Buna g\u00f6re asgari \u00fccret %21 oran\u0131nda artarak \u201casgari ge\u00e7im indirimi\u201d dahil net 2.825,90 TL oldu. Yine bu ara\u015ft\u0131rmalara g\u00f6re asgari \u00fccret alanlar\u0131n di\u011ferlerine olan oranlar\u0131nda \u00fclkemiz <strong>Avrupa 1&#8217;incisi<\/strong> konumundad\u0131r.<\/p>\n<p>Asgari \u00fccretin \u00fclke genelini ne kadar ilgilendirdi\u011fine dair bir ba\u015fka g\u00f6sterge de asgari \u00fccretin <strong>\u201cortanca \u00fccrete\u201d<\/strong> oran\u0131d\u0131r. Bu oran bize \u00fclkedeki \u00fccretlerin asgari \u00fccrete ne kadar yak\u0131n oldu\u011funu g\u00f6steriyor. OECD verilerine g\u00f6re T\u00fcrkiye bu oranda <strong>1.71<\/strong> ile <strong>OECD \u00fclkeleri<\/strong> i\u00e7inde ikinci s\u0131rada. \u0130lk s\u0131rada ise <strong>Kolombiya<\/strong> yer al\u0131yor. Yani T\u00fcrkiye\u2019de asgari \u00fccret genel olarak di\u011fer \u00fccretlere \u00e7ok yak\u0131n durumda seyretmektedir.<\/p>\n<p>Dolay\u0131s\u0131yla bu iki g\u00f6stergeyi dikkate ald\u0131\u011f\u0131m\u0131zda <strong>asgari \u00fccretin seviyesinin<\/strong> \u00e7al\u0131\u015fanlar\u0131n \u00e7ok b\u00fcy\u00fck k\u0131sm\u0131n\u0131 do\u011frudan etkiledi\u011fi sonucuna varmaktay\u0131z.<\/p>\n<p>\u00c7\u00fcnk\u00fc sadece <strong>asgari \u00fccretle \u00e7al\u0131\u015fanlar\u0131n<\/strong> de\u011fil <strong>maa\u015f\u0131 asgari \u00fccrete \u00e7ok yak\u0131n<\/strong> olan b\u00fcy\u00fck bir kesimin de maa\u015f\u0131 asgari \u00fccrete g\u00f6re belirleniyor. Dolay\u0131s\u0131yla asgari \u00fccretin seviyesinde \u00e7al\u0131\u015fanlar a\u00e7\u0131s\u0131ndan \u00fclkemizde di\u011fer Avrupa ya da <strong>OECD \u00fclkeleri<\/strong>ne nazaran kat ve kat \u00f6nemli ise i\u015fveren maliyetleri a\u00e7\u0131s\u0131ndan da benzer kritik bir \u00f6neme sahiptir. Yani <strong>asgari \u00fccret<\/strong> alan ya da <strong>asgari \u00fccrete<\/strong> g\u00f6re belirlenen \u00e7al\u0131\u015fan say\u0131s\u0131 \u00e7ok y\u00fcksek oldu\u011fundan belirlenen<strong> asgari \u00fccret i\u015fveren maliyetini<\/strong> do\u011frudan etkilemektedir.<\/p>\n<p>Bu y\u00fczden bu konunun i\u015fveren taraf\u0131nda sonucu iki \u015fekilde kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Birincisi <strong>istihdamdan<\/strong> ka\u00e7\u0131\u015f ikincisi ise <strong>sigortas\u0131z<\/strong> \u00e7al\u0131\u015ft\u0131rmad\u0131r. Yani belirlenen<strong> asgari \u00fccretin maliyetinin<\/strong> fazla oldu\u011funu d\u00fc\u015f\u00fcnen i\u015fverenin bu yollara ba\u015fvurma ihtimali artmaktad\u0131r. \u0130\u015fte tam da burada toplumda <strong>kritik \u00f6neme<\/strong> sahip olan, <strong>i\u015fsizli\u011fin<\/strong> ve<strong> sigortas\u0131z personel say\u0131s\u0131<\/strong>n\u0131n artmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7mek i\u00e7in uygulanan<strong> istihdam te\u015fvikleri<\/strong> devreye girmektedir. Burada bu amaca y\u00f6nelik