K\u00f6kl\u00fc demokrasisiyle siyasi istikrar\u0131n\u0131 teminat alt\u0131na alm\u0131\u015f, refah\u0131 art\u0131r\u0131rken sosyal adaleti g\u00fc\u00e7lendiren, k\u00fcresel adaletin sa\u011flanmas\u0131nda etkin bir g\u00fc\u00e7 haline gelmi\u015f T\u00fcrkiye yolunda haz\u0131rlad\u0131\u011f\u0131m\u0131z 12\u2019nci Kalk\u0131nma Plan\u0131\u2019yla kararl\u0131 bir \u015fekilde hedeflerimize y\u00fcr\u00fcyece\u011fiz\u201d diye konu\u015ftu.<\/p>\n<h3>YILLIK ORTALAMA Y\u00dcZDE 5 B\u00dcY\u00dcME HEDEFLEN\u0130YOR\u2019<\/h3>\n<p>Y\u0131lmaz, k\u00fcresel ekonomide belirsizliklerin t\u0131rmand\u0131\u011f\u0131 bu d\u00f6nemde T\u00fcrkiye ekonomisinin di\u011fer \u00fclke ekonomilerinden olumlu ayr\u0131\u015ft\u0131\u011f\u0131n\u0131 ve geli\u015fmi\u015f \u00fclkelere yak\u0131nsama s\u00fcrecini h\u0131zla devam ettirdi\u011fini vurgulayarak, \u201c2002 y\u0131l\u0131nda 9 bin 279 dolar olan Sat\u0131n Alma G\u00fcc\u00fc Paritesi\u2019ne g\u00f6re ki\u015fi ba\u015f\u0131 gelirimiz 2022 y\u0131l\u0131nda 37 bin 445 dolara kadar y\u00fckselmi\u015f, AB ortalamas\u0131na yak\u0131nsama oran\u0131 2002 y\u0131l\u0131ndaki y\u00fczde 38,3 seviyesinden 2022 y\u0131l\u0131nda y\u00fczde 69\u2019a kadar y\u00fckselmi\u015ftir. 2023 y\u0131l\u0131nda hedefledi\u011fimiz b\u00fcy\u00fcme art\u0131\u015f\u0131yla Sat\u0131n Alma G\u00fcc\u00fc Paritesi\u2019ne g\u00f6re ki\u015fi ba\u015f\u0131na gelirimizin yakla\u015f\u0131k 41 bin dolar seviyesine \u00e7\u0131kmas\u0131n\u0131 bekliyoruz. 2022 y\u0131l\u0131 itibar\u0131yla Sat\u0131n Alma G\u00fcc\u00fc Paritesi cinsinden GSYH b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re d\u00fcnyan\u0131n en b\u00fcy\u00fck 11\u2019inci ekonomisi olarak konumlanan T\u00fcrkiye ekonomisi yakla\u015f\u0131k 906 milyar dolar cari GSYH b\u00fcy\u00fckl\u00fc\u011f\u00fc ile d\u00fcnyada 19\u2019uncu s\u0131rada yer almakta, 2023 y\u0131l\u0131nda ise IMF tahminlerine g\u00f6re 17\u2019nci s\u0131raya y\u00fckselmesi beklenmektedir. Plan d\u00f6neminde, sanayi sekt\u00f6r\u00fcn\u00fcn verimlilik ve rekabet\u00e7ili\u011fi oda\u011f\u0131na alan \u00fcretim yap\u0131s\u0131yla ba\u015fat rol \u00fcstlendi\u011fi, hizmetler sekt\u00f6r\u00fcnde d\u00f6viz kazand\u0131r\u0131c\u0131 alanlar\u0131n \u00e7e\u015fitlendirildi\u011fi ve tar\u0131m sekt\u00f6r\u00fcnde g\u0131da arz g\u00fcvenli\u011finin sa\u011fland\u0131\u011f\u0131 bir yap\u0131 tesis edilecektir. Bu \u00e7er\u00e7evede, plan d\u00f6neminde b\u00fcy\u00fcme oran\u0131n\u0131n y\u0131ll\u0131k ortalama y\u00fczde 5 oran\u0131nda ger\u00e7ekle\u015fmesi ve d\u00f6nem sonunda ki\u015fi ba\u015f\u0131na gelirin 17 bin 554 dolara ula\u015fmas\u0131 hedeflenmektedir\u201d dedi.