Toplant\u0131s\u0131&#8217;nda al\u0131nan kararlar\u0131 a\u00e7\u0131klad\u0131.<\/strong><\/p>\n<p>Bakan Erg\u00fcn&#8217;\u00fcn a\u00e7\u0131klamas\u0131 \u015f\u00f6yle:<\/p>\n<p>&#8220;2010 y\u0131l\u0131nda ger\u00e7ekle\u015ftirilen BTYK toplant\u0131s\u0131nda al\u0131nan karar do\u011frultusunda d\u00fcnk\u00fc BTYK toplant\u0131s\u0131nda \u00f6ncelikli alan olarak &#8216;enerji&#8217; alan\u0131n\u0131 ele ald\u0131k. Bu konu, hem b\u00fcy\u00fcmeyle yak\u0131n ili\u015fkisi hem de ekonomik ve stratejik boyutu ile \u00e7ok \u00f6nemli bir aland\u0131r. D\u00fcnyadaki k\u00fcresel g\u00fc\u00e7 oyunlar\u0131n\u0131n \u00e7ok b\u00fcy\u00fck oranda enerji kaynaklar\u0131 \u00fczerinden d\u00f6n\u00fcyor olmas\u0131, elbette bir tesad\u00fcf de\u011fildir.<\/p>\n<p>2012 y\u0131l\u0131 sonu itibariyle cari a\u00e7\u0131\u011f\u0131m\u0131z\u0131n y\u00fczde 71&#8217;i enerji ithalat\u0131ndan kaynaklan\u0131yor. Dolay\u0131s\u0131yla, cari a\u00e7\u0131\u011f\u0131m\u0131z\u0131 azaltma hedefimiz, enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131 azaltacak ad\u0131mlarla do\u011frudan ba\u011flant\u0131l\u0131 hale geliyor. Bu ad\u0131mlar da, temelde enerji alan\u0131nda yap\u0131lacak Ar-Ge ve yenili\u011fe dayan\u0131yor. Ancak bu rakam\u0131n 2023 y\u0131l\u0131nda 106 milyar dolar seviyesine \u00e7\u0131kmas\u0131 bekleniyor. Bu paran\u0131n \u00e7o\u011funu \u00fclkemizde mevcut olmayan fakat enerji ihtiyac\u0131m\u0131z\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131 sa\u011flayan kaynaklar\u0131n teminine harc\u0131yoruz. Bug\u00fcn enerji ihtiyac\u0131m\u0131z\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011funu ithal ediyoruz. Bu nedenle, enerji ihtiya\u00e7lar\u0131m\u0131z\u0131 kar\u015f\u0131lama noktas\u0131nda alternatif y\u00f6ntem aray\u0131\u015flar\u0131 \u00f6n plana \u00e7\u0131kmal\u0131d\u0131r.<\/p>\n<p><strong>ELEKTR\u0130K \u00dcRET\u0130M\u0130NDE Y\u00dcZDE 30 YEN\u0130LENEB\u0130L\u0130R ENERJ\u0130 HEDEF\u0130<\/strong><\/p>\n<p>2023 y\u0131l\u0131nda elektrik \u00fcretimi i\u00e7erisinde yenilenebilir enerji pay\u0131n\u0131n en az y\u00fczde 30 olmas\u0131n\u0131 hedefliyoruz. \u00dcniversitelerin,<\/p>\n<p>sanayinin, kamu kurumlar\u0131n\u0131n enerji alan\u0131na, enerjinin alt dallar\u0131ndaki ar-ge konular\u0131na odaklanmalar\u0131, \u00fclkemiz i\u00e7in ger\u00e7ekten de \u00e7ok hayati bir \u00f6nem ta\u015f\u0131yor. D\u00fcnk\u00fc BTYK toplant\u0131m\u0131zda artan bu enerji ihtiyac\u0131n\u0131 kar\u015f\u0131lamaya y\u00f6nelik 3 ana \u00f6neri geli\u015fti. Bunlar\u00a0 yerli enerji kaynaklar\u0131n\u0131n kullan\u0131m\u0131n\u0131 art\u0131rmak, bu kaynaklara y\u00f6nelik yerli \u00fcretim teknolojilerine odaklanmak ve enerji verimlili\u011fini art\u0131rmak.