Olas\u0131 deprem etkilerinin elde edilebilmesi i\u00e7in detayl\u0131 jeolojik, jeofizik, jeoteknik ve sismolojik incelemeler ve et\u00fctler i\u00e7eren mikrob\u00f6lgeleme rapor ve haritalar\u0131 deprem riskinin bulundu\u011fu t\u00fcm illerimiz i\u00e7in haz\u0131rlanmal\u0131d\u0131r. 1999 depreminden sonra D\u00fcnya Bankas\u0131 kredisi ile depremden etkilenen se\u00e7ilmi\u015f <strong>7 pilot belediyede<\/strong>, <strong>Marmara Depremi Acil Yap\u0131land\u0131rma Projesi (MEER)<\/strong> kapsam\u0131nda taraf\u0131m\u0131zca <strong>\u00e7oklu tehlike risk haritalar\u0131<\/strong> ve <strong>raporlar\u0131<\/strong> olu\u015fturularak <strong>Ba\u015fbakanl\u0131k Proje Uygulama birimine<\/strong> sunuldu.<\/em><\/p>\n<p><em>T\u00fcm yeni yap\u0131lar yap\u0131\/deprem m\u00fchendisli\u011fi kurallar\u0131 ile birebir uyumlu olarak projelendirilmeli ve in\u015fa edilmelidir. Statik projelendirme ile yap\u0131lara, binalara ait ta\u015f\u0131y\u0131c\u0131 sistemin depremde hasar g\u00f6rebilme olas\u0131l\u0131\u011f\u0131 minimumda kalmal\u0131d\u0131r. Can kay\u0131plar\u0131na sebebiyet veren, k\u0131smi g\u00f6\u00e7me, toptan g\u00f6\u00e7me, devrilme vb. b\u00fcy\u00fck hasarlar\u0131n-y\u0131k\u0131mlar\u0131n \u00f6n\u00fcne ge\u00e7ilmesi, ancak ve ancak i\u015finin ehli ve tecr\u00fcbeli m\u00fchendislerimizin <strong>y\u00fcr\u00fcrl\u00fckte olan y\u00f6netmeliklere<\/strong> ve <strong>fen kurallar\u0131na uygun tasar\u0131mlar<\/strong> yapmas\u0131 ile m\u00fcmk\u00fcnd\u00fcr.<\/em><\/p>\n<p><em>Mevcut binalar\u0131m\u0131z\u0131n ise <strong>deprem g\u00fcvenli\u011fi<\/strong>, y\u00fcr\u00fcrl\u00fckte olan y\u00f6netmeliklere ve fen kurallar\u0131na g\u00f6re incelenerek ara\u015ft\u0131r\u0131lmas\u0131 gerekmektedir. Neticede deprem performans\u0131 yetersiz bulunmu\u015f yap\u0131lar ve binalarda, bu konuda uzmanla\u015fm\u0131\u015f tecr\u00fcbeli m\u00fchendislerimizin \u00e7al\u0131\u015fmalar\u0131 ile <strong>yap\u0131<\/strong> ve <strong>deprem m\u00fchendisli\u011fi kurallar\u0131na uygun olarak g\u00fc\u00e7lendirme projeleri<\/strong> haz\u0131rlanmal\u0131d\u0131r.<\/em><\/p>\n<p><em>Gerek yeni binalar\u0131m\u0131za ait projelerin gerekse mevcut binalar\u0131m\u0131za ait g\u00fc\u00e7lendirme projelerinin i\u015finin ehli ve yetkili kurumlarca in\u015fa edilmesi gerekmektedir. Projelendirme s\u00fcreci ve in\u015fa s\u00fcreci yine i\u015finin ehli, ba\u011f\u0131ms\u0131z yetkili kurumlarca denetlenerek ilerlemelidir.