Bu \u00fclkelerde 2019 y\u0131l\u0131ndan bu yana <strong>yeni kamu binalar\u0131n\u0131n<\/strong> t\u00fcm\u00fc neredeyse <strong>s\u0131f\u0131r enerjili<\/strong> olarak \u00fcretiliyor. 2020 y\u0131l\u0131n\u0131n ba\u015f\u0131ndan itibaren ise t\u00fcm yeni binalar neredeyse s\u0131f\u0131r enerjili olarak yap\u0131l\u0131yor. Yeni binalar \u00fclkelerce tan\u0131mlanan bu limitler dahilinde yap\u0131lmak zorunda.<\/em><\/p>\n<h3><em><strong>Geli\u015fmi\u015f \u00fclkelerle<\/strong>\u00a0<strong>aram\u0131zda 4-5 kat fark var<\/strong><\/em><\/h3>\n<p><em>Geli\u015fmi\u015f \u00fclkelerde tan\u0131mlanm\u0131\u015f <strong>U de\u011ferleri (\u0131s\u0131 ge\u00e7irgenlik oran\u0131)<\/strong> ile \u00fclkemizde tavsiye edilen de\u011ferler kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda, \u00fclke olarak daha verimli \u00e7\u00f6z\u00fcmlere y\u00f6nelmemiz gerekti\u011fini g\u00f6r\u00fcyoruz. Bina enerji verimlili\u011fi konusunda geli\u015fmi\u015f \u00fclkelerde birim <strong>metrekare\/y\u0131l<\/strong> olarak enerji t\u00fcketimi <strong>30-50 kW\u00a0<\/strong>mertebelerinde belirlenmi\u015f durumda. Bina tasarlan\u0131rken, \u2018bu binan\u0131n \u0131s\u0131tma ve so\u011futmaya y\u00f6nelik birim metrekaredeki y\u0131ll\u0131k toplam enerji t\u00fcketimi<strong>\u00a030-50 kW\u00a0<\/strong>mertebelerinde olmal\u0131d\u0131r\u2019 deniliyor. T\u00fcrkiye\u2019de biz hala birim metrekarede y\u0131ll\u0131k <strong>120-150 kW\u00a0<\/strong>seviyesine uygun yal\u0131t\u0131m yapmaya \u00e7al\u0131\u015f\u0131yoruz. Geli\u015fmi\u015f \u00fclkelerle aram\u0131zda neredeyse <strong>4-5<\/strong> kat fark var. \u00d6rne\u011fin Erzurum\u2019da bu rakam yal\u0131t\u0131ms\u0131z binalar i\u00e7in <strong>250<\/strong> <strong>kW<\/strong>\u2019ye kadar \u00e7\u0131kabiliyor.<\/em><\/p>\n<h3><em><strong>U de\u011ferleri 2-2,5 kat iyile\u015ftirilmeli<\/strong><\/em><\/h3>\n<p><em>Dernek olarak hayata ge\u00e7irdi\u011fimiz<strong> \u2018Tek yol U d\u00f6n\u00fc\u015f\u00fc\u2019<\/strong> kampanyam\u0131zla U de\u011ferlerinin\u00a0\u00fclke genelinde\u00a0iyile\u015ftirilmesi konusuna dikkat \u00e7ekiyoruz. U de\u011feri, \u00e7at\u0131, duvar, d\u00f6\u015feme ve pencere gibi yap\u0131 elemanlar\u0131n\u0131n ne kadar \u0131s\u0131 ge\u00e7irdi\u011finin \u00f6l\u00e7\u00fcs\u00fcd\u00fcr. U de\u011feri b\u00fcy\u00fcd\u00fck\u00e7e yap\u0131 elemanlar\u0131ndan ge\u00e7en \u0131s\u0131 miktar\u0131 artar. Bir an \u00f6nce 2012 y\u0131l\u0131nda yay\u0131mlanan <strong>Enerji Verimlili\u011fi Strateji Belgesi<\/strong>\u2019nde de tan\u0131mland\u0131\u011f\u0131 \u00fczere enerji limitlerimiz ve U de\u011ferlerimiz AB seviyesine getirilmeli.