You may click the link to switch the active language.<\/p><p><\/p>\n<h2>Hava kirlili\u011finin insan sa\u011fl\u0131\u011f\u0131na etkileri \u00fczerine \u00e7al\u0131\u015fmalar y\u00fcr\u00fcten, 15 sa\u011fl\u0131k, \u00e7evre ve iklim \u00f6rg\u00fct\u00fcn\u00fcn olu\u015fturdu\u011fu Temiz Hakk\u0131 Platformu (THHP), Kara Rapor 2022\u2019yi yay\u0131nlad\u0131. 2016 y\u0131l\u0131ndan beri T\u00fcrkiye genelinde, y\u0131l baz\u0131nda hava kalitesi verilerini, mevzuat, politika ve uygulamalar\u0131n\u0131 inceleyen Kara Rapor\u2019un be\u015fincisi de hava kirlili\u011fiyle ilgili sorunlar\u0131 ortaya koyup somut \u00e7\u00f6z\u00fcm \u00f6nerileri getiriyor.<\/h2>\n<p><strong>Temiz Hava Hakk\u0131 Platformu Koordinat\u00f6r\u00fc Deniz G\u00fcm\u00fc\u015fel<\/strong>, raporla ilgili olarak \u015funlar\u0131 s\u00f6yledi:<em> \u201cT\u00fcrkiye\u2019de 360 istasyonlu olduk\u00e7a geni\u015f bir izleme a\u011f\u0131 bulunmas\u0131na ra\u011fmen bu istasyonlarda d\u00fczenli \u00f6l\u00e7\u00fcm yap\u0131lm\u0131yor. 2021 y\u0131l\u0131nda T\u00fcrkiye\u2019de en yayg\u0131n olarak izlenen hava kirletici parametre <strong>PM10<\/strong> i\u00e7in bile, sadece<strong> 34 ilin kirlilik durumunu<\/strong> biliyoruz. Baz\u0131 kirletici parametreler i\u00e7in ise izleme altyap\u0131s\u0131 hen\u00fcz t\u00fcm n\u00fcfusu kapsayacak \u015fekilde yayg\u0131nla\u015ft\u0131r\u0131lamad\u0131.<strong> Kanserojen<\/strong> ve <strong>hava kirlili\u011fine ba\u011fl\u0131 \u00f6l\u00fcmlerin<\/strong> ana nedeni olan ince partik\u00fcl madde <strong>PM 2.5<\/strong>, sadece<strong> 62 istasyonda<\/strong> yeterince \u00f6l\u00e7\u00fclebildi. Elimizdeki verilere g\u00f6re, ildeki <strong>partik\u00fcl madde yo\u011funlu\u011fu<\/strong> ortalama <strong>100 mikrogram\/metrek\u00fcp<\/strong>, yani ulusal yasal s\u0131n\u0131r\u0131n<strong> 2.5 kat\u0131<\/strong>, DS\u00d6 k\u0131lavuz de\u011ferinin ise 7.5 kat\u0131. Bu kirlilik maalesef b\u00fcy\u00fck miktarda <strong>enkazlardan kalkan toz<\/strong> ve <strong>halk\u0131n \u0131s\u0131nmak i\u00e7in a\u00e7\u0131kta yakt\u0131\u011f\u0131 ate\u015ften<\/strong> kaynaklan\u0131yor. Buna bir de <strong>asbest riski<\/strong> eklendi\u011finde b\u00f6lgede hava kirlili\u011fi nedeniyle ciddi bir halk sa\u011fl\u0131\u011f\u0131 sorunu ya\u015fand\u0131\u011f\u0131n\u0131 ya da ya\u015fanaca\u011f\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn. Hatay \u0130skenderun\u2019da ise partik\u00fcl madde kirlili\u011fi son 40 g\u00fcnd\u00fcr metrek\u00fcpte 200 mikrogram. \u0130lk 10 g\u00fcn limandaki yang\u0131n nedeniyle kirlilik vard\u0131; \u015fu an devam eden kirlili\u011fin nedeni, yetkililerce ara\u015ft\u0131r\u0131lmal\u0131 