Halbuki iklim de\u011fi\u015fikli\u011fini bu kadar konu\u015furken, yerel y\u00f6netimlerin b\u0131rak\u0131n bug\u00fcne, gelecek projeksiyonuna g\u00f6re planlama yapmalar\u0131 gerekiyor\u201d<\/em> dedi.<\/p>\n<p><em>\u201cOrtalama s\u0131cakl\u0131\u011f\u0131 son 50 y\u0131lda <strong>1.2 derece<\/strong> artan \u00fclkemizde <strong>iklim de\u011fi\u015fikli\u011fi<\/strong> her g\u00fcn daha fazla konu\u015fulurken, \u015fehirlerin d\u00fcnyam\u0131z\u0131n gelece\u011fi olan <strong>karbonsuzla\u015ft\u0131r\u0131lmas\u0131<\/strong> konusunda bizim yol haritam\u0131z ne olacak?\u201d<\/em> sorusunu masaya yat\u0131ran konu\u015fmac\u0131lar, yerel y\u00f6netimlerin <strong>iklim de\u011fi\u015fikli\u011fi<\/strong> ve <strong>s\u0131f\u0131r enerji politikalar\u0131<\/strong> ile \u00f6zellikle yerel y\u00f6netimlere d\u00fc\u015fen sorumluluklar\u0131 konu\u015ftu.<\/p>\n<h3><strong>Zero karbon olman\u0131n yolu, iddial\u0131 hedefler koymak<\/strong><\/h3>\n<p>Oturumda \u015fehirlerin, karbon sal\u0131m\u0131n\u0131n <strong>% 80<\/strong>\u2019inden sorumlu olduklar\u0131n\u0131 belirten <strong>\u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi \u00c7evre Koruma ve Kontrol Daire Ba\u015fkan\u0131 Prof. Dr. Ay\u015fen ERD\u0130N\u00c7LER<\/strong>, <em>\u201c\u015eehirler hem olay\u0131n sebebi hem ma\u011fduru durumundalar. Paris \u0130klim Anla\u015fmas\u0131\u2019nda k\u00fcresel s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131n <strong>1,5<\/strong> ila<strong> 2 derece<\/strong> ile s\u0131n\u0131rland\u0131r\u0131lmas\u0131 hedeflenmi\u015f durumda. Bu anla\u015fman\u0131n \u00f6n \u00f6nemli k\u0131sm\u0131, yerel y\u00f6netimlerin \u00f6neminin vurgulanm\u0131\u015f olmas\u0131\u201d diyerek e\u011fer m\u00fccadele etmek istiyorsak bu i\u015fin <strong>yerel y\u00f6netimler<\/strong> olmadan yap\u0131lamayaca\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izdi.<\/em><\/p>\n<p><em>Bug\u00fcne kadar hi\u00e7 bu kadar h\u0131zl\u0131 bir s\u0131cakl\u0131k art\u0131\u015f\u0131 olmad\u0131\u011f\u0131n\u0131 a\u00e7\u0131klayan <strong>H\u00fck\u00fcmetleraras\u0131 \u0130klim De\u011fi\u015fikli\u011fi Paneli\u2019nin (IPCC)<\/strong>, e\u011fer bu s\u0131cakl\u0131k<strong> 2 dereceyi a\u015farsa<\/strong> y\u0131k\u0131c\u0131 sonu\u00e7lar\u0131 beraberinde getirece\u011fini belirtti\u011fine dikkat \u00e7eken <strong>ERD\u0130N\u00c7LER<\/strong> s\u00f6zlerine \u015fu \u015fekilde devam etti: \u201cT\u00fcm bu yakla\u015f\u0131mlara ek olarak pandemi bize \u00e7ok \u015fey \u00f6\u011fretti. \u015eehirler<strong> acil durumlar<\/strong> i\u00e7in