Kamu kesimi ancak piyasalar\u0131n\u00a0 arz g\u00fcvenli\u011fini sa\u011flamada yetersiz kal\u0131nmas\u0131 halinde yat\u0131r\u0131mc\u0131 olarak piyasan\u0131n\u00a0 sa\u011fl\u0131kl\u0131 i\u015fleyi\u015fine katk\u0131 sunacak.<\/p>\n<p>-Kamu elektrik \u00fcretim tesislerinin \u00f6nemli bir b\u00f6l\u00fcm\u00fc ile da\u011f\u0131t\u0131m\u00a0 varl\u0131klar\u0131n\u0131n t\u00fcm\u00fcn\u00fcn \u00f6zelle\u015ftirilmesi tamamlanacak. Kamu kesimi\u00a0 \u00f6zelle\u015ftirmelerin d\u0131\u015f\u0131nda tuttu\u011fu santrallerle elektrik \u00fcretimine devam edecek,\u00a0 iletim ve toptan sat\u0131\u015f faaliyetlerini s\u00fcrd\u00fcrecek.<\/p>\n<p>-Birincil elektrik kaynaklar\u0131 baz\u0131nda dengeli bir kaynak \u00e7e\u015fitlendirmesine ve\u00a0 orijin \u00fclke farkl\u0131la\u015ft\u0131rmas\u0131na gidilecek, \u00fcretim sistemi i\u00e7inde yerli ve\u00a0 yenilenebilir enerji kaynaklar\u0131n\u0131n pay\u0131 azami \u00f6l\u00e7\u00fcde y\u00fckseltilecek,<\/p>\n<p>-Kamu sahipli\u011finde kalacak elektrik iletiminde, yat\u0131r\u0131mlar elektrik\u00a0 sisteminin g\u00fcvenli\u011fini koruyacak \u015fekilde s\u00fcrd\u00fcr\u00fclecek. Yenilenebilir enerji\u00a0 kaynaklar\u0131ndan sa\u011flanan elektrik \u00fcretiminin sistem g\u00fcvenli\u011fini riske atmadan\u00a0 \u015febekeye entegrasyonu amac\u0131yla gerekli yat\u0131r\u0131mlar ger\u00e7ekle\u015ftirilecek.<\/p>\n<p>-Petrol ve do\u011falgazda ola\u011fan\u00fcst\u00fc durum arz stoklar\u0131 yeterli d\u00fczeyde\u00a0 olu\u015fturulacak. Tuz G\u00f6l\u00fc Do\u011falgaz Yeralt\u0131 Depolama Projesi ile Trakya&#8217;da yer alan\u00a0 do\u011falgaz depolama tevsii projeleri tamamlanacak. Do\u011falgaz iletim ve da\u011f\u0131t\u0131m a\u011f\u0131\u00a0 \u00fclke sath\u0131nda geni\u015fletilecek ve talep noktalar\u0131na do\u011falgaz ula\u015ft\u0131r\u0131lacak.<\/p>\n<p>-Akkuyu n\u00fckleer g\u00fc\u00e7 santralinin ilk \u00fcnitesinin plan d\u00f6nemi i\u00e7erisinde in\u015fas\u0131\u00a0 b\u00fcy\u00fck oranda tamamlanacak. Ayr\u0131ca Sinop&#8217;ta ikinci bir santralin ilk \u00fcnitesinin\u00a0 in\u015fas\u0131na ba\u015flanacak. Plan d\u00f6neminde 5 bin megavatl\u0131k \u00fc\u00e7\u00fcnc\u00fc bir santralin saha\u00a0 belirleme, \u00f6n fizibilite ve yat\u0131r\u0131m haz\u0131rl\u0131klar\u0131na ba\u015flanacak.<\/p>\n<p>-N\u00fckleer enerji alan\u0131nda hukuki ve kurumsal altyap\u0131 g\u00fc\u00e7lendirilecek. N\u00fckleer\u00a0 alandaki faaliyetlerin g\u00fcvenli ve emniyetli bir \u015fekilde y\u00fcr\u00fct\u00fclmesini tespit ve\u00a0 teyit etmek i\u00e7in ba\u011f\u0131ms\u0131z, g\u00fc\u00e7l\u00fc ve yetkin bir n\u00fckleer d\u00fczenleme ve denetleme\u00a0 sistemi olu\u015fturulacak.