<\/p>\n<p><strong>ENERJ\u0130DE 7 \u00d6NEML\u0130 KARAR<\/strong><\/p>\n<p>Yerli enerji kaynaklar\u0131n\u0131 kullanmak ve bu teknolojilere y\u00f6nelik \u00fcretimi geli\u015ftirmek ad\u0131na, ge\u00e7ti\u011fimiz aylarda T\u00dcB\u0130TAK ile Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 aras\u0131nda \u00f6nemli bir protokol imzalam\u0131\u015ft\u0131k. Bu protokol kapsam\u0131nda T\u00dcB\u0130TAK Marmara Ara\u015ft\u0131rma Merkezi Enerji Enstit\u00fcs\u00fc b\u00fcnyesinde \u00e7ok kritik projeler ba\u015flatt\u0131k. D\u00fcnk\u00fc toplant\u0131m\u0131zda bu projelere \u00f6zel vurgu yapan 7 \u00f6nemli yeni karar ald\u0131k.<\/p>\n<p><strong>YERL\u0130 TERM\u0130K SANTRAL<\/strong><\/p>\n<p>\u0130lk karar\u0131m\u0131z, Yerli Termik Santral Tasar\u0131m ve \u0130malat Kabiliyetinin Geli\u015ftirilmesidir. Bug\u00fcn T\u00fcrkiye&#8217;de kurulu 24 termik santralin tamam\u0131, yabanc\u0131lar taraf\u0131ndan kurulup geli\u015ftirilmi\u015ftir. Ortalama bir santralin kurulu\u015f maliyetinin 1.7 milyar dolara yak\u0131n<\/p>\n<p>oldu\u011funu d\u00fc\u015f\u00fcn\u00fcrsek, bu konuda uygulayaca\u011f\u0131m\u0131z M\u0130LTES (Milli Termik Santral) projesinin \u00f6nemi daha iyi anla\u015f\u0131lacakt\u0131r. 2023 y\u0131l\u0131na kadar termik santral yap\u0131m\u0131nda \u00fclkemizde yakla\u015f\u0131k 36 milyar dolarl\u0131k bir yat\u0131r\u0131m potansiyeli \u00f6ng\u00f6r\u00fcyoruz<\/p>\n<p><strong>YERL\u0130 H\u0130DROELEKTR\u0130K SANTRAL\u0130<\/strong><\/p>\n<p>\u0130kinci olarak, k\u0131sa ad\u0131 M\u0130LHES olan Hidroelektrik Enerjisi Teknolojilerinin Geli\u015ftirilmesi y\u00f6n\u00fcnde yeni bir karar ald\u0131k. Bu<\/p>\n<p>projeyle de a\u011f\u0131r t\u00fcrbin, jenerat\u00f6r ve SCADA sistemleri gibi bu santrallerde kullan\u0131lan ve d\u0131\u015fa ba\u011f\u0131ml\u0131 oldu\u011fumuz teknolojileri,<\/p>\n<p>\u00fclkemizde geli\u015ftirmeyi hedefliyoruz. 2023&#8217;e kadar hidroelektrik enerjisi alan\u0131nda T\u00fcrkiye&#8217;deki yat\u0131r\u0131m potansiyelinin 18 milyar dolar olmas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyoruz.<\/p>\n<p><strong>R\u00dcZGAR VE G\u00dcNE\u015e ENERJ\u0130S\u0130NDE YERL\u0130 TEKNOLOJ\u0130YE GE\u00c7\u0130\u015e<\/strong><\/p>\n<p>Yerli teknolojilerin geli\u015ftirilmesi konusunda ald\u0131\u011f\u0131m\u0131z 3. ve 4. kararlar\u0131m\u0131z ise r\u00fczg\u00e2r ve g\u00fcne\u015f enerjileriyle ilgilidir. Milli R\u00fczgar Enerjisi Santrali Teknolojilerinin Geli\u015ftirilmesi Projesi (M\u0130LRES) ile \u00f6nce 500 kW&#8217;l\u0131k, daha sonra 2,5 MegaWattl\u0131k milli santraller kurulacak. 