Bu ba\u011flamda, <strong>metan emisyonlar\u0131<\/strong> AB\u2019nin<strong> 2050 iklim hedefleri<\/strong> ile yak\u0131ndan ili\u015fkilidir. Bunun yan\u0131 s\u0131ra <strong>metan\u0131n yerel hava kirlili\u011fini art\u0131ran bir gaz oldu\u011fu<\/strong> ve tek ba\u015f\u0131na bile ciddi sa\u011fl\u0131k sorunlar\u0131na neden olan <strong>ozon olu\u015fumunu da tetikledi\u011fi<\/strong> unutulmamal\u0131d\u0131r.<\/p>\n<p>K\u00fcresel antropojenik metan emisyonlar\u0131n\u0131n yakla\u015f\u0131k \u00fc\u00e7te biri enerji sekt\u00f6r\u00fcnden kaynaklanmaktad\u0131r. Uluslararas\u0131 Enerji Ajans\u0131, metan\u0131n do\u011fal gaz \u015feklinde sat\u0131labilir bir \u00fcr\u00fcn oldu\u011fu g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, bu emisyonlar\u0131n %45&#8217;inin net bir maliyet olmadan azalt\u0131labilece\u011fini tahmin etmektedir. \u00d6n\u00fcm\u00fczdeki 30 y\u0131l i\u00e7inde insan faaliyetlerinden kaynaklanan metan emisyonlar\u0131n\u0131 <strong>%50<\/strong> oran\u0131nda azaltmak, k\u00fcresel s\u0131cakl\u0131k de\u011fi\u015fimini 2050 y\u0131l\u0131na kadar 0,2\u00b0C azaltabilir. Bu da Paris \u0130klim Anla\u015fmas\u0131\u2019nda taahh\u00fct edildi\u011fi \u00fczere s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131 <strong>2\u00b0C&#8217;nin alt\u0131nda tutmaya y\u00f6nelik<\/strong> at\u0131lan \u00e7ok \u00f6nemli bir ad\u0131md\u0131r.<\/p>\n<h3><strong>Enerji Sekt\u00f6r\u00fcndeki Metan Emisyonlar\u0131<\/strong><\/h3>\n<p>Avrupa Komisyonu (EC) Aral\u0131k 2021 tarihinde enerji sekt\u00f6r\u00fcnde <strong>metan emisyonlar\u0131n\u0131<\/strong> d\u00fc\u015f\u00fcrmeyi hedefleyen bir reg\u00fclasyon \u00f6nerisini kabul etmi\u015ftir. Bu yasal d\u00fczenleme, enerji sekt\u00f6r\u00fcndeki metan gaz\u0131 emisyonlar\u0131n\u0131n do\u011fru ve tutarl\u0131 bir \u015fekilde <strong>\u00f6l\u00e7\u00fclmesini, raporlanmas\u0131n\u0131<\/strong> ve <strong>do\u011frulanmas\u0131n\u0131<\/strong> \u00f6ng\u00f6rmektedir. Ayr\u0131ca, \u00fcr\u00fcn ve s\u00fcre\u00e7lerdeki <strong>metan gaz\u0131 s\u0131z\u0131nt\u0131lar\u0131n\u0131n tespit edilmesi, onar\u0131lmas\u0131<\/strong> ve <strong>havaland\u0131rma<\/strong> gibi gerekli \u00f6nlemlerin h\u0131zl\u0131 bir \u015fekilde al\u0131nmas\u0131n\u0131 gerektirmektedir.<\/p>\n<p><strong>Petrol ve Gaz Metan Ortakl\u0131\u011f\u0131 (OGMP)<\/strong> taraf\u0131ndan yay\u0131nlanan metan emisyonlar\u0131n\u0131n \u00f6l\u00e7\u00fclmesi ve raporlanmas\u0131na ili\u015fkin \u00f6neriler, metan emisyonlar\u0131n\u0131n tam olarak nerede ve ne kadar ger\u00e7ekle\u015fti\u011finin anla\u015f\u0131lmas\u0131na yard\u0131mc\u0131 olacakt\u0131r. <strong>OGMP, UNEP (Birle\u015fmi\u015f Milletler \u00c7evre Program\u0131) ve CACC (\u0130klim ve Temiz Hava Koalisyonu)<\/strong> taraf\u0131ndan ba\u015flat\u0131lan \u00e7ok payda\u015fl\u0131 bir giri\u015fimdir. Petrol ve gaz sekt\u00f6r\u00fcnde metan emisyonlar\u0131 raporlamas\u0131n\u0131n