Bug\u00fcn de enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc konusunu ele al\u0131yoruz. \u0130klim de\u011fi\u015fikli\u011fi hepimizin fark\u0131nda oldu\u011fu, yurt i\u00e7inde ve yurt d\u0131\u015f\u0131nda b\u00fct\u00fcn platformlarda konu\u015fulmakta olan bir ger\u00e7ek. Paris \u0130klim Anla\u015fmas\u0131 2015\u2019te imzaland\u0131, TBMM de bu anla\u015fmay\u0131 2021\u2019in sonunda onaylad\u0131. \u00dczerinden yakla\u015f\u0131k bir y\u0131l ge\u00e7ti; zaman \u00e7abuk ilerliyor ve iklim de\u011fi\u015fikli\u011fi de ayn\u0131 h\u0131zla, amans\u0131zca, ac\u0131mas\u0131zca s\u00fcr\u00fcyor. B\u00fct\u00fcn bireyler, kurumlar olarak zamana kar\u015f\u0131 yar\u0131\u015f\u0131yoruz.\u201d<\/em><\/p>\n<p>Mete \u0130mer s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc: <em>\u201cT\u00fcrkiye, <strong>2021<\/strong> y\u0131l\u0131nda, <strong>2053\u2019te karbon n\u00f6tr olma<\/strong> hedefini ortaya koydu. Bu hedefe ula\u015fmak i\u00e7in at\u0131lmas\u0131 gereken \u00f6nemli ad\u0131mlar var. Ben, bizim a\u00e7\u0131m\u0131zdan \u00f6nemli g\u00f6rd\u00fc\u011f\u00fcm\u00fcz <strong>sekiz ad\u0131m<\/strong> belirledim. K\u0131saca saymak istiyorum. Birincisi: T\u00fcrkiye\u2019nin sera gaz\u0131 sal\u0131mlar\u0131n\u0131n azalt\u0131lmas\u0131yla ilgili verdi\u011fi taahh\u00fct; T\u00fcrkiye\u2019nin BM\u2019ye verdi\u011fi ulusal katk\u0131 beyan\u0131n\u0131n g\u00fcncellenerek 2053 hedefiyle uyumlu hale gelecek \u015fekilde daha iddial\u0131 duruma getirilmesi. \u0130kincisi: \u0130klim yasas\u0131 ve gerekli yasal d\u00fczenlemelerin \u00e7\u0131kart\u0131lmas\u0131 ve uygulamaya konulmas\u0131; bu konuda \u00f6nemli ilerlemeler var. \u00dc\u00e7\u00fcnc\u00fcs\u00fc: Sera gaz\u0131 sal\u0131mlar\u0131n\u0131n s\u0131n\u0131rlanmas\u0131 i\u00e7in Emisyon Ticaret Sistemi ve\/veya vergi yolu ile karbon sal\u0131m\u0131na bir s\u0131n\u0131r ve bedel konulmas\u0131. D\u00f6rd\u00fcnc\u00fcs\u00fc: Enerji \u00fcretiminde k\u00f6m\u00fcr\u00fcn kullan\u0131lmas\u0131na son verilmesiyle ilgili plan yap\u0131lmas\u0131, uygulanmas\u0131; paralelinde ormanlar\u0131n ve di\u011fer karbon yutaklar\u0131n da \u00e7o\u011falt\u0131lmas\u0131 i\u00e7in planlama yap\u0131lmas\u0131. Be\u015fincisi: Binalarda, sanayide ve ula\u015f\u0131mda enerji verimlili\u011finin art\u0131r\u0131lmas\u0131, yenilenebilir enerji yat\u0131r\u0131m\u0131 ve kullan\u0131m\u0131n\u0131n daha iddial\u0131 hale getirilmesi. Alt\u0131nc\u0131s\u0131: Enerji sekt\u00f6r\u00fc ve sanayiden kaynaklanan sal\u0131mlar\u0131n yan\u0131nda ula\u015f\u0131mdan, binalardan, tar\u0131mdan ve