S\u00f6z konusu b\u00fcy\u00fcme <strong>elektrik talebinde<\/strong> de izlendi. 2021 y\u0131l\u0131n\u0131n ilk 10 ayl\u0131k talep miktar\u0131 <strong>274,1 TWh<\/strong> ile 2020 y\u0131l\u0131 toplam\u0131n\u0131n <strong>% 18,6<\/strong> \u00fczerinde ger\u00e7ekle\u015fti. 2020 y\u0131l\u0131 yerine 2017-2019 d\u00f6nemi ile kar\u015f\u0131la\u015ft\u0131rma yap\u0131ld\u0131\u011f\u0131nda ise 2021 y\u0131l\u0131n\u0131n ilk 10 ay\u0131nda ortalama <strong>% 9,3<\/strong>\u2019l\u00fck seviyede bir y\u0131ll\u0131k b\u00fcy\u00fcme g\u00f6zleniyor. Ayn\u0131 d\u00f6nemde, g\u00fcnl\u00fck veriler itibar\u0131yla rekorlar kaydedilen A\u011fustos ay\u0131nda ger\u00e7ekle\u015fen <strong>32,5 TWh<\/strong>\u2019lik ayl\u0131k <strong>toplam elektrik talebi<\/strong> de en y\u00fcksek ayl\u0131k talep olarak kay\u0131tlara ge\u00e7ti.<\/p>\n<h3><strong>K\u00fcresel Emtia ve Enerji Piyasalar\u0131ndaki Dalgalanma<\/strong><\/h3>\n<p>2020 y\u0131l\u0131nda k\u00fcresel \u00e7apta etkilere yol a\u00e7an pandemi, <strong>enerji talebinin azalmas\u0131na<\/strong> yol a\u00e7t\u0131. Bu nedenle 2020 y\u0131l\u0131nda enerji piyasalar\u0131nda arz fazlas\u0131 meydana geldi ve fiyatlar genellikle d\u00fc\u015ft\u00fc. 2021 y\u0131l\u0131n\u0131n d\u00fcnya genelinde ekonomik faaliyetlerin yeniden canlanmaya ba\u015flad\u0131\u011f\u0131 bir y\u0131l olmas\u0131; sanayide hem birincil enerji hem de elektrik talebinde g\u00fc\u00e7l\u00fc bir art\u0131\u015f ya\u015fanmas\u0131 sonucuna yol a\u00e7t\u0131. Konutlarda ve hizmet sekt\u00f6r\u00fcnde ise elektrik talebinin g\u00fc\u00e7l\u00fc bi\u00e7imde b\u00fcy\u00fcmesi devam ederken, bu durum enerji piyasalar\u0131n\u0131 da hareketlendirdi. <strong>Kas\u0131m-2020 <\/strong>ve<strong> Ekim-2021<\/strong> aylar\u0131n\u0131 kapsayan <strong>12 ayl\u0131k d\u00f6nemde<\/strong> Avrupa k\u00f6m\u00fcr fiyat\u0131 <strong>y\u00fczde 305<\/strong>, k\u00fcresel g\u00f6sterge niteli\u011finde olan Brent petrol fiyat\u0131 <strong>y\u00fczde 89<\/strong>, Henry Hub do\u011fal gaz fiyat\u0131 ise <strong>y\u00fczde 91<\/strong> oran\u0131nda y\u00fckseldi. K\u00fcresel piyasalarda <strong>emtia fiyatlar\u0131nda<\/strong> olu\u015facak bir dengelenmenin T\u00fcrkiye\u2019deki fiyatlara da yans\u0131mas\u0131 olas\u0131 g\u00f6r\u00fcl\u00fcyor. S\u00f6z konusu dengelenmenin olu\u015fma s\u00fcresi ve olu\u015faca\u011f\u0131 <strong>nokta, piyasa takas fiyatlar\u0131<\/strong>n\u0131n yeni seviyesinde de etkili olacak.