Zira, in\u015faat sekt\u00f6r\u00fcn\u00fcn emek yo\u011fun do\u011fas\u0131 i\u00e7erisinde sekt\u00f6rde b\u00fcy\u00fck \u00f6l\u00e7\u00fcde yerel i\u015fletmeler faaliyet g\u00f6stermektedir. Avrupa Komisyonu\u2019nun ald\u0131\u011f\u0131 kararlar, olu\u015fturdu\u011fu fonlar, sa\u011flad\u0131\u011f\u0131 te\u015fvikler ve y\u00fcr\u00fcrl\u00fc\u011fe koydu\u011fu planlar ve reg\u00fclasyonlar, AB i\u00e7erisindeki yap\u0131lar\u0131n restorasyonunu da <img loading=\"lazy\" class=\"alignright size-full wp-image-171384\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2023\/03\/Dilek-Asan-1-1-1.jpg\" alt=\"\" width=\"300\" height=\"270\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2023\/03\/Dilek-Asan-1-1-1.jpg 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2023\/03\/Dilek-Asan-1-1-1-56x50.jpg 56w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>b\u00fcy\u00fck \u00f6l\u00e7\u00fcde kapsamaktad\u0131r.<\/p>\n<p>Avrupa Komisyonu hem enerji t\u00fcketimini azaltmak hem de ekonomik b\u00fcy\u00fcmeyi s\u00fcrd\u00fcr\u00fclebilir hale getirmek i\u00e7in <strong>2020\u2019de<\/strong> bir <strong>yap\u0131 yenileme stratejisi<\/strong> yay\u0131nlam\u0131\u015ft\u0131r. Bu stratejinin amac\u0131 daha ye\u015fil binalar in\u015fa etmek, yeni istihdam alanlar\u0131 yaratmak ve hayat standartlar\u0131n\u0131 y\u00fckseltmektir. \u00d6n\u00fcm\u00fczdeki 10 y\u0131ll\u0131k s\u00fcre\u00e7te y\u0131ll\u0131k enerji yenileme oranlar\u0131n\u0131n <strong>ikiye<\/strong> katlanmas\u0131 hedeflenmektedir. Bu yenilemeler, emisyonlar\u0131 azaltman\u0131n yan\u0131 s\u0131ra binalarda ya\u015fayan insanlar\u0131n ya\u015fam kalitesini art\u0131racak ve in\u015faat sekt\u00f6r\u00fcnde bir\u00e7ok yeni <strong>ye\u015fil i\u015fler<\/strong> yaratacakt\u0131r.<\/p>\n<p>Yap\u0131 restorasyon giri\u015fimlerinin <strong>\u00fc\u00e7 ana odak noktas\u0131<\/strong> vard\u0131r. Bunlardan ilki enerji kullan\u0131m a\u00e7\u0131s\u0131ndan performans\u0131 \u00e7ok d\u00fc\u015f\u00fck olan yap\u0131lar\u0131n ortadan kald\u0131r\u0131lmas\u0131d\u0131r. \u0130kincisi kamu binalar\u0131 ve sosyal altyap\u0131d\u0131r. \u00dc\u00e7\u00fcnc\u00fcs\u00fc ise yap\u0131larda <strong>karbon ar\u0131nd\u0131r\u0131lm\u0131\u015f \u0131s\u0131tma<\/strong> ve <strong>so\u011futma sistemlerinin<\/strong> kullan\u0131lmas\u0131d\u0131r. Bu giri\u015fimle ilgili olu\u015fturulan stratejiler ve eylem planlar\u0131, AB\u2019nin mevcut b\u00fct\u00e7e ko\u015fullar\u0131 ve giri\u015fimi destekleyecek finansman \u00e7\u00f6z\u00fcmleri g\u00f6z \u00f6n\u00fcnde bulundurularak yay\u0131nlanm\u0131\u015ft\u0131r. Bu ba\u011flamda, yap\u0131 yenileme \u00e7al\u0131\u015fmalar\u0131 do\u011frudan yat\u0131r\u0131mlarla veya \u00f6zel yat\u0131r\u0131mlar arac\u0131l\u0131\u011f\u0131yla desteklenebilecektir. Bu s\u00fcre\u00e7te <strong>ara\u015ft\u0131rma<\/strong> ve <strong>geli\u015fme faaliyetleri<\/strong> ve <strong>inovasyon giri\u015fimlerine de te\u015fvikler<\/strong> verilecektir. Pazarda