at\u0131klardan \u00e7\u0131kan sal\u0131mlar\u0131n da azalt\u0131lmas\u0131. Yedincisi: B\u00fct\u00fcn bunlar\u0131n ger\u00e7ekle\u015ftirilmesi i\u00e7in te\u015fvikler de dahil \u00e7ok ciddi finansal kaynak yarat\u0131lmas\u0131; bu kayna\u011f\u0131n kamu, \u00f6zel, ulusal ve uluslararas\u0131 fonlardan temin edilmesi. Sekizinci ve son olarak da toplumda iklim krizine kar\u015f\u0131 fark\u0131ndal\u0131\u011f\u0131n olu\u015fturulmas\u0131, al\u0131\u015fkanl\u0131klar\u0131n de\u011fi\u015fimi i\u00e7in ulusal kampanya ba\u015flat\u0131lmas\u0131 ve s\u00fcrd\u00fcr\u00fclmesi. Bunlar ger\u00e7ekten zorlu hedefler, \u00e7al\u0131\u015fmalar. Ekonomik a\u00e7\u0131dan hem d\u00fcnya, hem de \u00fclkemiz zor bir d\u00f6nemden ge\u00e7iyor. T\u00fcm bunlara \u00f6ncelik vermek \u00e7ok kolay de\u011fil ama gelece\u011fimiz i\u00e7in, bir sonraki ku\u015faklar i\u00e7in bunlar\u0131 yapmak zorunday\u0131z. Dikkat ederseniz, sayd\u0131klar\u0131m\u0131n pek \u00e7o\u011fu enerji ile ilgiliydi \u00e7\u00fcnk\u00fc sera gaz\u0131 sal\u0131mlar\u0131na neden olan en b\u00fcy\u00fck fakt\u00f6r asl\u0131nda enerji \u00fcretimi ve enerjinin t\u00fcketimi. Fosil yak\u0131tlar\u0131n enerji elde etmek i\u00e7in kullan\u0131lmas\u0131 sonucunda ortaya \u00e7\u0131kan sera gaz\u0131 sal\u0131mlar\u0131n\u0131n iklim de\u011fi\u015fikli\u011fine neden oldu\u011fu bilimsel olarak kan\u0131tland\u0131. Bilimsel verilere g\u00f6re \u00f6nlemlerimizi almak zorunday\u0131z. Bu toplant\u0131daki t\u00fcm kat\u0131l\u0131mc\u0131lar bunun fark\u0131nda ve \u015fimdi biraz daha ayr\u0131nt\u0131l\u0131 olarak, enerji konusunda bizi sunumlar\u0131yla ayd\u0131nlatacak olan SHURA- Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Merkezi kat\u0131l\u0131mc\u0131lar\u0131na y\u00fcrekten te\u015fekk\u00fcr ediyorum.\u201d<\/em><\/p>\n<h3><strong>SHURA \u2013 Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Merkezi Direkt\u00f6r\u00fc Alk\u0131m Ba\u011f G\u00fcll\u00fc: \u201cEnerji Sekt\u00f6r\u00fc T\u00fcrkiye\u2019deki Karbon Sal\u0131m\u0131n\u0131n Y\u00fczde 70\u2019inden Sorumlu\u201d<\/strong><\/h3>\n<p><strong>2017 y\u0131l\u0131nda<\/strong> kurulan <em>SHURA Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Merkezi (SHURA)<\/em>, yenilik\u00e7i bir enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc platformu olarak enerji sekt\u00f6r\u00fcn\u00fcn <strong>karbonsuzla\u015fma<\/strong>s\u0131na katk\u0131da bulunmay\u0131 ama\u00e7larken T\u00fcrkiye\u2019deki enerji sekt\u00f6r\u00fcn\u00fcn<strong> politik, teknolojik ve ekonomik y\u00f6nleri<\/strong> \u00fczerine yap\u0131lan \u00e7al\u0131\u015fmalar\u0131n tart\u0131\u015f\u0131ld\u0131\u011f\u0131, s\u00fcrd\u00fcr\u00fclebilir ve geni\u015f kabul g\u00f6rm\u00fc\u015f ortak bir zemine olan ihtiyac\u0131 kar\u015f\u0131lamay\u0131 ama\u00e7l\u0131yor.