Ara\u015ft\u0131rman\u0131n sonu\u00e7lar\u0131 <strong>ODE Yal\u0131t\u0131m Y\u00f6netim Kurulu \u00dcyesi Erhan \u00d6zdemir, \u0130ZODER Ba\u015fkanlar Kurulu Ba\u015fkan Vekili Levent Pelesen <\/strong>ve <strong>Jeolog-Deprem Bilimci Prof. Dr. Naci G\u00f6r\u00fcr<\/strong>\u2019\u00fcn kat\u0131l\u0131m\u0131yla d\u00fczenlenen toplant\u0131da kamuoyuyla payla\u015f\u0131ld\u0131.<\/p>\n<h3><strong>Erhan \u00d6zdemir: \u201cSu yal\u0131t\u0131m\u0131n\u0131n binalarda deprem g\u00fcvenli\u011findeki \u00f6nemini anlatmal\u0131y\u0131z\u201d<\/strong><\/h3>\n<p>Ara\u015ft\u0131rmay\u0131 yapma nedenlerini anlatan ve sonu\u00e7lar\u0131 de\u011ferlendiren<strong> ODE Yal\u0131t\u0131m Y\u00f6netim Kurulu \u00dcyesi Erhan \u00d6zdemir<\/strong>, <em>\u201cDepremin \u00fclkemiz i\u00e7in b\u00fcy\u00fck bir felaket oldu\u011funu toplum olarak en fazla 1999 Depremi\u2019nde fark ettik. Ancak aradan neredeyse \u00e7eyrek as\u0131r ge\u00e7mesine ve bu s\u00fcre\u00e7te pek \u00e7ok kez ayn\u0131 ac\u0131lar\u0131 ya\u015famam\u0131za, on binlerce insan\u0131m\u0131z\u0131 kaybetmemize ra\u011fmen binalarda deprem g\u00fcvenli\u011finde istedi\u011fimiz mesafeyi katedemedik. Kahramanmara\u015f depremleri ile birlikte bu fark\u0131ndal\u0131k tekrar artmaya ba\u015flad\u0131. Biz de uzun y\u0131llard\u0131r ba\u015fta su yal\u0131t\u0131m\u0131 \u00fczerinden olmak \u00fczere konuya dikkat \u00e7eken bir \u015firket olarak, kamuoyunun fark\u0131ndal\u0131k d\u00fczeyini \u00f6l\u00e7mek \u00fczere bir ara\u015ft\u0131rma ger\u00e7ekle\u015ftirdik. Bu ara\u015ft\u0131rma g\u00f6sterdi ki deprem, toplumumuzun \u00f6ncelikli g\u00fcndemlerinden biri. Y\u00fcksek orandaki ta\u015f\u0131nmak iste\u011fi, bina se\u00e7im kriterlerinde deprem g\u00fcvenli\u011finin \u00f6n planda olmas\u0131 bunu g\u00f6steriyor. Ancak bir binan\u0131n sa\u011flaml\u0131\u011f\u0131 konusunda en \u00f6nemli unsurlardan biri olan su yal\u0131t\u0131m\u0131nda bilgi d\u00fczeyinin \u00e7ok d\u00fc\u015f\u00fck oldu\u011funu tespit ettik\u201d<\/em> dedi.<\/p>\n<h3><strong>\u201cSu yal\u0131t\u0131m\u0131n\u0131n bina maliyetindeki pay\u0131 yaln\u0131zca y\u00fczde 1\u201d<\/strong><\/h3>\n<p>2017 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren y\u00f6netmelikle su yal\u0131t\u0131m\u0131n\u0131n zorunlu hale geldi\u011fini hat\u0131rlatan <strong>\u00d6zdemir<\/strong> \u015f\u00f6yle devam etti; \u201cSu yal\u0131t\u0131m\u0131 ile binan\u0131n sa\u011flaml\u0131\u011f\u0131 aras\u0131nda direkt bir ili\u015fki var. \u00c7\u00fcnk\u00fc<strong> su yal\u0131t\u0131m\u0131 uygulanmad\u0131\u011f\u0131 veya standartlara g\u00f6re yap\u0131lmad\u0131\u011f\u0131 takdirde<\/strong> <strong>binadaki demir donat\u0131lar\u0131n ta\u015f\u0131ma kapasitesi 10 y\u0131lda y\u00fczde 66 oran\u0131nda azal\u0131yor<\/strong>. Depremin ard\u0131ndan ortaya \u00e7\u0131kan g\u00f6r\u00fcnt\u00fclerde de