Suyun ta\u015f\u0131y\u0131c\u0131 yap\u0131 elemanlar\u0131na n\u00fcfuz etmesi durumda \u00f6zellikle <strong>betonun i\u00e7indeki demirin paslanmas\u0131yla<\/strong> ba\u015flayan <strong>\u2018korozyon\u2019<\/strong> yap\u0131n\u0131n y\u00fck ta\u015f\u0131ma kapasitesini azalt\u0131yor. Betonarme yap\u0131lar\u0131n sa\u011fl\u0131kl\u0131 bir \u015fekilde tasar\u0131m \u00f6m\u00fcrleri s\u00fcresince i\u015flevlerini s\u00fcrd\u00fcrebilmesi i\u00e7in yap\u0131n\u0131n tamam\u0131n\u0131n standartlara uygun \u015fekilde <strong>\u0131s\u0131<\/strong> ve <strong>su yal\u0131t\u0131m\u0131<\/strong> ile <strong>korozyondan korunmas\u0131<\/strong> gerekiyor.&#8221;<\/em> \u015feklinde konu\u015ftu.<\/p>\n<p>Karadeniz Teknik \u00dcniversitesi \u00d6\u011fretim \u00dcyesi Prof. Dr. \u015eakir Erdo\u011fdu\u2019nun donat\u0131 ve korozyon ili\u015fkisini ortaya koyan ara\u015ft\u0131rmas\u0131n\u0131 hat\u0131rlatan <strong>Emrullah Eruslu<\/strong>, s\u00f6zlerine \u015f\u00f6yle devam etti: <em>&#8220;Bu ara\u015ft\u0131rma binalar\u0131m\u0131z\u0131 bekleyen korkun\u00e7 tehlikeyi g\u00f6zler \u00f6n\u00fcne seriyor. Suya maruz kalan bir donat\u0131, ta\u015f\u0131ma kapasitesinin 5 y\u0131l\u0131n sonunda <strong>% 50<\/strong>\u2019sini, <strong>15 y\u0131l\u0131n<\/strong> sonunda <strong>% 90<\/strong>\u2019\u0131n\u0131, <strong>24 y\u0131l\u0131n<\/strong> sonunda ise tamam\u0131n\u0131 kaybetti\u011fini ortaya koyuyor. <strong>Donat\u0131 korozyonu, deprem<\/strong> veya herhangi bir d\u0131\u015f etki olmaks\u0131z\u0131n belirli s\u00fcre sonra yap\u0131lar\u0131n \u00e7\u00f6kmesine yol a\u00e7abiliyor. Bu durum da maalesef \u00fclkemizin yabanc\u0131 olmad\u0131\u011f\u0131 bir ger\u00e7eklik. <strong>17 A\u011fustos 1999 Marmara Depremi<\/strong> sonras\u0131nda <strong>\u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi Hasar Tespit Komisyonu<\/strong> taraf\u0131ndan yap\u0131lan incelemeler sonucunda, <strong>y\u00fczde 79\u2019u<\/strong> hasarl\u0131 bulunan <strong>55.651 konut<\/strong> ve i\u015fyerinin <strong>% 64<\/strong>\u2019\u00fcnde korozyon tespit edilmi\u015fti.&#8221;<\/em><\/p>\n<h3><strong>Deprem de\u011fil bina \u00f6ld\u00fcr\u00fcr, ihmal \u00f6ld\u00fcr\u00fcr<\/strong><\/h3>\n<p>\u00dclkemizin bir deprem \u00fclkesi oldu\u011funu unutmam\u0131z gerekti\u011fini vurgulayan <strong>Eruslu<\/strong>, <em>&#8220;Ya\u015fanan her depremin ard\u0131ndan ayn\u0131 \u015feyleri konu\u015fuyoruz.