Bu nedenle, <strong>s\u00fcrd\u00fcr\u00fclebilirlik politikalar\u0131<\/strong> ile oda\u011f\u0131ndaki enerji ve \u00e7evre konular\u0131na hizmet eden \u00fcr\u00fcnler geli\u015ftirmek \u0130zocam\u2019\u0131n en \u00f6nemli g\u00f6revleri aras\u0131nda yer al\u0131yor.\u201d<\/p>\n<h2><strong>EKB binalarda enerji tasarrufu sa\u011flanmas\u0131na b\u00fcy\u00fck katk\u0131 sa\u011flayacak<\/strong><\/h2>\n<p><strong>1 Ocak 2020<\/strong>\u2019den itibaren y\u00fcr\u00fcrl\u00fc\u011fe giren <strong>Enerji Kimlik Belgesi (EKB) uygulamas\u0131<\/strong>na dikkat \u00e7eken ve EKB\u2019nin binalar\u0131n <strong>al\u0131m-sat\u0131m\u0131<\/strong> ve <strong>kiralanmas\u0131<\/strong> s\u0131ras\u0131nda ibraz edilmesi gerekti\u011fini belirten \u0130zocam Genel Direkt\u00f6r\u00fc <strong>Murat Savc\u0131<\/strong>; \u201c<strong>Enerji Kimlik Belgesi<\/strong> orta vadede bizim de \u00e7ok \u00f6nemli oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fcm\u00fcz binalarda <strong>enerji tasarrufu sa\u011flanmas\u0131<\/strong> konusunda ciddi bir katk\u0131 sa\u011flayacak. Eski binalarda belge mevcut duruma g\u00f6re veriliyor ancak yeni yap\u0131lacak veya yap\u0131lmakta olan binalar\u0131n EKB s\u0131n\u0131f\u0131n\u0131n<strong> en d\u00fc\u015f\u00fck C olmas\u0131<\/strong> gerekiyor. Bu ancak in\u015faat s\u0131ras\u0131nda<strong> \u0131s\u0131 yal\u0131t\u0131m\u0131 standartlar\u0131na uygun<\/strong> olarak tasarlan\u0131rsa sa\u011flanabilir. \u00d6n\u00fcm\u00fczdeki d\u00f6nemde <strong>ruhsat i\u00e7in ba\u015fvuracak<\/strong> olan halen <strong>in\u015faat\u0131 devam eden<\/strong> binalar\u0131n ve <strong>yeni in\u015faatlara ba\u015flayacak<\/strong> olan <strong>binalar\u0131n sorumlular\u0131<\/strong> bu konuyu mutlaka <strong>dikkate almal\u0131<\/strong> ve <strong>bu konu ilgili<\/strong> herkesin g\u00fcndeminde olmal\u0131\u201d dedi.<\/p>\n<p><strong>D\u00fc\u015f\u00fck karbon ekonomisi<\/strong>ne ge\u00e7i\u015fte <strong>Ulusal Enerji Verimlili\u011fi Eylem Plan\u0131<\/strong> <em>2017-2023<\/em>\u2019\u00fcn \u00f6nemini de vurgulayan <strong>Murat Savc\u0131<\/strong>, \u201c<strong>Kamu binalar\u0131nda enerji verimlili\u011finin art\u0131r\u0131lmas\u0131<\/strong> i\u00e7in y\u0131ll\u0131k hedeflerin tan\u0131mlanmas\u0131, <strong>Belediyelerin enerji verimlili\u011fine ili\u015fkin f\u0131rsatlar\u0131 belirlemesi<\/strong> ve <strong>\u00f6nlemleri uygulamas\u0131<\/strong>, bina sekt\u00f6r\u00fcnde <strong>\u0131s\u0131 yal\u0131t\u0131m\u0131 ile enerji verimlili\u011finin art\u0131r\u0131lmas\u0131<\/strong> i\u00e7in son kullan\u0131c\u0131lar\u0131n bilin\u00e7lendirilmesi, do\u011frudan ya da dolayl\u0131 olarak desteklenmesi ve y\u00fck\u00fcml\u00fcl\u00fckler getirilmesi, <strong>Enerji Kimlik Belgesi d\u00fczenlenmesi<\/strong>ne y\u00f6nelik teknik ve idari kapasitenin geli\u015ftirilmesi ve bilin\u00e7lendirme \u00e7al\u0131\u015fmalar\u0131 yap\u0131larak mevcut binalarda <strong>enerji kimlik belgesi sahiplik<\/strong> oran\u0131n\u0131n art\u0131r\u0131lmas\u0131, <strong>s\u00fcrd\u00fcr\u00fclebilir ye\u015fil binalar<\/strong> ile