2023&#8217;e kadar r\u00fczg\u00e2r enerjisi alan\u0131nda T\u00fcrkiye&#8217;deki yat\u0131r\u0131m potansiyelinin 26 milyar dolar olmas\u0131n\u0131<\/p>\n<p>\u00f6ng\u00f6r\u00fcyoruz.<\/p>\n<p><strong>CEYLANPINAR&#8217;DA 10 MEGAWATT G\u00dcC\u00dcNDE G\u00dcNE\u015e ENERJ\u0130S\u0130 SANTRAL\u0130 KURULACAK<\/strong><\/p>\n<p>M\u0130LGES yani G\u00fcne\u015f Enerjisi Teknolojilerinin Geli\u015ftirilmesi projesiyle ise son y\u0131llarda \u00f6ne \u00e7\u0131kan g\u00fcne\u015f enerjisi teknolojileri<\/p>\n<p>alan\u0131nda da milli teknolojilerimizi geli\u015ftirmeyi hedefliyoruz. M\u0130LGES kapsam\u0131nda, \u015eanl\u0131urfa-Ceylanp\u0131nar&#8217;da tar\u0131ma elveri\u015fli olmayan arazi \u00fczerinde yakla\u015f\u0131k 10 MW g\u00fcc\u00fcnde bir santral kurulacak. Bu alanda da 2023 y\u0131l\u0131na kadar 5 milyar dolarl\u0131k yat\u0131r\u0131m \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p><strong>5 YILDA Y\u00dcZDE 80 ORANINDA YERL\u0130L\u0130K HEDEF\u0130<\/strong><\/p>\n<p>Bu konuda \u00f6zellikle \u015fu hususu vurgulamak istiyorum: \u00d6n\u00fcm\u00fczdeki 5 y\u0131l i\u00e7inde termik santralde, hidroelektrik, r\u00fczg\u00e2r ve g\u00fcne\u015fte y\u00fczde 80 oran\u0131nda yerli teknolojiye ula\u015fmay\u0131 hedefliyoruz. B\u00f6ylece T\u00fcrkiye&#8217;nin 2023&#8217;e kadar enerjiye yapaca\u011f\u0131 yakla\u015f\u0131k 130 milyar dolarl\u0131k yat\u0131r\u0131m\u0131n, y\u00fczde 80&#8217;i yerli teknolojiler kullan\u0131larak yap\u0131labilecektir<\/p>\n<p><strong>TERM\u0130K SANTRALLER\u0130N ATIK ISILARI KONUTLARI ISITACAK<\/strong><\/p>\n<p>Toplant\u0131m\u0131zda ald\u0131\u011f\u0131m\u0131z 5. Karar, termik santral at\u0131k \u0131s\u0131lar\u0131n\u0131n de\u011ferlendirilmesi projesidir. Bu Proje ile termik santrallerde<\/p>\n<p>elektrik enerjisinin yan\u0131 s\u0131ra ortaya \u00e7\u0131kan \u0131s\u0131y\u0131, s\u0131cak su ve \u0131s\u0131tma ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamak \u00fczere kullanmak istiyoruz. Bu proje<\/p>\n<p>kapsam\u0131nda Soma&#8217;daki termik santral i\u00e7in yapt\u0131\u011f\u0131m\u0131z pilot uygulama ile \u015fu an 22 binin \u00fczerinde konutun s\u0131cak su ve \u0131s\u0131tma ihtiyac\u0131n\u0131 kar\u015f\u0131layabiliyoruz. Bu uygulamay\u0131 sadece E\u00dcA\u015e&#8217;a ba\u011fl\u0131 14 Termik Santrale yayg\u0131nla\u015ft\u0131r\u0131rsak, 620 bin konutu \u0131s\u0131tm\u0131\u015f ve \u00fclke ekonomisine y\u0131lda 1,8 milyar TL katk\u0131 sa\u011flam\u0131\u015f olaca\u011f\u0131z.