Ge\u00e7en Mart ay\u0131nda <strong>Enerji Performans S\u00f6zle\u015fmesi (EPS)<\/strong> uygulanacak ilk kamu binas\u0131 i\u00e7in <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131<\/strong> taraf\u0131ndan ilk s\u00f6zle\u015fme imzalanmas\u0131n\u0131n ard\u0131ndan, <strong>Kamuda Enerji Performans S\u00f6zle\u015fmeleri<\/strong>ne \u0130li\u015fkin Tebli\u011f de bug\u00fcn<strong> Resmi Gazete\u2019de<\/strong> yay\u0131mland\u0131. Buna g\u00f6re kamu kurum ve kurulu\u015flar\u0131n\u0131n enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131n\u0131n b\u00fct\u00e7esi <strong>enerji hizmet \u015firketleri (ESCO)<\/strong> taraf\u0131ndan kar\u015f\u0131lanaca\u011f\u0131ndan kurumun yat\u0131r\u0131m b\u00fct\u00e7esinden herhangi bir \u00f6denek ayr\u0131lmayacak, sa\u011flanacak tasarruflardan pay \u00f6deyecek. 2008 y\u0131l\u0131nda T\u00fcrkiye\u2019nin ilk <strong>Enerji Performans S\u00f6zle\u015fmesi<\/strong>\u2019ni ger\u00e7ekle\u015ftiren ve g\u00fcn\u00fcm\u00fcz itibar\u0131yla <strong>25 s\u00f6zle\u015fme<\/strong> ile sekt\u00f6rde a\u00e7\u0131k ara lider konumda bulunan ESCON Enerji\u2019nin Genel M\u00fcd\u00fcr\u00fc <strong>Onur \u00dcnl\u00fc<\/strong>, EPS ile <strong>enerji verimlili\u011fi sa\u011flaman\u0131n<\/strong> \u00f6zel sekt\u00f6rdeki i\u015fletmelere sa\u011flad\u0131\u011f\u0131 avantajlara dikkat \u00e7ekti.<\/p>\n<h2><strong>Onur \u00dcnl\u00fc: \u201cT\u00fcrkiye y\u0131lda 10 milyar dolar tasarruf edebilir\u201d<\/strong><\/h2>\n<p>D\u00fcnyada enerji verimlili\u011finin en yeni<strong> \u2018yenilenebilir enerji\u2019<\/strong> kayna\u011f\u0131 olarak g\u00f6r\u00fcld\u00fc\u011f\u00fcne dikkat \u00e7eken <strong>ESCON Enerji Genel M\u00fcd\u00fcr\u00fc Onur \u00dcnl\u00fc<\/strong>, \u201cT\u00fcrkiye\u2019de de bu konunun \u00f6nemi hem kamuda hem de \u00f6zel sekt\u00f6rde her ge\u00e7en g\u00fcn daha da iyi anla\u015f\u0131l\u0131yor. Bug\u00fcn Resmi Gazete\u2019de yay\u0131mlanan tebli\u011f ve Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n k\u0131sa bir s\u00fcre \u00f6nce a\u00e7\u0131klam\u0131\u015f oldu\u011fu 2023 y\u0131l\u0131na kadar enerji verimlili\u011fine 11 milyar dolarl\u0131k yat\u0131r\u0131m plan\u0131 da bu konunun \u00f6nemini g\u00f6steriyor. S\u00f6z konusu tebli\u011f ile birlikte, <strong>enerji verimlili\u011fi et\u00fct raporu<\/strong> ile yakla\u015f\u0131k yat\u0131r\u0131m maliyeti belirlenecek projelerden yat\u0131r\u0131m bedeli <strong>2 milyon TL<\/strong> ve <strong>\u00fczeri olanlar<\/strong> ve basit geri \u00f6deme s\u00fcresi <strong>iki y\u0131l\u0131n \u00fczerinde<\/strong> olanlar <strong>Enerji Performans S\u00f6zle\u015fmesi<\/strong> yolu ile hayata ge\u00e7irilebilecek. Binalarda verilecek tasarruf garantisi, y\u0131ll\u0131k toplam enerji t\u00fcketiminin y\u00fczde 10\u2019undan ya da herhangi bir nihai enerji t\u00fcketim noktas\u0131nda ise uygulanacak<strong> bireysel enerji verimlili\u011fi \u00f6nlemi<\/strong> i\u00e7in <strong>y\u00fczde 20<\/strong>\u2019sinden az olamayacak. Enerji Hizmet \u015eirketi\u2019nin sonu\u00e7lar\u0131 izleme d\u00f6neminin ba\u015flad\u0131\u011f\u0131 <strong>12 ayl\u0131k<\/strong> her bir d\u00f6nem sonunda, taahh\u00fct etti\u011fi tasarruf garantisinin en az <strong>y\u00fczde 70\u2019ini<\/strong> sa\u011flamak zorunda oldu\u011fu, aksi durumda s\u00f6zle\u015fmenin idarece feshedilebildi\u011fi ve teminat irat kaydedilebildi\u011fi<strong> Enerji Performans S\u00f6zle\u015fmeleri<\/strong> ile kamuda bu konunun b\u00fcy\u00fck h\u0131z kazanaca\u011f\u0131na inan\u0131yoruz. Ancak e\u015f zamanl\u0131 olarak sanayi taraf\u0131nda da bu alandaki yat\u0131r\u0131mlar\u0131n h\u0131zlanmas\u0131 \u00f6nem ta\u015f\u0131yor. \u00c7\u00fcnk\u00fc T\u00fcrkiye\u2019de hem sanayide hem de binalarda enerji verimlili\u011fi ile sa\u011flanabilecek y\u0131ll\u0131k tasarruf miktar\u0131<strong> 10 milyar dolar.