Bu senaryolar\u0131n hi\u00e7birinde bu santralin <strong>k\u00fcresel ortalamalar<\/strong> temel al\u0131nd\u0131\u011f\u0131nda <strong>k\u00e2r edemedi\u011fi<\/strong> ortaya \u00e7\u0131kt\u0131.<\/p>\n<p>Mevcut piyasa <strong>e\u011filimlerinin s\u00fcrece\u011fi<\/strong> ve <strong>fiyatlarda a\u015f\u0131r\u0131 bir dalgalanma<\/strong> ya\u015fanmayaca\u011f\u0131 varsay\u0131mlar\u0131 ile haz\u0131rlanan rapor, <strong>Hunutlu Termik Santrali<\/strong>\u2019nin yat\u0131r\u0131mc\u0131 \u015firketleri ve<strong> finans\u00f6rleri<\/strong> i\u00e7in ekonomik a\u00e7\u0131dan anlaml\u0131 bir yat\u0131r\u0131m olmad\u0131\u011f\u0131na i\u015faret ediyor. \u00dcstelik bu durumun, daha \u00f6nceki d\u00f6nemlerde de ya\u015fand\u0131\u011f\u0131 gibi, piyasa \u015fartlar\u0131n\u0131n<strong> k\u00f6m\u00fcr aleyhine geli\u015fmesi<\/strong> durumunda daha da k\u00f6t\u00fcle\u015fece\u011fini ortaya koyuyor.<\/p>\n<h2><strong>Santral ekonomik \u00f6mr\u00fc olan 30 y\u0131l boyunca maliyetini kar\u015f\u0131layam\u0131yor<\/strong><\/h2>\n<p>Raporun yazarlar\u0131ndan<strong> SEFiA (S\u00fcrd\u00fcr\u00fclebilir Ekonomi ve Finans Ara\u015ft\u0131rmalar\u0131 Derne\u011fi) Bengisu \u00d6zen\u00e7<\/strong>, \u201cYapt\u0131\u011f\u0131m\u0131z net bug\u00fcnk\u00fc\u0308 de\u011fer hesaplamalar\u0131 g\u00f6steriyor ki, <strong>Hunutlu termik santrali<\/strong> sahip oldu\u011fu ultra s\u00fcper kritik k\u00f6m\u00fcr yakma teknolojisine uygun yat\u0131r\u0131m maliyeti senaryosunda, <strong>y\u00fcksek elektrik fiyatlar\u0131 varsay\u0131m\u0131<\/strong> alt\u0131nda bile ekonomik \u00f6mr\u00fc olan<strong> 30 y\u0131l<\/strong> boyunca maliyetini kar\u015f\u0131layam\u0131yor. Tamamlanmas\u0131 durumunda <strong>1.320 MW<\/strong> kapasiteye sahip olacak b\u00f6ylesi bir yat\u0131r\u0131m\u0131n <strong>ekonomi politi\u011fi<\/strong> ve<strong> finansal<\/strong> a\u00e7\u0131dan su\u0308rdu\u0308ru\u0308lebilir olup olmad\u0131\u011f\u0131 sorgulanmaya de\u011ferdir\u201d dedi.<\/p>\n<p>Rapora g\u00f6re,<strong> ithal k\u00f6m\u00fcr<\/strong> i\u00e7in literat\u00fcrde genel kabul g\u00f6ren \u0131s\u0131l de\u011fer <strong>6.000 kcal\/kg<\/strong> olsa da, santralde kullan\u0131lacak k\u00f6m\u00fcr\u00fcn \u0131s\u0131l de\u011ferinin<strong> \u00c7ED raporu<\/strong>ndaki \u00fcst limitten (6.400 kcal\/kg) al\u0131nd\u0131\u011f\u0131 senaryo alt\u0131nda bile, santral i\u015fletmeye girdikten ancak<strong> 21 y\u0131l sonra<\/strong> yat\u0131r\u0131m\u0131 geri \u00f6deyebiliyor. \u00dcstelik bu hesaplamada <strong>elektrik sat\u0131\u015f fiyat\u0131<\/strong> en y\u00fcksek,<strong> projenin yat\u0131r\u0131m maliyeti<\/strong> ile <strong>sabit i\u015fletme giderleri<\/strong> ise en d\u00fc\u015f\u00fck de\u011ferden referans al\u0131n\u0131yor.