Pompalardan ara\u00e7lara yap\u0131lan yak\u0131t ikmallerinde suistimali engellemek i\u00e7in D\u00fcnya\u2019da bir\u00e7ok farkl\u0131 teknoloji denenmi\u015ftir. Ancak hi\u00e7bir teknolojinin pompa tabancas\u0131na tak\u0131lan okuyucu cihaz ile, ara\u00e7 deposuna tak\u0131lan \u00e7ip kadar g\u00fcvenli olmayaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz.<\/p>\n<p>5 Ekim tarihinde Resm\u00ee Gazete\u2019de yay\u0131nlanan Ulusal Ta\u015f\u0131t Tan\u0131ma Sistemi (UTTS) ile ilgili tebli\u011fden bizim anlad\u0131\u011f\u0131m\u0131z; mevcuttaki gibi ara\u00e7 deposuna tak\u0131lacak bir milli \u00e7ip ve bu \u00e7ipi okuyacak cihaz olaca\u011f\u0131 anla\u015f\u0131lmaktad\u0131r. Bizim d\u00fc\u015f\u00fcncemiz \u00e7ip okuyucu cihaz\u0131n (Tebli\u011fde TTO olarak adland\u0131r\u0131lan) pompa tabancas\u0131n\u0131n arac\u0131n deposuna girmeden yak\u0131t ikmali yapamayaca\u011f\u0131 y\u00f6n\u00fcndedir. Mevcut sistemde pompa tabanca depodan \u00e7ekilirse yak\u0131t ak\u0131\u015f\u0131 otomatik durdurulmaktad\u0131r.<\/p>\n<p>Hali haz\u0131rdaki ta\u015f\u0131t tan\u0131ma teknolojisi her bir petrol da\u011f\u0131t\u0131m \u015firketinin kendi \u00f6zel uygulamas\u0131 \u00fczerinden \u00e7al\u0131\u015fmaktad\u0131r. UTTS de ise her ticari ara\u00e7ta tek bir mali \u00e7ip (tebli\u011fde UTB olarak adland\u0131r\u0131lmaktad\u0131r) kullan\u0131labilece\u011fini ve bu \u00e7ip \u00fczerinden b\u00fct\u00fcn petrol da\u011f\u0131t\u0131m \u015firketlerinin istasyonlar\u0131ndan yak\u0131t ikmali yaparak, gider g\u00f6sterilebilecek, mali de\u011ferde fi\u015f al\u0131nabilece\u011fini anl\u0131yoruz. T\u00fcrkiye\u2019de ticari ama\u00e7la kullan\u0131lan\/\u015firket \u00fczerine kay\u0131tl\u0131 yakla\u015f\u0131k 8 milyon adet ara\u00e7 bulunuyor. UTTS sisteminin mevcuttaki gibi \u00e7al\u0131\u015fabilmesi i\u00e7in mali \u00e7ip tak\u0131lm\u0131\u015f ticari bir araca sahip olan t\u00fczel ki\u015fi veya firma bir veya birden fazla Petrol Da\u011f\u0131t\u0131m \u015eirketi ile \u00f6deme anla\u015fmas\u0131 yapar ise istasyonda yap\u0131lan ikmale ait fatura ve \u00f6demesi sonradan yap\u0131labilece\u011fini d\u00fc\u015f\u00fcn\u00fcyoruz.<\/p>\n<h3><strong>Mevcut sistem devam edecek mi?<\/strong><\/h3>\n<p>B\u00fcnyelerindeki ara\u00e7lar\u0131n yak\u0131t t\u00fcketimlerini giderlerine eklemek isteyen her t\u00fcrl\u00fc \u015firket, ara\u00e7 depolar\u0131na Ulusal Ta\u015f\u0131t Tan\u0131ma \u00c7ipini (UTB) takt\u0131rmak zorunda olacaklar\u0131n\u0131 anl\u0131yoruz. Masrafa eklenmek istenilen yak\u0131t gider fi\u015findeki plaka bilgisi, ta\u015f\u0131ta takt\u0131racaklar\u0131 \u00e7ipin vas\u0131tas\u0131 ile istasyonda otomatik alg\u0131lanmas\u0131 