Dolay\u0131s\u0131yla her depremin ard\u0131ndan korkuya kap\u0131lmak yerine, <strong>depremle ya\u015famay\u0131 \u00f6\u011frenmeli, uzun \u00f6m\u00fcrl\u00fc, g\u00fcvenli ve kaliteli yap\u0131la\u015fma<\/strong> anlay\u0131\u015f\u0131yla hareket etmeliyiz. \u00dclkemizde g\u00fcvenli ve nitelikli binalar\u0131n say\u0131s\u0131n\u0131n h\u0131zla art\u0131r\u0131lmas\u0131 i\u00e7in \u00e7al\u0131\u015fmal\u0131y\u0131z. Bir yap\u0131n\u0131n ana unsurlar\u0131 olan <strong>demir<\/strong> ve<strong> betonu<\/strong> koruyacak \u015fekilde su yal\u0131t\u0131m\u0131na sahip binalarla depreme kar\u015f\u0131 haz\u0131rl\u0131kl\u0131 olmal\u0131y\u0131z. \u00a0Binalar\u0131n dayan\u0131kl\u0131l\u0131\u011f\u0131 i\u00e7in gerekli olan su yal\u0131t\u0131m\u0131, genellikle ihmal edildi\u011fi i\u00e7in \u00fclkemizde <strong>30-40 y\u0131ll\u0131k<\/strong> binalar \u00f6mr\u00fcn\u00fc tamamlam\u0131\u015f olarak g\u00f6r\u00fcn\u00fcyor. Oysa <strong>korozyon etkisine kar\u015f\u0131<\/strong> korunmu\u015f, <strong>80-100<\/strong> y\u0131l ya\u015fayacak g\u00fc\u00e7l\u00fc binalar in\u015fa etmeliyiz. Kentsel d\u00f6n\u00fc\u015f\u00fcm bunun i\u00e7in \u00f6nemli bir f\u0131rsat. Binalar\u0131m\u0131z\u0131 <strong>kaliteli malzeme, do\u011fru yal\u0131t\u0131m uygulamalar\u0131<\/strong> ile <strong>deprem<\/strong> ve <strong>y\u0131llar\u0131n etkisine<\/strong> kar\u015f\u0131 koruyabiliriz. Depremin y\u0131k\u0131c\u0131 etkisini, binalar\u0131m\u0131z\u0131 <strong>korozyona kar\u015f\u0131 koruyarak<\/strong> \u00f6nleyebiliriz.\u201d dedi.<\/p>\n<h3><strong>Su yal\u0131t\u0131m\u0131 hayati \u00f6nem ta\u015f\u0131yor<\/strong><\/h3>\n<p>\u0130ZODER olarak her f\u0131rsatta su yal\u0131t\u0131m\u0131n\u0131n hayati \u00f6nemine dikkat \u00e7ektiklerini s\u00f6yleyen Emrullah Eruslu, <em>\u201cBetonarme yap\u0131 sistemlerinin zay\u0131f noktas\u0131 suya kar\u015f\u0131 hassasiyetleridir. Yap\u0131lar\u0131m\u0131za suyun n\u00fcfuz etmesi durumunda, yap\u0131n\u0131n ta\u015f\u0131y\u0131c\u0131 elemanlar\u0131nda bulunan demir donat\u0131lar korozyona maruz kalarak paslan\u0131r b\u00f6ylece binalar\u0131n <strong>\u00f6mr\u00fc<\/strong> ve <strong>dayan\u0131kl\u0131l\u0131\u011f\u0131<\/strong> azal\u0131r. Korozyona u\u011frayan bir bina, ta\u015f\u0131ma g\u00fcc\u00fcn\u00fcn <strong>5 <\/strong>y\u0131lda y\u00fczde <strong>50<\/strong>\u2019sini, <strong>15<\/strong> y\u0131lda y\u00fczde <strong>90<\/strong>\u2019\u0131n\u0131, <strong>24<\/strong> y\u0131l\u0131n sonunda ise tamam\u0131n\u0131 kaybedebiliyor. \u00a0Bu noktada hem <strong>hayati risklere<\/strong> kap\u0131 a\u00e7arken hem de <strong>ekonomik<\/strong> olarak kaybediyoruz.\u201d<\/em> dedi.