Bu \u00e7er\u00e7evede \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 ile <strong>UNIDO \u00f6zveriyle projeler<\/strong> ger\u00e7ekle\u015ftiriliyor. Buna ek olarak, Kigali De\u011fi\u015fikli\u011fi ile k\u00fcresel alanda <strong>yeni nesil so\u011futkan kullan\u0131m\u0131n\u0131n artmas\u0131<\/strong> yan\u0131 s\u0131ra gerek \u00e7evresel fakt\u00f6rler gerekse ticaret a\u00e7\u0131s\u0131ndan rekabet g\u00fcc\u00fcn\u00fc art\u0131rmak amac\u0131yla, <strong>alternatif so\u011futkanlar konusunu<\/strong> \u00fclkemize de adapte etmek gerekiyor. May\u0131s 2019 y\u0131l\u0131nda <strong>Kigali De\u011fi\u015fikli\u011fi<\/strong> TBMM taraf\u0131ndan kabul edildi. En k\u0131sa zamanda da taraf olma s\u00fcrecimiz ba\u015fl\u0131yor. <strong>Kigali De\u011fi\u015fikli\u011fi ile Hidrokloroflorokarbon (HCFC)<\/strong> k\u0131s\u0131tlanmas\u0131na gidilecek. \u00dclkemizde 2024 \u2013 2029 y\u0131llar\u0131 aras\u0131nda bu gazlar\u0131n kullan\u0131m\u0131nda %10 azalt\u0131m \u00f6ng\u00f6r\u00fcl\u00fcyor\u201d dedi.<\/p>\n<p><strong>UNIDO T\u00fcrkiye<\/strong>\u2019nin de te\u015fviklerinden ve \u00e7al\u0131\u015fmalar\u0131ndan bahseden Y\u0131lmaz, s\u00f6zlerini \u015f\u00f6yle noktalad\u0131: \u201c\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 ile birlikte <strong>HFC sonland\u0131rma y\u00f6netim plan\u0131<\/strong> kapsam\u0131nda \u00e7al\u0131\u015fmalar\u0131m\u0131z devam ediyor. \u00d6zellikle k\u00f6p\u00fck sekt\u00f6r\u00fcnde b\u00fcy\u00fck oranda ba\u015far\u0131 sa\u011flad\u0131k. Kullan\u0131lan bir\u00e7ok teknoloji g\u00fcncellendi ve yeni teknolojiler adapte edildi. <strong>Ulusal Ozon Birimi G\u00fc\u00e7lendirme Projesi<\/strong> at\u00f6lye \u00e7al\u0131\u015fmalar\u0131 ile fark\u0131ndal\u0131\u011f\u0131 art\u0131r\u0131c\u0131 projeler ve \u00e7al\u0131\u015fmalar yap\u0131yoruz. <strong>UNIDO T\u00fcrkiye<\/strong> Ofisi, 1967\u2019 den beri T\u00fcrkiye\u2019de faaliyetlerini s\u00fcrd\u00fcr\u00fcyor. T\u00fcrkiye\u2019deki \u00f6nemli laboratuvarlar UNIDO deste\u011fiyle kuruldu. <strong>T\u00dcB\u0130TAK start-up\u2019lar\u0131n\u0131n ve giri\u015fimcilerin<\/strong> desteklenmesi, \u00f6zellikle de <strong>temiz teknolojiler alan\u0131ndaki giri\u015fimlerin<\/strong> desteklenmesi konusunda ciddi \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fcyor. Bunun yan\u0131 s\u0131ra <strong>\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131<\/strong> ile yapt\u0131\u011f\u0131m\u0131z, devam eden projelerimiz var.\u201d<\/p>\n<h2><strong>Rodica Ivan: \u201cK\u00fcresel \u0131s\u0131nmayla m\u00fccadelenin bir tercih de\u011fil mecburiyet oldu\u011funu kabul eden \u00fclkelerin, yasal alt yap\u0131lar\u0131yla da s\u00fcreci desteklemeleri b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor\u201d<\/strong><\/h2>\n<p>UNIDO Program M\u00fcd\u00fcr\u00fc <strong>Rodica Ivan<\/strong>, k\u00fcresel \u0131s\u0131nma ile m\u00fccadelenin \u00f6nemini vurgulayarak ba\u015flad\u0131\u011f\u0131 konu\u015fmas\u0131nda \u00f6zetle \u015funlar\u0131 s\u00f6yledi: \u201cK\u00fcresel iklim de\u011fi\u015fikli\u011fi ile m\u00fccadelede, <strong>KIP de\u011feri y\u00fcksek so\u011futucu ak\u0131\u015fkanlar\u0131n azalt\u0131larak<\/strong> kullan\u0131mdan kald\u0131r\u0131lmas\u0131, <strong>alternatif so\u011futucu ak\u0131\u015fkanlar\u0131n kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015fmas\u0131<\/strong>, buna y\u00f6nelik teknolojilerin geli\u015ftirmesi, <strong>BM fonlu projeler i\u00e7in<\/strong> \u00f6nemli bir temay\u0131 te\u015fkil ediyor. Bu do\u011frultudaki <strong>demonstrasyon projeleri<\/strong>, \u00fclkelerin gerek kamu d\u00fczeyinde, gerekse sekt\u00f6r genelinde fark\u0131ndal\u0131\u011f\u0131n\u0131 art\u0131rarak, konu \u00fczerinde d\u00fc\u015f\u00fcnmeye, rekabet\u00e7i teknolojiler ve uygulamalar geli\u015ftirmeye y\u00f6nlendirebilmeyi ama\u00e7l\u0131yor. <strong>SOS\u0130AD<\/strong> taraf\u0131ndan T\u00fcrkiye i\u00e7in y\u00fcr\u00fct\u00fclen bu proje ile k\u00fcresel \u0131s\u0131nma ile m\u00fccadele konusunda T\u00fcrkiye\u2019nin g\u00fc\u00e7l\u00fc bir partner oldu\u011funu g\u00f6sterdi. Art\u0131k <strong>k\u00fcresel \u0131s\u0131nmayla m\u00fccadelenin<\/strong> bir tercih de\u011fil mecburiyet oldu\u011funu kabul eden \u00fclkelerin, yasal altyap\u0131lar\u0131yla da s\u00fcreci desteklemeleri b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor.\u201d<\/p>\n<h2><strong>Onur Orhan: \u201cKIP de\u011feri d\u00fc\u015f\u00fck so\u011futkanlar\u0131n te\u015fvi\u011fi \u00fczerine yo\u011fun bir \u015fekilde \u00e7al\u0131\u015f\u0131yoruz\u201d<\/strong><\/h2>\n<p>Ivan\u2019\u0131n konu\u015fmas\u0131n\u0131n ard\u0131ndan \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019ndan Uzman Onur Orhan, \u201c\u00dclkemizde So\u011futkanlara \u0130li\u015fkin Mevzuat\u0131n Genel De\u011ferlendirmesi\u201d ba\u015fl\u0131kl\u0131 sunumunu ger\u00e7ekle\u015ftirdi. Sunumunda Bakanl\u0131\u011f\u0131n mevzuat\u0131 hakk\u0131nda d\u00fc\u015f\u00fck KIP de\u011ferine sahip so\u011futkanlara ili\u015fkin bilgi veren Orhan, gazlar\u0131n geli\u015fimi ile ilgili olarak, \u201cCFClerle ba\u015flayan yolculu\u011fumuz HCFC, HFC, PFC ve do\u011fal so\u011futkanlarla devam ediyor. \u00dclkemiz bu so\u011futkanlarla ilgili olarak uluslararas\u0131 mevzuatlar \u00e7er\u00e7evesinde \u00fczerine d\u00fc\u015fen sorumluluklar\u0131 yerine getirmi\u015f ve zaman i\u00e7erisinde bu so\u011futkanlarla ilgili \u00e7e\u015fitli mevzuatlar \u00e7\u0131karm\u0131\u015ft\u0131r. Bu mevzuatlarla beraber d\u00fczenlemeler devam ediyor\u201d dedi. Ozon tabakas\u0131n\u0131n korunmas\u0131na ili\u015fkin \u00e7al\u0131\u015fmalar ger\u00e7ekle\u015ftirildi\u011fini s\u00f6yleyen Orhan, \u201cBu \u00e7al\u0131\u015fmalardan sonra CFC\u2019lerin yerine ge\u00e7en alternatif so\u011futkanlar\u0131n k\u00fcresel \u0131s\u0131nmaya sebep oldu\u011fu ortaya \u00e7\u0131kt\u0131. Daha sonra bunlara alternatif olarak kullan\u0131lan di\u011fer so\u011futkanlar\u0131n da \u00e7e\u015fitli \u00e7evresel