Bir\u00e7ok \u00fcniversite ve ara\u015ft\u0131rma kurulu\u015fundan <strong>50\u2019yi a\u015fk\u0131n<\/strong> <strong>ara\u015ft\u0131rmac\u0131, analiz<\/strong> ve <strong>de\u011ferlendirme s\u00fcre\u00e7leri<\/strong>ne katk\u0131da bulundu.<\/p>\n<p><strong>UNEP \u0130cra Direkt\u00f6r\u00fc \u0130nger Andersen<\/strong>, raporun \u00f6ns\u00f6z\u00fcnde karbon emisyonlar\u0131n\u0131n<strong> 10 y\u0131l<\/strong> \u00f6nce \u00f6ng\u00f6r\u00fclen ve <strong>Emisyon A\u00e7\u0131\u011f\u0131 Raporlar\u0131<\/strong>nda kullan\u0131lan <strong>\u201cola\u011fan\u201d senaryolardaki<\/strong> seviyeyle tamamen ayn\u0131 kald\u0131\u011f\u0131n\u0131 belirtiyor: \u201cBu, \u00e7ok ge\u00e7 olmakla beraber fosil yak\u0131tlara daha yo\u011fun bir bi\u00e7imde odaklanmay\u0131 gerektiriyor. D\u00fcnyan\u0131n enerji arz\u0131nda h\u00e2l\u00e2 <strong>k\u00f6m\u00fcr, petrol <\/strong>ve<strong> do\u011falgaz\u0131n<\/strong> a\u011f\u0131r basmas\u0131, emisyon seviyelerinin <strong>iklim hedefleri<\/strong>ne uygun seviyelere inmesini engelliyor. Bu hedeflere y\u00f6nelik olarak rapor, yeni bir \u00f6l\u00e7\u00fct olarak fosil yak\u0131t \u00fcretim a\u00e7\u0131\u011f\u0131n\u0131 sunuyor. Bu \u00f6l\u00e7\u00fct, artan fosil yak\u0131t \u00fcretimi ile k\u00fcresel \u0131s\u0131nmay\u0131 k\u0131s\u0131tlamak i\u00e7in gereken azalma aras\u0131ndaki fark\u0131 a\u00e7\u0131k\u00e7a g\u00f6steriyor.<\/p>\n<h2><strong>Raporun temel bulgular\u0131ndan baz\u0131lar\u0131 \u015f\u00f6yle:<\/strong><\/h2>\n<p>&#8211; D\u00fcnya,<strong> 2030\u2019da<\/strong> k\u00fcresel \u0131s\u0131nmay\u0131 <strong>2\u00b0C<\/strong> ile s\u0131n\u0131rlayabilmek i\u00e7in gereken azami miktardan <strong>%50<\/strong>,<strong> 1,5\u00b0C<\/strong> ile s\u0131n\u0131rlayabilmek i\u00e7in gerekenden ise <strong>%120<\/strong> daha fazla fosil yak\u0131t \u00fcretme yolunda ilerliyor.<\/p>\n<p>&#8211; S\u00f6z konusu \u00fcretim a\u00e7\u0131\u011f\u0131 en fazla k\u00f6m\u00fcrde bulunuyor. \u00dclkeler <strong>2030\u2019da<\/strong> k\u00fcresel \u0131s\u0131nmay\u0131 <strong>2\u00b0C<\/strong> ile s\u0131n\u0131rlayabilmek i\u00e7in gereken azami miktardan <strong>%150, 1,5\u00b0C<\/strong> ile s\u0131n\u0131rlayabilmek i\u00e7in gerekenden ise <strong>%280<\/strong> daha fazla<strong> k\u00f6m\u00fcr \u00fcretmeyi<\/strong> planl\u0131yor.<\/p>\n<p>&#8211; Petrol ve do\u011falgaz da kullan\u0131mlar\u0131n\u0131 garantileyen devaml\u0131 yat\u0131r\u0131m ve altyap\u0131 nedeniyle karbon b\u00fct\u00e7elerini a\u015fma yolunda. \u00dcretim \u015fu anki seyrinde devam ederse \u00fclkeler, <strong>2040\u2019a<\/strong> kadar \u0131s\u0131nmay\u0131 <strong>2\u00b0C<\/strong> ile s\u0131n\u0131rland\u0131rmaya uygun seviyeden<strong> %40<\/strong> ila <strong>%50<\/strong> daha fazla <strong>petrol<\/strong> ve <strong>do\u011falgaz<\/strong> \u00fcretecek.