ve bu plaka bilgisinin pompa \u00d6KC\u2019lere (\u00d6deme Kay\u0131t Cihaz\u0131) otomatik olarak g\u00f6ndermesi ile ger\u00e7ekle\u015febilecektir. Ara\u00e7 sahiplerinin istasyonlardan yapt\u0131\u011f\u0131 yak\u0131t al\u0131mlar\u0131nda istasyon g\u00f6revlisi taraf\u0131ndan elle girilecek plaka bilgisi \u00fczerinden al\u0131nan yak\u0131ta ait pompa \u00d6KC fi\u015fini gider olarak g\u00f6steremeyeceklerdir.\u00a0\u00a0 Mevcut sistemin i\u015fleyi\u015finin UTTS ile bir s\u00fcre paralel devam etmesi kolayl\u0131k sa\u011flayacakt\u0131r \u015feklinde d\u00fc\u015f\u00fcn\u00fcyoruz.<\/p>\n<h3><strong>UTTS ile ne ama\u00e7lan\u0131yor?<\/strong><\/h3>\n<p>Maliye Bakan\u0131m\u0131z Say\u0131n Mehmet \u015eim\u015fek taraf\u0131ndan yap\u0131lan bas\u0131n a\u00e7\u0131klamalar\u0131nda, kay\u0131t d\u0131\u015f\u0131 ekonomi ile m\u00fccadele kapsam\u0131nda Ulusal Ta\u015f\u0131t Tan\u0131ma Sisteminin kullan\u0131laca\u011f\u0131n\u0131 ve b\u00f6ylelikle usuls\u00fcz \u015fekilde gider g\u00f6sterilen yak\u0131t masraflar\u0131n\u0131n \u00f6nlenmesi ama\u00e7lan\u0131yor \u015feklinde d\u00fc\u015f\u00fcn\u00fcyoruz. Akaryak\u0131t istasyonlar\u0131ndaki pompa \u00d6KC\u2019ler taraf\u0131ndan yaz\u0131lan fi\u015flerdeki plaka numaralar\u0131 pompac\u0131lar taraf\u0131ndan manuel girilmektedir. Ancak ara\u00e7ta bir petrol da\u011f\u0131t\u0131m \u015firketi ile anla\u015fmal\u0131 Ta\u015f\u0131t Tan\u0131ma Teknolojisi var ise, plaka otomatik olarak Pompa \u00d6KC\u2019ye geliyor. Bireysel s\u00fcr\u00fcc\u00fcler pompa \u00d6KC fi\u015flerini almad\u0131klar\u0131 zaman a\u00e7\u0131\u011fa \u00e7\u0131kan kullan\u0131lmam\u0131\u015f fi\u015flere, k\u00f6t\u00fc niyetle farkl\u0131 ara\u00e7lara ait plakalar girilerek ba\u015fka arac\u0131n ba\u011fl\u0131 oldu\u011fu \u015firkete yak\u0131t masraf\u0131 olarak yaz\u0131larak usuls\u00fcz bir \u015fekilde gider g\u00f6sterme ve dolay\u0131s\u0131yla vergiden d\u00fc\u015f\u00fclebilme ihtimali olu\u015fabiliyor. Ayr\u0131ca istasyonlarda cari m\u00fc\u015fterilere da\u011f\u0131t\u0131lan kartlar\u0131n kontrols\u00fcz olarak kullan\u0131lmas\u0131n\u0131n engellenece\u011fini, bu t\u00fcr kay\u0131t d\u0131\u015f\u0131 i\u015flemlerin ortadan kald\u0131r\u0131lmak \u00fczere UTTS\u2019ye ge\u00e7ilme plan\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz.<\/p>\n<h3><strong>Ara\u00e7 sahibi \u015firketler bu durumdan nas\u0131l etkilenecek?<\/strong><\/h3>\n<p>Ulusal Ta\u015f\u0131t Tan\u0131ma sistemini kullanan ara\u00e7 sahibi \u015firketler, plakalar\u0131 otomatik olarak \u00e7\u0131kan yak\u0131t fi\u015flerini g\u00fcvenli bir \u015fekilde hesap defterlerine yazarak olas\u0131 bir usuls\u00fczl\u00fck \u015f\u00fcphesinden ar\u0131nm\u0131\u015f olaca\u011f\u0131na inan\u0131yoruz.