etkilerinin oldu\u011fu ve bunlar i\u00e7erisinde k\u00fcresel \u0131s\u0131nma potansiyelinin y\u00fcksek ya da d\u00fc\u015f\u00fck olan so\u011futkanlar\u0131n var oldu\u011fu g\u00f6r\u00fcld\u00fc. Bu, bizim mevzuat\u0131m\u0131z\u0131 da d\u00fczenleyen teknik bir geli\u015fme. Dolay\u0131s\u0131yla mevzuattaki de\u011fi\u015fiklikleri d\u00fcnya genelinde so\u011futma sekt\u00f6r\u00fcndeki so\u011futkanlar\u0131n de\u011fi\u015fimiyle beraber y\u00fcr\u00fct\u00fcyoruz. \u00c7al\u0131\u015fmalar\u0131m\u0131z aras\u0131nda; Kigali De\u011fi\u015fikli\u011fi, Florlu Sera Gazlar\u0131na \u0130li\u015fkin Y\u00f6netmelik yer al\u0131yor\u201d diye konu\u015ftu. Orhan, Bakanl\u0131\u011f\u0131n Kigali De\u011fi\u015fikli\u011fi ve Florlu Sera Gazlar\u0131na \u0130li\u015fkin Y\u00f6netmelik olmak \u00fczere her iki bak\u0131\u015f a\u00e7\u0131s\u0131yla da \u00e7al\u0131\u015fmalar\u0131n\u0131 y\u00fcr\u00fctt\u00fc\u011f\u00fcn\u00fc, ithalata ili\u015fkin kota sisteminin gelece\u011fini ve bu sistemin d\u00fc\u015f\u00fck KIP de\u011ferine sahip so\u011futkanlar\u0131n \u00f6nemini g\u00f6sterdi\u011fini belirtti. Orhan ayr\u0131ca, d\u00fcnya genelinde yap\u0131lan de\u011ferlendirmede; \u201cT\u00fcrkiye olarak \u2018A5 Grup 1\u2019 de yer almam\u0131z\u0131n avantaj\u0131, KIP de\u011feri y\u00fcksek olan so\u011futkanlar\u0131n azalt\u0131m\u0131 ve sonland\u0131r\u0131lmas\u0131 konusunda daha geni\u015f bir zamana sahip olmam\u0131zd\u0131r\u201d dedi. Orhan, s\u00f6zlerini \u015fu \u015fekilde noktalad\u0131: \u201c\u0130ster Kigali De\u011fi\u015fikli\u011fi ister Avrupa Birli\u011fi kapsam\u0131nda olsun d\u00fc\u015f\u00fck KIP de\u011ferine sahip so\u011futkanlar\u0131n kullan\u0131m\u0131na ge\u00e7i\u015f, \u00fclkemiz a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemli. Bu sebeple bakanl\u0131k olarak KIP de\u011feri d\u00fc\u015f\u00fck so\u011futkanlar\u0131n kullan\u0131lmas\u0131n\u0131 te\u015fvik etmek amac\u0131yla yo\u011fun bir \u015fekilde \u00e7al\u0131\u015f\u0131yor, uygulamas\u0131n\u0131 sa\u011fl\u0131yoruz.\u201d<\/p>\n<h2><strong>K\u0131van\u00e7 Aslanta\u015f: \u201cSistemi ilk yat\u0131r\u0131m maliyeti ile de\u011fil, t\u00fcm i\u015fletme maliyetleri toplam\u0131nda de\u011ferlendirmek \u00f6nemli\u201d <\/strong><\/h2>\n<p>Demonstrasyon Projesi\u2019nin son tematik toplant\u0131s\u0131nda proje hakk\u0131nda detayl\u0131 bilgi veren SOS\u0130AD Y\u00f6netim Kurulu \u00dcyesi ve Demonstrasyon Projesi Koordinat\u00f6r\u00fc K\u0131van\u00e7 Aslanta\u015f, \u201cProjenin Nedenleri ve Beklenen Sonu\u00e7lar\u0131\u201d konusuna a\u00e7\u0131kl\u0131k getirdi. Aslanta\u015f, \u00f6ncelikle so\u011futma sekt\u00f6r\u00fcndeki 20 y\u0131ll\u0131k \u00e7al\u0131\u015fma hayat\u0131n\u0131n son 15 y\u0131l\u0131nda karbondioksitli so\u011futma ve enerji verimli \u00e7\u00f6z\u00fcmler hakk\u0131nda proje, \u00fcretim, saha uygulamas\u0131, sat\u0131\u015f ve sat\u0131\u015f sonras\u0131 hizmetler konular\u0131nda yurt i\u00e7i ve yurt d\u0131\u015f\u0131 