<\/p>\n<p><em>SHURA Direkt\u00f6r\u00fc<\/em> <strong>Alk\u0131m Ba\u011f G\u00fcll\u00fc<\/strong>, toplant\u0131da<strong> \u201c\u0130klim De\u011fi\u015fikli\u011fi ile M\u00fccadelede Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn Rol\u00fc\u201d<\/strong> ba\u015fl\u0131kl\u0131 bir sunum yaparak SHURA\u2019n\u0131n \u00e7al\u0131\u015fmalar\u0131 hakk\u0131nda bilgiler aktard\u0131.\u00a0Enerji sekt\u00f6r\u00fcn\u00fcn T\u00fcrkiye\u2019deki karbon sal\u0131m\u0131n\u0131n <strong>%70<\/strong>\u2019inden sorumlu oldu\u011funu ifade eden Alk\u0131m Ba\u011f G\u00fcll\u00fc, <em>\u201cEnerjide \u00fc\u00e7 temel problem var. 1&#8217;incisi <strong>enerji arz g\u00fcvenli\u011fi<\/strong>nin sa\u011flanmas\u0131. 2&#8217;incisi, <strong>enerjiye ekonomik eri\u015fim<\/strong>. 3&#8217;\u00fcnc\u00fcs\u00fc de <strong>s\u00fcrd\u00fcrebilirlik<\/strong>. Bu problemler birbirinden ba\u011f\u0131ms\u0131z olarak d\u00fc\u015f\u00fcn\u00fcl\u00fcyor ki \u00e7ok yanl\u0131\u015f. \u00dc\u00e7\u00fc i\u00e7in de tek bir cevap var; o da <strong>enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc<\/strong>. Enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcnde de \u00fc\u00e7 temel unsur var. Birincisi, yenilenebilir enerjinin pay\u0131n\u0131 azami \u00f6l\u00e7\u00fcde kullanmak ve fosil yak\u0131tlar\u0131n pay\u0131n\u0131 minimize etmek. \u0130kincisi, enerji verimlili\u011fi ve enerji verimlili\u011fi ile birlikte talebi azaltmak. \u00dc\u00e7\u00fcnc\u00fcs\u00fc de enerjiyi yo\u011fun t\u00fcketen sekt\u00f6rlerde <strong>elektrifikasyon<\/strong> ve<strong> ilave enerji talebinin yenilenebilir enerjiden kar\u015f\u0131lanmas\u0131<\/strong> yoluyla<strong> fosil yak\u0131t pay\u0131n\u0131 azaltmak<\/strong>. Bu sayede hem enerji arz g\u00fcvenli\u011fini sa\u011flamak, hem <strong>fosil yak\u0131t<\/strong> kaynakl\u0131<strong> fiyat dalgalanmalar\u0131ndan korunmak<\/strong> hem de iklim de\u011fi\u015fikli\u011finin olumsuz etkilerini azaltmak m\u00fcmk\u00fcn. Enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc, ayn\u0131 zamanda yap\u0131sal bir d\u00f6n\u00fc\u015f\u00fcm demek ve merkezi, tek tarafl\u0131 ve fosil yak\u0131t a\u011f\u0131rl\u0131kl\u0131 geleneksel sistemden yenilenebilir enerji a\u011f\u0131rl\u0131kl\u0131, da\u011f\u0131t\u0131k, birbiriyle etkile\u015fimli, dijital ve t\u00fcketicinin \u00f6n planda oldu\u011fu bir sisteme d\u00f6n\u00fc\u015f\u00fcm\u00fc de temsil ediyor.