<\/p>\n<h3><strong>G\u00fcne\u015f ve R\u00fczgar Enerjisinin Elektrik \u00dcretimindeki \u00d6nemi<\/strong><\/h3>\n<p>Talep ve \u00fcretim rekorlar\u0131n\u0131n k\u0131r\u0131ld\u0131\u011f\u0131 2021 y\u0131l\u0131nda yenilenebilir enerjinin, \u00f6zellikle r\u00fczgar ile g\u00fcne\u015fe dayal\u0131 <strong>elektrik santrallerinden<\/strong> \u00fcretilen elektrik enerjisinin toplam enerji arz\u0131ndaki pay\u0131 giderek art\u0131yor. Bu durumun arkas\u0131nda yatan ba\u015fl\u0131ca etkenler s\u00f6z konusu santrallerin \u00e7evre dostu olmas\u0131, \u00fcretim maliyetlerindeki artan <strong>d\u00fc\u015f\u00fc\u015f e\u011filimi<\/strong> ve <strong>yeni teknolojiler<\/strong> sayesinde bu tip santrallerin elektrik \u015febekesine uyumunun artmas\u0131. \u00d6te yandan, yenilenebilir bir kaynak olan <strong>hidroelektrik santrallerden<\/strong> \u00fcretilen elektri\u011fin pay\u0131nda <strong>% 10,3<\/strong> seviyede bir azalma ger\u00e7ekle\u015fti, s\u00f6z konusu geli\u015fmede <strong>2021 y\u0131l\u0131nda<\/strong> ya\u015fanan kurakl\u0131k belirleyici oldu.<\/p>\n<h3><strong>Yeni TL Bazl\u0131 YEKDEM<\/strong><\/h3>\n<p><strong>30 Ocak 2021<\/strong> tarihinde <strong>Resmi Gazete<\/strong>\u2019de yay\u0131mlanan Cumhurba\u015fkanl\u0131\u011f\u0131 karar\u0131 ile <strong>30 Haziran 2021<\/strong> tarihinden sonra devreye giren santraller i\u00e7in yeni \u015fartlar i\u00e7eren <strong>YEKDEM mekanizmas\u0131<\/strong> a\u00e7\u0131kland\u0131. Karara g\u00f6re, <strong>01 Temmuz 2021\u2019den<\/strong> <strong>31 Aral\u0131k 2025\u2019e<\/strong> kadar i\u015fletmeye girecek olan YEK belgeli \u00fcretim tesisleri i\u00e7in uygulanacak<strong> garantili sat\u0131\u015f fiyatlar\u0131<\/strong> ve <strong>yerli aksam te\u015fvikleri<\/strong> ile dolar cent \u00fcst s\u0131n\u0131rlar\u0131 belirlendi ve belirsizlik ortadan kalkm\u0131\u015f oldu. S\u00f6z konusu sat\u0131\u015f fiyatlar\u0131, kaynak baz\u0131nda \u00fc\u00e7er ayl\u0131k d\u00f6nemler halinde dolar (%24), Euro (%24), T\u00dcFE (%26) ve \u00dcFE (%26) \u015feklinde olacak.<\/p>\n<h3><strong>YETA ve YEK-G Geli\u015fimi<\/strong><\/h3>\n<p>Nihai t\u00fcketiciyi yenilenebilir enerji kaynaklar\u0131ndan \u00fcretilen elektrik kullan\u0131m\u0131na te\u015fvik etmek amac\u0131yla ortaya \u00e7\u0131kan <strong>ye\u015fil elektrik tarifesi (YETA)<\/strong>, 01 A\u011fustos 2020 tarihinde uygulamaya ge\u00e7ti. Genellikle b\u00fcy\u00fck ticari ve end\u00fcstriyel m\u00fc\u015fterilere s\u00fcrd\u00fcr\u00fclebilirlik hedeflerine ula\u015fma se\u00e7ene\u011fi sunmak i\u00e7in tasarlanan \u201cYe\u015fil Enerji Bedeli\u201d EPDK taraf\u0131ndan kWh ba\u015f\u0131na <strong>69,97 kuru\u015f<\/strong> olarak belirlendi ve bu fiyat <strong>2021 y\u0131l\u0131 Temmuz ay\u0131<\/strong> itibar\u0131yla <strong>92,62 kuru\u015fa<\/strong> y\u00fckseldi.