Y\u00fcr\u00fcrl\u00fckteki kanunlar\u0131 g\u00f6z \u00f6n\u00fcne ald\u0131\u011f\u0131m\u0131zda, \u00f6nemli bir ad\u0131m olan bu rehberde yap\u0131lan tan\u0131mlamalar\u0131n bir \u00f6tesine uzanarak <strong>S\u0131f\u0131r Enerji Binalar<\/strong> kavram\u0131na dikkatleri \u00e7ekmek istiyoruz.\u00a0S\u0131f\u0131r Enerji Binalar, \u00f6z\u00fcnde genel <strong>enerji t\u00fcketimimizi<\/strong> azalt\u0131rken, <strong>enerji fiyat art\u0131\u015flar\u0131<\/strong>ndan etkilenmemizi s\u0131n\u0131rlayan, <strong>sosyal, ekonomik<\/strong> ve<strong> \u00e7evresel refah\u0131<\/strong> koruyan, mevcut kaynaklar\u0131m\u0131z\u0131<strong> s\u00fcrd\u00fcr\u00fclebilir<\/strong> ve uygun maliyetli bir \u015fekilde kullanmam\u0131z\u0131 sa\u011flayan binalard\u0131r. <strong>\u0130klim de\u011fi\u015fikli\u011fi<\/strong>nin zararlar\u0131n\u0131 fazlas\u0131yla hissetti\u011fimiz son y\u0131llarda <strong>S\u0131f\u0131r Enerji Binalar<\/strong> art\u0131k olmazsa olmaz bir \u00f6n ko\u015fuldur.\u201d<\/em> dedi.<\/p>\n<h1><strong>VER\u0130ML\u0130L\u0130K B\u0130R\u0130NC\u0130L ENERJ\u0130 KAYNA\u011eI<\/strong><\/h1>\n<p>S\u0131f\u0131r Enerji Binalar ile ilk hedefin <strong>binalarda \u0131s\u0131tma<\/strong> ve<strong> so\u011futma ihtiya\u00e7lar\u0131n\u0131 azalt\u0131lmas\u0131<\/strong> oldu\u011funu belirten Somuncu, <em>\u201cBu alanda en kesin \u00e7\u00f6z\u00fcm;<strong> iyi yal\u0131t\u0131m, y\u00fcksek verimli pencereler, \u0131s\u0131 veya enerji geri kazan\u0131ml\u0131 havaland\u0131rma sistemi<\/strong> ve <strong>hava ge\u00e7irmez bina<\/strong> kabu\u011fudur. Kullan\u0131lmayan enerjinin \u00fcretilmesine de gerek olmad\u0131\u011f\u0131 i\u00e7in, verimlilik <strong>\u2018birincil enerji kayna\u011f\u0131m\u0131zd\u0131r\u201d<\/strong><\/em>. S\u0131f\u0131r Enerji Binan\u0131n tasar\u0131m\u0131, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde<strong> yerel iklime<\/strong> ve ayr\u0131ca <strong>bina geleneklerine<\/strong>,<strong> in\u015faat alan\u0131na<\/strong> ve<strong> bina t\u00fcr\u00fcne<\/strong> ba\u011fl\u0131d\u0131r. <strong>Yal\u0131t\u0131m<\/strong>, <strong>hava ge\u00e7irmezlik<\/strong> veya <strong>mekanik sistemler<\/strong> a\u00e7\u0131s\u0131ndan b\u00f6yle bir <strong>binay\u0131 tasarlamak<\/strong> ve <strong>in\u015fa etmek<\/strong> yetkin bir planlama gerektirir. Uzman tasar\u0131mc\u0131lar ve dan\u0131\u015fmanlar, tasar\u0131m a\u015famas\u0131 <strong>boyunca<\/strong> ve <strong>in\u015faat<\/strong> boyunca \u00f6nemli bir role sahiplerdir. Konu ile ilgili talep artt\u0131k\u00e7a uzman ve yetkin profesyonellerin <strong>S\u0131f\u0131r Enerji Bina \u00fcretmeleri<\/strong> ve fayda sa\u011flamayan,<strong> pahal\u0131<\/strong> ve asgari <strong>i\u00e7 mekan kalitesi<\/strong> sunmayan yap\u0131lardan uzakla\u015f\u0131lmas\u0131 da sa\u011flanacakt\u0131r.