ne kadar haz\u0131r? Ne kadar h\u0131zl\u0131 aksiyon alabildik? Bu s\u00fcre\u00e7te <strong>iklim uyum s\u00fcre\u00e7leri<\/strong> i\u00e7erisinde ne kadar haz\u0131r oldu\u011fumuzu, ne kadar h\u0131zl\u0131 aksiyon alabildi\u011fimizi g\u00f6rd\u00fck. <strong>Yerel y\u00f6netimler<\/strong> ya da<strong> \u015fehirler<\/strong> olarak iklim de\u011fi\u015fikli\u011finden kaynakl\u0131 ne gibi sorunlar bizi bekliyor, sormam\u0131z gerekiyor\u201d.<\/em><\/p>\n<p>Yerel SECAP s\u00fcre\u00e7lerinde enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn \u00f6nemi ve <strong>\u0130BB enerji \u00e7al\u0131\u015fmalar\u0131na<\/strong> y\u00f6nelik bilgi veren Prof. Dr. Ay\u015fen ERD\u0130N\u00c7LER, <em>\u201cN\u00fcfus ve g\u00f6\u00e7ler \u00e7ok h\u0131zl\u0131 art\u0131yor. Dolay\u0131s\u0131yla insani faaliyetlerden dolay\u0131 da inan\u0131lmaz fazla <strong>sera gaz\u0131<\/strong> sal\u0131yoruz. Dolay\u0131s\u0131yla <strong>b\u00f6lgesel s\u0131cakl\u0131k y\u00fckselmeleri<\/strong> g\u00f6r\u00fcyoruz; ya\u011f\u0131\u015f rejimlerinde ciddi biz d\u00fczensizlik var, <strong>a\u015f\u0131r\u0131 iklim olaylar\u0131<\/strong> g\u00f6rmeye ba\u015fl\u0131yoruz. <strong>Halk sa\u011fl\u0131\u011f\u0131<\/strong> ve <strong>g\u0131da g\u00fcvenli\u011fi<\/strong> konular\u0131 ortaya \u00e7\u0131k\u0131yor ki \u015fuan b\u00fct\u00fcn d\u00fcnya bunu konu\u015fuyor ve tabi bunlar\u0131n getirmi\u015f oldu\u011fu sosyal ve ekonomik problemler var\u201d<\/em> dedi.<\/p>\n<p><strong>\u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi<\/strong>\u2019nin iklim konusunda etkin bir a\u011f olan<strong> C40 \u015eehirler \u0130klim Liderli\u011fi Grubu<\/strong>\u2019na T\u00fcrkiye\u2019den \u00fcye olan ilk ve tek belediye oldu\u011funu belirten <strong>ERD\u0130N\u00c7LER<\/strong>, \u0130BB\u2019nin 2030 y\u0131l\u0131nda sera gaz\u0131n\u0131 <strong>y\u00fczde 52<\/strong>, 2040\u2019da <strong>y\u00fczde 80<\/strong> ve 2050 y\u0131l\u0131nda<strong> y\u00fczde 100<\/strong> azaltmay\u0131 hedefledi\u011fini ifade etti. <strong>Zero karbon<\/strong> olman\u0131n yolu iddial\u0131 hedefler koymak diyen <strong>ERD\u0130N\u00c7LER<\/strong>,<em> \u201cT\u00fcm binalarda enerji verimlili\u011fini art\u0131racak \u00f6nlemlerin te\u015fviki \u015fart. Bu b\u00fct\u00fcn \u015fehri, hatta T\u00fcrkiye\u2019yi ilgilendiren bir konu. B\u00f6lge \u00f6l\u00e7e\u011finde yeni temiz enerji geli\u015ftirme, yenilenebilir enerjinin kullan\u0131m\u0131, enerji ve su tasarrufu \u00e7ok \u00f6nemli\u201d<\/em> diyerek s\u00f6zlerini tamamland\u0131.