ve acil \u00f6nlem al\u0131nmal\u0131. B\u00f6lgedeki hekimler \u015fimdiden solunum yolu hastal\u0131klar\u0131nda art\u0131\u015f oldu\u011funu belirtiyor. Ad\u0131yaman ve Hatay merkezde de hava kalitesi istasyonlar\u0131ndan d\u00fczenli veri al\u0131nam\u0131yor. Oysa bu t\u00fcr afetler sonras\u0131<strong> hava kalitesinin izlenmesi, gerekli \u00f6nlemlerin al\u0131nmas\u0131<\/strong> a\u00e7\u0131s\u0131ndan hayati \u00f6neme sahip.\u201d<\/em><\/p>\n<p>Hava kirli\u011finin bir halk sa\u011fl\u0131\u011f\u0131 sorunu oldu\u011funun alt\u0131n\u0131n \u00e7izildi\u011fi Kara Rapor 2022\u2019ye g\u00f6re, T\u00fcrkiye genelinde 2021 y\u0131l\u0131nda hava kirlili\u011fi nedeniyle hayat\u0131n\u0131 kaybeden ki\u015fi say\u0131s\u0131 en az 42 bin 67. Ayn\u0131 y\u0131l \u0130stanbul\u2019da 4 bin 848, Ankara\u2019da 2 bin 853, Bursa\u2019da 2 bin 223 ve \u0130zmir\u2019de de bin 731 ki\u015fi ya\u015fam\u0131n\u0131 hava kirlili\u011fine ba\u011fl\u0131 hastal\u0131klar nedeniyle yitirdi. \u00d6l\u00fcm nedenleri aras\u0131nda hava kirlili\u011finin y\u00fczdelik pay\u0131n\u0131n en y\u00fcksek oldu\u011fu iller ise I\u011fd\u0131r, Karaman ve Batman. 2021\u2019de Batman\u2019da her 100 \u00f6l\u00fcmden 31\u2019i, I\u011fd\u0131r ve Karaman\u2019da ise her 100 \u00f6l\u00fcmden 28\u2019i hava kirlili\u011fi nedeniyle medyana geldi.<\/p>\n<h3><strong>EN K\u0130RL\u0130 \u0130LLER: BATMAN, I\u011eDIR, A\u011eRI, \u015eIRNAK VE MALATYA<\/strong><\/h3>\n<p>Havay\u0131 kirleten en \u00f6nemli maddelerden partik\u00fcl madde PM10 de\u011ferlerine bak\u0131ld\u0131\u011f\u0131nda, 2021\u2019de en kirli havay\u0131 soluyan ilk be\u015f il s\u0131ras\u0131yla, Batman, I\u011fd\u0131r, A\u011fr\u0131, \u015e\u0131rnak ve Malatya oldu. Bu illerde y\u0131ll\u0131k ortalamalar, D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019n\u00fcn (DS\u00d6) partik\u00fcl madde PM10 i\u00e7in belirledi\u011fi 15 \u03bcg\/m<sup>3 <\/sup>olan k\u0131lavuz de\u011ferin 5-8 kat\u0131yd\u0131. 200 g\u00fcnden fazla g\u00fcnde ise PM10 i\u00e7in y\u00f6netmelikte belirlenen 40 \u03bcg\/m<sup>3 <\/sup>ulusal limit de\u011ferinin \u00fcst\u00fcnde hava kirlili\u011fi \u00f6l\u00e7\u00fcld\u00fc.<\/p>\n<p>Batman\u2019da 2021 y\u0131l\u0131ndaki hava kirlili\u011fi, DS\u00d6\u2019n\u00fcn k\u0131lavuz de\u011ferinin yedi kat\u0131ndan fazlayd\u0131. Ulusal mevzuattaki y\u0131ll\u0131k ortalaman\u0131n ise yakla\u015f\u0131k \u00fc\u00e7 kat\u0131yd\u0131. \u015eehirde ya\u015fayanlar, tam 326 g\u00fcn boyunca kirli havaya maruz kald\u0131. 