<\/p>\n<p>&#8211; Ulusal tahminlere g\u00f6re \u00fclkeler, 2030\u2019da k\u00fcresel \u0131s\u0131nmay\u0131 <strong>1,5\u00b0C<\/strong> veya <strong>2\u00b0C<\/strong> ile s\u0131n\u0131rland\u0131rmaya h\u00e2lihaz\u0131rda dahi yetmeyen <strong>Ulusal Katk\u0131 Beyanlar\u0131na (Nationally Determined Contributions, NDC)<\/strong> uygun seviyeden <strong>%17<\/strong> daha fazla k\u00f6m\u00fcr, <strong>%10<\/strong> daha fazla petrol ve<strong> %5<\/strong> daha fazla do\u011falgaz \u00fcretmeyi planl\u0131yor.<\/p>\n<p>\u00dcretim a\u00e7\u0131\u011f\u0131n\u0131 kapatmak i\u00e7in \u00fclkelerin \u00f6n\u00fcnde fosil yak\u0131t arama ve \u00e7\u0131karmay\u0131 k\u0131s\u0131tlama, devlet te\u015fviklerini durdurma ve gelecek \u00fcretim planlar\u0131n\u0131 iklim hedefleriyle uyumlu k\u0131lma gibi bir\u00e7ok se\u00e7enek var. Rapor, bu se\u00e7enekleri ve Paris Anla\u015fmas\u0131 kapsam\u0131nda\u00a0 uluslararas\u0131 i\u015fbirli\u011fi yoluyla uygulanabilecek alternatifleri ayr\u0131nt\u0131l\u0131 bi\u00e7imde ortaya koyuyor.<\/p>\n<p>Raporun yazarlar\u0131 ayr\u0131ca fosil yak\u0131tlardan uzakla\u015fma s\u00fcrecinde adil bir ge\u00e7i\u015fin \u00f6nemini vurguluyor.<\/p>\n<p><strong>Raporun yazarlar\u0131ndan SEI Ara\u015ft\u0131rma G\u00f6revlisi Cleo Verkuijl:<\/strong> \u201cSosyal ve ekonomik de\u011fi\u015fimin etkiledi\u011fi insanlar\u0131n geride b\u0131rak\u0131lmamas\u0131n\u0131 sa\u011flamaya y\u00f6nelik gittik\u00e7e artan bir gereksinim var. Ge\u00e7i\u015fin bu y\u00f6nde planlanmas\u0131, ayn\u0131 zamanda daha iddial\u0131 iklim politikalar\u0131na y\u00f6nelik fikir birli\u011fi olu\u015fturabilir.\u201d<\/p>\n<p>\u00dcretim A\u00e7\u0131\u011f\u0131 Raporu, 60\u2019\u0131 a\u015fk\u0131n \u00fclkenin Paris Anla\u015fmas\u0131 uyar\u0131nca yeni emisyon azaltma planlar\u0131 ve iklim taahh\u00fctlerini g\u00f6steren Ulusal Katk\u0131 Beyanlar\u0131n\u0131 (NDC) 2020 y\u0131l\u0131na kadar g\u00fcncellemeyi taahh\u00fct etmesinin ard\u0131ndan yay\u0131nland\u0131.<\/p>\n<p><strong>UNEP \u0130klim De\u011fi\u015fikli\u011fi Koordinat\u00f6r\u00fc Niklas Hagelberg:<\/strong> \u201c\u00dclkeler bu f\u0131rsat\u0131 ulusal katk\u0131 beyanlar\u0131na fosil yak\u0131t \u00fcretimini y\u00f6netecek stratejileri entegre etmek i\u00e7in kullanabilir. B\u00f6ylece emisyon azaltma hedeflerine ula\u015fmalar\u0131 daha kolay olur.\u201d<\/p>\n<p><strong>SEI \u0130cra Direkt\u00f6r\u00fc M\u00e5ns Nilsson:<\/strong> \u201cYirmi y\u0131l\u0131 a\u015fk\u0131n s\u00fcredir iklim politikalar\u0131 belirleniyor olmas\u0131na ra\u011fmen fosil yak\u0131t \u00fcretim seviyeleri her zamankinden daha y\u00fcksek. Bu rapor, h\u00fck\u00fcmetlerin k\u00f6m\u00fcr, petrol ve do\u011falgaza olan devaml\u0131 deste\u011finin, sorunun b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 olu\u015fturdu\u011funu g\u00f6steriyor.