<\/strong> T\u00fcrkiye\u2019nin cari a\u00e7\u0131\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde bu tasarruf miktar\u0131n\u0131n \u00f6nemi daha da iyi anla\u015f\u0131l\u0131yor\u201d diye konu\u015ftu.<\/p>\n<h2><strong>\u201cEPS, gelecekte yap\u0131lacak tasarruf ile yat\u0131r\u0131m imkan\u0131 sa\u011fl\u0131yor\u201d<\/strong><\/h2>\n<p>Sanayicilerin yat\u0131r\u0131m maliyetini d\u00fc\u015f\u00fcnerek <strong>enerji verimlili\u011fi<\/strong> ve<strong> tasarrufu<\/strong> sa\u011flayan projelerden ka\u00e7\u0131nabildi\u011fini anlatan <strong>\u00dcnl\u00fc<\/strong>, \u201cOysa <strong>Enerji Performans S\u00f6zle\u015fmesi<\/strong> ile i\u015fletmeler sermayesine dokunmadan, kredi \u00e7ekmeden yani <strong>s\u0131f\u0131r b\u00fct\u00e7e<\/strong> ile i\u015fletmelerinde <strong>enerji verimlili\u011fini<\/strong> ve<strong> tasarrufunu<\/strong> art\u0131ran projeleri hayata ge\u00e7irebiliyor. \u00c7\u00fcnk\u00fc EPS kapsam\u0131ndaki verimlilik projelerinin maliyetini <strong>ESCO<\/strong>\u2019lar \u00fcstleniyor. Bu modelde<strong> i\u015fletmeler, teknoloji, uygulama<\/strong> ve <strong>finansman riskleri<\/strong>nin hi\u00e7birini alm\u0131yor. Bunun yan\u0131 s\u0131ra EPS kapsam\u0131nda firmalara, anahtar teslim proje tasar\u0131m\u0131 ve uygulamas\u0131 yap\u0131l\u0131yor, <strong>performans<\/strong> ve<strong> enerji tasarruf garantisi<\/strong> sunuluyor. \u0130\u015fletme sermayesi kullan\u0131lmadan proje hayata ge\u00e7irildi\u011fi gibi s\u00f6zle\u015fme s\u00fcreci boyunca bak\u0131m maliyetlerini de hizmeti \u00fcstlenen ESCO kar\u015f\u0131l\u0131yor. Yani i\u015fletme tek kuru\u015f yat\u0131r\u0131m yapmadan sadece gelecekte yapaca\u011f\u0131 tasarruftan vermeyi taahh\u00fct etti\u011fi pay ile fabrikas\u0131n\u0131<strong> enerji verimlili\u011fi y\u00fcksek<\/strong> bir hale getirebiliyor\u201d dedi.<\/p>\n<h2><strong>\u201cAvrupa Ye\u015fil Mutabakat\u0131 s\u00fcrecinde enerji verimlili\u011fi projelerine h\u0131z verilmeli\u201d<\/strong><\/h2>\n<p>Avrupa Ye\u015fil Mutabakat\u0131 \u00e7er\u00e7evesinde i\u015fletmelerin karbon emisyonlar\u0131n\u0131 d\u00fc\u015f\u00fcrmeleri gerekti\u011fini de hat\u0131rlatan <strong>Onur \u00dcnl\u00fc <\/strong>\u015funlar\u0131 s\u00f6yledi; <em>\u201cEnerji verimlili\u011fi \u00e7evreye sal\u0131nan <strong>karbondioksit emisyonunu<\/strong> d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fcnden, <strong>iklim de\u011fi\u015fikli\u011fi<\/strong> ve<strong> k\u00fcresel \u0131s\u0131nma<\/strong> gibi sorunlara kar\u015f\u0131 en etkili \u00e7\u00f6z\u00fcmlerden biri olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Bununla birlikte <strong>Avrupa Ye\u015fil Mutabakat\u0131<\/strong> \u00e7er\u00e7evesinde de i\u015fletmelerin bu konuya hassasiyetle e\u011filmeleri ve <strong>enerji verimlili\u011fi projelerine<\/strong> h\u0131z vermeleri gerekiyor.\u201d<\/em><\/p>\n<h2><strong>EPS s\u00fcreci nas\u0131l ilerliyor?<\/strong><\/h2>\n<p><strong>Enerji Performans S\u00f6zle\u015fmesi<\/strong> s\u00fcrecinde enerji hizmet \u015firketi \u00f6ncelikle i\u015fletmede yat\u0131r\u0131m odakl\u0131 bir et\u00fct ile f\u0131rsatlar\u0131 tespit ediyor. Ard\u0131ndan bu f\u0131rsatlar \u00fczerinden se\u00e7ilen yat\u0131r\u0131mlar projelendiriliyor ve EPS teklifi olarak sunuluyor. Kabul edilmesi durumunda kar\u015f\u0131l\u0131kl\u0131 imzalanan <strong>s\u00f6zle\u015fme<\/strong> ile <strong>proje finansman\u0131<\/strong> temin edilerek saha uygulamalar\u0131 ger\u00e7ekle\u015ftiriliyor.