\u201d dedi.\u00a0Binalarda enerji t\u00fcketimini en az seviyeye indirgedikten sonra hala ihtiya\u00e7 duyulan enerjiyi binan\u0131n bulundu\u011fu co\u011frafyan\u0131n<strong> iklimsel, sosyal<\/strong> ve <strong>ekonomik \u015fartlar\u0131na<\/strong> en uygun olacak <strong>yenilenebilir enerji kaynaklar\u0131<\/strong> ile sa\u011flaman\u0131n <strong>S\u0131f\u0131r Enerji Binalar<\/strong>\u0131n olmazsa olmaz bir di\u011fer \u015fart\u0131 oldu\u011funu s\u00f6yleyen Somuncu s\u00f6zlerine <span style=\"text-decoration: underline;\">\u015f\u00f6yle devam etti:<\/span><\/p>\n<p>\u201cYenilenebilir enerji kayna\u011f\u0131 <strong>g\u00fcne\u015f, r\u00fczgar, toprak, su, biyok\u00fctle<\/strong> kaynaklar\u0131ndan biri veya birka\u00e7\u0131 olabilir. T\u00fcrkiye\u2019de <strong>deprem ger\u00e7e\u011fi<\/strong> g\u00f6z \u00f6n\u00fcne al\u0131narak, y\u0131k\u0131lmas\u0131 gereken binalar yerine yenileri tasarlan\u0131p in\u015fa edilirken ya da mevcut binalar\u0131n <strong>deprem g\u00fc\u00e7lendirmesi<\/strong> yap\u0131l\u0131rken burada belirtti\u011fimiz <strong>S\u0131f\u0131r Enerji Bina \u00f6zelliklerini<\/strong> sa\u011flayacak \u00e7al\u0131\u015fmalarla beraber ilerlenmesi binalar\u0131m\u0131z\u0131 <strong>depreme kar\u015f\u0131 dayan\u0131kl\u0131<\/strong> hale getirirken, hem genel enerji t\u00fcketimimizi azaltacak, sera gaz\u0131 etkisini azaltacak,<strong> sosyal, ekonomik <\/strong>ve<strong> \u00e7evresel refah\u0131<\/strong> koruyacak, hem de mevcut kaynaklar\u0131m\u0131z\u0131 <strong>s\u00fcrd\u00fcr\u00fclebilir<\/strong> ve <strong>uygun maliyetli<\/strong> bir \u015fekilde kullanmam\u0131z\u0131 sa\u011flayacakt\u0131r. Avrupa Birli\u011fi\u2019nde <strong>1 Ocak 2021<\/strong> itibariyle zorunlu hale getirilen <strong>\u2018S\u0131f\u0131r Enerji Binalar\u2019a<\/strong> d\u00f6n\u00fc\u015f\u00fcm\u00fcn \u00fclke g\u00fcndeminde yer almas\u0131 i\u00e7in bu sene <strong>\u201cRight Now, GO! &#8211; Hemen \u015eimdi, Harekete Ge\u00e7\u201d<\/strong> slogan\u0131 ile <strong>22-26 Eyl\u00fcl 2021<\/strong> tarihleri aras\u0131nda dijital ortamda <strong>2&#8217;incisi<\/strong> d\u00fczenleyece\u011fimiz<strong> \u201cZeroBuild T\u00fcrkiye\u2019de\u201d<\/strong>, T\u00fcrkiye ve d\u00fcnya kanaat \u00f6nderleri ile birlikte <strong>kentsel d\u00f6n\u00fc\u015f\u00fcmde<\/strong> yap\u0131lan yeni binalarda yeni yol haritalar\u0131 kapsam\u0131nda konuyu her a\u00e7\u0131dan ele alaca\u011f\u0131z. <strong>S\u0131f\u0131r Enerji Binalar<\/strong> ortak ak\u0131l, ortak niyet ve i\u015f birli\u011fi ile ger\u00e7ekle\u015ftirilebilir, amac\u0131m\u0131z t\u00fcm payda\u015flar\u0131 harekete ge\u00e7irmek.