uygulamalarda ulusal ve \u00e7ok uluslu firmalardaki kariyeri boyunca yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalardan bahsetti. Konu\u015fmas\u0131na \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 ile UNIDO destekleriyle hayata ge\u00e7irilen Demonstrasyon Projesi kapsam\u0131nda d\u00fc\u015f\u00fck KIP de\u011ferine sahip so\u011futkanlarla ilgili fark\u0131ndal\u0131k olu\u015fturmak \u00fczere yola \u00e7\u0131kt\u0131klar\u0131n\u0131 belirterek devam etti.<\/p>\n<p>Proje kapsam\u0131nda so\u011futma sistemlerine ait mevcut yarg\u0131lar\u0131 ve al\u0131\u015fkanl\u0131klar\u0131 k\u0131rmak ad\u0131na fark\u0131ndal\u0131k yaratmak amac\u0131yla \u00e7ok \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131n alt\u0131n\u0131 \u00e7izen Aslanta\u015f, mesleki yeterlilik komitelerinde sahada yap\u0131lan \u00e7al\u0131\u015fmalarla ilgili ger\u00e7ek \u00e7\u0131kt\u0131lar\u0131 ve tecr\u00fcbeleri payla\u015farak konuyla ilgili d\u00fczenli bilgi payla\u015f\u0131m\u0131 sa\u011fland\u0131\u011f\u0131n\u0131 bildirdi. Bunlar\u0131n en \u00f6nemli aya\u011f\u0131n\u0131n da tematik toplant\u0131lar oldu\u011funu ifade eden Aslanta\u015f; \u0130zmir, Ankara ve \u0130stanbul\u2019da bulunan pilot projelerde, mevcut sistemlerin alternatif so\u011futkanlarla ba\u015far\u0131l\u0131 bir \u015fekilde d\u00f6n\u00fc\u015f\u00fcmlerinin yap\u0131ld\u0131\u011f\u0131n\u0131 ve sonu\u00e7lar\u0131n\u0131n payla\u015f\u0131ld\u0131\u011f\u0131n\u0131 ifade etti.<\/p>\n<p>Aslanta\u015f, \u201cUNIDO ile \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 destekleriyle ba\u015flad\u0131\u011f\u0131m\u0131z pilot projelerimizden ilki; Algida tesislerinde karbondioksitli ve amonyakl\u0131 bir kaskad sistemle end\u00fcstriyel so\u011futma uygulamas\u0131 yap\u0131lmas\u0131yd\u0131. \u0130zmir \u2019de uygulanan R717\/R744 (NH<sub>3<\/sub>\/CO<sub>2<\/sub>) kaskad sistem ile mevcut R717 (NH<sub>3<\/sub>) sistemlerinin kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 yap\u0131ld\u0131. Ankara ET\u0130 Soda pilot projemizde ise <strong>Proses Chiller uygulamas\u0131<\/strong>nda mevcut R1233zd so\u011futkan\u0131 ile R134a sistem kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 yap\u0131ld\u0131. \u0130stanbul\u2019da \u00fc\u00e7 adet g\u0131da perakende market uygulamas\u0131nda mevcut <strong>R-22&amp;R404 so\u011futkanlar<\/strong> yerine <strong>R448A&amp;R452A<\/strong> kullan\u0131larak eski ve yeni sistemlerin kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 yap\u0131ld\u0131\u201d dedi.<\/p>\n<p><strong>Aslanta\u015f<\/strong>, t\u00fcm bu s\u00fcrecin yat\u0131r\u0131mc\u0131 ve sanayici a\u00e7\u0131s\u0131ndan faydalar\u0131na da de\u011findi. \u201cBir sisteme sahip olma maliyeti incelendi\u011finde buz da\u011f\u0131n\u0131n g\u00f6r\u00fcnmeyen b\u00fcy\u00fck k\u0131sm\u0131 var. Bizim odaklanmak istedi\u011fimiz nokta; sanayici ve yat\u0131r\u0131mc\u0131 a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yan bu karar s\u00fcreci. \u00c7\u00fcnk\u00fc