2019 y\u0131l\u0131nda yay\u0131nlanan Batman Temiz Hava Eylem Plan\u0131\u2019na g\u00f6re, hava kirlili\u011finin ana nedeni, il merkezinde bulunan petrol rafinerisi. B\u00f6yle bir tespit olmas\u0131na kar\u015f\u0131n 2020-2024 y\u0131llar\u0131n\u0131 kapsayan planda, rafineriye y\u00f6nelik \u00f6nlemlerden bahsedilmiyor.<\/p>\n<p>I\u011fd\u0131r son alt\u0131 y\u0131ld\u0131r, en kirli iller aras\u0131nda en \u00fcst s\u0131ralarda. Konutlarda yak\u0131lan k\u00f6m\u00fcr\u00fcn yol a\u00e7t\u0131\u011f\u0131 hava kirlili\u011fine ek olarak bir di\u011fer \u00f6nemli kirlilik nedeni, ilin \u00fc\u00e7 \u00fclkeye s\u0131n\u0131r\u0131 olmas\u0131ndan kaynaklanan yo\u011fun uluslararas\u0131 karayolu trafi\u011fi ve mal ta\u015f\u0131mac\u0131l\u0131\u011f\u0131. I\u011fd\u0131r\u2019\u0131n yan\u0131 s\u0131ra Kahramanmara\u015f da son be\u015f y\u0131lda yay\u0131nlanan Kara Raporlar\u2019da, en kirli iller s\u0131ralamas\u0131nda her y\u0131l listede.<\/p>\n<p>Hakkari ise DS\u00d6 standartlar\u0131na g\u00f6re PM10 kirlili\u011fi olmayan tek il. Ancak Hakkarililer k\u00fck\u00fcrt dioksit a\u00e7\u0131s\u0131ndan \u00e7ok kirli bir hava soluyor.<\/p>\n<h3><strong>\u00dc\u00c7 B\u00dcY\u00dcK \u015eEH\u0130R ALARM VER\u0130YOR <\/strong><\/h3>\n<p>\u0130stanbul ve Ankara\u2019da ise \u00f6zellikle \u0131s\u0131nma i\u00e7in k\u00f6m\u00fcr yak\u0131lan, yap\u0131la\u015fman\u0131n ve trafi\u011fin yo\u011fun oldu\u011fu il\u00e7elerde hava kirlili\u011fi \u00fcrk\u00fct\u00fcc\u00fc boyutlarda.<\/p>\n<p>Sar\u0131yer Kumk\u00f6y hari\u00e7, \u0130stanbul n\u00fcfusunun neredeyse tamam\u0131 DS\u00d6\u2019ye g\u00f6re sa\u011fl\u0131ks\u0131z hava soluyor. Sultangazi, Esenyurt ve Mecidiyek\u00f6y yeterli \u00f6l\u00e7\u00fcm yap\u0131lan istasyonlar aras\u0131nda en kirli b\u00f6lgeleri i\u015faret ediyor.<\/p>\n<p>Ankaral\u0131lar (kentteki toplam 18 mevcut istasyondan yeterince veri al\u0131nabilen alt\u0131 istasyona bak\u0131ld\u0131\u011f\u0131nda) da y\u0131ll\u0131k ortalamada, ulusal limit de\u011ferin \u00fczerinde kanserojen partik\u00fcl madde soluyor. Siteler\u2019den al\u0131nan veriler, Ankara genelinde en kirli havay\u0131 soluyan b\u00f6lgenin bu semt oldu\u011funu g\u00f6steriyor.<\/p>\n<p>\u0130zmir\u2019de yeterince ve sa\u011fl\u0131kl\u0131 izleme yap\u0131lamamas\u0131na kar\u015f\u0131n, var olan veriler \u00fczerinden ula\u015f\u0131lan sonu\u00e7, kent genelinde sa\u011fl\u0131ks\u0131z bir havan\u0131n solunmakta oldu\u011fu ve hava kalitesi izlemesinin h\u0131zl\u0131 bi\u00e7imde iyile\u015ftirilmesi gerekti\u011fi.<\/p>\n<h3><strong>HAVA K\u0130RL\u0130L\u0130\u011e\u0130 \u00d6L\u00dcM SEBEPLER\u0130NDE BE\u015e\u0130NC\u0130 SIRADA<\/strong><\/h3>\n<p>T\u00fcrkiye genelinde tu\u0308m yas\u0327lar ic\u0327in o\u0308lu\u0308me ve sakatl\u0131g\u0306a yol ac\u0327an ilk 10 risk aras\u0131nda hava kirlilig\u0306i 2009 y\u0131l\u0131nda alt\u0131nc\u0131 s\u0131radayken, 2019 y\u0131l\u0131nda be\u015finci s\u0131raya yu\u0308kseldi.