<\/p>\n<h3><strong>Mersin\u2019den T\u00fcrkiye\u2019de ilk olacak \u0130klim ve \u00c7evre Bilim Merkezi m\u00fcjdesi<\/strong><\/h3>\n<p>Oturumda, <em>\u201cMersin B\u00fcy\u00fck\u015fehir Belediyesi\u2019nin Karbon N\u00f6tr \u015eehir Olma Yolundaki \u00c7al\u0131\u015fmalar\u0131\u201dn\u0131 aktaran Mersin B\u00fcy\u00fck\u015fehir Belediyesi \u00c7evre Koruma ve Kontrol Daire Ba\u015fkan\u0131 <strong>Dr. B\u00fclent HAL\u0130SDEM\u0130R <\/strong>konu\u015fmas\u0131n\u0131n ba\u015f\u0131nda, 2019 y\u0131l\u0131nda \u0130klim De\u011fi\u015fikli\u011fi ve Temiz Enerji \u015eube M\u00fcd\u00fcrl\u00fc\u011f\u00fc kurduklar\u0131n\u0131 belirtirken, iklim de\u011fi\u015fikli\u011finden en \u00e7ok etkilenen \u015fehirlerden birinin k\u0131y\u0131 \u015feridinin geni\u015fli\u011fi nedeniyle Mersin oldu\u011funu hat\u0131rlatt\u0131.<\/em><\/p>\n<p><em>Halisdemir, pandemi verileri ile hareket etmemek ad\u0131na 2019 y\u0131l\u0131 verileri ile haz\u0131rlanan envanter \u00e7al\u0131\u015fmas\u0131nda, sera gaz\u0131 emisyonunu analiz ettiklerini ve bu analizde en \u00e7ok sera gaz\u0131 emisyonunun sabit enerji sekt\u00f6r\u00fcnden kaynakl\u0131 oldu\u011funun ortaya \u00e7\u0131kt\u0131\u011f\u0131n\u0131, ard\u0131ndan da ula\u015f\u0131m, EP\u00dcK, tar\u0131m ve at\u0131k alanlar\u0131n\u0131n geldi\u011fini belirtti.<\/em><\/p>\n<p><em>\u00d6rnek proje olarak at\u0131k alanlar\u0131nda enerji \u00fcrettiklerini anlatan <strong>Halisdemir<\/strong>, \u201cKurdu\u011fumuz aktarma istasyonlar\u0131 ile beldelerde \u00fcretilen at\u0131klar\u0131 toplayarak ta\u015f\u0131yoruz. \u0130l\u00e7e belediyelerin en b\u00fcy\u00fck gider kalemlerinden biri at\u0131k toplama ve ta\u015f\u0131mad\u0131r. Biz bunlar\u0131n lojisti\u011fini t\u0131rlarla sa\u011flayarak b\u00fcy\u00fck oranda karbon emisyonunda azalma sa\u011fl\u0131yoruz. Tabi bunun yan\u0131nda g\u00fcr\u00fclt\u00fc ve g\u00f6r\u00fcnt\u00fc kirlili\u011fi, yak\u0131t, i\u015f g\u00fcc\u00fc, zamandan tasarruf gibi bir\u00e7ok fayda da ortaya \u00e7\u0131k\u0131yor. <strong>24 adet<\/strong> at\u0131k su ar\u0131tma tesisimiz var; ar\u0131tma \u00e7amurundan da enerji elde ediyoruz. Bu yolla, <strong>1258<\/strong> hanenin <strong>1 y\u0131ll\u0131k enerji t\u00fcketimine<\/strong> e\u015f de\u011fer elektrik enerjisi \u00fcretiliyor. B\u00f6ylece <strong>at\u0131k bir maddenin faydaya d\u00f6n\u00fc\u015fmesini<\/strong> sa\u011fl\u0131yoruz\u201d<\/em> dedi.