AB\u2019de ki\u015fi ba\u015f\u0131na yal\u0131t\u0131m malzemesi t\u00fcketimi, \u00fclkemizdeki ki\u015fi ba\u015f\u0131na t\u00fcketimin<strong> 2.5 kat<\/strong> \u00fczerinde. \u0130ZODER\u2019in yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar sonucu \u00fclkemizin <strong>\u00e7evre ile ilgili taahh\u00fctleri<\/strong> de dikkate al\u0131nd\u0131\u011f\u0131nda, \u015fu an y\u00fcr\u00fcrl\u00fckte olan <strong>enerji limitlerinin<\/strong> ve <strong>\u0131s\u0131l ge\u00e7irgenlik de\u011feri<\/strong> olarak tan\u0131mlanan <strong>U de\u011ferinin maliyet etkin \u015fekilde<\/strong>, yakla\u015f\u0131k<strong> 2-2,5 kat<\/strong> iyile\u015ftirilmesi gerekti\u011fini ortaya koyuyor. Bu iyile\u015ftirme ile nihai enerjiden <strong>2023\u2019e<\/strong> kadar yakla\u015f\u0131k<strong> %7<\/strong>, 2030\u2019a kadar yakla\u015f\u0131k <strong>%14<\/strong> ve <strong>2050\u2019ye<\/strong> kadar yakla\u015f\u0131k<strong> %28<\/strong> oran\u0131nda ek tasarruf edilebilece\u011fi \u00f6ng\u00f6r\u00fcl\u00fcyor. 2030&#8217;a kadar sa\u011flanmas\u0131 \u00f6ng\u00f6r\u00fclen bu tasarrufun yakla\u015f\u0131k olarak <strong>%12<\/strong> oran\u0131nda bir emisyon azalt\u0131m potansiyeline kar\u015f\u0131l\u0131k gelmektedir\u201d<\/em> diye konu\u015ftu.<\/p>\n<p>Bu verilerden yola \u00e7\u0131karak T\u00fcrkiye\u2019de yal\u0131t\u0131m sekt\u00f6r\u00fcn\u00fcn gelece\u011fini belirleyecek olan en \u00f6nemli g\u00fcndem maddesinin; enerjide <strong>d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131n azalt\u0131lmas\u0131<\/strong> ile ilgili al\u0131nacak tedbirler olaca\u011f\u0131n\u0131 ifade eden \u0130zocam Genel Direkt\u00f6r\u00fc Murat Savc\u0131,<em> \u201cMaksimum d\u00fczeyde <strong>enerji verimlili\u011fi<\/strong> ancak <strong>kal\u0131n yal\u0131t\u0131m<\/strong> ile sa\u011flanabilece\u011finden, gelecek g\u00fcnlerde yal\u0131t\u0131mda \u0131s\u0131 ge\u00e7irgenlik de\u011feri olan U de\u011ferlerinin iyile\u015ftirilmesi gerekti\u011fini daha \u00e7ok konu\u015fur hale gelece\u011fiz. \u00dclke olarak<strong> enerji verimlili\u011finde<\/strong> as\u0131l s\u0131\u00e7ramay\u0131 <strong>U de\u011ferlerinin iyile\u015ftirilmesiyle<\/strong> ger\u00e7ekle\u015ftirebiliriz. Geli\u015fmi\u015f \u00fclkelerde tan\u0131mlanm\u0131\u015f U de\u011ferleri ile \u00fclkemizde tavsiye edilen U de\u011ferlerini mukayese etti\u011fimizde, U de\u011ferlerimizin iyile\u015ftirilmesi gerekti\u011fini a\u00e7\u0131k\u00e7a g\u00f6r\u00fcyoruz.<strong> Paris Anla\u015fmas\u0131<\/strong> gibi uluslararas\u0131 taahh\u00fctlerin yerine getirilmesi i\u00e7in \u00f6ncelikli hedefimiz T\u00fcrkiye\u2019deki binalar\u0131n <strong>daha az enerji harcayan<\/strong> \u00e7evre dostu bir yap\u0131ya kavu\u015fmas\u0131 olmal\u0131\u201d<\/em> dedi.<\/p>\n<p>Bu do\u011frultuda \u00fclkemizde <strong>TS 825 Binalarda Is\u0131 Yal\u0131t\u0131m Kurallar\u0131 Standard\u0131<\/strong>\u2019ndaki s\u0131n\u0131r de\u011ferler do\u011frultusunda belirlenmi\u015f olan \u0131s\u0131 yal\u0131t\u0131m kal\u0131nl\u0131klar\u0131n\u0131 art\u0131rmam\u0131z gerekti\u011fini kaydeden Murat Savc\u0131, <em>\u201c\u015eu anda standartlara uygun <strong>yal\u0131t\u0131ml\u0131 binalarda<\/strong> y\u0131ll\u0131k enerji sarfiyat\u0131 metrekare ba\u015f\u0131na <strong>120 &#8211; 150 kWh<\/strong> d\u00fczeyinde. <strong>Bina enerji verimlili\u011fi<\/strong> konusunda geli\u015fmi\u015f \u00fclkelerde <strong>birim metrekare\/y\u0131l<\/strong> olarak enerji t\u00fcketimi <strong>30-50 kWh<\/strong> olarak belirlenmi\u015f durumda. Bina tasarlan\u0131rken, bu binan\u0131n \u0131s\u0131tma ve so\u011futmaya y\u00f6nelik birim metrekaredeki y\u0131ll\u0131k <strong>toplam enerji t\u00fcketiminin<\/strong> bu seviyede olmas\u0131 tavsiye ediliyor. T\u00fcrkiye\u2019de ise biz birim metrekarede \u015fu an y\u0131ll\u0131k <strong>120-150 kWh<\/strong> seviyesine uygun yal\u0131t\u0131m yapmaya \u00e7al\u0131\u015f\u0131yoruz. AB \u00fclkeleri ile aram\u0131zda neredeyse <strong>4-5 kat<\/strong> fark var\u201d<\/em> \u015feklinde konu\u015ftu.