Art arda yay\u0131nlanan <strong>17. bask\u0131<\/strong> olan 2022 raporu, uzmanlar\u0131n \u015fu uyar\u0131lar\u0131n\u0131n <span style=\"text-decoration: underline;\">kan\u0131t\u0131n\u0131 sunuyor:<\/span> <strong>Yenilenebilir enerjinin<\/strong> d\u00fcnyan\u0131n nihai enerji t\u00fcketimindeki toplam pay\u0131 ilerlemedi; 2009&#8217;da <strong>%10,6<\/strong>&#8216;dan 2019&#8217;da<strong> %11.7<\/strong>&#8216;ye \u00e7ok az bir art\u0131\u015f ya\u015fand\u0131 ve <strong>k\u00fcresel enerji sisteminin<\/strong> yenilenebilir kaynaklara ge\u00e7i\u015fi ger\u00e7ekle\u015fmiyor.<\/p>\n<p><strong>Elektrik sekt\u00f6r\u00fcnde, yenilenebilir enerji kapasitesinde (2020&#8217;ye g\u00f6re %17 art\u0131\u015fla 314,5 gigawatt) ve \u00fcretimde (7,793 terawatt-saat) yap\u0131lan rekor art\u0131\u015flar, elektrik t\u00fcketimindeki %6&#8217;l\u0131k genel art\u0131\u015f\u0131 kar\u015f\u0131layamad\u0131<\/strong>. Is\u0131tma ve so\u011futmada, nihai enerji t\u00fcketimindeki yenilenebilir pay\u0131 2009&#8217;da <strong>%8,9<\/strong>&#8216;dan 2019&#8217;da<strong> %11,2<\/strong>&#8216;ye y\u00fckseldi. Yenilenebilir pay\u0131n\u0131n 2009&#8217;da <strong>%2,4<\/strong>&#8216;ten 2019&#8217;da <strong>%3,7<\/strong>&#8216;ye \u00e7\u0131kt\u0131\u011f\u0131 ula\u015f\u0131m sekt\u00f6r\u00fcndeki ilerleme eksikli\u011fi \u00f6zellikle endi\u015fe verici, \u00e7\u00fcnk\u00fc sekt\u00f6r<strong> k\u00fcresel enerji t\u00fcketiminin<\/strong> yakla\u015f\u0131k <strong>\u00fc\u00e7te birini<\/strong> olu\u015fturuyor.<\/p>\n<p><strong>GSR 2022<\/strong> ilk kez \u00fclkelere g\u00f6re <strong>yenilenebilir enerji paylar\u0131<\/strong>n\u0131n bir d\u00fcnya haritas\u0131n\u0131 sunuyor ve \u00f6nde gelen baz\u0131 \u00fclkelerdeki ilerlemeyi vurguluyor.<\/p>\n<h3><strong>Net s\u0131f\u0131ra y\u00f6nelik bir\u00e7ok yeni taahh\u00fcte ra\u011fmen, siyasi momentum eyleme d\u00f6n\u00fc\u015fmedi.<\/strong><\/h3>\n<p><strong>Kas\u0131m 2021<\/strong>&#8216;deki <strong>Birle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi Konferans\u0131<\/strong>&#8216;n\u0131n <strong>(COP26)<\/strong> \u00f6ncesinde, bir rekor ger\u00e7ekle\u015ftirerek 1<strong>35 \u00fclke 2050 y\u0131l\u0131na kadar net s\u0131f\u0131r sera gaz\u0131 emisyonu elde etme s\u00f6z\u00fc verdi<\/strong>. Ancak, bu \u00fclkelerden sadece <strong>84&#8217;\u00fcn\u00fcn<\/strong> ekonomi \u00e7ap\u0131nda <strong>yenilenebilir enerji hedefleri<\/strong> vard\u0131, ve <strong>sadece 36&#8217;s\u0131n\u0131n %100 yenilenebilir enerji hedefi vard\u0131<\/strong>. Bir\u00e7ok \u00fclkedeki \u00f6nemli ye\u015fil toparlanma \u00f6nlemlerine ra\u011fmen,<em> <strong>2021&#8217;deki g\u00fc\u00e7l\u00fc ekonomik toparlanma \u2013 k\u00fcresel reel gayri safi yurti\u00e7i has\u0131lan\u0131n (GSY\u0130H) %5,9 b\u00fcy\u00fcmesiyle \u2013 nihai enerji t\u00fcketiminde %4&#8217;l\u00fck bir art\u0131\u015fa katk\u0131da bulunarak yenilenebilir enerjideki b\u00fcy\u00fcmeyi dengeledi<\/strong>.