Oysa en \u00e7ok onlar\u0131n konu\u015fmas\u0131 gerekiyor. \u00d6rne\u011fin t\u00fcm d\u00fcnyada oldu\u011fu gibi, \u00fclkemizin de en \u00f6nemli sorunlar\u0131ndan birisi enerji. Yap\u0131lan projeksiyon \u00e7al\u0131\u015fmalar\u0131na g\u00f6re, 2023 y\u0131l\u0131nda en az 150 bin megavat kurulu g\u00fcce sahip olmal\u0131y\u0131z. Yani ilave 100 bin megavat yat\u0131r\u0131m yap\u0131lmas\u0131 gerekiyor\u2026 Ve i\u015fte s\u00f6z, akademik hayat\u0131n\u0131 bu konuya adayan Dr. Cihat Tuna\u2019da: \u201cSon d\u00f6nemde Sinop ve Mersin\u2019de yakla\u015f\u0131k 10 bin megavat g\u00fcc\u00fcnde iki enerji santrali i\u00e7in anla\u015fmalar yap\u0131ld\u0131 ve tart\u0131\u015fmalar h\u0131zland\u0131.<\/p>\n<p>Genel olarak tart\u0131\u015fmalar\u0131n ekseni \u00e7evresel sebeplerden dolay\u0131 santrallerin yap\u0131l\u0131p yap\u0131lmamas\u0131 durumu. Santralin yap\u0131l\u0131p yap\u0131lmamas\u0131 ayr\u0131 bir tart\u0131\u015fma konusu. Ancak ihtiyac\u0131m\u0131za cevap verip vermedi\u011fi hi\u00e7 g\u00fcndeme getirilmiyor. Bu g\u00fc\u00e7te santraller kesinlikle ihtiyac\u0131m\u0131z\u0131 kar\u015f\u0131layamaz. Bu santrallerin 2023 y\u0131l\u0131nda \u00fcretimde oldu\u011fu kabul edilse bile g\u00fc\u00e7leri, toplam kurulu g\u00fcc\u00fcm\u00fcz\u00fcn on be\u015fte birini te\u015fkil edecek. Tabiri caizse devede kulak kalacaklar. Dolay\u0131s\u0131 ile detay bir konuyu tart\u0131\u015f\u0131p bo\u015fa zaman harcamaktay\u0131z.\u201d Peki 10 n\u00fckleer santralden s\u00f6z ediliyordu, onlar ne oldu? O konuda \u015fu an i\u00e7in hi\u00e7bir geli\u015fme yokmu\u015f!<\/p>\n<h2>Yenilenebilir enerji<\/h2>\n<p>\u201c\u00d6zellikle <strong>hidroelektrik<\/strong> ve <strong>r\u00fczgar enerjisine<\/strong> dayal\u0131 santrallerin \u00f6zel \u015firketlerce yap\u0131labilmesinin \u00f6n\u00fc a\u00e7\u0131ld\u0131ktan sonra, gerek yerli gerekse yabanc\u0131 yat\u0131r\u0131mc\u0131lar, bu sahaya \u00e7ok ciddi bir ilgi g\u00f6sterdi. Toplamda 25 bin megavat hidroelektrik ve yakla\u015f\u0131k 10 bin MW r\u00fczgar santrali lisans\u0131 verildi. Bu rakamlar ger\u00e7ekten \u00e7ok b\u00fcy\u00fck ve anlaml\u0131. Ancak bu ba\u015fvurular al\u0131n\u0131rken ilgili kurumlarca bir planlama yap\u0131lmay\u0131p, tasarruf \u00f6zel firmalara b\u0131rak\u0131l\u0131nca, maalesef bir\u00e7ok b\u00f6lgemizde halk ile enerji yat\u0131r\u0131mc\u0131s\u0131 kar\u015f\u0131 kar\u015f\u0131ya geldi. Bir\u00e7ok proje a\u00e7\u0131lan davalar sonucu durduruldu, kimi yat\u0131r\u0131mc\u0131 yat\u0131r\u0131mdan vazge\u00e7ti ve y\u0131llar s\u00fcren prosed\u00fcr a\u015famalar\u0131 yat\u0131r\u0131mc\u0131y\u0131 adeta y\u0131ld\u0131rd\u0131. Yap\u0131m\u0131 y\u0131llard\u0131r tart\u0131\u015f\u0131lan n\u00fckleer santrallerin, yakla\u015f\u0131k be\u015f kat\u0131 g\u00fc\u00e7te haz\u0131r yenilenebilir enerji lisans\u0131m\u0131z var. Ama bu projeleri, hayata ge\u00e7irme noktas\u0131nda bir\u00e7ok s\u0131k\u0131nt\u0131 mevcut. \u015eu ana kadar 6000 megavat hidroelektrik, 2500 megavat r\u00fczgar santrali devreye alabilmi\u015fiz\u2026 Bizim ihtiyac\u0131m\u0131z\u0131 ger\u00e7ekten kar\u015f\u0131layacak kapasitede olan i\u015fte bu yenilenebilir ve \u00f6z enerji kaynaklar\u0131m\u0131zd\u0131r. Konuya bu noktadan bakmak daha sa\u011fl\u0131kl\u0131 olacakt\u0131r.