<\/p>\n<h3>\u2018\u0130\u015eS\u0130ZL\u0130K ORANININ Y\u00dcZDE 7,5\u2019E GER\u0130LEMES\u0130 HEDEFLENMEKTE\u2019<\/h3>\n<p>Y\u0131lmaz, i\u015fsizlik oranlar\u0131n\u0131 d\u00fc\u015f\u00fcreceklerini i\u015faret ederek, \u201c\u00c7al\u0131\u015fma \u00e7a\u011f\u0131nda olup, i\u015f g\u00fcc\u00fcn\u00fcn d\u0131\u015f\u0131nda yer alan bireylerin i\u015f g\u00fcc\u00fcne dahil olma imkanlar\u0131 geni\u015fletecektir. D\u00f6n\u00fc\u015fen i\u015f g\u00fcc\u00fc piyasas\u0131n\u0131n ihtiya\u00e7lar\u0131na y\u00f6nelik olarak nitelikli ve odakl\u0131 e\u011fitimin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ile beceri uyumu art\u0131r\u0131lacakt\u0131r. Plan d\u00f6nemi boyunca i\u015f g\u00fcc\u00fcne kat\u0131l\u0131m oranlar\u0131ndaki art\u0131\u015fa ra\u011fmen 5 milyon ilave istihdam sa\u011flanarak i\u015fsizlik oran\u0131n\u0131n d\u00f6nem sonunda y\u00fczde 7,5\u2019e gerilemesi hedeflenmektedir. 12\u2019nci plan d\u00f6neminde y\u00fcksek oranl\u0131 ve istikrarl\u0131 b\u00fcy\u00fcmenin sa\u011flanmas\u0131nda finansman\u0131n s\u00fcrd\u00fcr\u00fclebilir ve sa\u011fl\u0131kl\u0131 kaynaklardan temin edilmesi \u00f6nem arz etmektedir. Plan d\u00f6nemi sonunda yurt i\u00e7i tasarruflar\u0131n milli gelire oran\u0131n\u0131n y\u00fczde 32\u2019nin \u00fczerine \u00e7\u0131kar\u0131lmas\u0131 hedeflenmektedir. Bu \u00e7er\u00e7evede, BES daha cazip hale getirilecek, s\u00fcrd\u00fcr\u00fclebilir t\u00fcketim davran\u0131\u015flar\u0131n\u0131n toplumda yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 desteklenecek, finansal okuryazarl\u0131\u011f\u0131n art\u0131r\u0131lmas\u0131 amac\u0131yla hane halk\u0131 ve firmalarda tasarruf yapma fark\u0131ndal\u0131\u011f\u0131 geli\u015ftirilecektir\u201d dedi.<\/p>\n<h3>\u2018POL\u0130T\u0130KA VE TEDB\u0130RLER HASSAS\u0130YETLE BEL\u0130RLEND\u0130\u2019<\/h3>\n<p>Cumhurba\u015fkan\u0131 Yard\u0131mc\u0131s\u0131 Cevdet Y\u0131lmaz, 12\u2019nci Kalk\u0131nma Plan\u0131\u2019n\u0131n haz\u0131rl\u0131k s\u00fcrecine ili\u015fkin de \u201c12\u2019nci Kalk\u0131nma Plan\u0131, Strateji ve B\u00fct\u00e7e Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131n koordinasyonunda kat\u0131l\u0131mc\u0131 bir yakla\u015f\u0131mla kamu kesimi, \u00f6zel kesim, sivil toplum temsilcileri ile akademik \u00e7evrelerin katk\u0131lar\u0131yla haz\u0131rlanm\u0131\u015ft\u0131r. Plan haz\u0131rl\u0131k \u00e7al\u0131\u015fmalar\u0131 kapsam\u0131nda ger\u00e7ekle\u015ftirilen 87 \u00f6zel ihtisas komisyonu ve \u00e7al\u0131\u015fma grubu toplant\u0131lar\u0131na yakla\u015f\u0131k 8 bin 500 ki\u015fi kat\u0131l\u0131m sa\u011flam\u0131\u015ft\u0131r. Ayr\u0131ca internet \u00fczerinden ger\u00e7ekle\u015ftirilen vatanda\u015f anketi yoluyla 43 bin ki\u015fiyi a\u015fk\u0131n kat\u0131l\u0131mc\u0131dan plan \u00f6nceliklerine dair g\u00f6r\u00fc\u015f ve \u00f6neriler al\u0131nm\u0131\u015ft\u0131r.
