Ayr\u0131ca enerji hedeflerine ula\u015fmak i\u00e7in kullan\u0131labilecek her strateji farkl\u0131 fayda ve maliyet bile\u015fenlerini i\u00e7eriyor.<\/p>\n<p>Bu \u00e7al\u0131\u015fmayla T\u00fcrkiye\u2019de <strong>uzun d\u00f6nemli bir enerji sistemi planlamas\u0131na<\/strong> katk\u0131da bulunmay\u0131 istediklerini belirten <strong>SHURA Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fc Merkezi Direkt\u00f6r\u00fc De\u011fer Sayg\u0131n\u00a0<\/strong>\u015funlar\u0131 dile getirdi:\u00a0<strong>\u201c<\/strong>T\u00fcrkiye\u2019nin \u00f6n\u00fcm\u00fczdeki <strong>10 y\u0131ll\u0131k enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc<\/strong> s\u00fcreci bug\u00fcn verilecek politika kararlar\u0131yla \u015fekillenecek. G\u00fcn\u00fcm\u00fczdeki <strong>elektrik arz fazlas\u0131<\/strong> ve <strong>COVID-19 salg\u0131n\u0131<\/strong>n\u0131n neden oldu\u011fu <strong>k\u0131sa vadeli iktisadi durgunlu\u011fa<\/strong> ra\u011fmen <strong>orta vadede ekonominin b\u00fcy\u00fcme trendini<\/strong> devam ettirmesi bekleniyor.\u201d<\/p>\n<p>Raporun ba\u015f yazar\u0131, <em>SHURA Enerji Sistem Analisti<\/em> <strong>Hasan Aksoy<\/strong> ise \u201dElektrik talebinin h\u0131zl\u0131 art\u0131\u015f\u0131n\u0131n yeni elektrik sistemi yat\u0131r\u0131mlar\u0131n\u0131 gerekli k\u0131laca\u011f\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. Bu \u00e7al\u0131\u015fmada, <strong>en verimli sonu\u00e7lara<\/strong> ula\u015fmak i\u00e7in bu yat\u0131r\u0131mlar\u0131n <strong>hangi alanlara y\u00f6nlendirilece\u011fini<\/strong> ve bunun i\u00e7in <strong>hangi politika ara\u00e7lar\u0131n\u0131n kullan\u0131lmas\u0131 gerekti\u011fini<\/strong> inceledik\u201d dedi.<\/p>\n<p>Rapora g\u00f6re, <strong>enerji arz g\u00fcvenli\u011fi<\/strong> ve <strong>uygun fiyatl\u0131 arz tedari\u011fini<\/strong> sa\u011flarken fosil yak\u0131tl\u0131 kaynaklar\u0131n olumsuz <strong>\u00e7evresel<\/strong> ve <strong>ekonomik etkilerini<\/strong> s\u0131n\u0131rland\u0131rmay\u0131 hedefleyen T\u00fcrkiye, <strong>enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc planlamas\u0131na<\/strong> ihtiya\u00e7 duyuyor. Bu kapsamda <strong>2023 y\u0131l\u0131 hedeflerini<\/strong> ve <strong>stratejilerini<\/strong> temel alan, uzun d\u00f6nemli, entegre bir <strong>enerji<\/strong> ve<strong> iklim de\u011fi\u015fikli\u011fi stratejisi<\/strong>nin olu\u015fturulmas\u0131 gerekiyor.<\/p>\n<h2><strong>R\u00dcZGAR VE G\u00dcNE\u015eE DESTEK DEVAM ETMEL\u0130<\/strong><\/h2>\n<p><strong>\u20182030 Y\u0131l\u0131na Do\u011fru T\u00fcrkiye\u2019<\/strong>nin <strong>Optimum Elektrik \u00dcretim Kapasitesi\u2019 raporu<\/strong>nun sonu\u00e7lar\u0131na g\u00f6re<strong>, <\/strong>t\u00fcm senaryolar i\u00e7in<strong> en az maliyetli se\u00e7enekler<\/strong> olan <strong>r\u00fczgar<\/strong> ve<strong> g\u00fcne\u015fin<\/strong> enerji \u00fcretimi i\u00e7indeki <strong>paylar\u0131 \u00f6nemli \u00f6l\u00e7\u00fcde<\/strong> artacak. Hedefe y\u00f6nelik, piyasa odakl\u0131 d\u00fczenleyici politikalarla verilen destekler bu kaynaklar\u0131n geli\u015fimini h\u0131zland\u0131racak. <strong>Maliyetlerin fiyatlara yans\u0131t\u0131lmas\u0131<\/strong> ve <strong>rekabet\u00e7ili\u011fin art\u0131r\u0131lmas\u0131n\u0131<\/strong> sa\u011flayacak bir piyasa tasar\u0131m\u0131na gidilmesi, de\u011fi\u015fken <strong>yenilenebilir enerji kaynaklar\u0131n\u0131n sisteme entegre edilmesi<\/strong>nde de kritik rol oynayacak.