<\/p>\n<p>Yenilenebilir enerji kaynaklar\u0131ndan elektrik tedarik etmek isteyen t\u00fcketicilerin kulland\u0131klar\u0131 enerjinin bu kaynaklardan \u00fcretildi\u011finden emin olabilmeleri i\u00e7in, <strong>ye\u015fil elektrik tarifesi<\/strong> kapsam\u0131nda \u015feffaf ve g\u00fcvenilir bir kan\u0131tlama mekanizmas\u0131 olarak 14 Ekim 2020 tarihinde <strong>Yenilenebilir Enerji Kaynak Garanti Belgesi (YEK-G Belgesi)<\/strong> olu\u015fturuldu. <strong>01 Haziran 2021<\/strong> tarihinde i\u015fleme a\u00e7\u0131lan Organize <strong>YEK-G Piyasas\u0131<\/strong>, EP\u0130A\u015e taraf\u0131ndan organize edilip i\u015fletilen ve YEK-G belgesinin piyasa kat\u0131l\u0131mc\u0131lar\u0131 aras\u0131nda al\u0131\u015f-sat\u0131\u015f\u0131n\u0131n ger\u00e7ekle\u015ftirildi\u011fi bir piyasa olarak \u015fekilleniyor. \u0130hra\u00e7 edilen <strong>YEK-G belgeleri<\/strong>nin 2021 y\u0131l\u0131 Ekim sonu itibar\u0131yla kar\u015f\u0131l\u0131\u011f\u0131 yakla\u015f\u0131k <strong>8,2 milyon MWh.<\/strong><\/p>\n<h3><strong>Do\u011falgazda Yeni T\u00fcketim Rekoru<\/strong><\/h3>\n<p>2021 y\u0131l\u0131n\u0131n ilk 7 ay\u0131ndaki toplam do\u011fal gaz t\u00fcketimi, rekor olarak an\u0131lan 2017 y\u0131l\u0131 ayn\u0131 d\u00f6neminin <strong>% 13<\/strong> \u00fczerinde ger\u00e7ekle\u015fti. 2021 y\u0131l sonunda olas\u0131 bir rekor gaz t\u00fcketimi i\u00e7in y\u0131l\u0131n geri kalan\u0131ndaki hava durumu, elektrik \u00fcretiminde do\u011fal gaz\u0131n pay\u0131 ve ithal edilebilecek do\u011fal gaz miktar\u0131 gibi de\u011fi\u015fkenlerin etkili olaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcyor. 2021 y\u0131l\u0131ndaki s\u00f6z konusu art\u0131\u015f trendinde, do\u011fal gazdan elektrik \u00fcretimi yapan santrallerin \u00fcretimindeki y\u00fckseli\u015f ve s\u0131cakl\u0131klar\u0131n etkili oldu\u011fu de\u011ferlendiriliyor. Herhangi bir tedarik s\u0131k\u0131nt\u0131s\u0131 olmamas\u0131, elektrik \u00fcretiminde <strong>do\u011fal gaz santrallerinin pay\u0131<\/strong> ve <strong>hava durumundaki<\/strong> geli\u015fmelere ba\u011fl\u0131 olarak 2021 y\u0131l\u0131nda yakla\u015f\u0131k <strong>55-60 bcm do\u011fal gaz t\u00fcketimi<\/strong> ile rekor k\u0131r\u0131lmas\u0131 bekleniyor.