Serbest piyasa dinamikleri \u00e7er\u00e7evesinde herhangi bir tes\u0327vike ihtiyac\u0327\u00a0duymadan is\u0327leyebilecek bu modeller sayesinde T\u00fcrkiye elektrik piyasas\u0131 \u00e7a\u011f\u0131n ihtiya\u00e7lar\u0131 do\u011frultusunda gelis\u0327imini s\u00fcrd\u00fcrebilecek.\u201d<\/em><\/p>\n<p>Turhan, g\u00fcne\u015f enerjisinde yeni i\u015f modellerinin neler kazand\u0131raca\u011f\u0131n\u0131 ise<span style=\"text-decoration: underline;\"> \u015f\u00f6yle anlatt\u0131:<\/span><em> \u201cG\u00fcne\u015f enerjisiyle elektrik \u00fcretecek santraller \u0130yile\u015ftirilmi\u015f \u00d6zt\u00fcketim Modeli, YETA ve \u0130halesiz, Te\u015fviksiz, Lisansl\u0131 Model h\u0131zla hayata ge\u00e7irildi\u011finde, 2019 y\u0131l\u0131 <strong>elektrik \u00fcretim de\u011ferlerinin<\/strong> \u00f6n\u00fcm\u00fczdeki <strong>10 y\u0131l boyunca<\/strong> benzer oranlarla artmaya devam etmesi halinde, <strong>dokuz y\u0131lda<\/strong> k\u00f6m\u00fcr ithalat\u0131 s\u0131f\u0131rlanabilir. Takip eden sekiz bu\u00e7uk y\u0131lda da do\u011fal gaz ithalat\u0131na son verilebilir. T\u00fcm bu modellerle her y\u0131l \u00fcretime <strong>3 GW kapasite<\/strong> eklenmesi halinde do\u011fal gazdan<strong> 10<\/strong> senede<strong> 3,4 milyar dolar<\/strong> tasarruf edilmesi s\u00f6z konusu. Ayn\u0131 s\u00fcre i\u00e7inde <strong>40 milyon<\/strong>\u00a0ton <strong>CO2 gaz\u0131 emisyonunun<\/strong> \u00f6n\u00fcne ge\u00e7ilebilir.\u201d<\/em><\/p>\n<h1><strong>\u0130K\u0130 MODELLE T\u00dcRK\u0130YE\u2019N\u0130N DO\u011eAL GAZ \u0130THALATI % 25,5 AZALIR<\/strong><\/h1>\n<p>Rapora g\u00f6re, <strong>YETA<\/strong> sayesinde elektrik ihtiyac\u0131 olan taraf ile <strong>elektrik \u00fcreten<\/strong> taraf <strong>\u2018kamu kaynaklar\u0131\u2019<\/strong> olmaks\u0131z\u0131n bulu\u015fturuluyor. Piyasaya somut bir talep vas\u0131tas\u0131yla giren bu santrallerin \u00f6ng\u00f6r\u00fclebilir bir mekanizmayla finansman\u0131 sa\u011flan\u0131yor ve <strong>\u00fcretilen temiz enerji fiyat garantisiyle<\/strong> t\u00fcketiciye ula\u015ft\u0131r\u0131l\u0131yor. Model herhangi bir te\u015fvik i\u00e7ermedi\u011finden, <strong>serbest piyasa fiyat olu\u015fumlar\u0131n\u0131<\/strong> negatif etkilemesi s\u00f6z konusu de\u011fil.\u00a0<strong>\u0130halesiz, Te\u015fviksiz, Lisansl\u0131 Model<\/strong> ise tamamen \u00f6zel sekt\u00f6r taraf\u0131ndan ilgili b\u00f6lgedeki elektrik ihtiyac\u0131n\u0131n analiz edilmesiyle, b\u00f6lgenin <strong>\u015febeke yeterlili\u011fi<\/strong> ve<strong> ihtiya\u00e7lar\u0131na<\/strong> g\u00f6re \u015fekillendirilecek ve projelendirilecek. Bu model\u00a0ihalesiz oldu\u011fundan, kapasite tahsisi gibi pek \u00e7ok farkl\u0131 <strong>devlet kurumunun koordinasyonunu<\/strong> gerektiren uzun b\u00fcrokratik s\u00fcre\u00e7ler olmayacak, kamu kaynaklar\u0131 asgari d\u00fczeyde kullan\u0131lacak.<\/p>\n<p>Turhan, elektrik santrallerinin <strong>YETA<\/strong> veya<strong> \u0130halesiz, Te\u015fviksiz, Lisansl\u0131 Model<\/strong>\u2019le kurulmas\u0131 halinde T\u00fcrkiye\u2019ye sa\u011flayaca\u011f\u0131 faydalar\u0131 \u015f\u00f6yle s\u0131ral\u0131yor: <em>\u201cMesela sadece y\u0131ll\u0131k <strong>675 MW YETA<\/strong> ile 10 y\u0131lda T\u00fcrkiye\u2019nin enerji ihtiyac\u0131n\u0131n <strong>% 5<\/strong>\u2019ini kar\u015f\u0131lamak m\u00fcmk\u00fcn. Bu sayede <strong>10 y\u0131lda<\/strong> % 24 <strong>k\u00f6m\u00fcr<\/strong> veya <strong>% 25,5<\/strong> do\u011fal gaz ithalat\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilebilir. Engellenen karbon emisyonu ise <strong>8.6 milyon tona<\/strong> ula\u015f\u0131r.