\u00a0Ortak hedefimiz T\u00fcrkiye\u2019deki binalar\u0131n daha az enerji harcayan \u00e7evre dostu bir yap\u0131ya kavu\u015fmas\u0131 olmal\u0131. TS825 Binalarda Is\u0131 Yal\u0131t\u0131m Kurallar\u0131 Standard\u0131n\u0131n 2019 y\u0131l\u0131 i\u00e7erisinde ba\u015flayan revizyon \u00e7al\u0131\u015fmalar\u0131 tamamland\u0131\u011f\u0131nda d\u00f6rt mevsimi ya\u015fayan \u00fclkemizin so\u011fuk b\u00f6lgelerimizde \u0131s\u0131tma ihtiyac\u0131na, <strong>s\u0131cak<\/strong> b\u00f6lgelerinde ise<strong> so\u011futma<\/strong> ihtiyac\u0131na g\u00f6re tasar\u0131m yap\u0131lmas\u0131na imkan sa\u011flanacak. <strong>TS 825 standard\u0131<\/strong>n\u0131n tamamlanmas\u0131 ile <strong>enerji verimlili\u011finde geli\u015fmi\u015f \u00fclkelerle<\/strong> aram\u0131zdaki mesafeyi kapatacak esasl\u0131 ad\u0131mlar\u0131 atarak enerji limitlerimizi belirlememiz gerekiyor. Bu \u00e7al\u0131\u015fmalar kapsam\u0131nda \u00fclkemiz i\u00e7in neredeyse <strong>s\u0131f\u0131r enerji verimli bina<\/strong> tan\u0131m\u0131 yap\u0131lmal\u0131 ve hedef olarak ortaya konulmal\u0131d\u0131r.<\/em><\/p>\n<h3><em><strong>Yal\u0131t\u0131m kal\u0131nl\u0131\u011f\u0131n\u0131n artmas\u0131n\u0131n in\u015faat maliyetine etkisi olduk\u00e7a az<\/strong><\/em><\/h3>\n<p><em><strong>Yal\u0131t\u0131m kal\u0131nl\u0131\u011f\u0131<\/strong> artt\u0131k\u00e7a sa\u011flanacak enerji verimlili\u011fi ayn\u0131 oranda artar. Buna kar\u015f\u0131l\u0131k kal\u0131nl\u0131k art\u0131\u015f\u0131n\u0131n in\u015faat maliyetine etkisi olduk\u00e7a azd\u0131r. Yal\u0131t\u0131m kal\u0131nl\u0131\u011f\u0131n\u0131<strong> 2 kat\u0131na<\/strong> \u00e7\u0131kard\u0131\u011f\u0131m\u0131zda toplam maliyet 2&#8217;ye katlanmaz ama bu sayede <strong>\u0131s\u0131tma<\/strong> ve<strong> so\u011futmada tasarruf<\/strong> potansiyeli 2 kat olur. <strong>Is\u0131 yal\u0131t\u0131m\u0131 uygulamalar\u0131<\/strong> hem ilk yat\u0131r\u0131m hem i\u015fletme maliyetlerini d\u00fc\u015f\u00fcrerek kendini k\u0131sa s\u00fcrede geri \u00f6der, <strong>bina \u00f6mr\u00fc boyunca tasarruf sa\u011flamaya<\/strong> devam eder.<\/em><\/p>\n<h3><em><strong>Toplumun % 36,7\u2019si evlerinde \u0131s\u0131nam\u0131yor<\/strong><\/em><\/h3>\n<p><em>T\u00dc\u0130K\u2019in 2020 y\u0131l\u0131 <strong>\u2018Gelir ve Ya\u015fam Ko\u015fullar\u0131 Ara\u015ft\u0131rmas\u0131\u2019<\/strong>na g\u00f6re <strong>konutun yal\u0131t\u0131m\u0131ndan dolay\u0131 \u0131s\u0131namama, en \u00e7ok kar\u015f\u0131la\u015f\u0131lan konut ve \u00e7evre problemi oldu. Ara\u015ft\u0131rma sonu\u00e7lar\u0131na g\u00f6re n<\/strong>\u00fcfusun<strong>\u00a0<\/strong>y\u00fczde <strong>36,7<\/strong>&#8216;si konutunda yal\u0131t\u0131ms\u0131zl\u0131ktan dolay\u0131 \u0131s\u0131nma sorunu, % <strong>34,7<\/strong>&#8216;si