Ancak <strong>18 Ocak 2019<\/strong> tarihinde <strong>Avrupa Komisyonu<\/strong>, \u00c7in\u2019den ithal edilen <strong>pedal destekli elektrikli bisiklet<\/strong> <em>anti damping vergisi<\/em> kondu\u011funu a\u00e7\u0131klad\u0131. Anti damping vergisi oran\u0131 firmalara g\u00f6re farkl\u0131l\u0131k g\u00f6sterse de genelde uygulanan % 33,4\u2019l\u00fck oran, <strong>\u00c7in<\/strong>\u2019den <strong>AB\u2019ye<\/strong> <strong>pedal destekli elektrikli bisiklet sat\u0131\u015f\u0131n\u0131n<\/strong> \u00f6n\u00fcn\u00fc tamamen kapam\u0131\u015f oldu.<\/p>\n<p><strong>Avrupa Bisiklet End\u00fcstrisi Derne\u011fi&#8217;nin (EBMA)<\/strong> yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalara g\u00f6re, bu anti damping uygulamas\u0131 ba\u015flamasayd\u0131 \u00c7in\u2019den AB\u2019ye 2019 y\u0131l\u0131nda <strong>1 milyon e-bisiklet ihra\u00e7<\/strong> edilecekti. Yine EBMA\u2019n\u0131n yapt\u0131\u011f\u0131 ara\u015ft\u0131rmaya g\u00f6re, \u00c7in\u2019in pazarda <strong>etkisiz hale gelmesiyle<\/strong> bu durumdan en \u00e7ok yararlanacak \u00fclkelerin ba\u015f\u0131nda ise <strong>T\u00fcrkiye<\/strong> yer al\u0131yor.<\/p>\n<h2>T\u00dcRK\u0130YE\u2019N\u0130N E-B\u0130S\u0130KLETTEK\u0130 FIRSATI YAKALAMASINI SA\u011eLAYACAK 10 PARAMETRE<\/h2>\n<h3>Yan Sanayi<\/h3>\n<p>Bisiklet sekt\u00f6r\u00fcn\u00fcn yan sanayisi olu\u015fmam\u0131\u015ft\u0131r. Oysa bisiklet T\u00fcrkiye\u2019de yeni bir sekt\u00f6r de\u011fil. Bu i\u015fi <strong>50 y\u0131ld\u0131r yapan<\/strong> \u015firketler var. Buna ra\u011fmen <strong>yerli tedarik\u00e7i<\/strong> bulunmamaktad\u0131r. Bu y\u00fczden sekt\u00f6r yeterli esnekli\u011fe sahip de\u011fildir. Bu <strong>e-bisiklet<\/strong> i\u00e7in de ge\u00e7erlidir. Yan sanayinin olu\u015fumuna y\u00f6nelik ad\u0131mlar bir an \u00f6nce at\u0131lmal\u0131d\u0131r.<\/p>\n<h3>K\u00fcmelenme<\/h3>\n<p>Yan sanayi meselesini de \u00e7\u00f6zecek \u015fekilde e-bisiklet ile ilgili <strong>k\u00fcmelenmeye ihtiya\u00e7<\/strong> duyulmaktad\u0131r. B\u00f6yle bir k\u00fcmelenmenin sa\u011flanmas\u0131, <em>kamuyla ili\u015fkiler, maliyetlerin d\u00fc\u015f\u00fcr\u00fclmesi, verimlilik, rekabet\u00e7ilik ve insan kaynaklar\u0131 konusunda<\/em> \u00e7ok yararl\u0131 olacakt\u0131r. B\u00f6yle bir k\u00fcmelenme devlet te\u015fviklerini de olumlu y\u00f6nde etkiler. <strong>E-bisikletteki<\/strong> f\u0131rsat penceresini de\u011ferlendirmek i\u00e7in h\u0131zl\u0131 davranmak gerekmektedir. T\u00fcrkiye\u2019nin rakibi durumundaki <strong>Polonya, Bulgaristan, Portekiz, Macaristan\u2019da<\/strong> \u00e7oktan ad\u0131mlar at\u0131lm\u0131\u015ft\u0131r.