Bunun nedeni sonunda Paris Anla\u015fmas\u0131\u2019na taraf olmas\u0131 ve 2053 i\u00e7in net s\u0131f\u0131r emisyon hedefi a\u00e7\u0131klam\u0131\u015f olmas\u0131.<\/p>\n<h3><strong>T\u00fcrkiye bu y\u0131l da 42. s\u0131rada, yerini Paris onay\u0131 sayesinde koruyor<\/strong><\/h3>\n<p>T\u00fcrkiye bu y\u0131l da genel performans\u0131nda \u2018d\u00fc\u015f\u00fck\u2019 etiketi ile 42. s\u0131rada. T\u00fcrkiye CCPI de\u011ferlendirmesinde sera gaz\u0131 sal\u0131m\u0131 kategorisinde d\u00fc\u015f\u00fck, yenilenebilir enerji kategorisinde y\u00fcksek performans g\u00f6steriyor. Ancak enerji kullan\u0131m\u0131 kategorisindeki \u00e7ok d\u00fc\u015f\u00fck performans\u0131 ile T\u00fcrkiye ge\u00e7en y\u0131la g\u00f6re, bu kategoride 7 s\u0131ra gerilemi\u015f durumda.<\/p>\n<p>T\u00fcrkiye\u2019nin 42. s\u0131radaki yerini enerji kullan\u0131m\u0131ndaki d\u00fc\u015f\u00fc\u015fe ra\u011fmen korumas\u0131n\u0131 sa\u011flayan unsur ise 5 y\u0131l sonra gelen Paris Anla\u015fmas\u0131 onay\u0131. Uzmanlar taraf\u0131ndan uluslararas\u0131 iklim politikalar\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli bir geli\u015fme olarak de\u011ferlendirilen onay, T\u00fcrkiye\u2019nin \u00e7ok d\u00fc\u015f\u00fck performansl\u0131 \u00fclkeler aras\u0131na gerilemesini engelledi.<\/p>\n<p>Y\u00fcksek yenilenebilir enerji potansiyeli ve mevcut trendler sayesinde \u00fclkenin yenilenebilir enerji performans\u0131 iyi g\u00f6r\u00fcnse de, 2030 yenilenebilir hedeflerinin 2\u00b0C s\u0131n\u0131r\u0131 ile bile uyu\u015fmad\u0131\u011f\u0131 da a\u00e7\u0131k. Ayr\u0131ca iklim uzmanlar\u0131 T\u00fcrkiye\u2019nin k\u00f6m\u00fcr \u00fcretimini desteklerken yenilenebilir enerji yat\u0131r\u0131mlar\u0131na deste\u011fi s\u0131n\u0131rlad\u0131\u011f\u0131n\u0131, bu sebeple tam yenilenebilir potansiyeline ula\u015f\u0131lamad\u0131\u011f\u0131n\u0131 not ediyor.<\/p>\n<p><strong>WWF-T\u00fcrkiye (Do\u011fal Hayat\u0131 Koruma Vakf\u0131) Genel M\u00fcd\u00fcr\u00fc Asl\u0131 Pasinli:<\/strong> <em>Bu \u00e7al\u0131\u015fma, \u00fclkelerin iklim de\u011fi\u015fikli\u011fi m\u00fccadelesindeki performanslar\u0131na \u0131\u015f\u0131k tutuyor. Bu endeksteki rekabet gezegenimizin gelece\u011fi i\u00e7in en kritik yar\u0131\u015f. T\u00fcrkiye\u2019nin de bu yar\u0131\u015fta performans\u0131n\u0131 g\u00fc\u00e7l\u00fc ulusal iklim hedefleri belirleyerek, uzun vadeli somut eylem planlar\u0131 ortaya koyarak, k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f politikas\u0131 olu\u015fturarak, k\u00f6m\u00fcr te\u015fviklerini ve yeni k\u00f6m\u00fcrl\u00fc termik santral yat\u0131r\u0131mlar\u0131n\u0131 sona erdirerek art\u0131rmas\u0131 m\u00fcmk\u00fcn. Bu do\u011frultuda kararl\u0131l\u0131k sergilemesi halinde, T\u00fcrkiye\u2019nin gelecek sene endeksteki yeri y\u00fckselecektir.