yerle\u015fmelerin sertifikaland\u0131r\u0131lmas\u0131 ve \u00e7evresel etkileri kapsayan <strong>ye\u015fil sertifika kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131<\/strong>, mevcut durumda yeni ve sat\u0131n al\u0131nacak\/kiralanacak binalar\u0131n <strong>C olan asgari<\/strong> enerji performans s\u0131n\u0131f\u0131n\u0131n <strong>B<\/strong> veya <strong>A s\u0131n\u0131f\u0131na<\/strong> y\u00fckseltilebilmesi i\u00e7in yap\u0131lacak yat\u0131r\u0131mlar\u0131n \u00f6zendirilmesi, bina sahiplerine do\u011frudan ya da dolayl\u0131 destekler sa\u011flanmas\u0131, <strong>enerji verimlili\u011fi \u00f6nlemleri<\/strong> i\u00e7in gerekli yat\u0131r\u0131mlar\u0131n tasarruflar ile kar\u015f\u0131lanmas\u0131na olanak sa\u011flayan <strong>Enerji Performans S\u00f6zle\u015fmeleri (EPS)<\/strong> kullanarak kamu binalar\u0131nda enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131n\u0131n art\u0131r\u0131lmas\u0131, <strong>KOSGEB<\/strong> taraf\u0131ndan KOB\u0130\u2019lere uygulanan <strong>et\u00fct deste\u011fi<\/strong>nin kamu d\u0131\u015f\u0131ndaki belirli b\u00fcy\u00fckl\u00fcklerdeki <strong>et\u00fct yapt\u0131rma zorunlulu\u011fu<\/strong> bulunmayan ticari ve hizmet binalar\u0131nda da uygulanacak \u015fekilde geni\u015fletilmesi, <strong>enerji verimlili\u011fi projeleri<\/strong>nin destekler veya d\u00fc\u015f\u00fck faizli kredilerle uygulanmas\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131, sekt\u00f6r i\u015fbirlikleri ile her bir sanayi alt sekt\u00f6r\u00fcndeki enerji yo\u011funluklar\u0131n\u0131n en az <strong>%10 oran\u0131nda<\/strong> azalt\u0131lmas\u0131, <strong>verimlilik art\u0131r\u0131c\u0131 proje uygulama<\/strong> s\u00fcre\u00e7lerinin iyile\u015ftirilerek tasarruf potansiyeli y\u00fcksek olan projelerin desteklenmesi<strong> enerji verimlili\u011fi<\/strong> sekt\u00f6r\u00fc i\u00e7in <strong>\u00f6nemli kald\u0131ra\u00e7 vazifesi<\/strong> g\u00f6recektir\u201d dedi.<\/p>\n<p>\u0130zocam\u2019\u0131n bu kapsamda yap\u0131larda etkin olmayan, eski, konforsuz teknolojilerin yerine y\u00fcksek etkinlikte, yeni, <strong>konforlu teknoloji i\u00e7eren<\/strong>, enerji ihtiyac\u0131n\u0131 ve kullan\u0131m\u0131n\u0131 en aza indirgemek i\u00e7in \u00e7e\u015fitli \u00e7al\u0131\u015fmalar ger\u00e7ekle\u015ftirdi\u011fini ifade eden Savc\u0131, en fazla enerji verimlili\u011fine <strong>multi konfor binalar<\/strong> ile ula\u015f\u0131ld\u0131\u011f\u0131n\u0131 ve kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn bu \u00e7er\u00e7evede b\u00fcy\u00fck bir f\u0131rsat sundu\u011funu kaydederek \u015funlar\u0131 s\u00f6yledi; \u201c<strong>S\u0131f\u0131ra yak\u0131n enerjili<\/strong> ev kavram\u0131ndan <strong>t\u00fcremi\u015f<\/strong> ve <strong>biyo iklimsel tasar\u0131m\u0131<\/strong> hedefleyen, s\u00fcrd\u00fcr\u00fclebilir, ekolojik, ekonomik ve sosyal etmenleri g\u00f6z \u00f6n\u00fcnde bulunduran <strong>\u201cMulti Konfor Binalar\u201d<\/strong>, y\u00fcksek enerji tasarrufuyla birlikte azami \u0131s\u0131l konforu sunuyor. <strong>Kusursuz akustik<\/strong> ve g\u00f6rsel konfor, kaliteli <strong>i\u00e7 ortam havas\u0131, yang\u0131n korunumu ve g\u00fcvenli\u011fi<\/strong> sa\u011flayan, hem <strong>i\u00e7 mek\u00e2nlarda<\/strong> hem de <strong>d\u0131\u015f mek\u00e2nlarda<\/strong> son derece esnek tasar\u0131m \u00e7\u00f6z\u00fcmleri bar\u0131nd\u0131rabilen <strong>Multi Konfor Binalar<\/strong> en az <strong>% 90<\/strong> enerji tasarrufu hedefliyor. Bu binalar, ayr\u0131ca T\u00fcrkiye gibi enerjisinin d\u00f6rtte \u00fc\u00e7\u00fcnden fazlas\u0131n\u0131 ithal etmekte olan \u00fclkelerde <strong>d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azalt\u0131c\u0131 katk\u0131lar<\/strong> da sa\u011fl\u0131yor.\u201d dedi.<\/p>\n<p>\u00c7ok iyi yal\u0131t\u0131lm\u0131\u015f<strong>, y\u0131ll\u0131k \u0131s\u0131tma ihtiyac\u0131<\/strong> \u00e7ok d\u00fc\u015f\u00fck yani<strong> 15 kWh\/m\u00b2<\/strong>\u2019yi ge\u00e7meyecek \u015fekilde planlanm\u0131\u015f dolay\u0131s\u0131yla <strong>geleneksel \u0131s\u0131tma sistemlerine<\/strong> gereksinim duymayan binalar olarak tan\u0131mlanan \u201c<strong>Pasif evler<\/strong> kavram\u0131ndan t\u00fcreyen <strong>Multi konfor Binalarda<\/strong>, binan\u0131n t\u00fcm y\u00fczeyindeki s\u0131cakl\u0131klar birbirine yak\u0131n oldu\u011fundan \u0131s\u0131 farkl\u0131l\u0131klar\u0131ndan dolay\u0131 hava ak\u0131m\u0131 olmuyor. <strong>Mekanik havaland\u0131rma sistemi<\/strong>yle bina i\u00e7eresinde iyi hava kalitesi elde ediliyor ve enerji kullan\u0131m ihtiyac\u0131 <strong>15kWh\/m\u00b2<\/strong> ile s\u0131n\u0131rland\u0131r\u0131ld\u0131\u011f\u0131ndan <strong>%90\u2019a<\/strong> varan tasarruf sa\u011fl\u0131yor. Ayr\u0131ca <strong>enerji kullan\u0131m\u0131n\u0131n azald\u0131\u011f\u0131<\/strong> oranda<strong> CO<sup>2 <\/sup>sal\u0131mlar\u0131<\/strong> da azal\u0131yor.<\/p>\n<p><strong>BM<\/strong>\u2019ye sunulan <strong>Ulusal Katk\u0131 Beyan\u0131 (NDC)<\/strong> hedeflerine ancak <strong>yal\u0131t\u0131m ile ula\u015f\u0131labilece\u011fine<\/strong> de de\u011finen Savc\u0131 \u201cBeyanda yeni yap\u0131lan konut ve hizmet binalar\u0131n\u0131n <strong>Binalarda Enerji Performans Y\u00f6netmeli\u011fi<\/strong>\u2019ne uygun \u015fekilde, enerji etkin olarak in\u015fa edilmesinin gereklili\u011fi yer al\u0131yor. Di\u011fer yandan binalarda <strong>Enerji Kimlik Belgesi<\/strong> olu\u015fturularak <strong>sera gaz\u0131 sal\u0131mlar\u0131n\u0131n<\/strong> kontrol alt\u0131nda tutulmas\u0131 ve enerji t\u00fcketimlerinin y\u0131llara ba\u011fl\u0131 olarak azalt\u0131lmas\u0131 zorunlulu\u011fu da vurgulan\u0131yor. <strong>NDC beyan\u0131<\/strong>nda <strong>yeni ve mevcut binalar\u0131n enerji verimli hale getirilmesinde<\/strong> vergi azalt\u0131m\u0131, <strong>kredi gibi te\u015fvik<\/strong> kanallar\u0131n\u0131n geli\u015ftirilmesi gereklili\u011fi ise bir kez daha hat\u0131rlat\u0131l\u0131yor. NDC\u2019de yer alan hedeflere ula\u015f\u0131lmas\u0131 i\u00e7in ye\u015fil bina, pasif ev, s\u0131f\u0131r enerjili ev tasar\u0131mlar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ile enerji ihtiyac\u0131n\u0131n minimuma indirilmesi \u00f6nem ta\u015f\u0131yor.