do\u011frulu\u011funu ve \u015feffafl\u0131\u011f\u0131n\u0131 art\u0131ran, petrol ve gaz end\u00fcstrisi i\u00e7in tek kapsaml\u0131, \u00f6l\u00e7\u00fcme dayal\u0131 bir raporlama \u00e7er\u00e7evesidir. Enerji sekt\u00f6r\u00fcnde faaliyet g\u00f6steren \u015firketler, metan emisyonlar\u0131yla ilgili yapt\u0131klar\u0131 <strong>hesaplama<\/strong> ve<strong> raporlama \u00e7al\u0131\u015fmalar\u0131n\u0131<\/strong> ba\u011f\u0131ms\u0131z kurulu\u015flar arac\u0131l\u0131\u011f\u0131yla do\u011frulayabileceklerdir.<\/p>\n<h3><strong>AB Metan Stratejisi ile ilgili Geli\u015fmeler<\/strong><\/h3>\n<p>Avrupa Komisyonu, metan stratejisi kapsam\u0131nda belirledi\u011fi \u00e7al\u0131\u015fmalar\u0131 ger\u00e7ekle\u015ftirmek \u00fczere 2021 y\u0131l\u0131nda UNEP, CCAC ve Uluslararas\u0131 Enerji Ajans\u0131 ile birlikte <strong>Uluslararas\u0131 Metan Emisyon G\u00f6zlemevi<\/strong>&#8216;nin<strong> (IMEO)<\/strong> kurulmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. IMEO, k\u00fcresel metan emisyonlar\u0131n\u0131n hesaplanmas\u0131, raporlanmas\u0131 ve azalt\u0131lmas\u0131 konusunda y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalara y\u00f6n vermek amac\u0131yla \u00fclkelere metan emisyon verileri sa\u011flamaktad\u0131r. IMEO, metan emisyonlar\u0131n\u0131n k\u00fcresel \u00f6l\u00e7ekte takibi i\u00e7in olduk\u00e7a kritik bir yere sahiptir; zira, bu projeye AB Ufuk 2020\u2019nin yan\u0131 s\u0131ra ABD D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131, K\u00fcresel Metan Merkezi ve Bezos D\u00fcnya Fonu gibi h\u00fck\u00fcmet ortaklar\u0131n\u0131n katk\u0131lar\u0131 sunulmu\u015ftur.<\/p>\n<p>IMEO, 2021&#8217;de ba\u015flat\u0131lan ve 2030&#8217;a kadar metan emisyonlar\u0131n\u0131 <strong>%30<\/strong> oran\u0131nda azaltmak i\u00e7in <strong>AB-ABD \u00f6nc\u00fcl\u00fc\u011f\u00fcnde<\/strong> y\u00fcr\u00fct\u00fclen bir giri\u015fim olan<strong> K\u00fcresel Metan Taahh\u00fcd\u00fc&#8217;nde (GMP)<\/strong> devlet akt\u00f6rlerinin eylemlerine \u00f6ncelik vermek ve taahh\u00fctlerini izlemek i\u00e7in ara\u00e7lar sa\u011flayacakt\u0131r. Bu arada, K\u00fcresel Metan Taahh\u00fcd\u00fc\u2019n\u00fcn uluslararas\u0131 d\u00fczeyde y\u00fcr\u00fct\u00fclen metan \u00e7al\u0131\u015fmalar\u0131n\u0131 \u00e7ok b\u00fcy\u00fck bir ivmeyle art\u0131rd\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. GMP&#8217;nin \u00fclke onaylar\u0131 ge\u00e7en y\u0131l<strong> 100<\/strong> civar\u0131ndayken yak\u0131n zamanda <strong>150<\/strong>&#8216;ye \u00e7\u0131km\u0131\u015f; 50&#8217;den fazla \u00fclke <strong>ulusal metan eylem planlar\u0131 geli\u015ftirmi\u015f<\/strong> veya<strong> geli\u015ftirme s\u00fcrecine<\/strong> girmi\u015ftir. IMEO, Kas\u0131m 2022\u2019de ger\u00e7ekle\u015ftirilen COP27\u2019de <strong>metan emisyonlar\u0131n\u0131 tespit etmek<\/strong> i\u00e7in uydu tabanl\u0131 bir sistem olan <strong>Metan Uyar\u0131 ve Yan\u0131t Sistemini (MARS)<\/strong> duyurmu\u015ftur.
