Rapor, <strong>Biyolojik \u00c7e\u015fitlilik S\u00f6zle\u015fmesi<\/strong>nin kabul edildi\u011fi g\u00fcn olmas\u0131 nedeniyle <strong>Birle\u015fmi\u015f Milletler<\/strong> taraf\u0131ndan <strong>Biyolojik \u00c7e\u015fitlilik G\u00fcn\u00fc<\/strong> ilan edilen <strong>22 May\u0131s \u00f6ncesinde<\/strong> kamuoyuna sunuldu.<\/p>\n<h2><strong>Karasal ve denizel ekosistemlerin en az 3\u2019te 1\u2019i koruma alt\u0131na al\u0131nmal\u0131<\/strong><\/h2>\n<p>Raporda, <strong>korunan alanlar\u0131n art\u0131r\u0131lmas\u0131<\/strong> y\u00f6n\u00fcndeki yeni hamle ve gerek\u00e7eleri \u015fu \u015fekilde \u00f6zetleniyor: <strong>Biyolojik \u00c7e\u015fitlilik S\u00f6zle\u015fmesi<\/strong>\u2019nin kabul\u00fcnden (1992) bu yana konulan hedefler ve 30 y\u0131ld\u0131r g\u00f6sterilen \u00e7abalar, do\u011fadaki yok olu\u015f s\u00fcrecini bir miktar frenledi, ancak biyo\u00e7e\u015fitlilik kayb\u0131ndaki d\u00fc\u015f\u00fc\u015f e\u011filimini tersine \u00e7evirmeye yetmedi. <strong>WWF<\/strong>\u2019in <strong>2020 Ya\u015fayan Gezegen Raporu<\/strong>\u2019na g\u00f6re, son<strong> 50 y\u0131lda<\/strong> omurgal\u0131 canl\u0131 pop\u00fclasyonlar\u0131<strong> %68<\/strong> azald\u0131. <strong>H\u00fck\u00fcmetleraras\u0131 Biyolojik \u00c7e\u015fitlilik ve Ekosistem Hizmetleri Bilim ve Politika Platformu\u2019nun (IPBES) 2019 raporu<\/strong> da, d\u00fcnyada 1 milyon canl\u0131 t\u00fcr\u00fcn\u00fcn tehdit alt\u0131nda oldu\u011funu ortaya koydu. <strong>Biyolojik \u00c7e\u015fitlilik S\u00f6zle\u015fmesi<\/strong> kapsam\u0131nda <strong>2010\u2019da<\/strong> kabul edilen ve korunan alanlar\u0131n, karasal ekosistemlerde <strong>%17<\/strong>\u2019ye, deniz ve k\u0131y\u0131larda <strong>%10<\/strong>\u2019a \u00e7\u0131kar\u0131lmas\u0131n\u0131 \u00f6ng\u00f6ren 2020 hedeflerine (Aichi Hedefleri) eri\u015filemedi. \u015eimdi 2030 i\u00e7in yeni hedeflerin belirlenmesi g\u00fcndemde ve bilim insanlar\u0131, D\u00fcnya\u2019n\u0131n sa\u011fl\u0131kl\u0131 bir \u015fekilde i\u015fleyi\u015fini garanti etmek i\u00e7in karasal ve denizel ekosistemlerin en az <strong>\u00fc\u00e7te birinin (%30) koruma alt\u0131na al\u0131nmas\u0131<\/strong> ve bu alanlarda her \u015feyin do\u011fal dinamikleri i\u00e7erisinde seyretmesine izin verilmesi gerekti\u011fini s\u00f6yl\u00fcyor.<\/p>\n<h2><strong>T\u00fcrkiye\u2019de korunan alanlar\u0131n \u00fclke y\u00fcz \u00f6l\u00e7\u00fcm\u00fcne oran\u0131 sadece %8,7 <\/strong><\/h2>\n<p><strong>WWF-T\u00fcrkiye raporu<\/strong>nda, korunan alanlara y\u00f6nelik d\u00fcnya genelinde kar\u015f\u0131la\u015ft\u0131rmal\u0131 verilere de yer veriliyor: 1970 y\u0131l\u0131nda k\u00fcresel \u00f6l\u00e7ekte korunan alanlar\u0131n karasal y\u00fczeye oran\u0131 <strong>%2,6<\/strong> iken aradan ge\u00e7en <strong>50 y\u0131lda<\/strong> be\u015f kat artarak<strong> 2020<\/strong> y\u0131l\u0131nda <strong>%13,2<\/strong>\u2019ye ula\u015ft\u0131. H\u00e2len AB ortalamas\u0131<strong> %25,9<\/strong> olan korunan alanlar\u0131n \u00fclke y\u00fcz\u00f6l\u00e7\u00fcm\u00fcne oran\u0131 <strong>Polonya, Almanya, Yunanistan<\/strong> gibi \u00fclkelerde <strong>%30<\/strong>\u2019un \u00fczerinde. T\u00fcr ve habitat \u00e7e\u015fitlili\u011fi bak\u0131m\u0131ndan <strong>Akdeniz ku\u015fa\u011f\u0131ndaki<\/strong> en zengin \u00fclkelerden biri olan ve y\u00fcksek endemizmiyle bilinen T\u00fcrkiye\u2019de ise resmi verilere g\u00f6re <strong>2020 y\u0131l\u0131<\/strong> itibar\u0131yla korunan alanlar\u0131n toplam net b\u00fcy\u00fckl\u00fc\u011f\u00fc <strong>67.773 km2<\/strong> ve bu alanlar\u0131n \u00fclke y\u00fcz\u00f6l\u00e7\u00fcm\u00fcne oran\u0131 sadece<strong> %8,7.<\/strong><\/p>\n<p>Deniz koruma alanlar\u0131nda da durum benzerlik g\u00f6steriyor. 2000 y\u0131l\u0131nda d\u00fcnyadaki koruma alanlar\u0131n\u0131n kaplad\u0131\u011f\u0131 toplam alan yakla\u015f\u0131k <strong>2 milyon km\u00b2<\/strong>\u2019 iken (okyanuslar\u0131n %0,7\u2019si), 2020 y\u0131l\u0131 itibariyle bu say\u0131 <strong>26.947.375 km\u00b2<\/strong>\u2019ye (% 7,44) ula\u015ft\u0131. T\u00fcrkiye karasular\u0131n\u0131n hen\u00fcz <strong>%4<\/strong>\u2019\u00fc yasal koruma alan\u0131 stat\u00fcs\u00fcne sahip.<\/p>\n<h2><strong>\u2018Bug\u00fcnden itibaren ataca\u011f\u0131m\u0131z ad\u0131mlar \u00f6n\u00fcm\u00fczdeki y\u00fczy\u0131llar\u0131 \u015fekillendirecek\u2019<\/strong><\/h2>\n<p><strong>WWF-T\u00fcrkiye Do\u011fa Koruma Direkt\u00f6r\u00fc Dr. Sedat Kalem,<\/strong> konuya ili\u015fkin \u015fu a\u00e7\u0131klamay\u0131 yapt\u0131: \u201cDo\u011fal alan ve biyolojik \u00e7e\u015fitlilik kayb\u0131ndaki h\u0131z alarm verici d\u00fczeyde; insan\u0131n gelece\u011fi de risk alt\u0131nda. Daha ya\u015fanabilir bir d\u00fcnya yolunda her \u015feyi tekrar ray\u0131na oturtabilmemiz i\u00e7in son \u015fans\u0131m\u0131z <strong>2030<\/strong>. Yani, <strong>gelecek 10 y\u0131l i\u00e7erisinde<\/strong> kaydedece\u011fimiz ilerleme \u00f6n\u00fcm\u00fczdeki y\u00fczy\u0131llar\u0131 \u015fekillendirecek. Bu yeni<strong> 10 y\u0131l\u0131n ba\u015flang\u0131c\u0131nda<\/strong> kamu, i\u015f d\u00fcnyas\u0131 ve sivil toplum aras\u0131nda g\u00fc\u00e7l\u00fc bir i\u015fbirli\u011finin hayata ge\u00e7irilmesi \u015fart. <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131<\/strong> taraf\u0131ndan beyan edilen, Cumhuriyetimizin <strong>100\u2019\u00fcnc\u00fc y\u0131l\u0131nda<\/strong> korunan alanlar\u0131m\u0131z\u0131n <strong>%17<\/strong>\u2019ye \u00e7\u0131kart\u0131lmas\u0131 y\u00f6n\u00fcndeki a\u00e7\u0131klamalar, <strong>2030<\/strong>\u2019da<strong> %30<\/strong> gibi