<\/p>\n<p><strong>Halk sa\u011fl\u0131\u011f\u0131 uzman\u0131 Prof. Dr. \u00c7i\u011fdem \u00c7a\u011flayan<\/strong> \u015f\u00f6yle dedi: \u201cDu\u0308nya Sag\u0306l\u0131k O\u0308rgu\u0308tu\u0308, hava kirlilig\u0306inin du\u0308nya genelinde her dakika 13 insan\u0131n o\u0308lu\u0308mu\u0308ne yol ac\u0327t\u0131g\u0306\u0131n\u0131 vurguluyor. T\u00fcrkiye\u2019de \u00f6l\u00fcme yol a\u00e7an riskler i\u00e7inde hava kirlili\u011fi, t\u00fct\u00fcn, a\u015f\u0131r\u0131 kilo, y\u00fcksek tansiyon ve y\u00fcksek kan \u015fekerinin ard\u0131ndan be\u015finci s\u0131rada. \u00dclkemizde hava kirlili\u011fine ba\u011fl\u0131 \u00f6l\u00fcmlere sebep olan en \u00f6nemli be\u015f sorun ise kalp-damar hastal\u0131klar\u0131, kronik solunum hastal\u0131klar\u0131, kanser t\u00fcrleri, diyabet ve kronik b\u00f6brek yetmezli\u011fi, solunum yolu enfeksiyonlar\u0131 ve t\u00fcberk\u00fcloz yer al\u0131yor. Hava kirlili\u011fi ayn\u0131 zamanda anne ve yenido\u011fan \u00f6l\u00fcmlerine de neden olabiliyor. Nitekim yapt\u0131\u011f\u0131m\u0131z \u00e7al\u0131\u015fmalar, sadece 2021 y\u0131l\u0131nda T\u00fcrkiye\u2019de hava kirlili\u011fi nedeniyle 42 binden fazla ki\u015finin hayat\u0131n\u0131 kaybetti\u011fini g\u00f6sterdi.\u201d<\/p>\n<h3><strong>HAVA K\u0130RL\u0130L\u0130G\u0306\u0130 RUH SAG\u0306LIG\u0306INI VE UYKU DU\u0308ZEN\u0130N\u0130 DE ETK\u0130L\u0130YOR<\/strong><\/h3>\n<p>Hava kirlili\u011fi, ruhsal hastal\u0131k riskinde art\u0131\u015fa, mevcut ruhsal hastal\u0131klarda k\u00f6t\u00fcle\u015fmeye, psikiyatrik nedenlerle hastane ba\u015fvurular\u0131nda ve yat\u0131\u015flar\u0131nda y\u00fckseli\u015fe neden oluyor. \u0130ntihar d\u00fc\u015f\u00fcncesi ve eylemiyle de ili\u015fkisi s\u00f6z konusu. Ayr\u0131ca beyin geli\u015fimine olumsuz etkileri oldu\u011funa ve sinir h\u00fccrelerinin hasar\u0131na yol a\u00e7t\u0131\u011f\u0131na dair de bilimsel kan\u0131tlar var. Bu etkiler yoluyla sebep oldu\u011fu psikososyal zorluklarla \u00f6nemli bir halk sa\u011fl\u0131\u011f\u0131 sorunu. En olumsuz \u015fekilde etkilenen toplumsal gruplar ise hava kirlili\u011fine, \u00e7evresel fakt\u00f6rlere ve mesleki tehlikelere maruz kalan yoksul ve yoksun n\u00fcfuslar.<\/p>\n<p>Bununla birlikte raporda, hava kirlili\u011finin \u00e7abuk \u00f6fkelenmeye ve keyif alamamaya yol a\u00e7t\u0131\u011f\u0131, a\u00e7\u0131k hava aktivitelerinde azalmaya sebep oldu\u011funa, hava kirlili\u011finin yol a\u00e7t\u0131\u011f\u0131 stresin kas-iskelet sisteminde a\u011fr\u0131 gibi bedensel belirtilere, yorgunlu\u011fa ve uyku bozukluklar\u0131na yol a\u00e7abilece\u011fine de vurgu yap\u0131l\u0131yor.