<\/p>\n<p>Di\u011fer yandan daha fazla <strong>yenilenebilir enerji entegrasyonu<\/strong> i\u00e7in sisteme esneklik sa\u011flayan <strong>enerji depolama teknolojileri<\/strong>nin piyasa mekanizmalar\u0131yla desteklenmesi tavsiye ediliyor. \u00c7o\u011funlukla <strong>k\u00fc\u00e7\u00fck \u00e7apl\u0131<\/strong> ve <strong>\u00e7at\u0131 \u00fcst\u00fc g\u00fcne\u015f enerjisi uygulamalar\u0131<\/strong>ndan olu\u015fan <strong>da\u011f\u0131t\u0131k yenilenebilir enerji tesisleri<\/strong>ne <strong>uygun finansman<\/strong> ve <strong>i\u015f modellerinin geli\u015ftirilmesi<\/strong> ise <strong>yenilenebilir enerji yat\u0131r\u0131mlar\u0131 <em>te\u015fvik mekanizmalar\u0131<\/em><\/strong>n\u0131 tamamlayabilir.<\/p>\n<h2><strong>ENERJ\u0130 VER\u0130ML\u0130L\u0130\u011e\u0130 YEN\u0130LENEB\u0130L\u0130R ENERJ\u0130YLE DESTEKLENMEL\u0130<\/strong><\/h2>\n<p><strong>\u00c7al\u0131\u015fman\u0131n sonu\u00e7lar\u0131na g\u00f6re<\/strong>, enerji hedeflerini <strong>tek tek hayata ge\u00e7irmeye \u00e7al\u0131\u015fmaktansa<\/strong> farkl\u0131 hedeflerin bir arada de\u011ferlendirildi\u011fi <strong>b\u00fct\u00fcnc\u00fcl bir yakla\u015f\u0131m<\/strong> izlenmeli. Bu yakla\u015f\u0131mla <strong>yenilenebilir enerji kaynaklar\u0131n\u0131n potansiyeli<\/strong>nin t\u00fcm\u00fcyle de\u011ferlendirilmesi <strong>enerji ithalat\u0131n\u0131 azaltacak<\/strong>, <strong>arz g\u00fcvenli\u011fini art\u0131racak<\/strong>, <strong>hava kalitesini y\u00fckseltecek, k\u00fcresel iklim de\u011fi\u015fikli\u011finin \u00f6nlenmesine<\/strong> katk\u0131da bulunacak ve <strong>ekonomi a\u00e7\u0131s\u0131ndan<\/strong> da \u00f6nemli faydalar sa\u011flayacak.<\/p>\n<p>Raporda, \u00e7ok y\u00f6nl\u00fc avantajlar\u0131 olan ve <strong>maliyet etkin sonu\u00e7<\/strong> sa\u011flayan <strong>enerji verimlili\u011finin art\u0131r\u0131lmas\u0131<\/strong>n\u0131n yak\u0131n d\u00f6nemde<strong> zaruri olaca\u011f\u0131na<\/strong> dikkat \u00e7ekiliyor. Ancak tek ba\u015f\u0131na <strong>enerji verimlili\u011fi<\/strong> T\u00fcrkiye\u2019nin enerji hedeflerine ula\u015fmas\u0131 i\u00e7in yeterli de\u011fil; <strong>enerji verimlili\u011fini art\u0131rmaya<\/strong> y\u00f6nelik politikalar, <strong>yenilenebilir enerjiyi te\u015fvik edici<\/strong> ve<strong> \u00e7evreci politikalarla<\/strong> desteklenmeli.<\/p>\n<p>\u00c7al\u0131\u015fman\u0131n senaryolar\u0131 aras\u0131nda <strong>karbon maliyetlendirme mekanizmas\u0131<\/strong>n\u0131n kurulmas\u0131 da yer al\u0131yor. Senaryoya g\u00f6re, <strong>d\u00fc\u015f\u00fck verimli k\u00f6m\u00fcr santralleri<\/strong> artan maliyetleri nedeniyle <strong>arz talep e\u011frisi<\/strong> d\u0131\u015f\u0131nda kal\u0131rken <strong>elektrik \u00fcretiminden kaynakl\u0131 sera gaz\u0131 sal\u0131m\u0131<\/strong> azal\u0131yor.