<\/p>\n<p>Mersin g\u00fcne\u015fli bir \u015fehir ve bu nedenle g\u00fcne\u015f panellerinin art\u0131r\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalara odakland\u0131klar\u0131n\u0131 ifade eden <strong>Dr. B\u00fclent HAL\u0130SDEM\u0130R,<\/strong> <em>\u201cAyr\u0131ca <strong>g\u00fcne\u015f enerjisi<\/strong> ile g\u0131da kurutma tesisi kurduk. Bu tesis ile <strong>Mersin\u2019de<\/strong> \u00fcretilen \u00fcr\u00fcnlerin tan\u0131t\u0131lmas\u0131n\u0131 sa\u011fl\u0131yor, <strong>dezavantajl\u0131 kad\u0131nlara i\u015f imk\u00e2n\u0131<\/strong> sunarken temiz enerjinin kullan\u0131m\u0131n\u0131 da yayg\u0131nla\u015ft\u0131r\u0131yoruz. <strong>\u00c7evreci ak\u0131ll\u0131 duraklar\u0131m\u0131zda<\/strong> g\u00fcne\u015f panelleri bulunmakta ve her ge\u00e7en g\u00fcn bunu yayg\u0131nla\u015ft\u0131r\u0131yoruz. T\u00fcrkiye\u2019de bir ilk olacak <strong>\u2018\u0130klim ve \u00c7evre Bilim Merkezi\u2019<\/strong>miz iklim ve \u00e7evre \u00fczerine \u00e7al\u0131\u015fmalar\u0131n yap\u0131laca\u011f\u0131, bilimsel faaliyetlerinin y\u00fcr\u00fct\u00fclece\u011fi bir proje olacak\u201d<\/em> dedi.<\/p>\n<h3><strong>10 birim ile kar\u015f\u0131layaca\u011f\u0131m\u0131z enerji ihtiyac\u0131n\u0131 veri kullanmayarak 13 birimle kar\u015f\u0131l\u0131yoruz<\/strong><\/h3>\n<p>Oturumda, s\u00fcrd\u00fcr\u00fclebilir \u015fehir planlamas\u0131nda iklimsel ve meteorolojik bilgiden yararlanman\u0131n \u00f6nemine dikkat \u00e7eken <strong>Meteorolojist ve \u0130klim Bilimci, Metosfer Dr. Levent YAL\u00c7IN, <\/strong>meteoroloji odakl\u0131 verilerin katk\u0131s\u0131na ve iyile\u015ftirme alanlar\u0131na dikkat \u00e7ekti.<\/p>\n<p>Hem iklim verileri g\u00f6z \u00f6n\u00fcnde bulundurularak \u015fehirle\u015fme planlanmal\u0131 hem de karbon n\u00f6tre y\u00f6nelmek ve <strong>\u2018diren\u00e7li \u015fehirler\u2019<\/strong> yaratmak i\u00e7in <strong>meteoroji<\/strong> ve <strong>iklim verilerinden faydalan\u0131lmal\u0131<\/strong> diyen <strong>YAL\u00c7IN, <\/strong><em>&#8220;atmosfer bilimci olarak \u015funu s\u00f6ylemek isterim ki, bizim i\u00e7in iklim uzun y\u0131llara dayal\u0131 verilerdir. Biz bug\u00fcn <strong>S\u0131f\u0131r Enerji Binalara d\u00f6n\u00fc\u015f\u00fcm\u00fc<\/strong> konu\u015fuyoruz, s\u0131f\u0131r enerjili binalar\u0131 hedefliyoruz. Bu konuda biliyoruz ki <strong>karbon sal\u0131m\u0131n\u0131na<\/strong> sebep olanlar\u0131n ba\u015f\u0131nda <strong>enerji sarfiyat\u0131<\/strong> geliyor ve biz <strong>art\u0131k daha fazla karbon sal\u0131yoruz.