<\/p>\n<h3><strong>Petrol da\u011f\u0131t\u0131m \u015firketleri bu durumdan nas\u0131l etkilenecek?<\/strong><\/h3>\n<p>Mevcutta kullan\u0131lan ve T\u00fcrkiye\u2019de 24 y\u0131ld\u0131r yakla\u015f\u0131k 7 bin 400 istasyonda yayg\u0131n bir \u015fekilde \u00e7al\u0131\u015fmakta olan ta\u015f\u0131t tan\u0131ma teknolojisi altyap\u0131s\u0131 ile uyumlu bir sistem se\u00e7ilmesi durumunda, ta\u015f\u0131t tan\u0131ma teknolojilerini kullanmakta olan Petrol Da\u011f\u0131t\u0131m \u015eirketlerine ba\u011fl\u0131 akaryak\u0131t istasyonlar\u0131 daha az bir yat\u0131r\u0131mla mevcut sistemlerini Mali kart takarak kullanmaya devam edebileceklerini d\u00fc\u015f\u00fcn\u00fcyoruz. Sistem olmayan yakla\u015f\u0131k 5 bin istasyona da yeni sistemler tak\u0131lmas\u0131 gerekecektir.\u00a0 Mevcut sistemlerde ara\u00e7lara tak\u0131lan \u00e7ipler Petrol Da\u011f\u0131t\u0131m \u015eirketleri taraf\u0131ndan da\u011f\u0131t\u0131larak ara\u00e7 sahibi \u015firket ile Petrol Da\u011f\u0131t\u0131m \u015eirketi aras\u0131nda yap\u0131lan \u00f6zel bir anla\u015fma ile ta\u015f\u0131t tan\u0131ma sat\u0131\u015f\u0131 yap\u0131lmaktad\u0131r. Petrol Da\u011f\u0131t\u0131m \u015eirketinin bu \u015fekilde anla\u015ft\u0131\u011f\u0131 bir ara\u00e7 sahibi \u015firket, ba\u015fka bir petrol da\u011f\u0131t\u0131m \u015firketinden yak\u0131t\u0131n\u0131 ta\u015f\u0131t tan\u0131ma ile alamamaktad\u0131r. Ara\u00e7 sahibi \u015firket ba\u015fka bir petrol da\u011f\u0131t\u0131m \u015firketine ge\u00e7mek isterse arac\u0131ndaki \u00e7ipi s\u00f6kt\u00fcr\u00fcp di\u011fer petrol \u015firketinin \u00e7ipin montaj\u0131n\u0131 yapt\u0131rmak zorundad\u0131r. Tebli\u011fden anlad\u0131\u011f\u0131m\u0131z, Ulusal Ta\u015f\u0131t Tan\u0131ma Sistemi teknolojisinde her ara\u00e7ta sabit bir \u00e7ip olacak ve bu ara\u00e7 her petrol da\u011f\u0131t\u0131m \u015firketinin istasyonundan yak\u0131t\u0131n\u0131 alabilecektir. Arac\u0131n plakas\u0131 pompa \u00d6KC\u2019ye otomatik gidecek ve \u00f6demesi istasyonda yap\u0131lacakt\u0131r. Ancak ara\u00e7 sahibi \u015firket bir petrol da\u011f\u0131t\u0131m \u015firketi ile anla\u015f\u0131r ise yak\u0131t ald\u0131ktan sonra pompa \u00d6KC\u2019den mali de\u011feri olmayan bir bilgi fi\u015fi alacak ve bu ikmale ait faturalama ve \u00f6deme sonradan yap\u0131lacakt\u0131r \u015feklinde d\u00fc\u015f\u00fcn\u00fcyoruz.<\/p>\n<h3><strong>Resm\u00ee Gazete\u2019de UTTS ile ilgili gerekli deste\u011fin EPDK\u2019n\u0131n belirledi\u011fi otomasyon \u015firketleri ve akaryak\u0131t da\u011f\u0131t\u0131m \u015firketleri taraf\u0131ndan sa\u011flanaca\u011f\u0131 bilgisi payla\u015f\u0131ld\u0131.