<\/em><\/p>\n<p><em>Giderek daha fazla \u00fclke, s\u0131f\u0131r karbon hedefi ilan ediyor ve T\u00fcrkiye, <strong>2053 y\u0131l\u0131 i\u00e7in karbon s\u0131f\u0131r hedefi<\/strong> ilan etti. Fosil yak\u0131tlar, T\u00fcrkiye\u2019nin enerji kar\u0131\u015f\u0131m\u0131n\u0131n y\u00fczde 83\u2019\u00fcn\u00fc olu\u015fturmakta Birincil enerji arz\u0131nda yenilenebilir enerjinin pay\u0131, y\u00fczde 16\u0131. \u00d6te yandan 2021 y\u0131l\u0131 sonu itibar\u0131yla yenilenebilir enerji kaynaklar\u0131, kurulu g\u00fcc\u00fcn yar\u0131s\u0131ndan fazlas\u0131n\u0131 ve elektrik \u00fcretiminin \u00fcretimin y\u00fczde 36\u2019s\u0131n\u0131 temsil ediyor. G\u00fcne\u015f ve r\u00fczgar\u0131n pay\u0131 toplam pay\u0131 y\u00fczde 13\u2019\u00fc a\u015f\u0131yor. T\u00fcrkiye\u2019de ithal fosil yak\u0131tlar, birincil enerji arz\u0131n\u0131n y\u00fczde 78\u2019ini olu\u015ftururken enerji sekt\u00f6r\u00fcnde d\u00f6n\u00fc\u015f\u00fcm devam ediyor. Emisyonlar a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131nda T\u00fcrkiye\u2019nin emisyon sal\u0131mlar\u0131 son 20 y\u0131lda y\u00fczde 134 art\u0131\u015f g\u00f6sterdi ve bu, art\u0131\u015f b\u00fcy\u00fck \u00f6l\u00e7\u00fcde enerji ile ilgili emisyonlardaki s\u00fcrekli art\u0131\u015ftan kaynakland\u0131. T\u00fcrkiye\u2019nin enerji sekt\u00f6r\u00fcnden kaynaklanan toplam Co2 emisyonlar\u0131 i\u00e7indeki elektrik sekt\u00f6r\u00fcn\u00fcn pay\u0131, y\u00fczde 40. Bu nedenle Elektrik sekt\u00f6r\u00fcn\u00fcn di\u011fer sekt\u00f6rlerden \u00f6nce karbonsuzla\u015farak enerji ge\u00e7i\u015fine \u00f6nc\u00fcl\u00fck etmesi, kritik \u00f6nem ta\u015f\u0131yor\u201d<\/em> dedi.<\/p>\n<p>SHURA\u2019n\u0131n<strong> yenilenebilir enerji, enerji verimlili\u011fi<\/strong> ve<strong> elektrifikasyon<\/strong> konular\u0131nda yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fma sonu\u00e7lar\u0131 ile olu\u015fan<strong> SHURA 2030 Elektrik Sistemi Vizyonu<\/strong> hakk\u0131nda da bilgi veren Alk\u0131m Ba\u011f G\u00fcll\u00fc, \u015funlar\u0131 dile getirdi: <em>\u201cPlanlanan yat\u0131r\u0131mlar\u0131n ger\u00e7ekle\u015fmesi ve esneklik se\u00e7eneklerinden faydalan\u0131lmas\u0131 durumunda 2030 y\u0131l\u0131nda T\u00fcrkiye\u2019nin elektrik \u00fcretiminin y\u00fczde 60-70\u2019i yenilenebilir enerji kaynaklar\u0131ndan kar\u015f\u0131lanabilir. R\u00fczgar ve g\u00fcne\u015fin pay\u0131n\u0131 ise y\u00fczde 30-35\u2019e \u00e7\u0131karmak m\u00fcmk\u00fcn. Enerji verimlili\u011finde farkl\u0131 enerji verimlili\u011fi \u00e7\u00f6z\u00fcmlerinin uygulanmas\u0131 ile baz senaryoya k\u0131yasla y\u00fczde 10\u2019luk bir iyile\u015ftirme sa\u011flayabiliyoruz. 