<\/strong> At\u0131lan imzalar ve yap\u0131lan t\u00fcm tan\u0131mlar\u0131n bizlere verdi\u011fi baz\u0131 y\u00fck\u00fcml\u00fcl\u00fckler var. Hem vatanda\u015f olarak bizleri hem de yerel ve merkezi y\u00f6netimleri hatta akademisyen ve STK\u2019lar\u0131 bunun i\u00e7ine dahil edebiliriz. \u00dclkemizde iklim kelimesi bu kadar pop\u00fclarite sa\u011flam\u0131\u015fken, iklim \u00e7al\u0131\u015fmalar\u0131nda <strong>meteoroloji<\/strong> ve <strong>iklim verisi<\/strong> ile ilgili \u00e7al\u0131\u015fmalar\u0131n hi\u00e7 olmad\u0131\u011f\u0131n\u0131 maalesef \u00fcz\u00fclerek s\u00f6ylemek durumunday\u0131m. <strong>Binalar\u0131n s\u0131f\u0131r enerji binas\u0131 olmas\u0131<\/strong> i\u00e7in \u015fehirlerin planlamas\u0131nda <strong>iklim verisi<\/strong> hemen hemen hi\u00e7 kullan\u0131lm\u0131yor. \u00d6rne\u011fin yal\u0131t\u0131m konusunu d\u00fc\u015f\u00fcn\u00fcn. B\u0131rak\u0131n co\u011frafi b\u00f6lge olarak, \u015fehir bazl\u0131, \u015fehir i\u00e7erisindeki alt b\u00f6lgelerinde hatta binan\u0131n farkl\u0131 cephelerinde farkl\u0131 metrajlarda kullan\u0131lmas\u0131 gerekti\u011fi, <strong>matematiksel hesaplanmas\u0131<\/strong> gerekiyor. \u015ea\u015fal\u0131 milyon dolarl\u0131k projelerde yerle\u015fimler yap\u0131l\u0131rken, bina i\u00e7erisinde, kullan\u0131m alanlar\u0131nda, pencere b\u00fcy\u00fckl\u00fcklerinin belirlenmesinde, <strong>duvar kal\u0131nl\u0131klar\u0131nda<\/strong>, kullan\u0131lan <strong>aktif<\/strong> ve<strong> pasif<\/strong> y\u00f6ntemlerde, <strong>enerji gereksinimini azaltacak<\/strong> dizaynlar i\u00e7in de<strong> iklim verilerine<\/strong> ihtiyac\u0131m\u0131z var. M\u00fcteahhitlerin, projelerin yat\u0131r\u0131mc\u0131lar\u0131n\u0131n, mimarlar\u0131m\u0131z\u0131n iklim verilerine de\u011fer vermemelerinden ve bu veriler ile nas\u0131l \u00e7al\u0131\u015facaklar\u0131n\u0131 \u00e7ok net bilmediklerini d\u00fc\u015f\u00fcn\u00fcyorum&#8221;<\/em> dedi.<\/p>\n<p>\u0130klim s\u00fcrekli eviriliyor diyen <strong>Dr. Levent YAL\u00c7IN<\/strong> konu\u015fmas\u0131nda, <em>\u201c\u015eiddetle soruyorum: Bina projelerinden \u015fehir projelerine kadar <strong>neden iklim verileri ile \u00e7al\u0131\u015fm\u0131yoruz?<\/strong> Meteorolojik verileri y\u00fcz k\u00fcsur y\u0131ld\u0131r d\u00fcnyada biz neden \u00f6l\u00e7t\u00fck? \u015euan meteorolojik olarak 2000 noktadan \u00f6l\u00e7\u00fcm al\u0131n\u0131yor. Belki de T\u00fcrkiye\u2019deki en y\u00fcksek veri iklim verisi. Bu veriler bu projelerde neden kullan\u0131lm\u0131yor, bu verileri biz neden toplad\u0131k? Sadece sentetik verilerle ortalama almakla olmaz. Meteorolojik iklim verisi, s\u0131cakl\u0131k, ya\u011f\u0131\u015f, ya\u011fmur de\u011fildir. <strong>Toprak s\u0131cakl\u0131\u011f\u0131, toprak nemi, deniz y\u00fczey s\u0131cakl\u0131\u011f\u0131, sis, bulutlanma<\/strong> gibi \u00e7ok \u015feyi dahil edebilirsiniz.
