{"id":117127,"date":"2020-07-17T10:56:41","date_gmt":"2020-07-17T07:56:41","guid":{"rendered":"https:\/\/www.enerjigazetesi.ist\/?p=117127"},"modified":"2020-07-17T11:54:06","modified_gmt":"2020-07-17T08:54:06","slug":"kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi","status":"publish","type":"post","link":"https:\/\/www.enerjigazetesi.ist\/en\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi\/","title":{"rendered":"Nord Stream 2 Pending Update Permission From Denmark"},"content":{"rendered":"<p><\/p>\n<h1>Nord Stream 2, the company building a gas pipeline between Russia and Germany, has reportedly requested a permit allowing it to use pipe-laying vessels with anchors to complete the final roughly 120-kilometre stretch of pipeline in Danish waters.<\/h1>\n<p><strong>Nord Stream 2<\/strong> has, as a precautionary measure, submitted an amendment request in accordance with the guidance received from the <strong>Danish Energy Agency (DEA)<\/strong>, Nord Stream 2 EU representative\u00a0<strong>Sebastian Sass<\/strong>\u00a0told New Europe on June 19, adding that Nord Stream 2 will implement the project in accordance with the construction permit and as assessed in the Environmental Impact Assessment. \u201cThe amendment relates to the potential use of <strong>pipelay vessels<\/strong> that use anchors for positioning and it only relates to the clarification of one permit condition. This technique was <img loading=\"lazy\" class=\"alignright wp-image-117129\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2020\/07\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi.jpg\" alt=\"\" width=\"320\" height=\"196\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2020\/07\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi.jpg 796w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2020\/07\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi-300x184.jpg 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2020\/07\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi-768x471.jpg 768w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2020\/07\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi-500x307.jpg 500w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2020\/07\/kuzey-akim-2-projesinin-abd-yaptirimlarindan-korunmak-icin-izin-beklentisi-80x50.jpg 80w\" sizes=\"(max-width: 320px) 100vw, 320px\" \/>successfully used during the installation of the already operational Nord Stream pipelines in Danish waters, and for the <strong>Nord Stream 2 pipelines<\/strong> already installed in German waters,\u201d Sass said.<\/p>\n<p><strong>Katja Yafimava<\/strong>, a senior research fellow at the Oxford Institute for Energy Studies, told New Europe on June 19, explained that Nord Stream 2 has requested an<strong> amendment\/clarification<\/strong> of the existing permit, which was granted in <strong>October 2019<\/strong>, so it is not a new permit. \u201cWhile the existing permit says it is \u2018assumed that laying will be carried out using a lay vessel equipped with dynamic positioning\u2019, it also says that laying will be carried out \u2018from a lay vessel with <strong>dynamic positioning (DP vessel)<\/strong> or an anchored vessel\u2019. Thus, the permit appears to provide for a possibility of using a vessel without<strong> DP capability<\/strong> should DEA and Nord Stream-2 agree,\u201d Yafimava said<\/p>\n<p><strong>The Oxford expert<\/strong> noted that the <strong>Nord Stream 2<\/strong> request for an amendment seeks to confirm and codify such agreement as part of the amended permit. She opined that this is being done to allow <strong>Nord Stream 2<\/strong> more freedom of choice in respect of technical characteristics and configurations of vessels it can use for finalising construction, given that the draft US sanctions legislation, the <strong>Protecting Europe\u2019s Energy Security Clarification Act (PEESCA)<\/strong>, is very broad and retroactive, and as such makes it impossible to know in advance what exactly could\/would be sanctioned.<\/p>\n<p>Russian gas monopoly <strong>Gazprom<\/strong> has made a request with the Danish government to deploy new vessels in the Baltic Sea for work on <strong>Nord Stream 2<\/strong>, Denmark\u2019s environmental protection agency said. \u201cI think this is being done to increase <strong>Nord Stream 2\u2019s<\/strong> space for manoeuvre in respect of deciding how to finalise the construction of the remaining section, given the broadness and the retroactivity <strong>of the draft PEESCA<\/strong>, so that <strong>Russia<\/strong> could finalise construction of the pipeline without undue delays and without significant additional cost,\u201d Yafimava said.<\/p>\n<p>Meanwhile, German government said on <strong>June 14<\/strong> it had \u201cnoted with regret\u201d US plans to expand sanctions on Nord Stream 2, deepening a between Washington and Berlin. \u201cI think the US sanctions legislative activity in respect of <strong>Nord Stream 2<\/strong> has already caused a rift not only between <strong>Germany<\/strong> and <strong>US<\/strong> but also between the <strong>EU<\/strong> and <strong>US<\/strong>. In my view, the problem is much bigger than just the treatment of <strong>Nord Stream 2<\/strong>, the problem is that the <strong>US<\/strong> has demonstrated that it is willing to use sanctions as an instrument of foreign and trade policy vis-\u00e0-vis its allies and not only vis-\u00e0-vis countries it considers adversaries; notably, the draft <strong>PEESCA<\/strong> has not mention of \u2018coordination with allies\u2019 as for example <strong>CAATSA<\/strong> does,\u201d Yafimava referring to <strong>Countering America\u2019s Adversaries Through Sanctions Act<\/strong>.<\/p>\n<p>\u201cAlso, extraterritorial sanctions are in conflict with international law, which is in the <strong>EU<\/strong> interest to protect. I think should draft <strong>PEESCA<\/strong> and\/or any further <strong>US sanctions<\/strong> legislation be adopted, it is likely to catalyze a <strong>meaningful response<\/strong> from<strong> Europe<\/strong> to protect its companies on this and any other future occasions, thus contributing towards a decline of the global power of the <strong>US dollar<\/strong>. Thus, ultimately its <strong>\u2018Carthago delenda est\u2019 (\u201cCarthage must be destroyed\u201d)<\/strong> attitude towards<strong> Nord Stream 2<\/strong> might cost US dearly,\u201d she argued.<\/p>\n<p><strong>US sanctions reportedly<\/strong> could target everyone who\u2019s still involved in Nord Stream 2, including all companies and persons contributing to equipping <strong>the pipe-laying ships<\/strong>, as well as IT service firms, insurance companies and certifiers. Yafimava said the <strong>draft PEESCA<\/strong> is very broad and clearly aims at making the finalisation of <strong>Nord Stream 2 construction<\/strong> as difficult as possible and as much delayed as possible by all means available, and without distinguishing between <strong>European from US allies-countries<\/strong> and <strong>non-European<\/strong> companies, until and unless it faces a meaningful response from Europe.<\/p>","protected":false},"excerpt":{"rendered":"<p>Nord Stream 2, the company building a gas pipeline between Russia and Germany, has reportedly requested a permit allowing it to use pipe-laying vessels with anchors to complete the final roughly 120-kilometre stretch of pipeline in Danish waters.
