ABD, Avustralya, Brezilya, Polonya ve Meksika gibi fosil yak\u0131ta dayal\u0131 bir enerji sistemi olan \u00fclkeler bildirgeye imza atarken \u00c7in, Hindistan ve T\u00fcrkiye\u2019nin yoklu\u011fu dikkat \u00e7ekti.<\/p>\n<p>T\u00fcrkiye\u2019den uzmanlar, k\u00fcresel \u00e7apta yenilenebilir enerji konusunda at\u0131lan bu ad\u0131m\u0131 ve T\u00fcrkiye\u2019nin durumunu de\u011ferlendirdi.<\/p>\n<p><strong>Sabanc\u0131 \u00dcniversitesi \u0130stanbul Politikalar Merkezi \u0130klim De\u011fi\u015fikli\u011fi Koordinat\u00f6r\u00fc \u00dcmit \u015eahin<\/strong> ise al\u0131nan karar\u0131 \u015f\u00f6yle yorumlad\u0131: <em>\u201cT\u00fcrkiye\u2019nin COP28\u2019de iki pozisyonunu g\u00f6rd\u00fck. Birincisi, K\u00fcresel Durum De\u011ferlendirmesi kapsam\u0131nda fosil yak\u0131tlar\u0131n azalt\u0131lmas\u0131na ve fosil yak\u0131ttan \u00e7\u0131k\u0131\u015fa kar\u015f\u0131 oldu\u011funu bildirmesi ve ABD\u2019nin de yer ald\u0131\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131\u011f\u0131 K\u00f6m\u00fcrden \u00c7\u0131k\u0131\u015f Koalisyonu\u2019na kat\u0131lmamas\u0131yd\u0131. \u0130kinci olarak, k\u00fcresel yenilenebilir kapasitesinin \u00fc\u00e7 kat\u0131na \u00e7\u0131kar\u0131lmas\u0131n\u0131 taahh\u00fct eden 118 \u00fclke aras\u0131nda T\u00fcrkiye\u2019yi g\u00f6remedik. Kald\u0131 ki, T\u00fcrkiye\u2019nin ge\u00e7en y\u0131l yay\u0131nlad\u0131\u011f\u0131 Ulusal Enerji Plan\u0131\u2019nda g\u00fcne\u015f ve r\u00fczg\u00e2r\u0131 art\u0131rma hedefi zaten 3 kata yak\u0131n, dolay\u0131s\u0131yla T\u00fcrkiye\u2019nin bu bildirgeyi imzalamas\u0131 gerekirdi.\u201d<\/em><\/p>\n<p><strong>A Plus Enerji Kurucu Orta\u011f\u0131 Volkan Yi\u011fit <\/strong>ise k\u00fcresel hedeflerin halihaz\u0131rda T\u00fcrkiye\u2019nin Ulusal Enerji Plan\u0131\u2019yla paralel oldu\u011funu ve T\u00fcrkiye\u2019nin zaten bu hedeflere kolayl\u0131kla ula\u015fabilece\u011finin alt\u0131n\u0131 \u00e7izdi ve <em>\u201cUlusal Enerji Plan\u0131\u2019nda \u015fu an 11,2 GW olan g\u00fcne\u015f kapasitemizi 2035 sonunda 53 GW seviyesine yani neredeyse 5 kat\u0131na \u00e7\u0131karmay\u0131 hedefliyoruz. R\u00fczg\u00e2r taraf\u0131nda bu kadar y\u00fcksek olmasa da 11,6 GW kapasitemizi 2035\u2019te 29 GW seviyesine \u00e7\u0131karmay\u0131 planl\u0131yoruz. Bu da 2,5 kat bir art\u0131\u015f anlam\u0131na geliyor. Her iki hedefin toplam\u0131na bakt\u0131\u011f\u0131m\u0131zda 2035\u2019te g\u00fcne\u015f ve r\u00fczg\u00e2r kurulu g\u00fcc\u00fcm\u00fcz\u00fc zaten 3,6 kat\u0131na \u00e7\u0131karmay\u0131 planl\u0131yoruz asl\u0131nda.\u201d<\/em> dedi.<\/p>\n<p><strong>Yi\u011fit, <\/strong>\u015f\u00f6yle devam etti: <em>\u201cT\u00fcrkiye\u2019nin imzac\u0131 olmamas\u0131n\u0131n sebebi, taahh\u00fcd\u00fcn i\u00e7inde ge\u00e7en k\u00f6m\u00fcrl\u00fc termik santrallerin a\u015famal\u0131 olarak kapat\u0131lmas\u0131 ibaresi olmal\u0131; \u00e7\u00fcnk\u00fc T\u00fcrkiye t\u00fcm k\u00f6m\u00fcrl\u00fc termik santralleri ekonomik \u00f6mr\u00fc bitene kadar a\u00e7\u0131k tutmak istiyor. Burada asl\u0131nda i\u015fi piyasaya