\u201d<\/em><\/p>\n<h2><strong>\u00d6ZT\u00dcKET\u0130MDE \u0130LET\u0130M KAYBINA SON<\/strong><\/h2>\n<p><strong>\u00d6zt\u00fcketim Modeli<\/strong> ise,\u00a0ayn\u0131 da\u011f\u0131t\u0131m b\u00f6lgesinden olmak \u00fczere ayr\u0131<strong> \u00fcretim<\/strong> ve <strong>t\u00fcketim noktalar\u0131nda<\/strong> olabilecek \u015fekilde tasarlanabiliyor. Y\u00fcr\u00fcrl\u00fckteki <strong>Lisanss\u0131z GES Mevzuat\u0131<\/strong>\u2019nda g\u00fcne\u015f enerji sistemlerinin <strong>\u00e7at\u0131<\/strong> ve <strong>arazi kurulumlar\u0131<\/strong> d\u0131\u015f\u0131nda, deniz, g\u00f6l gibi alanlarda da kurulumu \u00f6ng\u00f6r\u00fcl\u00fcyor.\u00a0Ayr\u0131ca raporda, T\u00fcrkiye\u2019nin elektri\u011fin \u00fcretildi\u011fi noktadan son t\u00fcketiciye ula\u015ft\u0131\u011f\u0131 noktaya kadar ciddi kay\u0131plar ya\u015fand\u0131\u011f\u0131, <strong>son 10 y\u0131lda<\/strong> \u00fcretimde ortalama <strong>% 4,6<\/strong>, iletimde<strong> % 2,2<\/strong>, da\u011f\u0131t\u0131mda da <strong>% 12<\/strong> kay\u0131p ya\u015fand\u0131\u011f\u0131 vurgulan\u0131yor.<\/p>\n<p>\u00dcretim ve t\u00fcketimin ayn\u0131 noktada oldu\u011fu elektrik santrallerinin kurulumunda, \u00d6zt\u00fcketim Modeli\u2019nin uygulanmas\u0131 halinde<strong> % 15,8<\/strong> oran\u0131nda kayb\u0131n \u00f6n\u00fcne ge\u00e7ilebilecek. <strong>\u00dcretim<\/strong> ve <strong>t\u00fcketimin<\/strong> ayn\u0131 da\u011f\u0131t\u0131m b\u00f6lgesinde farkl\u0131 noktada oldu\u011fu kurulumlarda ise, <strong>\u00d6zt\u00fcketim Modeli<\/strong>\u2019nin uygulanmas\u0131yla kay\u0131p<strong> % 6,8<\/strong> oran\u0131nda azalacak.<\/p>\n<p><strong>Solar3GW<\/strong>\u2019nin y\u0131ll\u0131k <strong>3 GW hedefi<\/strong> do\u011frultusunda, bu modelin uygulanmas\u0131yla kurulacak elektrik santrallerinde her y\u0131l <strong>362,7 GWh<\/strong> kay\u0131p engellenebilir. Modelin s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde uygulanmas\u0131 halinde <strong>10 y\u0131lda<\/strong> k\u00f6m\u00fcr ithalat\u0131 <strong>% 60<\/strong> veya do\u011fal gaz ithalat\u0131<strong> % 64<\/strong> azalt\u0131labilir. Do\u011fal gaz ithalat\u0131ndan <strong>1,9 milyar dolar tasarruf<\/strong> edilebilir. Yine ayn\u0131 s\u00fcre i\u00e7inde<strong> 22 milyon ton karbon emisyonunun<\/strong> \u00f6n\u00fcne ge\u00e7mek m\u00fcmk\u00fcn.<\/p>\n<h2><strong>KDV ORANI D\u00dc\u015e\u00dcR\u00dcLMEL\u0130<\/strong><\/h2>\n<p><strong>Solar3GW<\/strong> Y\u00f6netim Kurulu Ba\u015fkan\u0131 Turhan, <strong>\u00d6zt\u00fcketim Modeli<\/strong> ile GES kurulumunda <strong>yerli panel kullan\u0131lmas\u0131<\/strong> halinde, <strong>% 18<\/strong> olan KDV oran\u0131n\u0131n d\u00fc\u015f\u00fcr\u00fclmesi ve <strong>d\u00fc\u015f\u00fck faizli kredi finansman\u0131<\/strong>n\u0131n bu i\u015f modelini yayg\u0131nla\u015ft\u0131raca\u011f\u0131n\u0131, ayn\u0131 zamanda yerli panel \u00fcreticilerini de te\u015fvik edece\u011fini belirtti.