iddial\u0131 bir hedef i\u00e7in gerekli siyasi iradenin \u00fclkemizde var oldu\u011funu g\u00f6steriyor. <strong>2022 y\u0131l\u0131nda<\/strong> \u00fclkemizde d\u00fczenlenecek olan <strong>Biyolojik \u00c7e\u015fitlilik S\u00f6zle\u015fmesi<\/strong>\u2019nin <strong>16. Taraflar Konferans\u0131\u2019na<\/strong> do\u011fru T\u00fcrkiye olarak ataca\u011f\u0131m\u0131z b\u00fcy\u00fck ad\u0131mlarla d\u00fcnyaya \u00f6rnek olabiliriz.\u201d<\/p>\n<h2><strong>\u0130\u015fte \u00f6neriler: Do\u011fa Koruma \u00c7er\u00e7eve Kanunu \u015fart, ama&#8230; !<\/strong><\/h2>\n<p><strong>WWF-T\u00fcrkiye<\/strong>\u2019nin, 2030\u2019a kadar at\u0131lmas\u0131 gere\u011fine dikkat \u00e7ekti\u011fi <span style=\"text-decoration: underline;\">ad\u0131mlar ise \u015funlar:<\/span><\/p>\n<p>&#8211; T\u00fcrkiye\u2019de daha fazla say\u0131da ve daha geni\u015f alana sahip (%30) bir korunan alanlar a\u011f\u0131n\u0131n olu\u015fturulmas\u0131; daha g\u00fc\u00e7l\u00fc, daha iyi korunan bir korunan alan y\u00f6netiminin ger\u00e7ekle\u015ftirilmesi.<\/p>\n<p>&#8211; Bu hedeflerin ger\u00e7ekle\u015fmesini sa\u011flayacak, kapsay\u0131c\u0131, payda\u015f kat\u0131l\u0131m\u0131na a\u00e7\u0131k; bilimsel esaslarla, uluslararas\u0131 do\u011fa koruma s\u00f6zle\u015fmeleriyle ve AB do\u011fa koruma direktifleriyle uyumlu bir \u00e7er\u00e7eve Do\u011fa Koruma Kanunu\u2019nun kabul\u00fc.<\/p>\n<p>&#8211; Korunan alanlar\u0131n etkin y\u00f6netiminde \u00f6nemli s\u0131k\u0131nt\u0131lara yol a\u00e7an par\u00e7al\u0131 kurumsal yap\u0131n\u0131n giderilmesi. \u0130lgili kurumlar\u0131n (Tabiat Varl\u0131klar\u0131n\u0131 Koruma Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, Do\u011fa Koruma Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc) birle\u015ftirilmesi suretiyle do\u011fa korumadan sorumlu kurumlar aras\u0131nda daha iyi e\u015fg\u00fcd\u00fcm\u00fcn ve korunan alanlarda daha etkin denetim, koruma ve y\u00f6netimin sa\u011flanmas\u0131.<\/p>\n<p>&#8211; T\u00fcr ve alan koruma\/denetim \u00e7al\u0131\u015fmalar\u0131ndan ziyaret\u00e7i hizmetlerine, yaban hayat\u0131 y\u00f6netiminden altyap\u0131 \u00e7al\u0131\u015fmalar\u0131na, e\u011fitim-ara\u015ft\u0131rma-izleme faaliyetlerinden g\u00f6n\u00fcll\u00fc ili\u015fkilerine kadar geni\u015f bir yelpazeyi i\u00e7eren korunan alan y\u00f6netiminde etkinli\u011fin artt\u0131r\u0131lmas\u0131 i\u00e7in yerel d\u00fczeyde, daha g\u00fc\u00e7l\u00fc mali ve idari olanaklara ve personele sahip alan bazl\u0131 yeni bir yap\u0131lanman\u0131n ger\u00e7ekle\u015ftirilmesi.<\/p>\n<p>Korunan alanlarda<strong> stat\u00fc de\u011fi\u015fikliklerinden ka\u00e7\u0131n\u0131lmas\u0131.<\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>Sorry, this entry is only available in Turkish.