tam burada i\u015fletme maliyetlerinin her bir detay\u0131 su y\u00fcz\u00fcne \u00e7\u0131k\u0131yor. Ba\u015fta <strong>enerji t\u00fcketimi, \u00fcretim problemi, bak\u0131m maliyeti, \u00fcretim maliyeti<\/strong> gibi \u00f6nemli kalemler yer al\u0131yor. Y\u00fccel, s\u00f6zlerine \u015f\u00f6yle devam etti: \u201c<strong>Eti Soda projesinde<\/strong> enerji verimlili\u011fi y\u00fcksek ve d\u00fc\u015f\u00fck <strong>KIP de\u011ferine<\/strong> sahip R1233zd ile \u00e7al\u0131\u015fan 2 adet 5.000 kW so\u011futma kapasiteli cihaz kullan\u0131ld\u0131. Bu cihaz\u0131n i\u00e7indeki so\u011futkan miktar\u0131 1.043 kg, yani 1.043 tane <strong>split kliman\u0131n<\/strong> i\u00e7erdi\u011fi so\u011futkana e\u015fde\u011ferdir. Toplamda 2.000 tane split kliman\u0131n sahip oldu\u011fu gaza sahip iki tane cihaz verdik. <strong>Enerji verimlili\u011fi<\/strong> a\u00e7\u0131s\u0131ndan bu sistem ile geleneksel sistemin kar\u015f\u0131la\u015ft\u0131rmal\u0131 analizi yap\u0131ld\u0131. Analiz sonu\u00e7lar\u0131na g\u00f6re, elektrik t\u00fcketiminde <strong>1.197 kWh y\u0131ll\u0131k tasarruf<\/strong> sa\u011fland\u0131. Bu tasarruf y\u0131lda yakla\u015f\u0131k <strong>120.000 Euro<\/strong> enerji tasarrufuna denk geliyor. Bu se\u00e7im, <strong>Eti Soda<\/strong>\u2019 ya y\u0131ll\u0131k 648 ton <strong>CO<sub>2<\/sub> emisyonu<\/strong> tasarrufu sa\u011flad\u0131. Bir santrif\u00fcj kompres\u00f6r\u00fcn\u00fcn \u00f6mr\u00fc ortalama <strong>25 sene oldu\u011fu<\/strong> d\u00fc\u015f\u00fcn\u00fcl\u00fcrse, sadece elektrik tasarrufundan 16.200 ton CO<sub>2<\/sub> emisyonunda azalt\u0131m sa\u011flan\u0131yor. Yeni nesil so\u011futkan kullan\u0131m\u0131 sayesinde, cihaz\u0131n \u00e7al\u0131\u015fma \u00f6mr\u00fc boyunca karbon sal\u0131n\u0131m tasarrufu 1.491 ton ve b\u00f6ylece toplamda 17.691 ton karbondioksit sal\u0131n\u0131m tasarrufu sa\u011flanm\u0131\u015f oluyor\u201d dedi.<\/p>\n<h2><strong>Er\u00e7in Kaymak: \u201cDemonstrasyon Projesi sayesinde yeni nesil so\u011futma sistemleri, \u00e7ok k\u0131sa s\u00fcrede yayg\u0131nla\u015facakt\u0131r\u201d<\/strong><\/h2>\n<p>Erkasis Genel M\u00fcd\u00fcr\u00fc Er\u00e7in Kaymak, \u201cNH<sub>3<\/sub>\/CO<sub>2<\/sub> Kaskad So\u011futma Sistemlerinin \u0130ncelenmesi\u201d konusunda kat\u0131l\u0131mc\u0131lar\u0131 bilgilendirdi. Kaymak, kaskad (kademeli) so\u011futma sisteminin uygulanmas\u0131n\u0131n avantajlar\u0131ndan ve \u00f6rnek bir uygulamadan bahsetti. \u201cUzmanl\u0131k alan\u0131m\u0131z karbondioksitli, amonyakl\u0131 so\u011futma sistemleridir. HVACR sistemlerinin k\u00fcresel \u0131s\u0131nmaya etkilerini ifade eden, Ya\u015fam D\u00f6ng\u00fcs\u00fc \u0130klim Performans\u0131 (LCCP) konusuna de\u011finen \u0130sa, \u201cSo\u011futkan i\u00e7eren bir sistemi b\u00fct\u00fcn\u00fcyle de\u011ferlendirmek i\u00e7in -\u00f6zellikle \u00e7evre konusu ile ilgili y\u00f6netmelik ve kanunlar sonucunda emisyonlar\u0131 dikkate alarak de\u011ferlendirmek \u00f6nemli- topyek\u00fbn bir analiz yapmam\u0131z gerekiyor.