<\/em><\/p>\n<h3><strong>Avrupa Birli\u011fi endekste 6 s\u0131ra gerileyerek 22. s\u0131raya yerle\u015fti<\/strong><\/h3>\n<p>Yay\u0131nlanan 2022 \u0130klim De\u011fi\u015fikli\u011fi Performans Endeksi\u2019nde Avrupa Birli\u011fi 61 de\u011ferlendirme i\u00e7erisinde 22. s\u0131rada yer ald\u0131. Ge\u00e7en y\u0131l 16. s\u0131rada olan AB bu y\u0131l 6 s\u0131ra d\u00fc\u015ferek \u2018y\u00fcksek performans\u2019 s\u0131n\u0131fland\u0131rmas\u0131ndan \u2018orta\u2019 s\u0131n\u0131fland\u0131rmas\u0131na geriledi. AB \u00fcye devletlerinin bir k\u0131sm\u0131 en iyi performanslar\u0131 g\u00f6sterdi\u011fi halde AB\u2019nin s\u0131ralamas\u0131n\u0131n d\u00fc\u015fmesinin temel sebebi ise baz\u0131 \u00fcye devletlerin \u2018\u00e7ok d\u00fc\u015f\u00fck\u2019 performanslarla alt s\u0131ralarda yer almalar\u0131.<\/p>\n<p><strong>Avrupa \u0130klim Eylem A\u011f\u0131 (CAN Europe) T\u00fcrkiye \u0130klim ve Enerji Politikalar\u0131 Koordinat\u00f6r\u00fc \u00d6zlem Kat\u0131s\u00f6z:<\/strong><em> \u00d6n\u00fcm\u00fczdeki on y\u0131l, daha iddial\u0131 iklim hedeflerinin ve uygulaman\u0131n d\u00f6nemi olarak \u00f6ne \u00e7\u0131k\u0131yor. Avrupa Birli\u011fi taraf\u0131ndan kapsaml\u0131 bir uygulama arac\u0131 olarak tasarlanan FitFor55 mevzuat paketi, Paris Anla\u015fmas\u0131 hedefleri ile uyumlu \u015fekilde emisyon azalt\u0131m\u0131 i\u00e7in e\u015fsiz bir f\u0131rsat sunuyor. T\u00fcrkiye\u2019ye geldi\u011fimizde ise, endekste daha iyi bir konuma ula\u015fmas\u0131 i\u00e7in T\u00fcrkiye eylemlerini s\u00f6zleri ile uyumlu hale getirmeli, 2053 net s\u0131f\u0131r hedefine ula\u015fmas\u0131n\u0131 sa\u011flayacak somut ad\u0131mlar atmal\u0131.<\/em><\/p>\n<h3><strong>\u0130lk \u00fc\u00e7\u00fc hak eden olmad\u0131, Danimarka liste ba\u015f\u0131nda, \u0130ngiltere ve Fas her kategoride liderlerden<\/strong><\/h3>\n<p>Ulusal iklim eylemlerinin hi\u00e7biri Paris Anla\u015fmas\u0131 hedefleri ile tam uyumlu olmad\u0131\u011f\u0131ndan hi\u00e7 bir \u00fclke\u00a0 \u2018\u00e7ok y\u00fcksek\u2019 notunu alam\u0131yor. \u0130lk \u00fc\u00e7 s\u0131ray\u0131 kimsenin alamad\u0131\u011f\u0131\u00a0 Endeks\u2019in en \u00fcst s\u0131ras\u0131nda yer alan, d\u00f6rd\u00fcnc\u00fc s\u0131radaki Danimarka.<\/p>\n<p>Danimarka\u2019y\u0131 5 ve 6. s\u0131rada \u0130sve\u00e7 ve Norve\u00e7 takip ederken, 7. ve 8. s\u0131ralarda d\u00fc\u015f\u00fc\u015f ya\u015fasalar da \u0130ngiltere ve Fas bulunuyor. \u0130ngiltere ve Fas t\u00fcm kategorilerde liderler aras\u0131nda olmalar\u0131yla dikkat \u00e7ekiyor. \u0130ngiltere sera gaz\u0131 azalt\u0131m\u0131nda da lider konumda.