<\/p>\n<p>Avrupa\u2019da bulunan \u015fehirlerle benzer <strong>\u0131s\u0131tma-so\u011futma ihtiyac\u0131<\/strong> olan \u015fehirlerimizde uygulanan yal\u0131t\u0131m kal\u0131nl\u0131klar\u0131n\u0131 da mukayese eden \u0130zocam Genel Direkt\u00f6r\u00fc Murat Savc\u0131; <em>\u201cMadrid ve Floransa gibi \u015fehirler <strong>12 cm yal\u0131t\u0131m<\/strong> uygularken <strong>benzer iklim ko\u015fullar\u0131na<\/strong> sahip olan \u0130stanbul\u2019da <strong>5 cm yal\u0131t\u0131m<\/strong> kal\u0131nl\u0131\u011f\u0131 kullan\u0131lmaktad\u0131r. Di\u011fer taraftan Paris ve Londra\u2019da <strong>14 cm<\/strong>\u2019lik yal\u0131t\u0131m kal\u0131nl\u0131\u011f\u0131 temel al\u0131n\u0131rken benzer \u0131s\u0131tma-so\u011futma ihtiyac\u0131 bulunan Ankara, <strong>6 cm yal\u0131t\u0131mla<\/strong> \u0131s\u0131nmaya \u00e7al\u0131\u015fmaktad\u0131r\u201d<\/em> dedi.<\/p>\n<h3><strong>Neredeyse s\u0131f\u0131r enerjili binalar (NSEB) tasarlamal\u0131y\u0131z<\/strong><\/h3>\n<p>\u00dclkemizde son d\u00f6nemde enerji verimlili\u011fi ile ilgili \u00f6nemli bir ad\u0131m at\u0131ld\u0131\u011f\u0131n\u0131 da hat\u0131rlatan Murat Savc\u0131, <strong>1 Ocak 2023<\/strong> tarihi itibariyle ge\u00e7erli olacak <strong>Binalarda Enerji Performans\u0131 Y\u00f6netmeli\u011fi&#8217;<\/strong>ndeki g\u00fcncellemelerle birlikte, halen <strong>&#8220;C&#8221;<\/strong> olan asgari enerji performans\u0131n\u0131n <strong>&#8220;B&#8221;<\/strong>ye \u00e7\u0131kar\u0131laca\u011f\u0131n\u0131 kaydetti. D\u00fczenlemenin,<strong> \u0131s\u0131 yal\u0131t\u0131m\u0131nda<\/strong> kullan\u0131lan <strong>yal\u0131t\u0131m malzemesi kal\u0131nl\u0131klar\u0131nda da<\/strong> bir miktar art\u0131\u015f\u0131 beraberinde getirece\u011fini kaydeden Savc\u0131,<em> &#8220;Bu d\u00fczenleme ile bir parseldeki toplam in\u015faat alan\u0131<strong> 5 bin metrekareden<\/strong> b\u00fcy\u00fck olan t\u00fcm binalar\u0131n enerji performans s\u0131n\u0131f\u0131n\u0131n en az<strong> &#8216;B&#8217;<\/strong> olacak \u015fekilde <strong>in\u015fa edilmesi<\/strong> ve kullan\u0131lacak enerjinin en az <strong>y\u00fczde 5&#8217;inin<\/strong> yenilenebilir enerji kaynaklar\u0131ndan kar\u015f\u0131lanmas\u0131 zorunlu hale gelecek. <strong>Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131<\/strong> taraf\u0131ndan yay\u0131nlanan rehber dikkate al\u0131nd\u0131\u011f\u0131nda cephelerdeki <strong>asgari \u0131s\u0131 yal\u0131t\u0131m malzemesi<\/strong> kal\u0131nl\u0131klar\u0131 da y\u00fckselecek&#8221;<\/em> diye konu\u015ftu.<\/p>\n<p>Ancak enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131 azaltmak i\u00e7in t\u00fcm binalar\u0131 kapsayan ve <strong>enerji verimlili\u011fi<\/strong>nde <strong>y\u00fczde 20\u2019den<\/strong> \u00e7ok daha fazla iyile\u015ftirme hedefleyen d\u00fczenlemelere ihtiyac\u0131m\u0131z oldu\u011funu da unutmamam\u0131z gerekti\u011fini vurgulayan Murat Savc\u0131, <em>&#8220;Avrupa Birli\u011fi\u2019nde 2019 y\u0131l\u0131ndan bu yana kamu binalar\u0131n\u0131n t\u00fcm\u00fc, 2020 y\u0131l\u0131n\u0131n ba\u015f\u0131ndan itibaren de t\u00fcm yeni binalar neredeyse <strong>s\u0131f\u0131r enerjili bina (NSEB)<\/strong> olarak in\u015fa ediliyor.