<\/p>\n<p>-Radyoaktif at\u0131klar\u0131n depolanmas\u0131, y\u00f6netimi, tasfiyesi politikalar\u0131;\u00a0 kamuoyunun sa\u011fl\u0131kl\u0131 bilgilendirilmesi ve \u015feffafl\u0131k hususlar\u0131na \u00f6nem verilerek\u00a0 olu\u015fturulacak. N\u00fckleer teknoloji alan\u0131nda \u00fclkemizde yetkinlik kazan\u0131lmas\u0131 ve\u00a0 ba\u015fta in\u015faat olmak \u00fczere yerli katk\u0131n\u0131n art\u0131r\u0131lmas\u0131 desteklenecek.<\/p>\n<p>-Yerli k\u00f6m\u00fcr kaynaklar\u0131 \u00f6zel sekt\u00f6r eliyle y\u00fcksek verimli ve \u00e7evre dostu\u00a0 teknolojiler kullan\u0131larak elektrik enerjisine d\u00f6n\u00fc\u015ft\u00fcr\u00fclecek. Af\u015fin-Elbistan\u00a0 Havzas\u0131 linyit rezervleri elektrik \u00fcretimi i\u00e7in de\u011ferlendirilecek. K\u00fc\u00e7\u00fck\u00a0 rezervli k\u00f6m\u00fcr yataklar\u0131n\u0131n b\u00f6lgesel enerji \u00fcretim tesislerinde\u00a0 de\u011ferlendirilmesi sa\u011flanacak.<\/p>\n<p>-Enerji Verimlili\u011fi Stratejisi etkin \u015fekilde uygulanacak ve enerjinin t\u00fcm\u00a0 sekt\u00f6rlerde verimli \u015fekilde kullan\u0131lmas\u0131 sa\u011flanacak. Kamu elinde kalmas\u0131\u00a0 \u00f6ng\u00f6r\u00fclen termik ve HES&#8217;lerin rehabilitasyonlar\u0131 tamamlanacak, elektrikte\u00a0 kay\u0131p-ka\u00e7ak oranlar\u0131 en alt d\u00fczeye indirilecek.<\/p>\n<p>-Enerji sekt\u00f6r\u00fcnde h\u0131zl\u0131 ve etkin bir piyasa g\u00f6zetimi ve denetimi\u00a0 sa\u011flanacak. Serbest piyasada yat\u0131r\u0131m ve i\u015fletme kararlar\u0131 i\u00e7in bir referans\u00a0 fiyat olu\u015fturmas\u0131 beklenen enerji borsas\u0131n\u0131n olu\u015fumu tamamlanacak ve sa\u011fl\u0131kl\u0131\u00a0 \u015fekilde i\u015flemesi temin edilecek.<\/p>\n<p>-T\u00fcrkiye&#8217;nin mevcut jeo stratejik konumunun etkin bi\u00e7imde kullan\u0131lmas\u0131yla\u00a0 enerji \u00fcreticisi ve t\u00fcketicisi \u00fclkeler aras\u0131nda transit ve terminal \u00fclke\u00a0 olunmas\u0131 sa\u011flanacak. Ceyhan&#8217;\u0131n uluslararas\u0131 petrol piyasas\u0131nda ana da\u011f\u0131t\u0131m\u00a0 noktalar\u0131ndan ve petrol fiyatlar\u0131n\u0131n te\u015fekk\u00fcl\u00fcnde \u00f6nemli merkezlerden biri\u00a0 olmas\u0131 yolundaki \u00e7al\u0131\u015fmalar s\u00fcrd\u00fcr\u00fclecek.<\/p>\n<p>-Avrupa&#8217;ya gaz sat\u0131\u015f\u0131nda ve iletiminde aktif rol \u00fcstlenilecek, kom\u015fu\u00a0 \u00fclkelerle elektrik ticareti kapasitesinin art\u0131r\u0131lmas\u0131na y\u00f6nelik altyap\u0131\u00a0 olu\u015fturulacak.