<\/p>\n<h3><strong>\u0130skandinav \u00fclkelerinin ba\u015far\u0131s\u0131 yenilenebilir enerjiden geliyor<\/strong><\/h3>\n<p>Norve\u00e7, yenilenebilir enerjide \u2018en y\u00fcksek\u2019 olarak de\u011ferlendirilen tek \u00fclke olarak \u00f6ne \u00e7\u0131k\u0131yor. Yenilenebilir enerjide en d\u00fc\u015f\u00fck de\u011ferlendirmeyi alan \u00fclkeler ise \u2018\u00e7ok d\u00fc\u015f\u00fck\u2019 derecelendirmesi ile \u0130ran ve Rusya.<\/p>\n<h3><strong>\u0130klim-n\u00f6tr yolunda y\u00fcksek hedeflerle ilerleyen \u00fclkeler\u00a0<\/strong><\/h3>\n<p>\u0130klim politikas\u0131 kategorisinde birka\u00e7 \u00fclkenin kararl\u0131l\u0131kla iklim-n\u00f6tr olma yolunda ilerledi\u011fi g\u00f6r\u00fcl\u00fcyor. \u0130skandinav \u00fclkeleri, Fas, Hollanda, Portekiz, Fransa ve Almanya bu \u00fclkelerin ba\u015f\u0131nda geliyor. AB de iklim politikalar\u0131 ile bu \u00fclkeleri ufak bir farkla takip ediyor denebilir ancak be\u015f AB \u00fclkesi \u2018\u00e7ok d\u00fc\u015f\u00fck\u2019 skorlar\u0131 ile dikkat \u00e7ekiyor: Bulgaristan, Macaristan, Polonya, Romanya ve \u00c7ekya.<\/p>\n<h3><strong>En b\u00fcy\u00fck iki karbon karbon kayna\u011f\u0131ndan biri olan\u00a0 \u00c7in\u2019in s\u0131ralamas\u0131 d\u00fc\u015ferken ABD\u2019nin y\u00fckseldi<\/strong><\/h3>\n<p>D\u00fcnyan\u0131n en b\u00fcy\u00fck karbon emisyonu kayna\u011f\u0131 \u00c7in, 4 s\u0131ra gerileyerek \u2018d\u00fc\u015f\u00fck\u2019 derecelendirmesi ile 37. s\u0131ray\u0131 ald\u0131. \u00c7in, y\u00fcksek emisyonlar\u0131 ve d\u00fc\u015f\u00fck enerji verimlili\u011fi ile k\u00f6t\u00fc bir performans g\u00f6steriyor. 2030 hedefleri da Paris Anla\u015fmas\u0131 ile uyumlu olmaktan uzak. \u00d6te yandan \u00c7in\u2019in yenilenebilir enerji trendi ise olduk\u00e7a iyi.<\/p>\n<p>D\u00fcnyan\u0131n ikinci b\u00fcy\u00fck karbon emisyon kayna\u011f\u0131 ABD i\u00e7in ise Biden y\u00f6netiminin ilk y\u0131l\u0131n\u0131n etkisi olumlu g\u00f6r\u00fcn\u00fcyor. Ge\u00e7en y\u0131l\u0131n sonuncusu olan ABD, bu y\u0131l hala \u2018\u00e7ok d\u00fc\u015f\u00fck\u2019 derecesinde olsa da 5 s\u0131ra yukar\u0131 \u00e7\u0131karak 55. s\u0131raya y\u00fckseldi.<\/p>\n<h3><strong>Hindistan \u015fimdilik yerini koruyor\u00a0<\/strong><\/h3>\n<p>Hindistan ise 10. s\u0131radaki yerini koruyor. Yenilenebilir enerji konusunda \u2018orta\u2019 olarak de\u011ferlendirilen Hindistan di\u011fer kategorilerde y\u00fcksek performansl\u0131 olarak de\u011ferlendiriliyor. Hindistan\u2019\u0131n iyi performans\u0131n\u0131n sebepli hala ki\u015fi ba\u015f\u0131na d\u00fc\u015fen emisyonlar.
