T\u00fcrkiye de Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n ge\u00e7ti\u011fimiz g\u00fcnlerde yay\u0131mlad\u0131\u011f\u0131 T\u00fcrkiye Ulusal Enerji Plan\u0131\u2019na g\u00f6re, 2022 sonunda 9.4 gigavat olan g\u00fcne\u015f enerjisi kapasitesini 2035\u2019e kadar yakla\u015f\u0131k %450 art\u0131rarak 52,9 gigavata ula\u015ft\u0131r\u0131lmas\u0131 hedefleniyor. G\u00fcne\u015f enerjisinin en y\u00fcksek kurulu g\u00fcce sahip kaynak haline getirilmesi planlan\u0131rken, ge\u00e7ti\u011fimiz aylarda y\u00fcr\u00fcrl\u00fc\u011fe giren \u201cElektrik Piyasas\u0131nda Lisanss\u0131z Elektrik \u00dcretim Y\u00f6netmeli\u011fi\u2019nde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik\u201dteki maddeler ise g\u00fcne\u015f enerjisi yat\u0131r\u0131mc\u0131lar\u0131n\u0131n g\u00fcndeminde \u00f6nemli bir yer i\u015fgal ediyor. Ancak GES yat\u0131r\u0131mc\u0131lar\u0131n\u0131n, yat\u0131r\u0131m yaparken g\u00f6z \u00f6n\u00fcnde bulundurmas\u0131 gereken baz\u0131 yenilikler s\u00f6z konusu. \u00d6zellikle Elektrik Piyasas\u0131nda Lisanss\u0131z Elektrik \u00dcretim Y\u00f6netmeli\u011finde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik\u2019teki de\u011fi\u015fen hususlardan baz\u0131lar\u0131na a\u00e7\u0131kl\u0131k getirmek ve tart\u0131\u015fmaya a\u00e7mak \u00f6nemli bir a\u015famay\u0131 olu\u015fturuyor. \u00c7\u00fcnk\u00fc GES\u2019lerden \u00fcretilen enerjinin ihtiya\u00e7 fazlas\u0131n\u0131n \u00fccretsiz da\u011f\u0131t\u0131lmas\u0131na ili\u015fkin kararlar\u0131n 2019\u2019a kadar uzanmas\u0131, yat\u0131r\u0131mlar i\u00e7in avantajlar\u0131 oldu\u011fu kadar, baz\u0131 tehditleri de beraberinde getiriyor. Bu maddeleri inceleyen yat\u0131r\u0131mc\u0131lar de\u011fi\u015fikliklerin arka plan\u0131ndaki mant\u0131k ve y\u00f6nelim do\u011fru olsa da kapsama zaman\u0131nda ve usul\u00fcnde ortak ak\u0131l \u00fcr\u00fcn\u00fc bir d\u00fczenleme bekliyor.\u201d<\/em><\/p>\n<h3><strong>\u201cBaz\u0131 yat\u0131r\u0131mc\u0131lar \u20182 \u00fcret, 1\u2019ini t\u00fcket, 1 ini sat\u2019 kural\u0131n\u0131n d\u0131\u015f\u0131nda kal\u0131yor\u201d<\/strong><\/h3>\n<p>Yat\u0131r\u0131mc\u0131n\u0131n GES kurulumlar\u0131nda hangi planla hareket etmesi gerekti\u011fine karar verirken ilk ba\u015fvurmas\u0131 gereken maddenin y\u00f6netmeli\u011fin \u2018Lisans alma ile \u015firket kurma muafiyeti\u2019 ba\u015fl\u0131kl\u0131 5. maddesinin 1. f\u0131kras\u0131 oldu\u011funu s\u00f6yleyen Osman Tokluman, <em>\u201cYat\u0131r\u0131mc\u0131lar genelde bu maddenin 1. f\u0131kras\u0131n\u0131n c, \u00e7 ve h bentleri dahilinde ilerliyor. Ancak \u00f6rne\u011fin &#8216;\u00e7\u2019 bendinde yat\u0131r\u0131m yapm\u0131\u015f olan bir yat\u0131r\u0131mc\u0131, hen\u00fcz uygulanmaya ba\u015flayan \u20182 \u00fcret, 1\u2019ini t\u00fcket, 1 ini sat\u2019 kural\u0131n\u0131n d\u0131\u015f\u0131nda kal\u0131yor. \u00dcstelik mevzuat uyar\u0131nca t\u00fcketim fazlas\u0131 enerjisi YEKDEM\u2019e bedelsiz bir \u015fekilde veriliyor. Bu noktada t\u00fcm yat\u0131r\u0131mc\u0131lar\u0131n bu gibi durumlara kar\u015f\u0131 \u00f6nlem olarak yat\u0131r\u0131m karar\u0131 al\u0131rken, sadece bug\u00fcnk\u00fc yat\u0131r\u0131m durumunu d\u00fc\u015f\u00fcnmeyip, ileride do\u011fabilecek ihtiya\u00e7lar\u0131na istinaden de planlama yapmas\u0131 gerekiyor.