<\/p>\n<p><strong>YERL\u0130 K\u00d6M\u00dcRDEN SIVI YAKIT \u00dcRET\u0130LECEK<\/strong><\/p>\n<p>Ald\u0131\u011f\u0131m\u0131z 6. Karar, K\u00f6m\u00fcr Gazla\u015ft\u0131rma ve S\u0131v\u0131 Yak\u0131t \u00dcretimi Teknolojilerinin Geli\u015ftirilmesiyle ilgilidir. Biyok\u00fctle ve K\u00f6m\u00fcr<\/p>\n<p>Kar\u0131\u015f\u0131mlar\u0131ndan S\u0131v\u0131 Yak\u0131t \u00dcretimi Projesi kapsam\u0131nda d\u00fc\u015f\u00fck kalorili linyit k\u00f6m\u00fcr\u00fcnden s\u0131v\u0131 yak\u0131t \u00fcretimi hedefliyoruz.<\/p>\n<p>Bu sayede yerli k\u00f6m\u00fcrlerden katma de\u011feri en az 2 kat y\u00fcksek \u00fcr\u00fcn elde edilebilecek. Bu teknolojiye sahip bir ticari tesiste, g\u00fcnde 30 bin varil s\u0131v\u0131 yak\u0131t \u00fcretilebilecek. Bu da b\u00f6yle bir tesisle, s\u0131v\u0131 yak\u0131t ihtiyac\u0131m\u0131z\u0131n y\u00fczde 5&#8217;ini yerli kaynak ve yerli teknolojiler ile<\/p>\n<p>kar\u015f\u0131layabilece\u011fimiz anlam\u0131na geliyor. Hali haz\u0131rda T\u00dcB\u0130TAK MAM Enerji Enstit\u00fcm\u00fczde bu teknolojiyi geli\u015ftiren bir pilot tesiste ba\u015far\u0131l\u0131 deneme \u00fcretimleri yapt\u0131\u011f\u0131m\u0131z\u0131 da hat\u0131rlatmak isterim.<\/p>\n<p><strong>ENERJ\u0130 VER\u0130ML\u0130L\u0130\u011e\u0130 \u0130LE 10 YILDA 140 M\u0130LYAR DOLAR TASARRUF<\/strong><\/p>\n<p>H\u0131zla artan enerji ihtiyac\u0131m\u0131za y\u00f6nelik BTYK&#8217;da sunulan son \u00f6neri ise enerji verimlili\u011fimizin art\u0131r\u0131lmas\u0131 \u00fczerineydi. Enerjiyi \u00fcretmek elbette \u00f6nemli ama enerjiyi en verimli \u015fekilde kullanabilece\u011fimiz mekanizmalar\u0131 olu\u015fturmak da b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor. Gerekli \u00e7al\u0131\u015fmalar yap\u0131l\u0131rsa, 2023 y\u0131l\u0131na kadar 140 milyar dolar gibi \u00e7ok \u00f6nemli tasarruf rakamlar\u0131na ula\u015fmam\u0131z m\u00fcmk\u00fcn olacakt\u0131r.<\/p>\n<p>Bilim ve Teknoloji Y\u00fcksek Kurulu&#8217;nun ald\u0131\u011f\u0131 bu kararlar, enerji sekt\u00f6r\u00fcm\u00fcz a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemli sonu\u00e7lar do\u011furacakt\u0131r. \u015euras\u0131 \u00e7ok \u00f6nemli: Art\u0131k T\u00fcrkiye, gelecekte ortaya \u00e7\u0131kacak sorunlar\u0131na \u015fimdiden \u00e7\u00f6z\u00fcm \u00fcretmeye \u00e7al\u0131\u015fan proaktif bir kimlik kazanm\u0131\u015ft\u0131r. Bu sorunlar\u0131n\u00e7\u00f6z\u00fcm adresi olarak da bilim ve teknoloji politikalar\u0131n\u0131, \u00fcniversiteleri, bilim insanlar\u0131n\u0131 merkeze yerle\u015ftirmi\u015ftir.
