Proje, fizibilite, \u00f6n inceleme ve Su Kullan\u0131m Hakk\u0131 Anla\u015fmas\u0131 kapsam\u0131nda da 253 Hidroelektrik Santrali (HES) projesi bulunuyor. Toplam 406 projenin maliyeti yakla\u015f\u0131k 16 milyar dolar. Karadeniz\u2019de bulunan HES\u2019lere \u00e7evreciler kar\u015f\u0131 \u00e7\u0131kmaya devam ederken, bir yandan da hukuk m\u00fccadelesi veriliyor.<\/strong><\/p>\n<p>Karadeniz B\u00f6lgesi\u2019nde in\u015fa edilen Hidroelektrik Santralleri \u00f6zellikle \u00e7evreciler taraf\u0131ndan tepkiyle kar\u015f\u0131lan\u0131rken, Orman ve Su \u0130\u015fleri Bakanl\u0131\u011f\u0131 taraf\u0131ndan mevcut HES say\u0131s\u0131n\u0131n art\u0131r\u0131lmas\u0131 i\u00e7in de \u00e7al\u0131\u015fmalar ger\u00e7ekle\u015ftiriliyor. Bakanl\u0131k verilerine g\u00f6re Karadeniz B\u00f6lgesi\u2019nde i\u015fletmede 95, in\u015fa a\u015famas\u0131nda 58 HES bulunuyor. Proje, fizibilite, \u00f6n inceleme ve Su Kullan\u0131m Hakk\u0131 Anla\u015fmas\u0131 kapsam\u0131nda ise 253 HES projesi mevcut. Ancak bizim savundu\u011fumuz enerji politikas\u0131nda, \u015fu andaki gibi Karadeniz b\u00f6lgesindeki her nehrin \u00fczerine 4- 5 tane mini santraller kurulmas\u0131 ve buralardaki do\u011fa katliamlar\u0131n\u0131n ya\u015fanmas\u0131 de\u011fil.\u201d<\/p>\n<p>HES\u2019lerin yap\u0131m\u0131 s\u0131ras\u0131nda in\u015faatlarda \u00f6nemli bir denetimsizli\u011fin ya\u015fand\u0131\u011f\u0131n\u0131 dile getiren Erdo\u011fan \u015f\u00f6yle konu\u015ftu:<\/p>\n<p>\u201c\u0130n\u015faatlar asl\u0131nda ihtisas sahibi kurulu\u015flar taraf\u0131ndan denetlenmemektedir. T\u00fcrkiye\u2019nin b\u00f6yle k\u00fc\u00e7\u00fck HES\u2019lerle de\u011fil, b\u00fcy\u00fck havza projeleriyle elektrik \u00fcretmesi gerekmektedir. Keban, Boyabat projesi gibi olmal\u0131. Yoksa b\u00f6yle k\u00fc\u00e7\u00fck santrallerle bu i\u015fin \u00e7\u00f6z\u00fcmlenmesi ger\u00e7ek\u00e7i de\u011fil. \u00d6zellikle Do\u011fu Karadeniz\u2019deki HES in\u015faat\u0131nda do\u011fa harikas\u0131 olan \u00f6zel alanlarda do\u011fa katliam\u0131n\u0131 hepimiz g\u00f6r\u00fcyoruz. Orada do\u011fan\u0131n katledilmesi ve insanlar\u0131n ya\u015fam hakk\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 kabul edilecek bir durum de\u011fil. Enerji \u00fcretilmeli ancak insana ve do\u011faya sayg\u0131l\u0131 olmal\u0131.\u201d<\/p>\n<p>Ordu Do\u011fa ve Ya\u015fam Alanlar\u0131n\u0131 Koruma Platformu da, b\u00f6lgede kurulan HES\u2019lerle ilgili hukuk m\u00fccadelesi s\u00fcrd\u00fcr\u00fcyor. Platform \u00fcyesi Co\u015fkun T\u00fcrkeli, HES\u2019lerin bulundu\u011fu dere yataklar\u0131na ve \u00e7evresine b\u00fcy\u00fck zarar verdi\u011fini savunarak \u015funlar\u0131 anlatt\u0131:<\/p>\n<p>\u201cSu tutulmas\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 b\u00f6lgelerde heyelanlar meydana geliyor. Derelerde su seviyesi d\u00fc\u015f\u00fcyor, canl\u0131 hayat, bal\u0131klar olumsuz y\u00f6nde etkileniyor. Ayr\u0131ca \u0130n\u015faatlar s\u0131ras\u0131nda yeralt\u0131 sular\u0131n\u0131n yeri de\u011fi\u015fiyor. Bu sebeple k\u00f6ylerinde susuz kalan vatanda\u015flar\u0131m\u0131z oldu. Karadeniz\u2019de neredeyse her akarsuda bir HES var. B\u00f6lge sakinleri de HES\u2019lerin yap\u0131lmas\u0131n\u0131 istemiyor.