<\/em> Yaln\u0131zca <strong>\u00c7in&#8217;de,<\/strong> nihai enerji t\u00fcketimi <strong>2009<\/strong> ile <strong>2019<\/strong> aras\u0131nda <strong>%36<\/strong> artt\u0131. <strong>2021&#8217;de<\/strong> k\u00fcresel enerji kullan\u0131m\u0131ndaki art\u0131\u015f\u0131n<strong> \u00e7o\u011fu fosil yak\u0131tlar<\/strong> taraf\u0131ndan kar\u015f\u0131land\u0131 ve d\u00fcnya \u00e7ap\u0131nda <strong>2 milyar tonun<\/strong> \u00fczerinde karbondioksit emisyonuyla tarihteki en b\u00fcy\u00fck art\u0131\u015fa neden oldu.<\/p>\n<h3><strong>Eski enerji d\u00fczeninin \u00e7\u00f6k\u00fc\u015f\u00fc k\u00fcresel ekonomiyi tehdit ediyor<\/strong><\/h3>\n<p><strong>2021 y\u0131l\u0131<\/strong> ayn\u0131 zamanda,<strong> 1973 petrol krizinden<\/strong> bu yana enerji fiyatlar\u0131ndaki en b\u00fcy\u00fck art\u0131\u015fla birlikte, ucuz fosil yak\u0131tlar \u00e7a\u011f\u0131n\u0131n da sonu oldu. Y\u0131l sonuna kadar, <strong>do\u011fal gaz fiyatlar\u0131 Avrupa ve Asya&#8217;da 2020 seviyelerinin yakla\u015f\u0131k 10 kat\u0131na ula\u015ft\u0131 <\/strong>ve ABD&#8217;de <strong>3 kat\u0131na<\/strong> \u00e7\u0131karak <strong>2021&#8217;in sonunda<\/strong> b\u00fcy\u00fck pazarlarda <strong>toptan elektrik fiyatlar\u0131<\/strong>nda bir art\u0131\u015fa yol a\u00e7t\u0131. Rusya Federasyonu&#8217;nun Ukrayna&#8217;y\u0131 i\u015fgali ortaya \u00e7\u0131kan enerji krizini iyice \u015fiddetlendirerek, <strong>k\u00fcresel ekonomik b\u00fcy\u00fcme<\/strong> \u00fczerinde a\u011f\u0131r bir bask\u0131 olu\u015fturan ve fosil yak\u0131t ithalat\u0131na ba\u011f\u0131ml\u0131 <strong>136&#8217;dan fazla<\/strong> \u00fclkeyi sarsan e\u015fi g\u00f6r\u00fclmemi\u015f bir <strong>emtia \u015fok dalgas\u0131<\/strong>na neden oldu.<\/p>\n<p><strong>Adib<\/strong>, <em>&#8220;<strong>Eski enerji rejimi<\/strong> ve onunla birlikte <strong>k\u00fcresel ekonomi<\/strong> g\u00f6zlerimizin \u00f6n\u00fcnde \u00e7\u00f6k\u00fcyor&#8221; dedi. \u201cYine de <strong>krize m\u00fcdahale<\/strong> ve <strong>iklim hedefleri<\/strong> \u00e7at\u0131\u015fma i\u00e7inde olmamal\u0131d\u0131r. <strong>Yenilenebilir kaynaklar, enerji fiyatlar\u0131ndaki dalgalanmalar<\/strong>\u0131n \u00fcstesinden gelmek i\u00e7in <strong>en uygun fiyatl\u0131<\/strong> ve en iyi \u00e7\u00f6z\u00fcmd\u00fcr. Yenilenebilir kaynaklar\u0131n pay\u0131n\u0131 art\u0131rmal\u0131 ve onlar\u0131 <strong>ekonomik<\/strong> ve <strong>end\u00fcstriyel politikan\u0131n<\/strong> bir \u00f6nceli\u011fi haline getirmeliyiz. Bir yang\u0131na daha fazla ate\u015fle m\u00fcdahale edemeyiz.