\u201d<\/p>\n<h2><strong>YEN\u0130 \u0130N\u015eA ED\u0130LEN B\u0130NALARDA ENERJ\u0130 K\u0130ML\u0130K BELGES\u0130 ZORUNLU<\/strong><\/h2>\n<p>Yeni in\u015fa edilen binalar i\u00e7in <strong>Enerji Kimlik Belgesi (EKB)<\/strong> al\u0131nmas\u0131n\u0131n zorunlu \u00a0oldu\u011funu belirten \u0130n\u015faat Y\u00fcksek M\u00fchendisi, ZeroBuild T\u00fcrkiye \u0130n\u015faat M\u00fchendisleri A\u011f\u0131 Lideri Ilgaz Do\u011fan ise,<em><strong>\u00a0<\/strong><strong>\u201cBinalarda Enerji Performans\u0131 (BEP) Y\u00f6netmeli\u011fi<\/strong> ile binalarda ve tesisatta yal\u0131t\u0131m\u0131n \u00f6nemi artt\u0131. Binalar\u0131n enerji s\u0131n\u0131f\u0131n\u0131 g\u00f6steren EKB, binada kullan\u0131lan enerji miktar\u0131n\u0131 da g\u00f6steriyor. <strong>5627 Say\u0131l\u0131 Enerji Verimlili\u011fi Kanunu<\/strong> ve buna ba\u011fl\u0131 olarak \u00e7\u0131kart\u0131lan \u201c<strong>05.12.2008<\/strong> tarihli ve <strong>27075<\/strong> say\u0131l\u0131 <strong>Resmi Gazete<\/strong>\u2019de yay\u0131mlanan <strong>Binalarda Enerji Performans\u0131 Y\u00f6netmeli\u011fi\u201d<\/strong><\/em><strong> (BEP)<\/strong> gere\u011fince, yeni yap\u0131lacak veya yap\u0131lmakta olan binalar\u0131n <strong>enerji kimlik belgesi<\/strong> s\u0131n\u0131f\u0131n\u0131n en d\u00fc\u015f\u00fck <strong>C s\u0131n\u0131f\u0131nda<\/strong> olacak \u015fekilde tasarlanmas\u0131 ve in\u015fa edilmesi zorunlulu\u011fu bulunuyor. C s\u0131n\u0131f\u0131ndan daha d\u00fc\u015f\u00fck seviyede \u00e7\u0131kan yeni yap\u0131lacak veya yap\u0131lmakta olan binalar ise yasaya g\u00f6re <strong>iskan ruhsat\u0131<\/strong> alam\u0131yor. <strong>\u201cEnerji Kimlik Belgesi\u201d uygulamas\u0131<\/strong> i\u00e7in Binalarda Enerji Performans\u0131 Y\u00f6netmeli\u011fi\u2019nin Ge\u00e7ici 4&#8217;inci maddesinin birinci f\u0131kras\u0131 gere\u011fince <strong>01 Ocak 2011<\/strong> tarihinden sonra yap\u0131 ruhsat\u0131 alan binalar <strong>\u201cYeni Bina\u201d<\/strong>, bu tarihten \u00f6nce yap\u0131 ruhsat\u0131 alan binalar ise<strong> \u201cMevcut Bina\u201d<\/strong> olarak de\u011ferlendiriliyor. Bu tan\u0131ma istinaden <strong>1 Ocak 2011<\/strong> tarihinden sonra yap\u0131 ruhsat\u0131 alm\u0131\u015f binalar\u0131n (yeni binalar), <strong>yap\u0131 kullanma izin belgesi (iskan ruhsat\u0131) al\u0131nmas\u0131<\/strong> a\u015famas\u0131nda <strong>Enerji Kimlik Belgesi<\/strong>\u2019ni ilgili idareye sunmas\u0131 gerekiyor. Aksi takdirde, yap\u0131 kullanma izin belgesi kanunen verilmiyor. \u00a0Ayn\u0131 \u015fekilde, 01 Ocak 2011 tarihinden sonra g\u00fc\u00e7lendirme ruhsat\u0131 alm\u0131\u015f yap\u0131lar da, \u2018\u2019Mevcut Bina\u2018\u2019 olarak de\u011ferlendiriliyor. Dolay\u0131s\u0131yla <strong>g\u00fc\u00e7lendirme ruhsat\u0131<\/strong> alan binalar\u0131n da, enerji kimlik belgesi s\u0131n\u0131f\u0131n\u0131n <strong>en d\u00fc\u015f\u00fck C s\u0131n\u0131f\u0131nda<\/strong> olacak \u015fekilde tasarlanmas\u0131 gerekiyor.