2030 y\u0131l\u0131nda 2,5 milyon elektrikli ara\u00e7 ve binalarda 1 milyon \u0131s\u0131 pompas\u0131yla son kullan\u0131c\u0131 sekt\u00f6rlerde elektrifikasyon yolu ile yenilenebilir enerjinin kullan\u0131m\u0131n\u0131 art\u0131rmak m\u00fcmk\u00fcn. T\u00fcrkiye\u2019nin 2050\u2019ye kadar net s\u0131f\u0131r hedefi i\u00e7in de bir yol haritas\u0131 belirlenmesi gerekiyor ve biz de bu yol haritas\u0131 \u00fczerinde kendi \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131 yap\u0131yoruz. SHURA \u00e7al\u0131\u015fmalar\u0131nda g\u00fcne\u015f ve r\u00fczgar enerjisi, en ekonomik enerji kaynaklar\u0131 olarak ortaya \u00e7\u0131k\u0131yor. \u00d6te yandan, 2030 y\u0131l\u0131nda bahsetti\u011fimiz bu d\u00f6n\u00fc\u015f\u00fcm\u00fc sa\u011flamak i\u00e7in 10 y\u0131lda toplam 54 milyar dolar yat\u0131r\u0131m gerekli. \u00d6te yandan elektrik tasarrufu i\u00e7in harcanan her 1 dolar, 1.2 ila 1.5 dolar fayda sa\u011fl\u0131yor. Bunun d\u0131\u015f\u0131nda d\u00f6n\u00fc\u015f\u00fcm, \u00e7evresel, sosyal, ekonomik faydalar da sa\u011fl\u0131yor. SHURA\u2019n\u0131n di\u011fer bir \u00e7al\u0131\u015fma ise T\u00fcrkiye\u2019nin ye\u015fil hidrojen \u00fcretim ve ihracat potansiyelinin teknik ve ekonomik a\u00e7\u0131dan de\u011ferlendirilmesi. Ye\u015fil hidrojen son kullan\u0131c\u0131 sekt\u00f6rlerde elektrifikasyon ile karbonsuzla\u015ft\u0131r\u0131lmas\u0131 m\u00fcmk\u00fcn olmayan alanlar i\u00e7in kullan\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclen yeni teknolojilerden birisi. \u00a0ve hem d\u00fcnya hem T\u00fcrkiye a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor. T\u00fcrkiye\u2019nin ye\u015fil hidrojen \u00fcretim potansiyeli y\u0131ll\u0131k 3.4 milyon ton d\u00fczeyinde ve 2050\u2019ye do\u011fru ye\u015fil hidrojen i\u00e7in toplam yurti\u00e7i talebi 1 ila 2 milyon d\u00fczeyinde olacak. Ye\u015fil hidrojen ihracat\u0131 y\u0131ll\u0131k 1.5-1.9 milyon ton seviyelerinde ger\u00e7ekle\u015febilir ve T\u00fcrkiye ekonomisine y\u0131ll\u0131k 6 ila 8 milyar dolar br\u00fct fayda sa\u011flayabilir\u201d<\/em><\/p>\n<p>Hen\u00fcz taslak halinde olan <strong>SHURA Elektrik Sekt\u00f6r\u00fc Net S\u0131f\u0131r Yol Haritas\u0131<\/strong> hakk\u0131nda da bilgi veren Alk\u0131m Ba\u011f G\u00fcll\u00fc, <em>\u201cNet s\u0131f\u0131r hedefine giderken \u00e7ok ciddi bir d\u00f6n\u00fc\u015f\u00fcmden ge\u00e7iyoruz. Elektrik sekt\u00f6r\u00fc, enerji sekt\u00f6r\u00fc \u00e7ok ciddi bir d\u00f6n\u00fc\u015f\u00fcmden ge\u00e7ecek.
