekt\u00f6r\u00fc k\u00fcresel olarak karbonsuzla\u015fmaya da \u00f6nc\u00fcl\u00fck ediyor. Yenilenebilir enerji, toplam k\u00fcresel elektrik \u00fcretiminin yakla\u015f\u0131k <strong>y\u00fczde 30<\/strong>\u2019unu olu\u015fturuyor. 2015 y\u0131l\u0131ndan beri istikrarl\u0131 bir \u015fekilde artan<strong> r\u00fczgar<\/strong> ve <strong>g\u00fcne\u015f enerjisinin<\/strong> k\u00fcresel elektrik \u00fcretimindeki toplam pay\u0131 <strong>y\u00fczde 12<\/strong>. G\u00fcne\u015f PV, yenilenebilir enerjinin toplam kapasite art\u0131\u015f\u0131n\u0131n (348 GW) <strong>y\u00fczde 70<\/strong>\u2019ini olu\u015ftururken, onu <strong>77 GW<\/strong> (y\u00fczde 22) ile r\u00fczgar ve <strong>22 GW<\/strong> (y\u00fczde 6,3) ile <strong>hidroelektrik<\/strong> izliyor. <strong>G\u00fcne\u015f<\/strong> ve <strong>r\u00fczgar enerjisinde<\/strong> en y\u00fcksek kapasite art\u0131\u015f\u0131na sahip ilk \u00fc\u00e7 \u00fclke <strong>\u00c7in, ABD ve Hindistan.<\/strong>\u201d<\/em><\/p>\n<p><strong>SHURA Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Merkezi Direkt\u00f6r\u00fc Alk\u0131m Ba\u011f G\u00fcll\u00fc<\/strong> ise konu\u015fmas\u0131na, 2023 y\u0131l\u0131nda yenilenebilir enerji sekt\u00f6r\u00fcnde ya\u015fanan de\u011fi\u015fim ve geli\u015fmeleri aktararak ba\u015flad\u0131. Ge\u00e7en y\u0131l\u0131n tarihe \u2018en s\u0131cak y\u0131l\u2019 olarak ge\u00e7ti\u011fini hat\u0131rlatan G\u00fcll\u00fc, iklim krizinin d\u00fcnyada ciddi bir endi\u015fe kayna\u011f\u0131 haline geldi\u011fini s\u00f6yledi. G\u00fcll\u00fc \u015funlar\u0131 s\u00f6yledi: <em>\u201c2023, T\u00fcrkiye i\u00e7in de \u00e7ok zor ba\u015flad\u0131. \u015eubat ay\u0131nda ya\u015fad\u0131\u011f\u0131m\u0131z b\u00fcy\u00fck deprem felaketi, T\u00fcrkiye\u2019nin di\u011fer t\u00fcm alanlar\u0131 gibi enerji sekt\u00f6r\u00fcndeki dinamikleri de etkiledi. Depremden etkilenen b\u00f6lgelerde hasar g\u00f6ren da\u011f\u0131t\u0131m, iletim hatlar\u0131 ve enerji tesisleri h\u0131zl\u0131ca toparlan\u0131p devreye al\u0131nd\u0131, ancak o d\u00f6nem a\u00e7\u0131klanan verilere g\u00f6re <strong>en az 600 milyon dolarl\u0131k bir hasar<\/strong> olu\u015ftu. Hem <strong>depremler<\/strong> hem de ard\u0131ndan <strong>ya\u015fanan sel felaketleri<\/strong>, enerji arz\u0131n\u0131n ya\u015famsal \u00f6nemini bir kez daha ortaya koyarak<strong> elektrik iletim ve da\u011f\u0131t\u0131m hatlar\u0131n\u0131n<\/strong> do\u011fal afetlere dayan\u0131kl\u0131 olmas\u0131, planlamalar\u0131n y\u00fcksek diren\u00e7li altyap\u0131lar perspektifiyle yap\u0131lmas\u0131 gereklili\u011fini g\u00f6zler \u00f6n\u00fcne serdi.\u201d<\/em><\/p>\n<p>G\u00fcll\u00fc konu\u015fmas\u0131n\u0131 \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc: <em>\u201cT\u00fcrkiye\u2019nin \u00f6nceli\u011fi, halihaz\u0131rda en ucuz kaynak olan, teknolojisi geli\u015fmi\u015f ve yerli ekipman imalat kapasitesine sahip oldu\u011fu, <strong>yerli ve temiz yenilenebilir enerji kaynaklar\u0131n\u0131 geli\u015ftirmek<\/strong> olmal\u0131. <strong>Ekonomik kalk\u0131nma<\/strong> ve <strong>karbonsuzla\u015fma hedeflerine<\/strong> ula\u015fabilmek i\u00e7in sadece <strong>ye\u015fil\/ikiz d\u00f6n\u00fc\u015f\u00fcm<\/strong> odakl\u0131 politikalar yerine s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma\/b\u00fcy\u00fcme ile uyumlu, enerji, sanayi, ula\u015ft\u0131rma, finans ve ticaret politikalar\u0131n\u0131n b\u00fct\u00fcnc\u00fcl olarak ele al\u0131nmas\u0131 \u00f6nemli.