bunun \u00f6rneklerini g\u00f6rd\u00fck, baz\u0131 kolonlar\u0131n i\u00e7inde neredeyse hi\u00e7 demir kalmam\u0131\u015ft\u0131. Bu da yaln\u0131zca binada hasara de\u011fil can kay\u0131plar\u0131yla sonu\u00e7lanan y\u0131k\u0131mlara yol a\u00e7\u0131yor. Dolay\u0131s\u0131yla su yal\u0131t\u0131m\u0131 alan\u0131ndaki bilinci muhakkak art\u0131rmal\u0131y\u0131z. Ara\u015ft\u0131rmam\u0131zdaki dikkat \u00e7ekici sonu\u00e7lardan biri de su yal\u0131t\u0131m\u0131 maliyetinin y\u00fcksek oldu\u011funa y\u00f6nelik alg\u0131. Kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde <strong>63,8<\/strong>\u2019\u00fc <strong>su yal\u0131t\u0131m\u0131 maliyetinin y\u00fcksek veya \u00e7ok y\u00fcksek oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyor.<\/strong> Halbuki su yal\u0131t\u0131m\u0131, <strong>toplam bina maliyeti i\u00e7inde yaln\u0131zca y\u00fczde 1\u2019lik<\/strong> bir paya sahip.\u201d<\/p>\n<h3><strong>Levent Pelesen: \u201c\u0130yi ve do\u011fru detayland\u0131r\u0131lm\u0131\u015f su yal\u0131t\u0131m\u0131 ile binalar\u0131m\u0131z\u0131 koruyabiliriz\u201d <\/strong><\/h3>\n<p>Deprem ku\u015fa\u011f\u0131ndaki T\u00fcrkiye\u2019de can ve mal g\u00fcvenli\u011fini sa\u011flayabilmek i\u00e7in al\u0131nmas\u0131 gereken en temel \u00f6nlemlerin ba\u015f\u0131nda uzun \u00f6m\u00fcrl\u00fc ve depreme dayan\u0131kl\u0131 binalar\u0131n in\u015fa edilmesinin geldi\u011fini s\u00f6yleyen <strong>\u0130ZODER Ba\u015fkanlar Kurulu Ba\u015fkan Vekili Levent Pelesen<\/strong>, <em>\u201cBunun i\u00e7in de <strong>betonarme yap\u0131lar\u0131n demir donat\u0131lar\u0131n\u0131n korozyona kar\u015f\u0131 korunmas\u0131<\/strong> gerekiyor. 1999 depremi sonras\u0131 \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi Hasar Tespit Komisyonu taraf\u0131ndan yap\u0131lan incelemelere \u0130ZODER de bir ekip ile kat\u0131lm\u0131\u015f ve y\u0131k\u0131lm\u0131\u015f binalarda \u00e7ok say\u0131da binan\u0131n demir donat\u0131lar\u0131n\u0131n neredeyse tel inceli\u011finde oldu\u011funu g\u00f6zlemlemi\u015fti. Bu durum, donat\u0131dan \u00e7almak olarak alg\u0131lanmamal\u0131d\u0131r. Sorun betonarme i\u00e7indeki demirlerin zamanla korozyona u\u011framas\u0131 ve paslanarak kal\u0131nl\u0131\u011f\u0131n\u0131 kaybetmesinden kaynaklanmaktad\u0131r. Dolay\u0131s\u0131yla binalar\u0131m\u0131z\u0131n \u00f6zellikle temel ve toprak alt\u0131nda kalan perde duvarlar\u0131n\u0131 d\u0131\u015far\u0131dan gelecek nem ve sulara kar\u015f\u0131 koruma alt\u0131na almal\u0131y\u0131z. Bu da ancak iyi ve do\u011fru detayland\u0131r\u0131lm\u0131\u015f su yal\u0131t\u0131m\u0131 ile m\u00fcmk\u00fcn\u201d<\/em> a\u00e7\u0131klamas\u0131nda bulundu.