konuyla ilgili engeller ve teknolojik eksikliklerle ilgili konular t\u00fcm payda\u015flar\u0131n kat\u0131l\u0131m\u0131yla ele al\u0131nacakt\u0131r. AB yap\u0131 restorasyon \u00e7al\u0131\u015fmalar\u0131, ulusal \u00f6l\u00e7ekte uzun vadeli bina yenileme stratejilerine, Binalar\u0131n Enerji Performans\u0131na \u0130li\u015fkin Direktifin ilgili maddelerine ve her bir AB \u00fclkesinin ulusal enerji ve iklim planlar\u0131n\u0131n (NECP&#8217;ler) bina ile ilgili maddelerine dayanmaktad\u0131r.<\/p>\n<p>Yap\u0131 yenileme stratejisinin odak noktalar\u0131ndan biri de Avrupa genelinde enerji yoksullu\u011fuyla m\u00fccadele etmektir. Zira, k\u0131ta \u00fczerinde yakla\u015f\u0131k<strong> 34 milyon<\/strong> insan \u200b\u200bevlerini d\u00fczg\u00fcn bir \u015fekilde \u0131s\u0131tamayacak durumdad\u0131r. Ayn\u0131 zamanda yenileme stratejisinin bir par\u00e7as\u0131 olan <strong>enerji yoksullu\u011funa ili\u015fkin Avrupa Komisyonu tavsiyelerinde<\/strong> belirtildi\u011fi gibi, enerji faturalar\u0131n\u0131 azalt\u0131rken savunmas\u0131z insanlar\u0131n sa\u011fl\u0131k ve hayat kalitesi \u00fczerinde de olumlu etkiler olu\u015fturacakt\u0131r.<\/p>\n<p>Konuyla ilgili halihaz\u0131rda <strong>Horizon Europe<\/strong> ara\u015ft\u0131rma programlar\u0131yla desteklenen bir\u00e7ok ara\u015ft\u0131rma ve <strong>inovasyon projesi<\/strong> bulunmaktad\u0131r. Bunlardan <span style=\"text-decoration: underline;\">baz\u0131lar\u0131 \u015funlard\u0131r:<\/span><\/p>\n<p>&#8211; <strong>BUILD UP:<\/strong> Binalar\u0131n nas\u0131l daha enerji verimli hale getirilebilece\u011fine dair bilgi payla\u015f\u0131m\u0131 i\u00e7in bir portald\u0131r.<\/p>\n<p>&#8211; <strong>BUILD UP Skills:<\/strong> Avrupa&#8217;da y\u00fcksek enerji performans\u0131 sunan bina restorasyonlar\u0131n\u0131 ger\u00e7ekle\u015ftirebilen ve net s\u0131f\u0131r enerjiye yak\u0131n yeni binalar in\u015fa edebilen kalifiye bina profesyonellerinin say\u0131s\u0131n\u0131 art\u0131rmay\u0131 ama\u00e7layan giri\u015fimdir.<\/p>\n<p>&#8211; <strong>4RinEU:<\/strong> Mevcut binalar\u0131n kapsaml\u0131 bir \u015fekilde yenilenmesini ve yenilenebilir enerjilerin kullan\u0131m\u0131n\u0131 te\u015fvik etmek i\u00e7in yeni ara\u00e7lar ve stratejiler sa\u011flamay\u0131 ama\u00e7layan bir projedir.<\/p>\n<p>AB\u2019nin <strong>yeni yap\u0131 restorasyon giri\u015fimi<\/strong>, 2030&#8217;da emisyonlar\u0131 en az<strong> %55 oran\u0131nda<\/strong> azaltmak ve <strong>2050&#8217;ye<\/strong> kadar<strong> iklim n\u00f6tr<\/strong> bir Avrupa&#8217;n\u0131n temellerini olu\u015fturmak i\u00e7in <strong>2030&#8217;a kadar<\/strong> <strong>verimsiz 35 milyon binay\u0131 yenilemeyi<\/strong> hedeflemektedir. 2050 y\u0131l\u0131 itibariyle Avrupa\u2019daki binalar\u0131n yakla\u015fk %90\u2019\u0131n\u0131n hala ayakta olmas\u0131 beklenmektedir. Bu nedenle bu <strong>binalar\u0131 yenilemek, emisyonlar\u0131<\/strong> ve <strong>enerji kullan\u0131m\u0131n\u0131 azaltmak<\/strong> i\u00e7in kritik \u00f6nem arz etmektedir.