s\u0131zd\u0131ran \u00e7at\u0131, nemli duvarlar, \u00e7\u00fcr\u00fcm\u00fc\u015f pencere \u00e7er\u00e7eveleri gibi problemleri ya\u015farken % <strong>22,6<\/strong>&#8216;s\u0131 trafik veya end\u00fcstrinin neden oldu\u011fu <strong>hava kirlili\u011fi, \u00e7evre kirlili\u011fi v<\/strong>eya di\u011fer \u00e7evresel sorunlarla kar\u015f\u0131la\u015ft\u0131. % <strong>36,7<\/strong> gibi y\u00fcksek bir oran\u0131n \u0131s\u0131nma sorunu ya\u015famas\u0131, binalar\u0131m\u0131zda <strong>sa\u011fl\u0131kl\u0131<\/strong> ve <strong>verimli<\/strong> bir \u015fekilde \u0131s\u0131namad\u0131\u011f\u0131m\u0131z\u0131 g\u00f6steriyor.<\/em><\/p>\n<h3><em><strong>T\u00fcrkiye\u2019de binalar\u0131n % 80\u2019inde \u0131s\u0131 yal\u0131t\u0131m\u0131 yok<\/strong><\/em><\/h3>\n<p><em>T\u00fcrkiye\u2019deki binalar\u0131n y\u00fczde <strong>80<\/strong>\u2019inde \u0131s\u0131 yal\u0131t\u0131m\u0131 uygulamas\u0131 bulunmuyor. Bunu da <span style=\"text-decoration: underline;\">\u015f\u00f6yle hesapl\u0131yoruz;<\/span> Haziran 2000 itibar\u0131yla yeni binalarda <strong>Is\u0131 Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi<\/strong>\u2019ne uygun yal\u0131t\u0131m yap\u0131lmas\u0131 zorunlu k\u0131l\u0131nd\u0131. Hepsi yap\u0131lm\u0131\u015f olsa zaten y\u00fczde <strong>20\u00a0<\/strong>oluyor. Mevcut binalar i\u00e7inde renovasyon yap\u0131lan binalar da oldu. Ama her hal\u00fckarda<strong> 2000\u2019den sonra<\/strong> uygun yap\u0131lmayan bir k\u0131sm\u0131 da hesaba katarak bug\u00fcn binalar\u0131n % <strong>80<\/strong>\u2019inde \u0131s\u0131 yal\u0131t\u0131m\u0131 olmad\u0131\u011f\u0131 bilgisini dikkate al\u0131yoruz.<\/em><\/p>\n<h3><em><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm f\u0131rsat\u0131n\u0131 iyi de\u011ferlendirmeliyiz<\/strong><\/em><\/h3>\n<p><em>Kullan\u0131lan toplam enerjinin <strong>%<\/strong> <strong>33<\/strong> gibi y\u00fcksek bir oran\u0131n binalarda t\u00fcketildi\u011fi T\u00fcrkiye\u2019de, Avrupa standartlar\u0131na uygun, enerji tasarruflu binalara sahip olabilmemiz i\u00e7in \u00f6n\u00fcm\u00fczde <strong>\u2018kentsel d\u00f6n\u00fc\u015f\u00fcm\u2019<\/strong> gibi \u00e7ok \u00f6nemli bir f\u0131rsat var. <strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm, \u0131s\u0131, su, ses <\/strong>ve<strong> yang\u0131n yal\u0131t\u0131m\u0131<\/strong> uygulamalar\u0131n\u0131n yap\u0131laca\u011f\u0131 do\u011fru yap\u0131 \u00fcretim s\u00fcreci olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Bu \u00e7er\u00e7evede ilgili y\u00f6netmelik ve standartlar do\u011frultusunda \u00fcretilecek<strong> sa\u011fl\u0131kl\u0131, g\u00fcvenli <\/strong>ve<strong> konforlu<\/strong> yap\u0131larda ya\u015famak m\u00fcmk\u00fcn olacakt\u0131r.