<strong> &#8216;Deprem de\u011fil, bina \u00f6ld\u00fcr\u00fcr, ihmal \u00f6ld\u00fcr\u00fcr&#8217;<\/strong> diyoruz. <strong>Bina yal\u0131t\u0131mlar\u0131<\/strong>n\u0131n ve <strong>g\u00fc\u00e7lendirilmesinin<\/strong> ne kadar \u00f6nemli oldu\u011funa, <strong>yap\u0131sal yetersizliklere<\/strong> dikkat \u00e7ekiyoruz. Binalar\u0131m\u0131z i\u00e7in hayati \u00f6nem ta\u015f\u0131yan <strong>Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi<\/strong>\u2019nin sadece <strong>4 y\u0131l \u00f6nce<\/strong> y\u00fcr\u00fcrl\u00fc\u011fe girmesi, deprem ku\u015fa\u011f\u0131nda yer alan \u00fclkemizde, binalar\u0131m\u0131z\u0131 korumakta gecikti\u011fimizi i\u015faret ediyor. \u00dclkemiz n\u00fcfusunun <strong>% 95<\/strong>\u2019i \u00e7e\u015fitli derecelerde deprem ku\u015fa\u011f\u0131 \u00fczerinde ya\u015f\u0131yor. Yeni in\u015fa edilecek yap\u0131lar\u0131n uzun y\u0131llar boyunca dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131 korumas\u0131n\u0131 sa\u011flamal\u0131y\u0131z. <strong>Zemin et\u00fcd\u00fcn\u00fcn yap\u0131lmas\u0131<\/strong>, yap\u0131n\u0131n tekni\u011fine uygun olarak tasarlanmas\u0131, i\u00e7 ve d\u0131\u015f etkenlerden yal\u0131t\u0131m ile korunmas\u0131 gerekiyor. Yap\u0131lar\u0131n suya maruz kalmas\u0131 engellenemez ancak <strong>su yal\u0131t\u0131m\u0131yla<\/strong> suyun yap\u0131lara n\u00fcfuz etmesi, zarar vermesi engellenebilir. Binan\u0131n do\u011frudan suya maruz kalan <strong>\u00e7at\u0131, temel, \u0131slak hacim<\/strong> gibi b\u00f6lgelerinde uygulanacak <strong>su yal\u0131t\u0131m\u0131<\/strong> ve <strong>halk aras\u0131nda terleme<\/strong> olarak bilinen yo\u011fu\u015fmay\u0131 \u00f6nleyen<strong> \u0131s\u0131 yal\u0131t\u0131m\u0131 uygulamalar\u0131<\/strong>n\u0131n do\u011fru ve eksiksiz yap\u0131lmas\u0131 b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor. Betonarme yap\u0131lar\u0131m\u0131z\u0131 su yal\u0131t\u0131m\u0131 ile koruyamad\u0131\u011f\u0131m\u0131z i\u00e7in bug\u00fcn <strong>30 y\u0131ll\u0131k binalar<\/strong> \u00f6mr\u00fcn\u00fc tamamlam\u0131\u015f olarak g\u00f6r\u00fcl\u00fcyor. Oysa asgaride <strong>80-100 y\u0131l<\/strong> gibi bir s\u00fcre i\u00e7in in\u015fa edilen binalar\u0131m\u0131z korozyon etkisine kar\u015f\u0131 korunmu\u015f olmal\u0131. Ge\u00e7 de olsa bu y\u00f6netmeli\u011fin hayata ge\u00e7mesi, yeni yap\u0131lacak binalar\u0131n<strong> uzun \u00f6m\u00fcrl\u00fc<\/strong> olmas\u0131n\u0131 sa\u011flayacakt\u0131r.&#8221;<\/em> ifadelerini kulland\u0131.