\u201d<\/em><\/p>\n<h3><strong>Yenilenebilir enerji, daha fazla adalet ve enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 \u015fans\u0131 sunuyor<\/strong><\/h3>\n<p><strong>Rusya&#8217;n\u0131n,<\/strong> \u00f6zellikle <strong>Avrupa&#8217;ya<\/strong> kritik <strong>do\u011fal gaz<\/strong> ve<strong> petrol<\/strong> ihracat\u0131n\u0131 durdurma tehdidi, <strong>yenilenebilir enerjiye ge\u00e7i\u015fin<\/strong> aciliyetinin alt\u0131n\u0131 \u00e7izdi. <strong>Krizle m\u00fccadele etmek i\u00e7in Avrupa Birli\u011fi ve ulusal ve yerel y\u00f6netimler temiz enerji hedeflerini g\u00fcncellediler<\/strong> ve enerji ge\u00e7i\u015fini h\u0131zland\u0131rmak i\u00e7in \u00e7ok say\u0131da \u00f6nlem ald\u0131lar, ancak ayn\u0131 zamanda eski re\u00e7etelere ba\u015fvurmaya devam ediyorlar. Birle\u015fik Krall\u0131k gibi baz\u0131 \u00fclkeler, yeni vergiler a\u00e7\u0131klam\u0131\u015f olsa da, \u00e7o\u011fu \u00fclke ayn\u0131 anda<strong> fosil yak\u0131tlar<\/strong> \u00fczerinde <strong>yeni s\u00fcbvansiyonlar<\/strong> y\u00fcr\u00fcrl\u00fc\u011fe koydu. <strong>K\u00f6m\u00fcr, petrol<\/strong> ve <strong>do\u011fal gaz end\u00fcstrileri<\/strong>, <strong>enerji krizinden<\/strong> ve h\u00fck\u00fcmetlerin tepkilerinden hem <strong>k\u00e2r<\/strong> hem de<strong> n\u00fcfuz elde ederek<\/strong> ba\u015fl\u0131ca yararlananlar oldu.<\/p>\n<p><strong>GSR 2022,<\/strong> iklim eylemine y\u00f6nelik yenilenen taahh\u00fctlere ra\u011fmen, h\u00fck\u00fcmetlerin yine de <strong>fosil yak\u0131t \u00fcretimi<\/strong> i\u00e7in s\u00fcbvansiyon sa\u011flamay\u0131 ve<strong> enerji krizinin etkilerini azaltmak<\/strong> i\u00e7in ilk tercihleri olarak kullanmay\u0131 tercih etti\u011fini belgeliyor. <strong>2018 ve 2020 y\u0131llar\u0131 aras\u0131nda h\u00fck\u00fcmetler, fosil yak\u0131t s\u00fcbvansiyonlar\u0131na 18 trilyon ABD dolar\u0131 \u2013 2020&#8217;de k\u00fcresel GSY\u0130H&#8217;n\u0131n %7&#8217;si kadar harcad\u0131.<\/strong> Baz\u0131 durumlarda (Hindistan&#8217;da oldu\u011fu gibi) <strong>yenilenebilir kaynaklara<\/strong> verilen deste\u011fi azaltarak bunu ger\u00e7ekle\u015ftirdi.<\/p>\n<p>Bu e\u011filim, iddial\u0131 <strong>iklim hedefleri<\/strong> ve<strong> eylemler<\/strong> aras\u0131nda endi\u015fe verici bir bo\u015fluk oldu\u011funu ortaya koyuyor. Ayr\u0131ca, <strong>yerelle\u015ftirilmi\u015f enerji \u00fcretimi<\/strong> ve<strong> de\u011fer zincirleri<\/strong> yoluyla daha \u00e7e\u015fitli ve <strong>kapsay\u0131c\u0131 enerji y\u00f6neti\u015fimi de<\/strong> dahil olmak \u00fczere, yenilenebilir tabanl\u0131 bir <strong>ekonomiye<\/strong> ve<strong> topluma ge\u00e7i\u015fin<\/strong> bir\u00e7ok f\u0131rsat\u0131n\u0131 ve faydas\u0131n\u0131 g\u00f6rmezden geliyor. <strong>Toplam enerji t\u00fcketiminde <\/strong>daha y\u00fcksek<strong> yenilenebilir paya sahip \u00fclkeler, <\/strong>daha fazla <strong>enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 ve g\u00fcvenli\u011finden fayda sa\u011fl\u0131yor.<\/strong><\/p>\n<p><strong>Adib<\/strong>, <em>\u201cYenilenebilir kaynaklar\u0131 2&#8217;inci plana atmak ve insanlar\u0131n <strong>enerji faturalar\u0131n\u0131 azaltmak<\/strong> i\u00e7in <strong>fosil yak\u0131t s\u00fcbvansiyonlar\u0131na g\u00fcvenmek<\/strong> yerine, h\u00fck\u00fcmetler, olumsuz etkilere maruz kalacak evlerde<strong> yenilenebilir enerji teknolojilerinin kurulumunu<\/strong> do\u011frudan finanse etmelidir.