olan ilave istihdam\u0131 te\u015fvik eden kanunlar i\u015fverenin s\u0131rt\u0131ndan bu y\u00fck\u00fc belli d\u00fczeyde al\u0131rken bir yandan da <strong>ilave istihdam sa\u011flanmas\u0131<\/strong> konusunda i\u015fvereni te\u015fvik etmektedir. \u00d6rne\u011fin; yeni asgari \u00fccret tutar\u0131na g\u00f6re \u00fccret alan bir personel i\u00e7in te\u015fvikten faydalanmas\u0131 halinde <strong>733 TL<\/strong>\u2019den <strong>1.341 TL<\/strong> ye kadar te\u015fvik al\u0131nabilmektedir. <strong>Sigortas\u0131z \u00e7al\u0131\u015ft\u0131rman\u0131n<\/strong> \u00f6n\u00fcne ge\u00e7mek konusunda ise az \u00f6nce bahsetmi\u015f oldu\u011fum ilave istihdam te\u015fvikleri k\u0131smen etkili olsa da <strong>17256 say\u0131l\u0131<\/strong> te\u015fvik do\u011frudan sigortas\u0131z \u00e7al\u0131\u015ft\u0131rman\u0131n \u00f6n\u00fcne ge\u00e7mek i\u00e7in y\u00fcr\u00fcrl\u00fc\u011fe konmu\u015ftur.<\/p>\n<p>Tabi te\u015fviklerin az \u00f6nce bahsetti\u011fimiz gibi do\u011frudan ve <strong>k\u0131sa vadeli etkileri<\/strong> oldu\u011fu gibi <strong>orta<\/strong> ve<strong> uzun<\/strong> vadeli etkilerini de dikkate almak gerek. Mevcut te\u015fvikler yaln\u0131zca ilave istihdam\u0131 te\u015fvik etmekle kalm\u0131yor bunlar\u0131n d\u0131\u015f\u0131nda kad\u0131n, gen\u00e7 ve mesleki yeterlilik belgesine <strong>uygulanan te\u015fvik<\/strong> ile<strong> gen\u00e7<\/strong> ve <strong>kad\u0131n istihdam\u0131n\u0131<\/strong> ekstra te\u015fvik ediyor, ayr\u0131ca<strong> mesleki yeterlilik belgesi<\/strong> ile nitelikli i\u015fg\u00fcc\u00fcn\u00fc te\u015fvik ediyor. Bunun yan\u0131 s\u0131ra <strong>\u201c\u0130\u015fkur \u0130\u015fba\u015f\u0131 E\u011fitim Program\u0131\u201d<\/strong> ile belli kriterlere sahip niteliksiz i\u015f g\u00fcc\u00fcn\u00fc sisteme kat\u0131p i\u015fi \u00f6\u011frenene kadar <strong>(6 ayl\u0131k s\u00fcre boyunca) asgari \u00fccrete<\/strong> tekab\u00fcl eden t\u00fcm maliyeti i\u015fveren \u00fczerinden al\u0131yor. Bu da yine nitelikli i\u015f g\u00fcc\u00fcn\u00fc artt\u0131rma ad\u0131na \u00f6nemli bir te\u015fviktir.<\/p>\n<h2><strong>Tabi burada \u00f6nemli bir husus s\u00f6z konusu. Te\u015fviklere amac\u0131n\u0131n \u00f6tesinde bir g\u00f6rev y\u00fckleyerek i\u015flevinin yeterli olup olmad\u0131\u011f\u0131n\u0131 de\u011ferlendirmek vahim bir hatad\u0131r. Sonu\u00e7ta ad\u0131 \u00fcst\u00fcnde \u201cte\u015fvik\u201d. Bakanl\u0131k taraf\u0131ndan a\u00e7\u0131klanan rakamlara bak\u0131ld\u0131\u011f\u0131nda<strong> 3,5 milyon<\/strong> ki\u015fi i\u00e7in <strong>K\u0131sa \u00c7al\u0131\u015fma \u00d6dene\u011fi<\/strong> vas\u0131tas\u0131 ile <strong>20 milyar yard\u0131m<\/strong> yap\u0131l\u0131rken yaz sonunda ya\u015fad\u0131\u011f\u0131m\u0131z k\u0131smi normalle\u015fmede <strong>2,1 milyon ki\u015finin<\/strong> i\u015fe d\u00f6n\u00fc\u015f\u00fcn\u00fc te\u015fvik edip <strong>1,7 milyar TL<\/strong> harcam\u0131\u015ft\u0131r.