<\/p>\n<h3><strong>Enerji Verimlili\u011fi Yat\u0131r\u0131mlar\u0131 ve Finansman\u0131 \u00d6nemini Art\u0131r\u0131yor<\/strong><\/h3>\n<p>Sanayi sekt\u00f6r\u00fcndeki y\u00fcksek enerji t\u00fcketimi bu sekt\u00f6r\u00fc <strong>enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131<\/strong>n\u0131n te\u015fviki i\u00e7in \u00f6ncelikli hedef sekt\u00f6r haline getirdi. T\u00fcrkiye\u2019de bu konuda y\u00fcr\u00fct\u00fclen proje ve desteklerin etkisiyle \u00f6nemli geli\u015fmeler ya\u015fan\u0131yor.<strong> Enerji et\u00fctleri, VAP<\/strong>\u2019lar, <strong>ISO 50001 uygulamalar\u0131<\/strong> ve<strong> g\u00f6n\u00fcll\u00fc anla\u015fmalar<\/strong> giderek art\u0131yor. Bununla birlikte, sanayi sekt\u00f6r\u00fcn\u00fcn genelinde, ama \u00f6zellikle KOB\u0130\u2019lerde h\u00e2len \u00e7ok b\u00fcy\u00fck bir iyile\u015ftirme potansiyeli mevcut. \u0130malat sanayiinde iyile\u015ftirme alanlar\u0131 faaliyet kollar\u0131 ve prosesler itibar\u0131yla farkl\u0131l\u0131k g\u00f6stermekle birlikte, hemen her alt sekt\u00f6rde h\u00e2l\u00e2 kazan\u0131lmay\u0131 bekleyen \u00f6nemli bir potansiyel oldu\u011fu g\u00f6r\u00fcl\u00fcyor.<\/p>\n<h3><strong>\u0130klim De\u011fi\u015fikli\u011fi ile M\u00fccadelede Hidrojen Teknolojisi<\/strong><\/h3>\n<p>Hidrojenin d\u00fc\u015f\u00fck karbonlu enerji kaynaklar\u0131ndan \u00fcretilebilir olmas\u0131 ve sera gaz\u0131 emisyonuna yol a\u00e7madan kullan\u0131labilmesi nedeniyle, \u00e7e\u015fitli sanayi sekt\u00f6rlerinde hidrojen teknolojisi ile potansiyel olarak dekarbonizasyon sa\u011flanmas\u0131 tart\u0131\u015f\u0131l\u0131yor. <strong>Hidrojen enerjisi teknolojileri<\/strong> g\u00fcn\u00fcm\u00fcz ko\u015fullar\u0131nda \u00fcretim maliyeti, depolama zorluklar\u0131 ve ta\u015f\u0131ma maliyetlerinin y\u00fcksek olmas\u0131 nedeniyle end\u00fcstride yeterli d\u00fczeyde yer edinebilmi\u015f de\u011fil. \u00d6zellikle<strong> iklim krizinin k\u00fcresel d\u00fczeyde<\/strong> tart\u0131\u015f\u0131ld\u0131\u011f\u0131, temiz enerji kaynaklar\u0131n\u0131n bu krizle ba\u015f edebilmek i\u00e7in \u00f6ncelikli g\u00f6r\u00fcld\u00fc\u011f\u00fc g\u00fcn\u00fcm\u00fczde <strong>hidrojene<\/strong> olan ilgi g\u00fc\u00e7leniyor.