<\/p>\n<h3>Pil ve Motor<\/h3>\n<p><strong>E-bisikletin<\/strong> kritik par\u00e7alar\u0131 <strong>pil<\/strong> ve <strong>motordur<\/strong>. Sekt\u00f6r\u00fcn e-bisiklet \u00fczerindeki <strong>maliyet pay\u0131 d\u00fc\u015f\u00fck par\u00e7alardan<\/strong> ziyade<strong> % 70-80<\/strong>\u2019leri olu\u015fturan <strong>pil ve elektrik motorunun<\/strong> \u00fcretimine odaklanmas\u0131 do\u011fru olur. Bu <strong>iki \u00fcr\u00fcn\u00fcn<\/strong> veya en az\u0131ndan birinin <strong>T\u00fcrkiye\u2019de \u00fcretilmesi<\/strong> sekt\u00f6r\u00fc \u00e7ok avantajl\u0131 bir konuma getirir.<\/p>\n<h3>Akredite Laboratuvar<\/h3>\n<p>\u00d6nemli ihtiya\u00e7lardan bir di\u011feri, t\u00fcm sekt\u00f6re hizmet verecek <strong>akredite bir test laboratuvar\u0131n\u0131n<\/strong> kurulmas\u0131d\u0131r. <strong>ISO 9000\u2019i<\/strong> bulunan, <strong>laboratuvar sertifikasyonu<\/strong> ve ilgili akreditasyonu olan bir test merkezine b\u00fcy\u00fck ihtiya\u00e7 vard\u0131r. <strong>B\u0130SED<\/strong>\u2019in kendi b\u00fcnyesinde, <strong>akredite ve \u00f6zerk yap\u0131da<\/strong> bir laboratuvar olu\u015fturulabilir. \u0130hracat\u0131 ger\u00e7ekle\u015ftirmeden \u00f6nce her model i\u00e7in bu testin al\u0131nmas\u0131 gerekmektedir. T\u00fcrkiye\u2019de b\u00f6yle bir laboratuvar olmad\u0131\u011f\u0131 i\u00e7in test s\u00fcreci normalden daha uzun ve maliyetli olmaktad\u0131r. Bu de sekt\u00f6r\u00fcn <strong>rekabet\u00e7ili\u011fini olumsuz<\/strong> y\u00f6nde etkilemektedir.<\/p>\n<h3>Yabanc\u0131 Sermaye<\/h3>\n<p>Yabanc\u0131 yat\u0131r\u0131mc\u0131n\u0131n <strong>T\u00fcrkiye\u2019ye gelmesinin<\/strong> sa\u011flanmas\u0131 gerekmektedir. Bunun i\u00e7in potansiyel yabanc\u0131 yat\u0131r\u0131mc\u0131lara bir de\u011fer \u00f6nerisi sunulmal\u0131d\u0131r. Yabanc\u0131 sermayeyi \u00e7ekebilmek i\u00e7in bisiklet \u00fcretiminde <strong>\u201cMade in Turkey\u201d<\/strong> alg\u0131s\u0131n\u0131n Avrupa\u2019da <strong>pop\u00fclaritesini art\u0131rmak<\/strong> da faydal\u0131 olur.<\/p>\n<h3>Devlet Destekleri<\/h3>\n<p>Sekt\u00f6r\u00fcn temel sorunlar\u0131n\u0131 \u00e7\u00f6zmesi i\u00e7in <strong>devlet destekleri<\/strong> elzem. \u00d6zellikle <strong>test laboratuvar\u0131 kurulmas\u0131<\/strong> i\u00e7in verilecek destek kritik \u00f6nemde. <strong>Devlet bu deste\u011fi<\/strong> \u015fu anda markalara veriyor. Bisiklet sekt\u00f6r\u00fc <strong>fason \u00fcretim yapt\u0131\u011f\u0131nda<\/strong> bu