<\/p>\n<p>Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi\u2019nin \u00e7\u0131kar\u0131lmas\u0131 a\u015famas\u0131nda \u0130ZODER olarak b\u00fcy\u00fck katk\u0131 sa\u011flad\u0131klar\u0131na ancak bu y\u00f6netmeli\u011fin yeterince uygulanmad\u0131\u011f\u0131na vurgu yapan <strong>Pelesen<\/strong> \u015funlar\u0131 s\u00f6yledi; \u201cDerne\u011fimiz kurucu \u00fcyelerinden ODE Yal\u0131t\u0131m\u2019\u0131n bu ara\u015ft\u0131rmas\u0131 da \u00e7arp\u0131c\u0131 sonu\u00e7lar ortaya \u00e7\u0131kard\u0131. Bu konudaki <strong>ba\u015fl\u0131ca problemlerimiz denetim<\/strong> ve <strong>g\u00f6zetimlerin yetersizli\u011fi<\/strong> ile bilin\u00e7 eksikli\u011fi.\u201d<\/p>\n<h3><strong>Naci G\u00f6r\u00fcr: \u201cNem ve sudan etkilenen bina depreme kar\u015f\u0131 mukavemet g\u00f6steremez\u201d<\/strong><\/h3>\n<p>Binan\u0131n temelini bir bitkinin k\u00f6k\u00fcne benzeten<strong> Prof. Dr. Naci G\u00f6r\u00fcr, <\/strong><em>\u201cE\u011fer bir bitkinin k\u00f6k\u00fc sa\u011flamsa o bitki devrilmez, r\u00fczgardan etkilenmez, u\u011fra\u015f\u0131lsa da y\u0131k\u0131lmaz. \u0130\u015fte binalar da b\u00f6yledir. Deprem dalgalar\u0131 geldi\u011fi zamana e\u011fer zafiyet temelden ba\u015flam\u0131\u015fsa yani nem, su gibi fakt\u00f6rlerden dolay\u0131 beton ve demir kalitesini yitirmi\u015fse o binan\u0131n ne bas\u0131nca ne \u00e7ekmeye ne de yana harekete kar\u015f\u0131 bir mukavemeti olur, kolayl\u0131kla devrilir. Binan\u0131n devrilmesi, y\u0131k\u0131lmas\u0131 demek, insanlar\u0131m\u0131z\u0131n hayat\u0131n\u0131 kaybetmesi demek. Kamuoyu bu konuda maalesef bir bilgiye sahip de\u011fil. Bu nedenle yap\u0131lan bu ara\u015ft\u0131rmay\u0131, olu\u015fturaca\u011f\u0131 fark\u0131ndal\u0131k a\u00e7\u0131s\u0131ndan anlaml\u0131 ve \u00f6nemli buluyorum\u201d<\/em> diye konu\u015ftu.<\/p>\n<p><strong>Prof. Dr. G\u00f6r\u00fcr<\/strong>, \u2018ba\u015far\u0131l\u0131 bina\u2019 tan\u0131m\u0131n\u0131 ise \u015fu s\u00f6zlerle a\u00e7\u0131klad\u0131; \u201cSuyla ili\u015fkisi kesilen, suyun zeminden gelmemesi i\u00e7in bina \u00e7evresinde drenaj sistemi olu\u015fturulan, usul\u00fcne uygun olarak yal\u0131t\u0131m\u0131 yap\u0131lan, bunlar\u0131n yan\u0131nda zeminin \u00f6zelliklerine uygun kaliteli malzeme kullan\u0131lan, iyi i\u015f\u00e7ilik yap\u0131lan binalar\u0131n deprem dayan\u0131mlar\u0131n\u0131n y\u00fcksek oldu\u011fu bir deprem bilimci olarak g\u00f6rebiliyoruz. E\u011fer bina sa\u011flam olur, deprem s\u0131ras\u0131nda \u00e7\u00f6kmez, oturanlar\u0131n sa\u011flam \u00e7\u0131kmas\u0131n\u0131 sa\u011flar ise bence o bina ba\u015far\u0131l\u0131 bir binad\u0131r.\u201d<\/p>\n<h3><strong>Deprem nedeniyle olu\u015fan y\u0131k\u0131m ile su yal\u0131t\u0131m\u0131 ili\u015fkisi bilinmiyor<\/strong><\/h3>\n<p>Ara\u015ft\u0131rmada \u00e7\u0131kan en \u00e7arp\u0131c\u0131 sonu\u00e7 her 100 kat\u0131l\u0131mc\u0131dan 45\u2019inin oturdu\u011fu binada su yal\u0131t\u0131m\u0131 olup olmad\u0131\u011f\u0131n\u0131 bilmedi\u011fi oldu. Ayn\u0131 soruda kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 34,2\u2019si binas\u0131nda su