<\/p>\n<h3><strong>Yenilenebilir Enerji Finansman\u0131ndaki Geli\u015fmeler Ye\u015fil Tahvilleri Destekliyor<\/strong><\/h3>\n<p>Yenilenebilir enerji finansman ihtiyac\u0131n\u0131n artmas\u0131, yeni finansal enstr\u00fcmanlara y\u00f6nelik bir aray\u0131\u015f\u0131 da beraberinde getirdi. \u0130klim de\u011fi\u015fikli\u011finin etkilerini hafifletmeyi, iklim de\u011fi\u015fli\u011fine diren\u00e7 ve uyum sa\u011flamay\u0131 ama\u00e7layan ulusal veya uluslararas\u0131 piyasalardan sa\u011flanabilen<strong> iklim finansman\u0131<\/strong>n\u0131n bir b\u00f6l\u00fcm\u00fcn\u00fc de ye\u015fil tahviller olu\u015fturuyor. 2021 y\u0131l\u0131 ilk \u00e7eyre\u011fi itibar\u0131yla toplamda <strong>3 milyar dolar\u0131<\/strong> a\u015fan tutarda <strong>\u00e7evreci, sosyal <\/strong>ve<strong> s\u00fcrd\u00fcr\u00fclebilir tahvil ihrac\u0131<\/strong> ger\u00e7ekle\u015ftirildi. <strong>Mart 2021\u2019de<\/strong> yay\u0131nlanan Ekonomi Reformlar\u0131 Paketi\u2019nde yer alan <strong>\u201cSPK Ye\u015fil Tahvil ve Ye\u015fil Kira Sertifikas\u0131 Rehberi\u201d<\/strong> Eylemi haz\u0131rl\u0131klar\u0131 ba\u015fl\u0131\u011f\u0131nda \u00e7evreye olumlu katk\u0131 sa\u011flayacak yat\u0131r\u0131mlar\u0131n finansman\u0131n\u0131n te\u015fvik edilmesi hedeflendi. B\u00f6ylelikle<strong> yenilenebilir enerji projeleri yat\u0131r\u0131mlar\u0131n\u0131n finansman imk\u00e2nlar\u0131<\/strong>n\u0131n \u00e7e\u015fitlenmesi y\u00f6n\u00fcnde <strong>mevzuatsal a\u00e7\u0131dan<\/strong> d\u00fczenlemenin yolu a\u00e7\u0131ld\u0131.<\/p>\n<h3><strong>Elektrik Talebinin Y\u00f6netilmesi ve Enerji Verimlili\u011fi \u0130\u00e7in Talep Taraf\u0131 Y\u00f6netimi (TTY)<\/strong><\/h3>\n<p>TTY, elektrik sistemi harcamalar\u0131 ve<strong> karbon emisyonlar\u0131n\u0131n azalt\u0131lmas\u0131<\/strong> ile elektrik <strong>arz<\/strong> ve<strong> talebinin<\/strong> daha d\u00fc\u015f\u00fck seviyede dengelenmesi, <strong>elektrik y\u00fck e\u011frisinin yatayla\u015ft\u0131r\u0131lmas\u0131<\/strong> ve t\u00fcketicinin elektrik talebinin de\u011fi\u015ftirilmesi gibi hedeflere katk\u0131da bulunmak i\u00e7in elektrik t\u00fcketimini y\u00f6netmeyi ve azaltmay\u0131 ama\u00e7layan talep taraf\u0131ndaki <strong>teknolojileri, te\u015fvikleri, eylemleri<\/strong> ve <strong>programlar\u0131<\/strong> kapsayan bir kavram. TTY ile ortaya \u00e7\u0131kmas\u0131 beklenen geli\u015fmelerin, <strong>enerji sekt\u00f6r\u00fc kaynakl\u0131 emisyonlar\u0131n\u0131n azalt\u0131lmas\u0131nda<\/strong> \u00f6nemli katk\u0131lar sunaca\u011f\u0131 de\u011ferlendiriliyor.