<\/p>\n<h2><strong>Pasinli: \u2018Maliyet avantaj\u0131 ve istihdam potansiyeli nedeniyle de yenilenebilir enerji\u2019<\/strong><\/h2>\n<p><strong>WWF-T\u00fcrkiye (Do\u011fal Hayat\u0131 Koruma Vakf\u0131) Genel M\u00fcd\u00fcr\u00fc Asl\u0131 Pasinli <\/strong>raporla ilgili de\u011ferlendirmesinde <strong>son 11 y\u0131lda<\/strong> g\u00fcne\u015f enerjisi elektrik \u00fcretim maliyetlerinin<strong> %90<\/strong>, r\u00fczg\u00e2r enerjisinin <strong>%70<\/strong> oran\u0131nda d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc, ancak<strong> k\u00f6m\u00fcrl\u00fc termik santrallerin<\/strong> elektrik \u00fcretim maliyetinin<strong> %1<\/strong> artt\u0131\u011f\u0131n\u0131 hat\u0131rlatt\u0131.<em> \u201cK\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f senaryolar\u0131n\u0131n artarak tart\u0131\u015f\u0131ld\u0131\u011f\u0131 bir ortamda, yeni k\u00f6m\u00fcrl\u00fc termik santrallerin in\u015fas\u0131 \u00e7evresel etkileri yan\u0131 s\u0131ra ekonomik a\u00e7\u0131dan da \u00e7eli\u015fkili bir yakla\u015f\u0131m olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. <strong>Karbonun fiyatland\u0131r\u0131ld\u0131\u011f\u0131<\/strong> ve<strong> k\u00fcresel finans ak\u0131\u015flar\u0131n\u0131n<\/strong> y\u00f6n de\u011fi\u015ftirdi\u011fi g\u00fcn\u00fcm\u00fcz ko\u015fullar\u0131nda <strong>yeni santral yat\u0131r\u0131mlar\u0131n\u0131n<\/strong> finansal a\u00e7\u0131dan da <strong>at\u0131l hale gelmesi<\/strong> bekleniyor. Bu \u00e7er\u00e7evede \u00f6rnek bir de\u011ferlendirme ortaya koyan bu raporun, T\u00fcrkiye\u2019nin <strong>ye\u015fil iyile\u015fme s\u00fcrecine<\/strong> ve <strong>d\u00fc\u015f\u00fck karbonlu ekonomiye<\/strong> ge\u00e7i\u015fini h\u0131zland\u0131rmaya katk\u0131 sa\u011flayaca\u011f\u0131n\u0131 umuyoruz. <strong>Yenilenebilir enerji kaynaklar\u0131n\u0131n<\/strong> maliyet avantaj\u0131n\u0131 (IEA\u2019n\u0131n tahminleri 2025 y\u0131l\u0131nda r\u00fczg\u00e2r enerjisinin en ekonomik se\u00e7enek olaca\u011f\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor) ve <strong>istihdam potansiyelini<\/strong> (karbon yo\u011fun se\u00e7eneklere k\u0131yasla \u00fc\u00e7 kat fazla istihdam sunuyor) g\u00f6z \u00f6n\u00fcnde bulundurarak, \u00fclkemizin do\u011fas\u0131n\u0131 korurken ekonomisini de g\u00fc\u00e7lendirmek i\u00e7in k\u00fcresel e\u011filimlerin gerisinde kalmamal\u0131y\u0131z\u201d<\/em> dedi.<\/p>\n<p>2015 y\u0131l\u0131nda <strong>elektrik \u00fcretim lisans\u0131n\u0131<\/strong> alan <strong>\u00c7in<\/strong>\u2019in ilk do\u011frudan yat\u0131r\u0131m\u0131 olan <strong>Hunutlu Termik Santrali<\/strong>\u2019ne s\u00f6z konusu yat\u0131r\u0131m i\u00e7in <strong>2016<\/strong> y\u0131l\u0131nda<strong> 3,5 milyar TL<\/strong> sabit yat\u0131r\u0131m tutar\u0131 \u00fczerinden <strong>KDV istisnas\u0131<\/strong> ve <strong>768 milyon dolar\u0131<\/strong> tutar\u0131ndaki <strong>makina te\u00e7hizat ithalat\u0131<\/strong> \u00fczerinden de <strong>g\u00fcmr\u00fck vergisi<\/strong> muafiyeti sa\u011flanm\u0131\u015ft\u0131r.