b\u0131rakmak laz\u0131m; piyasa ko\u015fullar\u0131, karbon fiyatlamas\u0131, farkl\u0131 taahh\u00fct ve gereksinimler \u00e7er\u00e7evesinde bizim de yapt\u0131\u011f\u0131m\u0131z projeksiyonlar k\u00f6m\u00fcr santrallerinin \u00fcretimdeki pay\u0131n\u0131n her y\u0131l gittik\u00e7e azalaca\u011f\u0131n\u0131 g\u00f6steriyor. Ekonomik ve teknolojik ko\u015fullar, T\u00fcrkiye\u2019de yerli k\u00f6m\u00fcr\u00fcn bitmesi, yeni k\u00f6m\u00fcr alanlar\u0131na girmenin zorla\u015fmas\u0131, k\u00f6m\u00fcr finansman\u0131n\u0131n azalmas\u0131 zaten bizi bu taahh\u00fcde g\u00f6t\u00fcrecektir. Ben karamsar de\u011filim; \u00f6n\u00fcm\u00fczdeki y\u0131llarda bu k\u00fcresel taahh\u00fcd\u00fcn daha geli\u015ftirilmi\u015f hali ve belki hidroelektri\u011fin kapsam d\u0131\u015f\u0131 b\u0131rak\u0131ld\u0131\u011f\u0131 bir versiyonuna, yani sadece g\u00fcne\u015f ve r\u00fczg\u00e2r gibi yeni teknoloji yenilenebilir enerji hedeflerinin yer ald\u0131\u011f\u0131 haline, imza atabilece\u011fimizi d\u00fc\u015f\u00fcn\u00fcyorum ve zaten Ulusal Enerji Plan\u0131\u2019n\u0131n da buna paralel oldu\u011funu g\u00f6r\u00fcyorum.\u201d<\/em><\/p>\n<p><strong>S\u00fcrd\u00fcr\u00fclebilir Ekonomi ve Finans Ara\u015ft\u0131rmalar\u0131 Derne\u011fi Direkt\u00f6r\u00fc Bengisu \u00d6zen\u00e7,<\/strong> T\u00fcrkiye\u2019nin 2021\u2019de a\u00e7\u0131klad\u0131\u011f\u0131 2053 net-s\u0131f\u0131r hedefinin olumlu\u00a0 ba\u015flang\u0131\u00e7 oldu\u011funu ancak k\u0131sa ve orta vadeli hedeflerin hen\u00fcz s\u00f6z konusu 2053 hedefiyle uyumlu olmad\u0131\u011f\u0131na dikkat \u00e7ekti: <em>\u201cNe yaz\u0131k ki, k\u0131sa vadeli hedeflerin eksikli\u011fi bu patikada \u00f6nemli rol oynayabilecek yat\u0131r\u0131mc\u0131 gibi akt\u00f6rlerin yanl\u0131\u015f sinyal almas\u0131na sebep olabiliyor. Asl\u0131nda T\u00fcrkiye \u00f6n\u00fcm\u00fczdeki 10-15 y\u0131l boyunca s\u00fcregelen durumu devam ettirece\u011fini s\u00f6yl\u00fcyor. Halbuki, \u00e7ok daha fazlas\u0131n\u0131 yapacak kapasitemiz var. 2017\u2019de a\u00e7\u0131klanan g\u00fcne\u015f enerjisi kurulum hedeflerini yaln\u0131zca be\u015f y\u0131l i\u00e7inde 3 kat\u0131na \u00e7\u0131karm\u0131\u015f bir \u00fclkeyiz. T\u00fcrkiye, hem iklim diplomasisinde daha yap\u0131c\u0131 bir rol oynamay\u0131, hem de 2053 net-s\u0131f\u0131r hedefine ula\u015fmada daha kolayla\u015ft\u0131r\u0131c\u0131 bir pozisyon almay\u0131 kendisi i\u00e7in hedeflemeli.\u201d<\/em><\/p>\n<p><strong>Solar 3GW Derne\u011fi Y\u00f6netim Kurulu Ba\u015fkan\u0131 Yusuf Bahad\u0131r Turhan<\/strong> ise karar\u0131 \u015f\u00f6yle yorumlad\u0131: <em>\u201cK\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f\u0131m\u0131z hem 2053 Net Karbon s\u0131f\u0131r hem enerjide ba\u011f\u0131ms\u0131zl\u0131k hem de s\u00fcrekli ucuz elektrik hedeflerimiz a\u00e7\u0131s\u0131ndan birinci \u015fart. Bu \u00e7\u0131k\u0131\u015f\u0131n adil bir \u00e7er\u00e7evede olmas\u0131 i\u00e7in de somut ad\u0131mlarla detayl\u0131ca planlanmas\u0131 ve plan\u0131n bir an \u00f6nce hayata ge\u00e7irilmesi elzem. Ancak COP28\u2019deki duru\u015fumuz maalesef bu hedefler ile tam tutarl\u0131l\u0131k sergilemiyor. Bu durum bizim gelece\u011fin geli\u015fmi\u015f \u00fclkeleri aras\u0131ndaki yerimizi riske at\u0131yor, \u00e7\u00fcnk\u00fc ucuz enerjinin sa\u011flayaca\u011f\u0131 imkan ve verimlilikten mahrum kal\u0131yoruz.