B\u00f6lgedeki t\u00fcm vatanda\u015flar\u0131m\u0131za ge\u00e7mi\u015f olsun dileklerimizi iletiyoruz. T\u00fcrkiye bir deprem \u00fclkesi olup topraklar\u0131m\u0131z\u0131n %95\u2019lik b\u00f6l\u00fcm\u00fc \u00e7e\u015fitli derecelerde deprem ku\u015fa\u011f\u0131nda yer alan \u00fclkemizde, can ve mal g\u00fcvenli\u011fini sa\u011flayabilmek i\u00e7in al\u0131nmas\u0131 gereken en temel \u00f6nlemlerin ba\u015f\u0131nda uzun \u00f6m\u00fcrl\u00fc ve depreme dayan\u0131kl\u0131 binalar in\u015fa etmek geliyor.<\/h1>\n<p>Yap\u0131lar\u0131n dayan\u0131m\u0131 ile ilgili sorunlar sadece <strong>\u0130zmir\u2019de<\/strong> de\u011fil, <strong>t\u00fcm \u015fehirlerimizde<\/strong> benzer s\u0131k\u0131nt\u0131lar var. N\u00fcfus yo\u011funlu\u011fu artt\u0131k\u00e7a bu sorun da b\u00fcy\u00fcmeye devam ediyor. Yeterli dayan\u0131ma sahip olmayan binalar\u0131m\u0131z\u0131 tespit etmeli, <strong>kentsel d\u00f6n\u00fc\u015f\u00fcm<\/strong> veya<strong> g\u00fc\u00e7lendirme \u00e7al\u0131\u015fmalar\u0131<\/strong>yla g\u00fcvenli hale getirmeliyiz. Bug\u00fcn milyonlarca konutta halen su yal\u0131t\u0131m\u0131n\u0131n bulunmad\u0131\u011f\u0131 \u00fclkemizde <strong>6.5 milyon konut<\/strong> deprem a\u00e7\u0131s\u0131ndan riskli bina stat\u00fcs\u00fcnde yer al\u0131yor.<\/p>\n<p><strong>\u0130zmir Seferihisar<\/strong> a\u00e7\u0131klar\u0131nda meydana gelen <strong>6.6 b\u00fcy\u00fckl\u00fc\u011f\u00fc<\/strong>ndeki depremden sadece <strong>10 g\u00fcn<\/strong> \u00f6nce kamuoyu ile payla\u015f\u0131lan <strong>\u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi<\/strong> ile <strong>Bo\u011fazi\u00e7i \u00dcniversitesi Kandilli Rasathanesi ve Deprem Ara\u015ft\u0131rma Enstit\u00fcs\u00fc Deprem M\u00fchendisli\u011fi Ana Bilim Dal\u0131<\/strong> taraf\u0131ndan haz\u0131rlanan <strong>\u0130stanbul \u0130li<\/strong> <strong>Olas\u0131 Deprem Kay\u0131p Tahminlerinin G\u00fcncellenmesi Projesi<\/strong> raporunda yer alan sonu\u00e7lar durumun ciddiyetini ortaya koyuyor: <strong>\u20187,5 b\u00fcy\u00fckl\u00fc\u011f\u00fc<\/strong>ndeki senaryo depreminde \u0130stanbul\u2019daki binalar\u0131n ortalama<strong> %26<\/strong>\u2019s\u0131n\u0131n hafif, <strong>%13<\/strong>\u2019\u00fcn\u00fcn orta, <strong>%3<\/strong>\u2019\u00fcn\u00fcn a\u011f\u0131r ve <strong>%1<\/strong>\u2019inin \u00e7ok a\u011f\u0131r hasar g\u00f6rmesi bekleniyor.