Birle\u015fmi\u015f Milletler\u2019in <strong>193 \u00fcye<\/strong> \u00fclkesinin de kabul etti\u011fi bu hedefler, d\u00fcnya ekonomilerinin \u00e7o\u011funun itici g\u00fcc\u00fc haline geldi. Sadece <strong>h\u00fck\u00fcmetler de\u011fil<\/strong>, <strong>i\u015fletmeler<\/strong> ve <strong>finans kurulu\u015flar\u0131 da<\/strong> bu hedeflere ula\u015fabilmek i\u00e7in sorumluluk ald\u0131.<\/p>\n<p>Ancak \u00fclkeler i\u00e7in <strong>s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma hedefleri<\/strong>ni tutturmak yeterince zorken, <strong>COVID-19<\/strong> ile birlikte tablo daha da k\u00f6t\u00fcle\u015fti. D\u00fcnya bu <strong>k\u00fcresel salg\u0131nla m\u00fccadele<\/strong> ederken, <strong>s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma planlar\u0131<\/strong>n\u0131 uygulamak da ekonomik a\u00e7\u0131dan daha g\u00fc\u00e7 bir hale geldi. Bu a\u015famada hangi ad\u0131mlar\u0131n at\u0131laca\u011f\u0131na ili\u015fkin \u00e7al\u0131\u015fmalar yap\u0131l\u0131rken,<strong> s\u00fcrd\u00fcr\u00fclebilirlik bu d\u00f6nemin<\/strong> en \u00f6nemli vurgusu oldu.<\/p>\n<p><strong>D\u00fcnya N\u00fckleer Birli\u011fi Ba\u015fkan\u0131<\/strong> ve <strong>Rusya Devlet Atom Enerjisi Kurumu Rosatom<\/strong>\u2019un Kurumsal Geli\u015fim ve Uluslararas\u0131 Ticaret 1&#8217;inci Genel M\u00fcd\u00fcr Yard\u0131mc\u0131s\u0131 <strong>Kirill Komarov<\/strong>\u2019a g\u00f6re, <strong>s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nmada hedeflerin tutturulabilmesi<\/strong> i\u00e7in n\u00fckleer enerjinin g\u00f6z ard\u0131 edilmemesi gerekiyor. Komarov, \u201c<strong>N\u00fckleer enerjiye<\/strong> s\u00fcrd\u00fcr\u00fclebilirlik prizmas\u0131 ve <strong>BM<\/strong>&#8216;nin <strong>S\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma Hedefleri<\/strong> ile bakman\u0131n zaman\u0131 geldi.\u201d diyerek s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nmada <strong>n\u00fckleer enerji<\/strong>nin \u00f6nemine dikkat \u00e7ekiyor.<\/p>\n<h2><strong>\u00c7\u00d6Z\u00dcM\u00dcN ADRES\u0130: N\u00dcKLEER ENERJ\u0130 <\/strong><\/h2>\n<p><strong>Avrupa Parlamentosu<\/strong> da d\u00fcnya \u00fclkelerinin ortak paydas\u0131 <strong>&#8220;s\u00fcrd\u00fcr\u00fclebilirlik&#8221;<\/strong> i\u00e7in n\u00fckleer enerjiyi i\u015faret eden kurumlardan biri&#8230; <strong>AP, BM iklim de\u011fi\u015fikli\u011fi<\/strong> konferans\u0131 <strong>COP25<\/strong> \u00f6ncesinde <strong>n\u00fckleer enerjinin sera gaz\u0131 yaymad\u0131\u011f\u0131<\/strong> i\u00e7in <strong>orta \u00f6l\u00e7ekli hedefleri<\/strong> kar\u015f\u0131lamada \u00f6nemli bir rol oynayabilece\u011fine dair karar alm\u0131\u015ft\u0131.<\/p>\n<p><strong>Rosatom\u2019un<\/strong> haz\u0131rlad\u0131\u011f\u0131 <strong>\u201cS\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma \u0130\u00e7in N\u00fckleer Enerji\u201d raporu<\/strong>na g\u00f6re de, <strong>BM<\/strong>\u2019nin <strong>s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma hedefleri<\/strong>ni en b\u00fcy\u00fck oranda kar\u015f\u0131layan <strong>tek enerji kayna\u011f\u0131<\/strong> n\u00fckleer\u2026 Bu nedenle de, <strong>fosil yak\u0131t kullanmak<\/strong> zorunda olan <strong>geleneksel enerji santralleri<\/strong>nin aksine, t\u00fcm ya\u015fam d\u00f6ng\u00fcs\u00fc boyunca \u00e7ok az <strong>CO2 salan n\u00fckleer enerji santralleri<\/strong>, \u00e7\u00f6z\u00fcm\u00fcn as\u0131l adresi olarak \u00f6ne \u00e7\u0131k\u0131yor.