<\/p>\n<h2>T\u00fcrkiye\u2019nin ihtiyac\u0131?..<\/h2>\n<p>Yenilenebilir enerji kaynaklar\u0131ndan su ve r\u00fczgar, zamana ve iklimsel de\u011fi\u015fimlere ba\u011fl\u0131 olarak sizi yolda b\u0131rakabilir. Dolay\u0131s\u0131yla bu kaynaklardan \u00fcretilen enerjinin hi\u00e7bir garantisi yok. R\u00fczgar esmez, ya\u011fmur da ya\u011fmazsa ne olacak? \u00d6zellikle de barajs\u0131z HES ve r\u00fczgar santrallerinde g\u00fcvenilir \u00fcretim miktar\u0131 \u00e7ok k\u0131s\u0131tl\u0131. Peki bu durumda ne yap\u0131lmal\u0131. \u0130\u015fte Cihat Hoca\u2019n\u0131n bu konudaki \u00f6nerisi: \u201cHES\u2019lerde \u00fcretilen enerji, elektrik formunda depolanam\u0131yor. Ancak pompaj depolamal\u0131 hidroelektrik santraller vas\u0131tas\u0131yla su formunda depolanabilmektedir.<\/p>\n<p>Bu yap\u0131lar sayesinde su, ihtiyac\u0131n y\u00fcksek oldu\u011fu d\u00f6nemler i\u00e7in uygun yap\u0131lar ile elektri\u011fe d\u00f6n\u00fc\u015ft\u00fcr\u00fclerek kullan\u0131ma sokulabilir. B\u00f6ylece elektrik arz ve talebindeki dalgalanmalar dengelenip ve arz g\u00fcvenli\u011fi sa\u011flanabilir. Pompajl\u0131 HES\u2019ler t\u00fcm D\u00fcnya\u2019da etkin olarak kullan\u0131lmakta ve \u00fclkelerin enerji sistemleri a\u00e7\u0131s\u0131ndan adeta bir sigorta rol\u00fc \u00fcstlenmektedirler. Su ve r\u00fczgar gibi iklimsel etkilere ba\u011fl\u0131 enerjilere, bu kadar b\u00fcy\u00fck yat\u0131r\u0131m yapan bir \u00fclke olarak hen\u00fcz sahip olmad\u0131\u011f\u0131m\u0131z bu sistemlerden her b\u00f6lgede en az iki tane in\u015fa ederek enerji iletim sistemlerini g\u00fc\u00e7lendirmeliyiz. Bu alanda uygun y\u00f6netmelik ve usuller haz\u0131rlanarak \u00f6zel sekt\u00f6r te\u015fvik edilebilir. Bu sistemleri de vakit kaybetmeden hayata ge\u00e7irmeliyiz<\/p>\n<h2>Do\u011falgaza mahkum oluruz<\/h2>\n<p>Peki bunlar olmazsa ne olur: \u201cYenilenebilir enerji ve \u00f6z kaynaklar\u0131m\u0131z\u0131n geli\u015ftirilmesinde g\u00f6sterece\u011fimiz zafiyet \u00fcretim planlar\u0131n\u0131n bozulmas\u0131na ve enerji ihtiyac\u0131m\u0131z\u0131n ba\u015fka bir kaynakla sa\u011flanmas\u0131n\u0131 g\u00fcndeme getirecektir ki bu kaynak do\u011falgaz olacakt\u0131r. Mevcut durumda t\u00fcketti\u011fimiz elektrik enerjisinin y\u00fczde 50\u2019sini do\u011falgazdan kar\u015f\u0131l\u0131yoruz. \u00d6z kayna\u011f\u0131m\u0131z olmayan do\u011falgaz, \u00fclkemiz i\u00e7in en \u00f6nemli ekonomik problemi yani cari a\u00e7\u0131\u011f\u0131 meydana getiriyor.
