Kuzey Kutbu&#8217;nda <strong>telekom\u00fcnikasyon geli\u015ftirme<\/strong> ve <strong>dijitalle\u015fme<\/strong> konferans\u0131nda s\u00f6z alan<strong> Kulinko<\/strong>, s\u00f6z konusu dijital ekosistemin, <strong>Kuzey Denizi Rotas\u0131 Dijital Hizmetleri Birle\u015fik Platformu (UPDS NSR)<\/strong> ve <strong>NSR<\/strong>\u2019nin su alan\u0131nda ortaya \u00e7\u0131kan buz, meteorolojik ve navigasyon durumunun de\u011ferlendirmesi konusundaki do\u011frulu\u011fun geli\u015ftirilmesine y\u00f6nelik yeni bilgi kaynaklar\u0131n\u0131 kapsayan \u00e7ekirdek sistemden olu\u015faca\u011f\u0131n\u0131 belirtti.<\/p>\n<p>UPDS NSR,<em> nakliye \u015firketlerine, armat\u00f6rlere ve gemi kaptanlar\u0131na, sigortac\u0131lara ve NSR&#8217;deki lojistik pazar\u0131n\u0131n<\/em> di\u011fer payda\u015flar\u0131na tek pencere modunda \u00e7e\u015fitli hizmetler sunmaya izin verecek birle\u015fik bir dijital alan\u0131n olu\u015fturulmas\u0131n\u0131 sa\u011flayacak. Bu sayede \u00f6zellikle de <strong>gemilerin ge\u00e7i\u015f izinlerinin belgelenmesi, izlenmesi, sevkiyat\u0131<\/strong> ve<strong> filo operasyonunun y\u00f6netimine<\/strong> y\u00f6nelik \u00e7\u00f6z\u00fcmler sunulmu\u015f olacak. S\u00f6z konusu sistem,<strong> hidro-meteorolojik veriler, gemilerin<\/strong> ve<strong> buzk\u0131ranlar\u0131n<\/strong> konumu, limanlar\u0131n kullan\u0131lan kapasitesi gibi mevcut t\u00fcm kaynaklardan her t\u00fcrl\u00fc bilginin tek bir <strong>dijital platformda toplanmas\u0131n\u0131<\/strong> sa\u011flayacak. Kullan\u0131c\u0131lar, <strong>NSR<\/strong>&#8216;nin de\u011fi\u015fen <strong>buz ko\u015fullar\u0131nda<\/strong> rotan\u0131n y\u00fcksek do\u011frulukla haritaland\u0131r\u0131lmas\u0131n\u0131 sa\u011flayan bir <strong>\u201cbuz navigat\u00f6r\u00fc\u201d<\/strong> alm\u0131\u015f olacaklar.<\/p>\n<p>SPIEF-2022 kapsam\u0131ndaki <strong>\u201cKuzey Kutbu&#8217;ndaki Yat\u0131r\u0131m Projeleri: Tercihli Rejimler\u201d<\/strong> konulu oturumunda s\u00f6z alan Rosatom&#8217;un<em> Arktik \u0130\u015fleri \u00d6zel Temsilcisi<\/em> <strong>Vladimir Panov<\/strong> ise konuya ili\u015fkin olarak \u015fu ifadeleri kulland\u0131: <em>\u201cROSATOM\u2019un 2030&#8217;a kadar devam eden projelere ve Kuzey Kutbu geli\u015fimine yapt\u0131\u011f\u0131 toplam yat\u0131r\u0131m <strong>700 milyar rubleyi<\/strong> a\u015facak ve yakla\u015f\u0131k <strong>6000 i\u015fyeri<\/strong> olu\u015fturulacak.