<strong> A\u011f\u0131r<\/strong> ve <strong>\u00e7ok a\u011f\u0131r hasarl\u0131 binalar\u0131n<\/strong> ald\u0131klar\u0131 deprem hasar\u0131 onar\u0131lamayacak boyutta olmakta ve bu hasar seviyelerindeki binalar\u0131n y\u0131k\u0131l\u0131p tekrar yap\u0131lmas\u0131 gere\u011fi ortaya \u00e7\u0131k\u0131yor. \u00d6te yandan<strong> orta hasarl\u0131 binalar\u0131n<\/strong> da onar\u0131m yerine<strong> y\u0131k\u0131l\u0131p yeniden in\u015fas\u0131n\u0131n<\/strong> \u00e7o\u011funlukla daha uygun oldu\u011fu belirtiliyor. Senaryo depreminde<strong> \u0130stanbul\u2019daki binalar\u0131n<\/strong> ortalama <strong>%17<\/strong>\u2019sinin (yakla\u015f\u0131k 194.000 bina) <strong>orta<\/strong> ve <strong>\u00fcst\u00fc seviyede<\/strong> hasar g\u00f6rece\u011fi tahmin ediliyor.\u2019<\/p>\n<p><strong>Betonarme yap\u0131 sistemleri<\/strong>nin en \u00e7ok etkilendikleri noktalardan biri<strong> suya kar\u015f\u0131<\/strong> hassasiyetleridir. Yap\u0131y\u0131 olu\u015fturan <strong>ana elemanlar\u0131<\/strong> (demir ve beton) \u00f6mr\u00fc boyunca koruyacak<strong> su yal\u0131t\u0131m\u0131 uygulamalar\u0131<\/strong> ise binalarda hayati \u00f6nem ta\u015f\u0131yor. Yap\u0131lar\u0131m\u0131za suyun n\u00fcfuz etmesi durumunda, ta\u015f\u0131y\u0131c\u0131 elemanlarda bulunan<strong> demir donat\u0131lar korozyona<\/strong> maruz kalarak paslan\u0131yor. <strong>Korozyon sonucunda<\/strong> binan\u0131n betonarmeden te\u015fkil edilen<strong> ta\u015f\u0131y\u0131c\u0131 sistemi zay\u0131flayarak<\/strong>, yap\u0131m\u0131ndan sonraki <strong>20 y\u0131l i\u00e7inde<\/strong> ta\u015f\u0131ma g\u00fcc\u00fcn\u00fcn yar\u0131s\u0131ndan fazlas\u0131n\u0131 kaybediyor. <strong>Binan\u0131n ta\u015f\u0131y\u0131c\u0131 sistemini zay\u0131flatan<\/strong> korozyonu engellemenin tek yolu ise <strong>do\u011fru<\/strong> ve<strong> eksiksiz<\/strong> yap\u0131lm\u0131\u015f <strong>su yal\u0131t\u0131m\u0131<\/strong>d\u0131r.<\/p>\n<p><strong>\u0130ZODER<\/strong> olarak, <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131<\/strong> ile birlikte uzun s\u00fcren \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131n sonucu 2018\u2019de y\u00fcr\u00fcrl\u00fc\u011fe giren <strong>\u2018Binalarda Su Yal\u0131t\u0131m\u0131 Y\u00f6netmeli\u011fi<\/strong>, T\u00fcrkiye <strong>in\u015faat sekt\u00f6r\u00fc<\/strong> ve kullan\u0131c\u0131lar a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemli bir ad\u0131m oldu. <strong>Yeni yap\u0131lan binalarda<\/strong> bu y\u00f6netmelikte \u00f6ng\u00f6r\u00fclen esaslara uyulmad\u0131\u011f\u0131n\u0131n <strong>tespit edilmesi<\/strong> h\u00e2linde, bu eksiklikler giderilinceye kadar <strong>binaya yap\u0131 kullanma izin belgesi<\/strong> verilmiyor.<\/p>\n<p><strong>Yal\u0131t\u0131m<\/strong>, <em>g\u00fcvenli yap\u0131la\u015fman\u0131n vazge\u00e7ilmez<\/em> unsurlar\u0131ndand\u0131r.