<\/p>\n<h3><strong>\u0130KL\u0130M DE\u011e\u0130\u015e\u0130KL\u0130\u011e\u0130 VE HAVA K\u0130RL\u0130L\u0130\u011e\u0130: MADALYONUN \u0130K\u0130 Y\u00dcZ\u00dc<\/strong><\/h3>\n<p>Hava kirlili\u011fi ve iklim de\u011fi\u015fikli\u011fi sorunlar\u0131 birbiri ile yak\u0131ndan ilgili. Her ikisinin de ana nedeni fosil yak\u0131tlar. Bu nedenle, d\u00fc\u015f\u00fck karbon emisyonu hedefleyen politikalar\u0131n k\u00fcresel d\u00fczeyde ve sistematik uygulanmas\u0131, ayn\u0131 zamanda hava kalitesinin iyile\u015ftirilmesini de sa\u011flar.<\/p>\n<p>\u00d6te yandan, iklim de\u011fi\u015fikli\u011fi ile \u015fiddetlenen, say\u0131ca ve s\u00fcrece art\u0131\u015f g\u00f6steren do\u011fal yang\u0131nlar da \u00f6zellikle yol a\u00e7t\u0131klar\u0131 partik\u00fcl madde kirlili\u011fi ile hava kalitesini hem yerel hem k\u00fcresel d\u00fczeyde olumsuz etkiliyor. T\u00fcrkiye, 2021 y\u0131l\u0131nda Akdeniz havzas\u0131ndaki do\u011fal yang\u0131nlardan ve buna ba\u011fl\u0131 hava kirlili\u011finden en \u00e7ok etkilenen \u00fclke oldu. \u00d6rne\u011fin Antalya Manavgat\u2019ta ya\u015fanan yang\u0131nlar sonras\u0131 PM10 konsantrasyonlar\u0131nda y\u00fczde 67\u2019lik bir art\u0131\u015f g\u00f6zlemlendi.<\/p>\n<p><strong>Halk sa\u011fl\u0131\u011f\u0131 uzman\u0131 Prof. Dr. Gamze Varol,<\/strong> \u201c21. y\u00fczy\u0131l i\u00e7erisinde s\u0131cak hava dalgalar\u0131n\u0131n s\u0131kl\u0131\u011f\u0131nda, yo\u011funlu\u011funda, s\u00fcresinde ve buna ba\u011fl\u0131 olarak orman yang\u0131nlar\u0131nda beklenen art\u0131\u015f, hava kalitesini k\u00f6t\u00fcle\u015ftirerek insan sa\u011fl\u0131\u011f\u0131na ve ekosistemlere zarar verme riski ta\u015f\u0131yor. Do\u011fal yang\u0131n duman\u0131, gazlardan ve \u00e7ok k\u00fc\u00e7\u00fck partik\u00fcl maddelerden (\u00f6zellikle PM2,5) olu\u015fan kompleks, dinamik bir kar\u0131\u015f\u0131md\u0131r ve insandaki solunum sistemini a\u011f\u0131r \u015fekilde tahri\u015f edebilir\u201d yorumunu yapt\u0131.<\/p>\n<h3><strong>K\u00d6M\u00dcRL\u00dc TERM\u0130K SANTRALLER KAPATILIRSA 102 B\u0130N HAYAT KURTULACAK<\/strong><\/h3>\n<p>Sa\u011fl\u0131k ve \u00c7evre Birli\u011fi HEAL\u2019in Temiz Hava Hakk\u0131 Platformu ile y\u00fcr\u00fctt\u00fc\u011f\u00fc son \u00e7al\u0131\u015fmaya g\u00f6re, T\u00fcrkiye\u2019de i\u015fletmedeki k\u00f6m\u00fcrl\u00fc termik santraller a\u015famal\u0131 olarak 2030 y\u0131l\u0131na kadar kapat\u0131l\u0131rsa, toplamda atmosfere 843 bin ton partik\u00fcl madde, 8 milyon 128 bin ton azot dioksit, 9 milyon 671 bin ton k\u00fck\u00fcrt dioksit ve 293 ton c\u0131va sal\u0131nmas\u0131 engellenmi\u015f olacak.