<\/p>\n<h3><strong>Yal\u0131t\u0131m maliyeti san\u0131ld\u0131\u011f\u0131 gibi y\u00fcksek de\u011fil<\/strong><\/h3>\n<p><strong>Su yal\u0131t\u0131m\u0131<\/strong> maliyetinin san\u0131ld\u0131\u011f\u0131 kadar y\u00fcksek olmad\u0131\u011f\u0131n\u0131 belirten <strong>Emrullah Eruslu<\/strong>, <em>\u201cBug\u00fcn yeni in\u015fa edilen bir binada su yal\u0131t\u0131m\u0131 uygulamalar\u0131n\u0131n maliyeti toplam bina maliyetinin y\u00fczde 3 ila y\u00fczde 4 \u00fcne tekab\u00fcl eder. Mevcut binalarda elbette bu maliyet biraz daha art\u0131yor. <strong>Arazi yap\u0131s\u0131, binan\u0131n zemini<\/strong> gibi ba\u015fka fakt\u00f6rler de devreye giriyor. Ancak yine de in\u015faat\u0131n geneline g\u00f6re y\u00fcksek maliyetler s\u00f6z konusu de\u011fil. <strong>Su yal\u0131t\u0131m\u0131<\/strong> yap\u0131lmam\u0131\u015f, dolay\u0131s\u0131yla <strong>korozyona u\u011fram\u0131\u015f<\/strong> binalar\u0131n depremden olumsuz etkilenmesi ise ne yaz\u0131k ki <strong>can g\u00fcvenli\u011fi<\/strong> ve <strong>mal g\u00fcvenli\u011fi<\/strong> a\u00e7\u0131s\u0131ndan maddi olarak \u00f6l\u00e7\u00fclemeyecek a\u011f\u0131r sonu\u00e7lar do\u011furuyor\u201d<\/em> dedi.<\/p>\n<h3><strong>Kentsel D\u00f6n\u00fc\u015f\u00fcm f\u0131rsat\u0131 ka\u00e7\u0131r\u0131lmamal\u0131<\/strong><\/h3>\n<p>T\u00fcrkiye\u2019de <strong>mevcut bina stoku<\/strong>nun <strong>% 80\u2019e<\/strong> yak\u0131n\u0131n\u0131n <strong>17 A\u011fustos 1999<\/strong> Marmara Depremi\u2019nden \u00f6nce, geri kalan\u0131n\u0131n ise <strong>2000-2022 aras\u0131<\/strong> in\u015fa edildi\u011fine dikkat \u00e7eken <strong>Emrullah Eruslu<\/strong>, <em>&#8220;<strong>Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi<\/strong>\u2019nin y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi <strong>01 Haziran 2018<\/strong>\u2019den itibaren in\u015fa edilen ve zorunlu olarak su yal\u0131t\u0131m\u0131 yap\u0131lan bina say\u0131s\u0131 toplam yap\u0131 stokunun sadece <strong>% 1.5-2<\/strong>\u2019sini olu\u015fturuyor. Toplam <strong>9.8 milyon bina<\/strong>,<strong> 22 milyonun<\/strong> \u00fczerinde konutun bulundu\u011fu \u00fclkemizde bu oranlar, <strong>g\u00fcvenli bina say\u0131s\u0131<\/strong> konusunda maalesef istedi\u011fimiz noktada olmad\u0131\u011f\u0131m\u0131z\u0131 g\u00f6steriyor. Bug\u00fcn <strong>su yal\u0131t\u0131m\u0131<\/strong> ile donat\u0131lm\u0131\u015f g\u00fcvenli ve nitelikli binalar\u0131n in\u015fa edilmesinde <strong>kentsel d\u00f6n\u00fc\u015f\u00fcm<\/strong> b\u00fcy\u00fck bir f\u0131rsat sunuyor. <strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm<\/strong> s\u00fcrecinde in\u015fa edilecek <strong>yeni binalarda yal\u0131t\u0131m uygulamalar\u0131<\/strong>n\u0131n eksiksiz olarak yerine getirilmesi ile <strong>uzun \u00f6m\u00fcrl\u00fc, sa\u011fl\u0131kl\u0131, enerji verimli, \u00e7evreye duyarl\u0131<\/strong> yap\u0131la\u015fma yapmak m\u00fcmk\u00fcn.
