And so is Biden\u2019s <strong>plan B<\/strong> if it fails\u2014an uncertainty that\u2019s worrisome to both <strong>activists<\/strong> and <strong>academics<\/strong>. The lack of a clear backup plan underscores the importance of passing a clean electricity standard, they say.<\/p>\n<p>If the <strong>clean electricity standard<\/strong> doesn\u2019t survive Congress, it will put pressure on the need to drive climate policy through targeted spending, said John Larsen, <strong>a power system analyst<\/strong> with the <strong>Rhodium Group<\/strong>, an <strong>economic consulting firm.<\/strong><\/p>\n<p>\u201cI don\u2019t think the game is lost at all if a <strong>clean electricity standard<\/strong> doesn\u2019t get through in this round,\u201d Larsen said. \u201cBut there\u2019s a difference between not passing <strong>a clean electricity standard<\/strong> and passing the <strong>right spending package.<\/strong>\u201d<\/p>\n<p>In his few months in office, <strong>Biden has outlined plans<\/strong> to bring the <strong>United States<\/strong> back into the <strong>international Paris climate accord<\/strong>, pause<strong> oil<\/strong> and <strong>gas leasing<\/strong> on<strong> public lands, boost the electric vehicle market<\/strong>, and <strong>target clean energy investments<\/strong> in vulnerable communities most affected by climate change.<\/p>\n<p>But those are <strong>largely executive orders<\/strong> and<strong> spending proposals<\/strong>\u2014and unlikely to last beyond his administration if the next <strong>president favors fossil fuel usage<\/strong> over<strong> climate policy<\/strong>.