yal\u0131t\u0131m\u0131 olmad\u0131\u011f\u0131n\u0131 s\u00f6ylerken yaln\u0131zca y\u00fczde 20,4\u2019\u00fc su yal\u0131t\u0131m\u0131 oldu\u011funu ifade etti. Ba\u015fka bir soruda ise kat\u0131l\u0131mc\u0131lara binalar\u0131n\u0131n bodrum kat\u0131nda veya evlerinde su s\u0131z\u0131nt\u0131s\u0131, k\u00fcf, rutubet gibi durumlar\u0131n olup olmad\u0131\u011f\u0131 soruldu. Bu soruya da kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 64,4\u2019\u00fc fikrim yok \u015feklinde cevap verirken, y\u00fczde 28,4\u2019\u00fc binalar\u0131nda su s\u0131z\u0131nt\u0131s\u0131, k\u00fcf gibi problemlerin oldu\u011funu, bunun da en \u00e7ok i\u00e7 duvarlarda, bodrumda ve d\u0131\u015f duvarlarda g\u00f6r\u00fcld\u00fc\u011f\u00fcn\u00fc belirtti. Ara\u015ft\u0131rmada \u201cSizce ya\u015fad\u0131\u011f\u0131n\u0131z binan\u0131n depreme dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131 azaltan fakt\u00f6rler nelerdir?\u201d sorusuna ise kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 17,2\u2019si kalitesiz malzeme kullan\u0131lmas\u0131, y\u00fczde 14,4\u2019\u00fc binan\u0131n ya\u015f\u0131, y\u00fczde 13,9\u2019u kolon kesilmesi olarak yan\u0131t verirken sadece 2,2\u2019si su yal\u0131t\u0131m\u0131 oldu\u011funu s\u00f6yledi.<\/p>\n<h3><strong>Ev se\u00e7iminde fiyat, deprem g\u00fcvenli\u011fi ve kata bak\u0131l\u0131yor<\/strong><\/h3>\n<p>Ara\u015ft\u0131rma kapsam\u0131nda, su yal\u0131t\u0131m\u0131 d\u0131\u015f\u0131nda \u2018Ev Se\u00e7imi\u2019, \u2018Deprem\u2019, \u2018Yal\u0131t\u0131m Alg\u0131s\u0131\u2019 ba\u015fl\u0131klar\u0131 da ele al\u0131nd\u0131. Kat\u0131l\u0131mc\u0131lara iletilen, \u201cYa\u015fayaca\u011f\u0131n\u0131z evi se\u00e7erken \u00f6ncelikleriniz nelerdir\u201d sorusunda deprem felaketinin etkisi g\u00f6r\u00fcld\u00fc. \u0130lk kriter y\u00fczde 61,9 ile fiyat olurken, bunu y\u00fczde 57,9 ile deprem g\u00fcvenli\u011fi, y\u00fczde 49,1 ile dairenin bulundu\u011fu kat, y\u00fczde 48,4 ile binan\u0131n kat say\u0131s\u0131, y\u00fczde 47,8 ile \u0131s\u0131tma y\u00f6ntemi ve y\u00fczde 45 ile yal\u0131t\u0131m izledi. 18-24 ya\u015f aras\u0131nda deprem g\u00fcvenli\u011fi ve \u0131s\u0131tma y\u00f6ntemi fiyat\u0131n \u00f6n\u00fcne ge\u00e7erken di\u011fer ya\u015f gruplar\u0131, sosyo-ekonomik seviye ve cinsiyet k\u0131r\u0131l\u0131mlar\u0131nda ise s\u0131ralama de\u011fi\u015fmedi.<\/p>\n<h3><strong>Zeminin sa\u011flaml\u0131\u011f\u0131ndan \u00e7ok kalitesiz malzeme korkutuyor<\/strong><\/h3>\n<p>Kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 10\u2019u 1-4 y\u0131ll\u0131k, y\u00fczde 19,8\u2019i 5-9 y\u0131ll\u0131k, y\u00fczde 24,3 10-19 y\u0131ll\u0131k binalarda oturdu\u011funu belirtti. 20 y\u0131l ve \u00fczeri binalarda oturanlar\u0131n oran\u0131 y\u00fczde 43,7\u2019si olurken her 100 ki\u015fiden 2\u2019si oturdu\u011fu binan\u0131n ya\u015f\u0131n\u0131 bilmedi\u011fini s\u00f6yledi.