<\/p>\n<p>Ba\u015fkan Eruslu s\u00f6zlerine \u015f\u00f6yle devam etti: <em>\u201c<strong>17 A\u011fustos Marmara Depremi<\/strong> sonras\u0131nda \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi Hasar Tespit Komisyonu taraf\u0131ndan yap\u0131lan incelemeler sonucu, <strong>% 79<\/strong>\u2019u hasarl\u0131 bulunan <strong>55 bin 651<\/strong> konut ve i\u015fyerinin<strong> % 64<\/strong>\u2019\u00fcnde korozyon tespit edilmesi de su yal\u0131t\u0131m\u0131n\u0131n \u00f6nemini ortaya koyuyor. <strong>23 y\u0131l<\/strong> sonra bug\u00fcn yine <strong>deprem riski<\/strong> ve <strong>korozyon<\/strong> konu\u015fuyoruz. Toplum olarak daha duyarl\u0131 olup ya\u015fad\u0131\u011f\u0131m\u0131z binalarda <strong>su yal\u0131t\u0131m\u0131<\/strong> yap\u0131l\u0131p yap\u0131lmad\u0131\u011f\u0131n\u0131 ve <strong>depreme dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131<\/strong> her a\u00e7\u0131dan sorgulamal\u0131y\u0131z. G\u00fc\u00e7lendirmenin ne kadar <strong>\u00f6nemli<\/strong> ve <strong>hayat kurtar\u0131c\u0131<\/strong> oldu\u011funu biliyoruz. B\u00fct\u00fcn konutlar\u0131 y\u0131k\u0131p yeniden yapmak m\u00fcmk\u00fcn de\u011fil. \u00d6nceli\u011fimiz sorunlar\u0131n\u0131 tespit etti\u011fimiz<strong> binalar\u0131 g\u00fc\u00e7lendirmek<\/strong> olmal\u0131.<strong> Yal\u0131t\u0131m<\/strong>, g\u00fcvenli yap\u0131la\u015fman\u0131n vazge\u00e7ilmez unsurlar\u0131ndand\u0131r. \u0130ZODER olarak kamuoyunun ve ilgililerin bu noktalara dikkatini \u00e7ekmeye devam edece\u011fiz.\u201d<\/em><\/p>\n<h3><strong>Yal\u0131t\u0131m maliyeti san\u0131ld\u0131\u011f\u0131 gibi y\u00fcksek de\u011fil<\/strong><\/h3>\n<p><strong>Su yal\u0131t\u0131m\u0131 maliyetinin<\/strong> san\u0131ld\u0131\u011f\u0131 kadar y\u00fcksek olmad\u0131\u011f\u0131n\u0131 belirten Eruslu, <em>\u201cBug\u00fcn yeni in\u015fa edilen bir binada su yal\u0131t\u0131m\u0131 uygulamalar\u0131n\u0131n maliyeti toplam bina maliyetinin y\u00fczde <strong>3<\/strong> ila y\u00fczde<strong> 4<\/strong> \u00fcne tekab\u00fcl eder. Mevcut binalarda elbette bu maliyet biraz daha art\u0131yor. <strong>Arazi yap\u0131s\u0131, binan\u0131n zemini<\/strong> gibi ba\u015fka fakt\u00f6rler de devreye giriyor. Ancak yine de in\u015faat\u0131n geneline g\u00f6re y\u00fcksek maliyetler s\u00f6z konusu de\u011fil. <strong>Su yal\u0131t\u0131m\u0131<\/strong> yap\u0131lmam\u0131\u015f, dolay\u0131s\u0131yla<strong> korozyona u\u011fram\u0131\u015f binalar\u0131n<\/strong> depremden olumsuz etkilenmesi ise ne yaz\u0131k ki hem<strong> can g\u00fcvenli\u011fi<\/strong> hem de <strong>mal g\u00fcvenli\u011fi<\/strong> a\u00e7\u0131s\u0131ndan maddi olarak \u00f6l\u00e7\u00fclemeyecek a\u011f\u0131r sonu\u00e7lar do\u011furuyor.\u201d<\/em> dedi.