desteklerden neden yararlanmas\u0131n? <strong>Bisiklet al\u0131mlar\u0131<\/strong>na y\u00f6nelik destekler \u00fczerinde de d\u00fc\u015f\u00fcn\u00fclmeli. Avrupa\u2019da \u015fu anda 3 \u00fclkede bisiklet sekt\u00f6r\u00fcne y\u00f6nelik destekler vard\u0131r. \u00d6rne\u011fin <strong>\u0130sve\u00e7<\/strong>\u2019te <strong>e-bisikletlerin<\/strong> sat\u0131n almas\u0131nda <strong>1.000 Euro<\/strong>\u2019ya kadar <strong>geri \u00f6deme deste\u011fi<\/strong> veriliyor. Avusturya\u2019da da normal kargo ve e-kargo bisikletlerde 300-500 Euro devlet deste\u011fi bulunmaktad\u0131r.<\/p>\n<h3>\u0130nsan Kayna\u011f\u0131<\/h3>\n<p>Bisiklet sekt\u00f6r\u00fcn\u00fcn en \u00f6nemli sorunlar\u0131ndan biri, <strong>insan kayna\u011f\u0131n\u0131n yetersizli\u011fidir<\/strong>. Gerek <strong>m\u00fchendis, gerek tekniker<\/strong> konusunda <strong>insan kayna\u011f\u0131 a\u00e7\u0131\u011f\u0131<\/strong> b\u00fcy\u00fckt\u00fcr. Sekt\u00f6r kendi insan kayna\u011f\u0131n\u0131 yeti\u015ftirmek i\u00e7in \u00e7al\u0131\u015fmalara ba\u015flamal\u0131d\u0131r.<\/p>\n<h3>Merdiven Alt\u0131 Sorunu<\/h3>\n<p>Sekt\u00f6rde halen <strong>faturas\u0131z<\/strong> ya da <strong>d\u00fc\u015f\u00fck fatural\u0131 sat\u0131\u015f<\/strong> yapanlar mevcuttur. Bu konu yap\u0131sal problemlerden bir tanesidir. <strong>Merdivenalt\u0131 \u00fcretim<\/strong> d\u0131\u015f ticarette yerli \u00fcreticilerin \u00f6n\u00fcne \u00f6nemli bir sorun olarak \u00e7\u0131kabilir. <strong>Devlet denetiminin<\/strong> g\u00fc\u00e7l\u00fc bir \u015fekilde yap\u0131lmas\u0131na ihtiya\u00e7 vard\u0131r.<\/p>\n<h3>Otomotivle \u0130\u015fbirli\u011fi<\/h3>\n<p>Ba\u015fta <strong>Ar-Ge<\/strong> olmak \u00fczere otomotiv sekt\u00f6r\u00fc ile <strong>g\u00fc\u00e7l\u00fc i\u015fbirlikleri<\/strong> kurulabilir. Otomotiv sekt\u00f6r\u00fc \u015firketlerinin alternatif yat\u0131r\u0131m alanlar\u0131na a\u00e7\u0131k oldu\u011fu bilinmektedir. <strong>Bisiklet sekt\u00f6r\u00fc<\/strong>n\u00fcn ihtiya\u00e7 duydu\u011fu, <strong>g\u00fc\u00e7l\u00fc kurumsal yap\u0131 ve finansman gerektiren<\/strong> yat\u0131r\u0131mlar <strong>otomotiv \u015firketleri<\/strong> ile i\u015fbirli\u011fi i\u00e7inde ger\u00e7ekle\u015ftirilebilir.<\/p>\n<h3>H\u0131zl\u0131 Olmak<\/h3>\n<p>AB\u2019nin T\u00fcrkiye\u2019den <strong>elektrikli destekli bisiklet<\/strong> almas\u0131n\u0131n \u015fart\u0131, <strong>h\u0131zl\u0131, esnek ve rekabet\u00e7i<\/strong> olmakt\u0131r. Bu da <strong>kalite standartlar\u0131n\u0131<\/strong> gerektirir.