\u201d<\/em><\/p>\n<p>Bu fonlar\u0131n \u00fc\u00e7te biri <strong>buzk\u0131ran filosunun yenilenmesi<\/strong> i\u00e7in harcanacak. <strong>Uluslararas\u0131 transit projesi<\/strong>ni ba\u015flatacak olan ROSATOM, liman altyap\u0131s\u0131n\u0131 in\u015fa edecek ve <strong>NSR g\u00fczergah\u0131n\u0131<\/strong> gerekli kolayl\u0131k tesisleriyle donatacak.<\/p>\n<p>Rusya&#8217;n\u0131n ilk kara tabanl\u0131 k\u00fc\u00e7\u00fck n\u00fckleer santrali <strong>2028 y\u0131l\u0131nda<\/strong> hizmete al\u0131nacak. S\u00f6z konusu santral, Yakutistan\u2019\u0131n Verkhoyansk b\u00f6lgesinin kuzeyinde yer alan <strong>Kyuchus sahas\u0131<\/strong>n\u0131n ve yak\u0131n yerle\u015fim yerlerinin geli\u015fimi i\u00e7in en az <strong>55 MW<\/strong> \u00e7evre dostu enerji sa\u011flayacak. <strong>Saha Cumhuriyeti<\/strong>&#8216;ndeki (Yakutistan) k\u00fc\u00e7\u00fck boyutlu <strong>n\u00fckleer santral in\u015faat projesine<\/strong> yat\u0131r\u0131lan her bir ruble, Rus ekonomisine in\u015faat a\u015famas\u0131nda ortalama<strong> 2,6 ruble<\/strong> ve i\u015fletme a\u015famas\u0131nda<strong> 2,4 ruble<\/strong> getiriyor.<\/p>\n<p>Bir ba\u015fka oturum olan \u201cKuzey Kutbu&#8217;nda \u0130klim De\u011fi\u015fikli\u011fi E\u011filimleri ve Risk Y\u00f6netimi\u201d panelinde \u00f6ne \u00e7\u0131kan konu ise <strong>\u00e7evre g\u00fcvenli\u011fi standartlar\u0131<\/strong> oldu. Rusya Devlet Atom Enerjisi Kurumu ROSATOM ve Lomonosov Moskova Devlet \u00dcniversitesi Deniz Ara\u015ft\u0131rmalar\u0131 Merkezi\u2019nin ortak projesi,<strong> \u00e7evrenin<\/strong> ve <strong>biyolojik \u00e7e\u015fitlili\u011fin korunmas\u0131<\/strong> konular\u0131nda \u00f6nde gelen<strong> 15<\/strong> Rus ve yabanc\u0131 ara\u015ft\u0131rma ve geli\u015ftirme enstit\u00fcs\u00fc, dernek, birle\u015fik \u015firketler ve kamu kurulu\u015fundan <strong>60&#8217;tan<\/strong> fazla uzman\u0131 bir araya getirdi. Projeye y\u00f6nelik <strong>9 ayl\u0131k<\/strong> \u00e7al\u0131\u015fma neticesinde <strong>NSR<\/strong>&#8216;nin<strong> \u00e7evresel g\u00fcvenli\u011fini<\/strong> tek bir altyap\u0131 tesisi olarak sa\u011flamay\u0131 ama\u00e7layan bir entegre <strong>\u00e7evresel izleme program\u0131<\/strong> geli\u015ftirildi. Program, Arktik ekosistemlerin \u00f6nceki uzun vadeli \u00e7al\u0131\u015fmalar\u0131na y\u00f6nelik ara\u015ft\u0131rma verilerini hem<strong> saha ara\u015ft\u0131rmas\u0131n\u0131<\/strong> hem de <strong>NSR su alan\u0131n\u0131n t\u00fcm uzunlu\u011fu<\/strong> boyunca gemi y\u00fck\u00fc ve kirliliklere ili\u015fkin <strong>uydu izleme verileri<\/strong> ve 2021 y\u0131l\u0131nda ger\u00e7ekle\u015ftirilen <strong>pilot \u00e7evresel izleme verilerini<\/strong> temel al\u0131yor.