\u201d<\/em><\/p>\n<p>Mevcut yap\u0131 sto\u011funu g\u00fc\u00e7lendirmek i\u00e7in baz\u0131 y\u00f6ntemlere de\u011finen \u00d6zdikmen, <span style=\"text-decoration: underline;\">\u015funlar\u0131 kaydetti:<\/span><\/p>\n<p><em>\u201cKlasik g\u00fc\u00e7lendirme y\u00f6ntemleri olarak betonarme kolon-kiri\u015f mantolama, betonarme perde ilavesi, \u00e7elik \u00e7aprazlar\u0131n ta\u015f\u0131y\u0131c\u0131 sisteme eklenmesi ve lifli polimerler ile g\u00fc\u00e7lendirme uygulamalar\u0131n\u0131 sayabiliriz. Bu y\u00f6ntemler kullan\u0131larak 1.100.000 m2 toplam alana sahip; 300\u2019\u00fcn \u00fczerinde okul, hastane, idari bina, poliklinik ve sa\u011fl\u0131k tesislerinde bulunan y\u00fczlerce bina i\u00e7in taraf\u0131m\u0131zca g\u00fc\u00e7lendirme projeleri haz\u0131rlanm\u0131\u015ft\u0131r. \u0130stanbul\u2019da \u00d6ncelikli Kamu Binalar\u0131n\u0131n G\u00fc\u00e7lendirilmesi projesi kapsam\u0131nda s\u00f6z konusu binalar, \u0130stanbul Proje Koordinasyon Birimi \u00f6nderli\u011finde ba\u015far\u0131l\u0131 bir \u015fekilde g\u00fc\u00e7lendirilmi\u015ftir. Deprem b\u00f6lgelerinde bulunan t\u00fcm kamuya ait ya da vatanda\u015flar\u0131m\u0131za ait binalar\u0131nda deprem g\u00fcvenli\u011fi ara\u015ft\u0131r\u0131larak, performanslar\u0131n\u0131n yetersiz bulunmas\u0131 halinde g\u00fc\u00e7lendirilmelidir.<\/em><\/p>\n<p><em>Ayr\u0131ca, klasik g\u00fc\u00e7lendirme y\u00f6ntemlerine k\u0131yasla b\u00fcy\u00fck bir avantaj sa\u011flayan baz\u0131 y\u00f6ntemlerin de alt\u0131n\u0131 \u00e7izmek isterim. \u0130nsanlar\u0131n binalar\u0131 tamamen tahliye etmeden g\u00fc\u00e7lendirme uygulamalar\u0131n\u0131n yap\u0131lmas\u0131na imkan veren g\u00fc\u00e7lendirme teknolojileri olarak ise sismik izolat\u00f6rler ile g\u00fc\u00e7lendirme, sismik s\u00f6n\u00fcmleyiciler kullan\u0131larak g\u00fc\u00e7lendirme, d\u0131\u015ftan perde veya \u00e7er\u00e7eveler eklenerek g\u00fc\u00e7lendirme metotlar\u0131n\u0131 g\u00f6sterebiliriz. Bu y\u00f6ntemler ile h\u0131zl\u0131 m\u00fcdahalede bulunulan mahalleler a\u00e7\u0131s\u0131ndan, uygulama h\u0131z\u0131 a\u00e7\u0131s\u0131ndan daha kolay ve h\u0131zl\u0131 \u015fekilde sonuca ula\u015f\u0131labilmektedir. Dolay\u0131s\u0131yla bu yeni teknolojilerden de faydalanarak, yap\u0131lar\u0131m\u0131z\u0131 deprem g\u00fcvenli hale getirmek m\u00fcmk\u00fcnd\u00fcr.\u2019\u2019<\/em><\/p>\n<h3><strong>Mikrob\u00f6lgeleme nedir?<\/strong><\/h3>\n<p>Yerle\u015fime a\u00e7\u0131lmas\u0131 d\u00fc\u015f\u00fcn\u00fclen bo\u015f alanlardaki t\u00fcm afet tehlikelerini, yap\u0131la\u015fm\u0131\u015f alanlarda ise t\u00fcm afet risklerini b\u00fcy\u00fck \u00f6l\u00e7ekli h\u00e2lihaz\u0131r haritalar \u00fczerinde belirleyen \u00e7al\u0131\u015fmalara genel ad olarak \u201cmikrob\u00f6lgeleme\u201d deniyor.