<\/p>\n<h2><strong>\u0130KL\u0130M DE\u011e\u0130\u015e\u0130KL\u0130\u011e\u0130 \u0130LE M\u00dcCADELE \u2013 G\u00dcVENL\u0130K \u0130K\u0130LEM\u0130 <\/strong><\/h2>\n<p>Halen a\u011f\u0131rl\u0131kl\u0131 olarak kullan\u0131lan <strong>fosil yak\u0131tlar<\/strong> d\u00fcnyay\u0131 <strong>ula\u015f\u0131lmak istenen hedeften<\/strong> uzakla\u015ft\u0131r\u0131yor. <strong>Rosatom<\/strong>\u2019un raporunda bu <strong>konuya ili\u015fkin<\/strong> yer alan veriler ise olduk\u00e7a \u00e7arp\u0131c\u0131.<\/p>\n<p>Buna g\u00f6re <strong>k\u00fcresel enerji karmas\u0131<\/strong>n\u0131n <strong>% 81<\/strong>&#8216;i hala <strong>30 y\u0131l<\/strong> \u00f6ncesiyle ayn\u0131 oranda d\u00fcnyay\u0131 kirleten <strong>fosil yak\u0131tlara<\/strong> dayan\u0131yor. Enerji sekt\u00f6r\u00fcn\u00fcn hala toplam <strong>sera gaz\u0131 emisyonlar\u0131n\u0131n<\/strong> yakla\u015f\u0131k <strong>% 67<\/strong>&#8216;sini olu\u015fturan <strong>karbondioksit<\/strong> ve <strong>di\u011fer sera gaz\u0131 emisyonlar\u0131<\/strong>n\u0131n ana unsurlar\u0131ndan biri olmas\u0131 da, iklim de\u011fi\u015fikli\u011fini giderek k\u00f6t\u00fcle\u015ftiriyor. <strong>D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019ne (DS\u00d6)<\/strong> g\u00f6re, <strong>k\u00fcresel iklim de\u011fi\u015fikli\u011fi<\/strong> nedeniyle sa\u011fl\u0131k sekt\u00f6r\u00fc her y\u0131l <strong>2<\/strong> ila<strong> 4<\/strong> milyar ABD dolar\u0131 dolay\u0131nda do\u011frudan zarar g\u00f6r\u00fcyor. B\u00fct\u00fcn bunlar\u0131n \u0131\u015f\u0131\u011f\u0131nda ekonomik kalk\u0131nmay\u0131 art\u0131rmak i\u00e7in <strong>elektrik kaynaklar\u0131n\u0131n g\u00fcvenli\u011fini<\/strong> sa\u011flamakla <strong>iklim de\u011fi\u015fikli\u011fiyle<\/strong> etkili bir \u015fekilde <strong>m\u00fccadele<\/strong> etmek aras\u0131ndaki <strong>ikilem, kilit konu<\/strong> haline geliyor.<\/p>\n<p>Rapora g\u00f6re fosil yak\u0131tlar bu ikilemden \u00e7\u0131k\u0131\u015f\u0131 sa\u011flamak i\u00e7in yeterli de\u011fil. \u00c7\u00fcnk\u00fc bu yak\u0131tlar ekonomik b\u00fcy\u00fcme i\u00e7in gerekli olan temel y\u00fck\u00fc sa\u011flayabilse de, <strong>iklim de\u011fi\u015fikli\u011fi etkilerinin azalt\u0131lmas\u0131<\/strong>na neredeyse hi\u00e7 katk\u0131da bulunmuyorlar. <strong>R\u00fczg\u00e2r ve g\u00fcne\u015f<\/strong> gibi <strong>d\u00fc\u015f\u00fck karbonlu enerji kaynaklar\u0131<\/strong> ise iklim de\u011fi\u015fikli\u011finin \u00f6n\u00fcn\u00fc kesmek i\u00e7in bir \u00e7\u00f6z\u00fcm gibi g\u00f6r\u00fcn\u00fcyor olsa da <strong>kesintili<\/strong> ve <strong>a\u011f\u0131r end\u00fcstriler<\/strong> ile <strong>t\u0131bbi kurumlar<\/strong> i\u00e7in gerekli olan <strong>g\u00fc\u00e7 kayna\u011f\u0131n\u0131n g\u00fcvenli\u011fi<\/strong> i\u00e7in risk olu\u015fturuyor. \u0130\u015fte tam da bu noktada, <strong>karbondioksit yaymayarak<\/strong> <em>net s\u0131f\u0131r karbon emisyonlu<\/em> enerji karmas\u0131n\u0131n elde edilmesine katk\u0131da bulunan n\u00fckleer enerjiye \u00f6nemli bir g\u00f6rev d\u00fc\u015f\u00fcyor.