\u201d<\/em><\/p>\n<h3><strong>ENERJ\u0130DE YEN\u0130LENEB\u0130L\u0130R\u0130N PAYI ARTTI<\/strong><\/h3>\n<p>Toplant\u0131da, SHURA Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Merkezi\u2019nin y\u0131l boyu yay\u0131nlad\u0131\u011f\u0131 raporlar \u00fczerinden, <strong>2023 y\u0131l\u0131nda yenilenebilir enerji sekt\u00f6r\u00fcnde<\/strong> ya\u015fanan de\u011fi\u015fimler ve geli\u015fmeler ile <strong>2024 beklentileri<\/strong> de\u011ferlendirildi.<\/p>\n<p><strong>2013-2023 y\u0131llar\u0131<\/strong> aras\u0131nda T\u00fcrkiye\u2019de elektrik \u00fcretiminin <strong>y\u00fczde 36<\/strong> artmas\u0131na ra\u011fmen yenilenebilir enerjinin elektrik \u00fcretimindeki pay\u0131 <strong>y\u00fczde 29<\/strong>\u2019dan <strong>y\u00fczde 42<\/strong>\u2019ye \u00e7\u0131kt\u0131. T\u00fcrkiye bu ba\u015far\u0131y\u0131, yenilenebilir enerji maliyetlerinin y\u00fcksek oldu\u011fu bir d\u00f6nemde <strong>YEKDEM I<\/strong> kapsam\u0131ndaki <strong>dolar bazl\u0131 al\u0131m garantisi<\/strong> ile sa\u011flad\u0131. Ayn\u0131 d\u00f6nemde verilen yerli katk\u0131 te\u015fviki ile de T\u00fcrkiye\u2019de<strong> r\u00fczgar<\/strong> ve <strong>g\u00fcne\u015f ekipman imalat\u0131<\/strong> yerli olarak yap\u0131lmaya ba\u015fland\u0131. K\u00fcresel olarak bu d\u00f6nemde <strong>karasal r\u00fczgar enerjisinde<\/strong> seviyelendirilmi\u015f elektrik maliyetinin <strong>y\u00fczde 69<\/strong>, g\u00fcne\u015fte ise <strong>y\u00fczde 89<\/strong> d\u00fc\u015fmesiyle <strong>r\u00fczgar ve g\u00fcne\u015f enerjisi en ucuz enerji kaynaklar\u0131<\/strong> haline geldi.<\/p>\n<p>T\u00fcrkiye\u2019nin kurulu g\u00fcc\u00fcn\u00fcn artmas\u0131na ra\u011fmen art\u0131\u015f oran\u0131 \u00f6nceki y\u0131llara g\u00f6re d\u00fc\u015f\u00fck kald\u0131. <strong>2012-2022 y\u0131llar\u0131<\/strong> aras\u0131ndaki d\u00f6nemde, y\u0131ll\u0131k kurulu g\u00fc\u00e7 net art\u0131\u015f\u0131n\u0131n ortalamas\u0131 <strong>4,6 GW<\/strong> olmu\u015ftu. Talep art\u0131\u015f\u0131n\u0131n \u00fczerinde olmakla birlikte bu art\u0131\u015f\u0131n en \u00f6nemli nedenlerinden biri, bu d\u00f6nemde <strong>yenilenebilir enerji santralleri<\/strong>ne verilen te\u015fviklerdi. <strong>2023 y\u0131l\u0131nda<\/strong> ise <strong>yakla\u015f\u0131k 2,5 GW<\/strong>\u2019l\u0131k yeni kurulu g\u00fc\u00e7 art\u0131\u015f\u0131 oldu yani yeni kapasite art\u0131\u015f\u0131nda bir gerileme s\u00f6z konusu. Kurulu g\u00fc\u00e7 art\u0131\u015f\u0131n\u0131n neredeyse tamam\u0131 <strong>yenilenebilir kaynaklar\u0131ndan<\/strong> sa\u011fland\u0131.<\/p>\n<p>2022 sonunda yay\u0131nlanan <strong>Ulusal Enerji Plan\u0131<\/strong>\u2019na g\u00f6re <strong>2035 y\u0131l\u0131nda<\/strong> kurulu g\u00fcc\u00fcn<strong> 190 GW<\/strong>\u2019ye y\u00fckselmesi, bunun i\u00e7inde r\u00fczgar\u0131n <strong>30 GW<\/strong>, g\u00fcne\u015fin ise <strong>53 GW<\/strong> pay\u0131 olmas\u0131 hedefleniyor. Bunu ba\u015farmak i\u00e7in y\u0131ll\u0131k olarak <strong>1,4 GW<\/strong> r\u00fczgar ve<strong> 3,3 GW<\/strong> g\u00fcne\u015f enerjisi kurulumu yapmam\u0131z gerekli. Yani 12 y\u0131l i\u00e7inde r\u00fczgar kapasitesinin <strong>3<\/strong>, g\u00fcne\u015f kapasitesinin<strong> 5 kat\u0131na<\/strong> \u00e7\u0131kar\u0131lmas\u0131 gerekiyor. T\u00fcrkiye\u2019de elektrik \u00fcretiminde yenilenebilir enerjinin pay\u0131 <strong>son 10 senede<\/strong> kayda de\u011fer \u00f6l\u00e7\u00fcde artt\u0131. Buna ra\u011fmen <strong>nihai enerji \u00fcretiminde elektri\u011fin pay\u0131<\/strong> sadece <strong>y\u00fczde 20<\/strong>. Nihai enerji arz\u0131nda <strong>yenilenebilirin pay\u0131n\u0131n artmas\u0131<\/strong> i\u00e7in <strong>enerji yo\u011fun son kullan\u0131m sekt\u00f6rlerinin de<\/strong> bu kayna\u011fa y\u00f6nelmesi gerekiyor.<\/p>\n<h3><strong>ENERJ\u0130 F\u0130YATLARIYLA B\u0130RL\u0130KTE DI\u015e T\u0130CARET A\u00c7I\u011eI D\u00dc\u015eT\u00dc<\/strong><\/h3>\n<p>2022 y\u0131l\u0131nda k\u00fcresel piyasalarda ya\u015fanan jeopolitik geli\u015fmeler ve \u00f6zellikle <strong>k\u00fcresel do\u011fal gaz fiyatlar\u0131ndaki oynakl\u0131klar<\/strong> nedeniyle <strong>elektrik fiyatlar\u0131nda ciddi y\u00fckseli\u015f<\/strong> ya\u015fanm\u0131\u015ft\u0131. 2023\u2019te <strong>do\u011fal gaz<\/strong> ve<strong> k\u00f6m\u00fcr fiyatlar\u0131<\/strong> normale d\u00f6nmeye ba\u015flad\u0131 ve T\u00fcrkiye\u2019de de hem do\u011fal gaz hem de elektrik fiyatlar\u0131nda 2022 y\u0131l\u0131na g\u00f6re d\u00fc\u015f\u00fc\u015f g\u00f6zlendi. Rusya-Ukrayna sava\u015f\u0131yla artan enerji fiyatlar\u0131ndan dolay\u0131 T\u00fcrkiye\u2019nin enerji ithalat\u0131 <strong>2022\u2019de<\/strong> <strong>97 milyar dolara<\/strong> \u00e7\u0131kt\u0131. 2023\u2019\u00fcn ilk 10 ayl\u0131k verilerine g\u00f6re ise 2022 y\u0131l\u0131n\u0131n ayn\u0131 d\u00f6nemine g\u00f6re <strong>y\u00fczde 29\u2019luk<\/strong> bir azalma s\u00f6z konusu. Di\u011fer yandan y\u0131l\u0131n ilk 10 ay\u0131nda enerji kaynakl\u0131 d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131, toplam d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131na oranla <strong>y\u00fczde 74<\/strong>\u2019ten <strong>y\u00fczde 47<\/strong>\u2019ye geriledi.<\/p>\n<p>Toplant\u0131da, <strong>2023\u2019\u00fcn enerji fiyatlar\u0131n\u0131n normalle\u015fmeye ba\u015flad\u0131\u011f\u0131<\/strong> bir y\u0131l oldu\u011fu, ancak T\u00fcrkiye\u2019nin <strong>ileride fosil yak\u0131tlardaki fiyat dalgalanmalar\u0131ndan etkilenmemek i\u00e7in<\/strong> h\u0131zl\u0131 bir \u015fekilde <strong>yenilenebilir kapasitesini art\u0131rmas\u0131<\/strong> gerekti\u011fi vurguland\u0131.<\/p>\n<h3><strong>SINIRDA KARBON MEKAN\u0130ZMASI \u0130\u00c7\u0130N TEDB\u0130R GEREKL\u0130<\/strong><\/h3>\n<p>Toplant\u0131da ayr\u0131ca, T\u00fcrkiye\u2019nin net s\u0131f\u0131r hedefi do\u011frultusunda enerji \u00fcretiminin yan\u0131 s\u0131ra t\u00fcketiminin de karbonsuzla\u015fmas\u0131 gerekti\u011finin alt\u0131 \u00e7izildi. \u00d6zellikle enerji yo\u011fun son kullan\u0131m sekt\u00f6rlerinde <strong>fosil yak\u0131tlardan yenilenebilir enerjiye ge\u00e7ilmesi<\/strong> gerekti\u011fi belirtilerek temel stratejinin \u00f6ncelikle <strong>enerji verimlili\u011fi<\/strong> ve <strong>elektrifikasyon yolu<\/strong> ile <strong>enerji t\u00fcketiminin azalt\u0131lmas\u0131<\/strong>, ard\u0131ndan <strong>ilave elektrik talebinin yenilenebilir enerji santrallerinden kar\u015f\u0131lanmas\u0131<\/strong> olmas\u0131 gerekti\u011fi vurguland\u0131.