<\/p>\n<h3><strong>Depolama Teknolojilerindeki Geli\u015fmeler ve Elektrikli Ara\u00e7lar\u00a0<\/strong><\/h3>\n<p><strong>\u0130klim de\u011fi\u015fikli\u011fi ile m\u00fccadele<\/strong> ve hava kalitesinin iyile\u015ftirilmesi gibi konularda \u00f6nlem alma ihtiyac\u0131, yenilenebilir kaynaklarda elektrik \u00fcretimi ile elektrikli ara\u00e7lara olan y\u00f6nelimi kuvvetlendiriyor. Elektrikli ara\u00e7lara olan talebin ve <strong>yenilenebilir enerji kaynaklar\u0131ndan<\/strong> \u00fcretilen enerjinin art\u0131\u015f g\u00f6stermesi do\u011frultusunda, depolama teknolojilerinin geli\u015fimi de \u00f6nem ta\u015f\u0131yor. <strong>Pil depolama teknolojileri<\/strong>ne y\u00f6nelik k\u00fcresel yat\u0131r\u0131mlar 2019\u2019da <strong>4 milyar dolara<\/strong> ula\u015ft\u0131. Batarya maliyetlerinin d\u00fc\u015fmesi, a\u011f\u0131rl\u0131\u011f\u0131n\u0131n hafiflemesi, depolama h\u0131z\u0131n\u0131n artmas\u0131 ve <strong>g\u00fc\u00e7l\u00fc bataryalar\u0131n \u00fcretilebilmesi<\/strong> ise elektrikli ara\u00e7lar\u0131n gelece\u011fi i\u00e7in hala kritik bile\u015fenler olmaya devam ediyor.<\/p>\n<h3><strong>K\u00fcresel Sera Gaz\u0131 Emisyonlar\u0131ndaki Y\u00fckseli\u015f<\/strong><\/h3>\n<p>\u0130klim de\u011fi\u015fikli\u011fi; <strong>g\u0131da, sa\u011fl\u0131k, ekonomi, altyap\u0131 ve biyo\u00e7e\u015fitlilik<\/strong> gibi bir\u00e7ok konu \u00fczerinde \u00e7e\u015fitli olumsuz etkiler meydana getiriyor. T\u00fcm bu etkiler g\u00fcn\u00fcm\u00fczde daha g\u00f6zle g\u00f6r\u00fcn\u00fcr bir hal ald\u0131. Sera gaz\u0131 emisyonlar\u0131, <strong>2020<\/strong>\u2019de <strong>2008 y\u0131l\u0131ndaki<\/strong> k\u00fcresel mali krizi takip eden<strong> 2009 y\u0131l\u0131ndaki<\/strong> d\u00fc\u015f\u00fc\u015f\u00fcnden neredeyse d\u00f6rt kat fazla olacak \u015fekilde, bir \u00f6nceki y\u0131la g\u00f6re <strong>y\u00fczde 5,8<\/strong> oran\u0131nda azalm\u0131\u015f ve <strong>31,5 gigaton\u2019da<\/strong> kalm\u0131\u015ft\u0131. IEA\u2019ya g\u00f6re s\u00f6z konusu miktar, <strong>2021 y\u0131l\u0131nda<\/strong> 2018-2019 y\u0131llar\u0131 emisyonlar\u0131n\u0131n biraz alt\u0131nda<strong> 33 gigaton<\/strong> olarak ger\u00e7ekle\u015fecek.<\/p>\n<p><strong>\u0130klim<\/strong> ve <strong>\u00e7evre<\/strong> ile ilgili politika ve uygulamalar, T\u00fcrkiye\u2019nin de i\u00e7inde bulundu\u011fu pek \u00e7ok \u00fclke i\u00e7in hem \u00e7e\u015fitli riskler hem de f\u0131rsatlar i\u00e7eriyor. Paris Anla\u015fmas\u0131\u2019na ili\u015fkin kanun <strong>07.10.2021 tarih<\/strong> ve<strong> 31621 say\u0131l\u0131<\/strong> Resmi Gazete\u2019de yay\u0131nlanarak y\u00fcr\u00fcrl\u00fc\u011fe girdi.
