Yazgan, \u201cDepremle ilgili yeterli bilgimiz var. Buna ra\u011fmen \u00f6l\u00fcmlerde ve ekonomik kay\u0131plarda art\u0131\u015f olmas\u0131 bilgi ile uygulama aras\u0131nda h\u00e2l\u00e2 derin bir u\u00e7urum oldu\u011funu g\u00f6steriyor. Oysa <strong>deprem b\u00f6lgesinde in\u015fa edilecek<\/strong> yap\u0131lar hakk\u0131nda ilki <strong>1949\u2019da<\/strong> <strong>y\u00fcr\u00fcrl\u00fc\u011fe giren<\/strong> ve <strong>defalarca g\u00fcncellenen y\u00f6netmelikle<\/strong> deprem hasar\u0131n\u0131n en aza indirgenmesi hedefiyle asgari ko\u015fullar belirlenmi\u015f durumda\u201d dedi.<\/p>\n<h2><strong>\u201cT\u00dcM A\u015eAMALARIN DENETLENMES\u0130 \u015eART\u201d<\/strong><\/h2>\n<p>Dr. Yazgan<strong> depreme dayan\u0131kl\u0131 yap\u0131lar\u0131n in\u015fas\u0131<\/strong>nda <strong>malzeme kalitesi<\/strong>nin de \u00e7ok \u00f6nemli bir kriter oldu\u011funa dikkat \u00e7ekerek, son y\u0131llarda \u00f6zellikle<strong> haz\u0131r beton kullan\u0131m\u0131<\/strong>n\u0131n yayg\u0131nla\u015fmas\u0131yla<strong> beton bas\u0131n\u00e7 dayan\u0131mlar\u0131<\/strong>nda ciddi bir iyile\u015fme oldu\u011funu ve kullan\u0131lan malzemenin kontrol\u00fcn\u00fcn sa\u011fland\u0131\u011f\u0131n\u0131 anlatt\u0131. Yazgan, \u201cTabii ki binan\u0131n projesine <strong>uygun in\u015fa edilmesi<\/strong> ve<strong> t\u00fcm yap\u0131 \u00fcretim a\u015famalar\u0131<\/strong>n\u0131n denetlenmesi gerekiyor. Bu nedenle <strong>1999 depremi<\/strong>nden sonra <strong>2001 y\u0131l\u0131nda<\/strong> 4708 say\u0131l\u0131 Yap\u0131 Denetim Kanunu y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015f; <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131<\/strong> taraf\u0131ndan <span style=\"text-decoration: underline;\">yetkilendirilen<\/span><em><span style=\"text-decoration: underline;\"> yap\u0131 denetim firmalar\u0131;<\/span> yap\u0131lar\u0131n, proje ve uygulama a\u015famas\u0131 denetimini yaparak, yap\u0131n\u0131n ilgili mevzuata uygun bir bi\u00e7imde ger\u00e7ekle\u015fmesini yap\u0131 sahibi ad\u0131na<\/em> <em>sa\u011flamakla<\/em> <em>sorumlu durumda\u201d<\/em> diye konu\u015ftu.<\/p>\n<p><strong>\u0130zmir\u2019i etkileyen depremde<\/strong> y\u0131k\u0131lan binalarla ilgili <strong>kolon kesme iddialar\u0131<\/strong>n\u0131n g\u00fcndeme geldi\u011fine de dikkat \u00e7eken Dr. Yazgan, binalar\u0131n ta\u015f\u0131y\u0131c\u0131 sistemine kolon kesme gibi m\u00fcdahalelerin <strong>d\u00fc\u015fey ta\u015f\u0131y\u0131c\u0131larda dayan\u0131kl\u0131l\u0131\u011f\u0131<\/strong> ortadan kald\u0131rd\u0131\u011f\u0131n\u0131 ve<strong> kom\u015fu katlararas\u0131 yumu\u015fak kat olu\u015fturdu\u011fu<\/strong>nu s\u00f6yledi. Dr. Yazgan, bu durumda en k\u00fc\u00e7\u00fck bir sars\u0131nt\u0131da dahi, bina depremden kaynaklanan yatay y\u00fcklere direnemedi\u011finden katlar\u0131n \u00fcst \u00fcste \u00e7\u00f6kt\u00fc\u011f\u00fcn\u00fc belirtti.<\/p>\n<h2><strong>\u201cZEM\u0130N \u0130Y\u0130LE\u015eT\u0130R\u0130LMES\u0130 YAPILMALI!\u201d<\/strong><\/h2>\n<p>Yazgan, en \u00e7ok tart\u0131\u015f\u0131lan <strong>yap\u0131-zemin etkile\u015fimi<\/strong> konusunda ise, yumu\u015fak zeminlerde az katl\u0131 binalar\u0131n, \u00e7ok katl\u0131 bina yap\u0131lacak ise<strong> uygun zemin iyile\u015ftirmelerinin<\/strong> yap\u0131lmas\u0131 gerekti\u011fini vurgulad\u0131.<\/p>\n<p><strong>Mevcut yap\u0131 sto\u011fu<\/strong>nun h\u0131zl\u0131 ve do\u011fru \u015fekilde depreme dayan\u0131kl\u0131 olup olmad\u0131\u011f\u0131n\u0131n tespit edilmesi gerekti\u011fine dikkat \u00e7eken Dr. Yazgan, <strong>yap\u0131lan inceleme<\/strong> ve <strong>testler sonucunda<\/strong> binan\u0131n, <strong>deprem g\u00fcvenli\u011fine ili\u015fkin performans d\u00fczeyi<\/strong>ni sa\u011flamad\u0131\u011f\u0131 tespit edilirse, binan\u0131n ta\u015f\u0131y\u0131c\u0131 sistemine yeni elemanlar eklenerek yap\u0131n\u0131n <strong>yatay<\/strong> ve <strong>d\u00fc\u015fey kuvvetlere<\/strong> kar\u015f\u0131 <strong>dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131 art\u0131rmak<\/strong> gerekti\u011fini belirtti.