<\/p>\n<h2><strong>YEN\u0130 D\u00d6NEMDE K\u0130L\u0130T ROL \u00dcSTLENECEK <\/strong><\/h2>\n<p>Rosatom\u2019un deniza\u015f\u0131r\u0131 portf\u00f6y\u00fcn\u00fc y\u00f6neten <strong>Rusatom Overseas<\/strong>\u2019\u0131n (RAOS JSC) Ba\u015fkan\u0131 <strong>Evgeny Pakermanov<\/strong> da, <strong>s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma<\/strong>n\u0131n ve <strong>iklim de\u011fi\u015fikli\u011fi<\/strong>nin \u00f6zellikle <strong>korona vir\u00fcs d\u00f6nemi<\/strong> sonras\u0131nda d\u00fcnya i\u00e7in daha da \u00f6nemli hale gelece\u011fi g\u00f6r\u00fc\u015f\u00fcnde. Pakermanov, \u201cRosatom olarak bizler her zaman d\u00fcnyan\u0131n \u00e7evresel ve sosyal sorunlar\u0131na dikkat ediyoruz. Ekonomik b\u00fcy\u00fcme ile sosyal refah\u0131 sa\u011flayan ve <strong>iklim de\u011fi\u015fikli\u011finin etkileri<\/strong>ni azaltan teknolojiler geli\u015ftirmekten ve uygulamaktan gurur duyuyoruz. 10 y\u0131llard\u0131r, n\u00fckleer santraller <strong>d\u00fc\u015f\u00fck karbonlu elektrik \u00fcretiyor<\/strong>, d\u00fcnyadaki <strong>elektrik arz\u0131n\u0131n<\/strong> yakla\u015f\u0131k <strong>% 10<\/strong>&#8216;unu sa\u011fl\u0131yor, <strong>enerji g\u00fcvenli\u011fini<\/strong> kolayla\u015ft\u0131r\u0131yor ve <strong>d\u00fczinelerce gigaton (Gt) karbondioksit emisyonunu \u00f6nlemeye<\/strong> yard\u0131mc\u0131 oluyor.\u201d dedi.<\/p>\n<p>N\u00fckleer santraller etraf\u0131nda kurulan \u015fehirler ve \u00fcretim k\u00fcmelerinin, b\u00f6lge sakinleri i\u00e7in i\u015f ve altyap\u0131 da sa\u011flad\u0131\u011f\u0131n\u0131 hat\u0131rlatan Pakermanov, \u201c<strong>D\u00fc\u015f\u00fck karbonlu<\/strong> ve <strong>s\u00fcrd\u00fcr\u00fclebilir bir enerji \u00fcretimi<\/strong> kayna\u011f\u0131 olan <strong>n\u00fckleer enerjinin s\u00fcrd\u00fcr\u00fclebilir<\/strong> gelece\u011fimize \u00f6nemli bir katk\u0131 yapmak ve d\u00fcnyan\u0131n bu konuda daha h\u0131zl\u0131 bir \u015fekilde ilerlemesine yard\u0131mc\u0131 olmak zorunda oldu\u011funa eminiz.\u201d ifadelerini kulland\u0131.<\/p>\n<h2><strong>NEDEN N\u00dcKLEER ENERJ\u0130? <\/strong><\/h2>\n<p><strong>Rosatom<\/strong> raporunda yer alan bilgiler, <strong>Pakermanov\u2019un<\/strong> da i\u015faret etti\u011fi \u00fczere, d\u00fcnyan\u0131n s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma hedeflerine ula\u015fabilmek i\u00e7in n\u00fckleer enerjiye neden ihtiya\u00e7 duydu\u011funu net bir \u015fekilde \u00f6zetliyor. Buna g\u00f6re n\u00fckleer enerji, <strong>\u00e7evresel ve sosyal olarak s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma hedeflerine<\/strong> b\u00fcy\u00fck oranda katk\u0131 sa\u011fl\u0131yor. \u00dcstelik n\u00fckleer enerjinin ekonomik faydalar\u0131 da g\u00f6z ard\u0131 edilemeyecek kadar b\u00fcy\u00fck\u2026<\/p>\n<p><strong>NGS in\u015faat projeleri<\/strong> \u00f6nemli miktarda sermaye yat\u0131r\u0131m gerektirse de, <strong>i\u015fletme maliyetleri<\/strong> \u00fcretim maliyetlerinden nispeten daha <strong>k\u00fc\u00e7\u00fck bir pay<\/strong> olu\u015fturuyor. <strong>Yak\u0131t \u00e7al\u0131\u015fma s\u00fcresi<\/strong> di\u011fer konveksiyonel enerji kaynaklar\u0131ndan \u00e7ok daha uzun olan <strong>n\u00fckleer enerji<\/strong>, s\u0131k s\u0131k y<strong>ak\u0131t teslimat\u0131 gerektirmeyi\u015fiyle<\/strong> yak\u0131t ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na \u00e7ok fazla ba\u011fl\u0131 kalm\u0131yor.