<\/p>\n<h3><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm \u00e7ok <\/strong><strong>\u00f6nemli<\/strong><\/h3>\n<p>Emrullah Eruslu s\u00f6zlerini <span style=\"text-decoration: underline;\">\u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/span><\/p>\n<p><em>\u201c<strong>\u0130ZODER<\/strong> olarak, <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131<\/strong> ile birlikte uzun s\u00fcren \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131n sonucunda <strong>01 Haziran 2018<\/strong>\u2019de y\u00fcr\u00fcrl\u00fc\u011fe giren <strong>\u2018Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi<\/strong>, T\u00fcrkiye in\u015faat sekt\u00f6r\u00fc ve vatanda\u015flar\u0131m\u0131z a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemli bir ad\u0131m oldu. Ancak bu tarihten itibaren in\u015fa edilen ve zorunlu olarak su yal\u0131t\u0131m\u0131 yap\u0131lan bina say\u0131s\u0131 <strong>toplam yap\u0131 stokunun<\/strong> sadece y\u00fczde <strong>1,5<\/strong>\u2019ini olu\u015fturuyor. Toplam <strong>9,8 <\/strong>milyon bina, <strong>28,6<\/strong> milyon konutun bulundu\u011fu \u00fclkemizde bu oranlar, bug\u00fcn g\u00fcvenli bina say\u0131s\u0131 konusunda maalesef istedi\u011fimiz noktada olmad\u0131\u011f\u0131m\u0131z\u0131 g\u00f6steriyor. \u00d6n\u00fcm\u00fczdeki <strong>kentsel d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecini<\/strong> iyi de\u011ferlendirip, <strong>su yal\u0131t\u0131m\u0131n\u0131 kaliteli malzeme<\/strong> ve <strong>uzman uygulamalar<\/strong> ile ger\u00e7ekle\u015ftirirsek, her deprem sonras\u0131nda ya\u015fad\u0131\u011f\u0131m\u0131z \u00fcz\u00fcc\u00fc durumlar\u0131n \u00f6n\u00fcne ge\u00e7ebiliriz. \u00a0Yeterli dayan\u0131ma sahip olmayan binalar\u0131m\u0131z\u0131 tespit etmeli, <strong>kentsel d\u00f6n\u00fc\u015f\u00fcm<\/strong> veya <strong>g\u00fc\u00e7lendirme \u00e7al\u0131\u015fmalar\u0131yla<\/strong> yal\u0131t\u0131ml\u0131 ve g\u00fcvenli hale getirmeliyiz. \u0130n\u015faat\u0131n t\u00fcm a\u015famalar\u0131nda denetim mekanizmalar\u0131 etkin hale geldik\u00e7e, toplum olarak daha <strong>uzun \u00f6m\u00fcrl\u00fc, g\u00fcvenli<\/strong> ve <strong>sa\u011fl\u0131kl\u0131<\/strong> binalara sahip olaca\u011f\u0131z. \u0130ZODER\u2019in \u00f6nc\u00fcl\u00fc\u011f\u00fcnde, yal\u0131t\u0131m sekt\u00f6r\u00fcn\u00fcn katk\u0131lar\u0131 ve <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n<\/strong> destekleri ile haz\u0131rlanan, <strong>www.izoder.org\u2019da<\/strong> yay\u0131nlanan<strong> \u2018Su Yal\u0131t\u0131m Y\u00f6netmeli\u011fi K\u0131lavuzu\u2019<\/strong> bu konuyla ilgilenenler i\u00e7in \u00f6nemli bir yol g\u00f6sterici niteli\u011findedir.\u201d<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Sorry, this entry is only available in Turkish.