\u201d<\/em><\/p>\n<p>G\u00fcncel geli\u015fmeler \u0131\u015f\u0131\u011f\u0131nda, T\u00fcrkiye\u2019deki g\u00fcne\u015f ve r\u00fczgar enerjisi potansiyelinin \u00f6nemli bir avantaj sa\u011flad\u0131\u011f\u0131n\u0131 ifade eden <strong>Turhan<\/strong> \u015f\u00f6yle devam etti: \u201c<em>Fosil yak\u0131t a\u00e7\u0131s\u0131ndan fakir ancak g\u00fcne\u015f a\u00e7\u0131s\u0131ndan zengin bir \u00fclkeyiz. Bu, di\u011fer \u00fclkelere k\u0131yasla en kolayl\u0131kla yararlanabilece\u011fimiz kald\u0131ra\u00e7, bize hem maliyet hem de zaman konusunda avantaj sunuyor. Dolay\u0131s\u0131yla fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f\u0131m\u0131z\u0131 geciktiren her hareket, g\u00fcne\u015fimizden yeterince faydalanamam\u0131za ve de ekonomik a\u00e7\u0131dan geri d\u00fc\u015fmemize neden oluyor. Art\u0131k ge\u00e7mi\u015f y\u00fczy\u0131l\u0131n teknolojilerini geride b\u0131rak\u0131p, tamamen yeni teknolojilere y\u00fcz\u00fcm\u00fcz\u00fc \u00e7evirme zaman\u0131. Son teknolojik geli\u015fmeler ile GES\u2019lerin ve batarya depolaman\u0131n ilk yat\u0131r\u0131m maliyetleri sadece son bir y\u0131lda %40 ucuzlad\u0131. Batarya depolama ile desteklenen GES\u2019ler ise bug\u00fcn \u015febeke i\u015fletme g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan termik santrallere olan ihtiyac\u0131 her g\u00fcn azalt\u0131yor. T\u00fcm bunlar\u0131n \u00fczerine bir de son bir y\u0131lda yakla\u015f\u0131k 30 GWh\u2019lik batarya kapasiteli GES ve RES\u2019lere \u00f6nlisans da vermi\u015fken, art\u0131k fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f\u0131m\u0131z\u0131 daha h\u0131zl\u0131 ve emin ad\u0131mlarla ger\u00e7ekle\u015ftirebiliriz.\u201d<\/em><\/p>\n<p>Bu karar\u0131n emisyon azalt\u0131m\u0131 konusunda d\u00fcnyan\u0131n iki kutbunu kar\u015f\u0131 kar\u015f\u0131ya getirdi\u011fini s\u00f6yleyen <strong>Ember T\u00fcrkiye, Ukrayna ve Bat\u0131 Balkanlar B\u00f6lge Lideri Ufuk Alparslan<\/strong> \u015f\u00f6yle dedi:<\/p>\n<p><em>\u201cBu karara imza atan 118 \u00fclkenin d\u0131\u015f\u0131nda kalan \u00fclkeler, k\u00fcresel sera gaz\u0131 emisyonunun yar\u0131s\u0131ndan fazlas\u0131ndan sorumlu. \u0130mza atmayan \u00fclkeler aras\u0131nda \u00c7in, Hindistan, G\u00fcney Afrika, Endonezya, Rusya ya da Orta Do\u011fu \u00fclkeleri gibi yenilenebilir enerjinin esas art\u0131\u015f g\u00f6stermesi gereken yerler bulunuyor. Bu nedenle karar\u0131n beni \u00e7ok heyecanland\u0131rd\u0131\u011f\u0131n\u0131 s\u00f6yleyemeyece\u011fim. T\u00fcrkiye a\u00e7\u0131s\u0131ndan de\u011ferlendirdi\u011fimizde ise, resmi planlarda dahi buna yak\u0131n hedefler a\u00e7\u0131kland\u0131\u011f\u0131 i\u00e7in karar\u0131n alt\u0131nda T\u00fcrkiye&#8217;nin imzas\u0131n\u0131n olmamas\u0131n\u0131n nedenini politik buluyorum.