<\/p>\n<p>Raporda yer bulan bilgilere g\u00f6re bir <strong>NGS \u00fcnitesi<\/strong> ya\u015fam d\u00f6ng\u00fcs\u00fc boyunca<strong> 200.000 i\u015f y\u0131l\u0131<\/strong> yarat\u0131yor. N\u00fckleer santrallerin enerji \u00fcretimi i\u00e7in <strong>maliyet tahmini<\/strong> sa\u011flayabilmesi de, ekonomik anlamda en b\u00fcy\u00fck art\u0131lardan biri olarak g\u00f6steriliyor.<\/p>\n<p>N\u00fckleer enerji santrallerinin \u00fclkelere ekonomik anlamdaki bir di\u011fer katk\u0131s\u0131 da sa\u011flad\u0131\u011f\u0131 istihdamla ortaya \u00e7\u0131k\u0131yor. Raporda derlenen bilgilere g\u00f6re istihdam sadece santralde \u00e7al\u0131\u015fanlarla s\u0131n\u0131rl\u0131 kalmay\u0131p, santralin bulundu\u011fu b\u00f6lgede farkl\u0131 i\u015f kollar\u0131ndan pek \u00e7ok ki\u015finin istihdam edilebilmesine olanak sa\u011fl\u0131yor. Buna g\u00f6re <strong>NGS&#8217;de<\/strong> olu\u015fturulan <strong>1<\/strong> i\u015f, di\u011fer alanlarda <strong>10 farkl\u0131 i\u015f<\/strong> yarat\u0131lmas\u0131n\u0131 sa\u011fl\u0131yor.<\/p>\n<p>N\u00fckleer enerji t\u00fcm bunlarla, <strong>hem k\u0131sa vadeli, hem de uzun vadeli<\/strong> perspektiflerde kalk\u0131nman\u0131n art\u0131r\u0131lmas\u0131nda \u00f6nemli bir rol oynayarak, <strong>\u00fclkelerin ekonomik b\u00fcy\u00fcmesi<\/strong>ne ye\u015fil \u0131\u015f\u0131k yak\u0131yor.<\/p>\n<p>D\u00fcnyada \u00e7al\u0131\u015fan <strong>449 n\u00fckleer g\u00fc\u00e7 reakt\u00f6r\u00fc<\/strong>n\u00fcn bir y\u0131lda <strong>2.1 Gigaton karbondioksit emisyonu<\/strong>nu \u00f6nlemesi b\u00fcy\u00fck bir \u00e7evresel kazan\u0131m olarak \u00f6ne \u00e7\u0131karken, bir n\u00fckleer g\u00fc\u00e7 santralinin yakla\u015f\u0131k <strong>5 milyon<\/strong> insan\u0131n d\u00fc\u015f\u00fck karbonlu temel y\u00fck enerjisine eri\u015fimini sa\u011flayabilmesi, sosyal a\u00e7\u0131dan n\u00fckleer enerjinin ne kadar \u00f6nemli oldu\u011funu a\u00e7\u0131k\u00e7a g\u00f6zler \u00f6n\u00fcne seriyor.<\/p>\n<p><strong>Enerji \u00fcretimi<\/strong> i\u00e7in maliyet tahmin edilebilirli\u011fi ve <strong>kesintisiz enerji arz\u0131yla<\/strong> birlikte, ya\u015fam d\u00f6ng\u00fcs\u00fc boyunca minimum <strong>karbondioksit emisyonu yaymas\u0131<\/strong> sayesinde<strong> iklim de\u011fi\u015fikli\u011fi<\/strong>ne olumlu katk\u0131da bulunmas\u0131 da <strong>n\u00fckleer enerjiyi<\/strong> d\u00fcnyan\u0131n gelece\u011fi i\u00e7in <strong>en \u00f6nemli se\u00e7enek<\/strong> haline getiriyor.<\/p>\n<p>N\u00fckleer enerji, karbondioksit emisyonu konusunda di\u011fer temiz enerji kaynaklar\u0131 olan g\u00fcne\u015f ve r\u00fczgarla hemen hemen ayn\u0131 de\u011ferlere sahip\u2026 N\u00fckleer santraller, madencilikten at\u0131k ar\u0131tmaya kadar t\u00fcm yak\u0131t \u00e7evrimi s\u0131ras\u0131nda sadece <strong>12 g CO2 e\u015fde\u011feri \/ kW<\/strong>h dolayl\u0131 <strong>CO2 emisyon sal\u0131m\u0131n\u0131<\/strong> yap\u0131yor.
