Ayr\u0131ca, NDC\u2019de yer alan hedeflere ula\u015f\u0131lmas\u0131 i\u00e7in <strong>ye\u015fil bina ve s\u0131f\u0131ra yak\u0131n enerjili ev tasar\u0131mlar\u0131<\/strong>n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ile enerji ihtiyac\u0131n\u0131n minimuma indirilmesinin \u00f6neminin alt\u0131 \u00e7iziliyor. \u0130\u015fte bunlar\u0131 ger\u00e7ekle\u015ftirebilmek i\u00e7in yal\u0131t\u0131m ve tasar\u0131mdan uygulamaya yenilik\u00e7i s\u00fcrd\u00fcr\u00fclebilir yakla\u015f\u0131mlar devreye giriyor\u201d.<\/p>\n<p>S\u00fcrd\u00fcr\u00fclebilir bina yakla\u015f\u0131m\u0131n\u0131n ba\u015f\u0131nda ise kal\u0131n yal\u0131t\u0131m uygulamalar\u0131 geliyor. T\u00fcrkiye\u2019de kullan\u0131lan malzeme kal\u0131nl\u0131\u011f\u0131 ortalama 4\u20135 santimetre iken, ayn\u0131 malzemenin Avrupa \u00fclkelerinde 20\u201330 santimetre ve \u00fczerinde de\u011fi\u015fen kal\u0131nl\u0131klarda uyguland\u0131\u011f\u0131na de\u011finen \u00d6zcan, \u201cYal\u0131t\u0131m kal\u0131nl\u0131klar\u0131yla ilgili hen\u00fcz etkin bir denetim olmamas\u0131na ra\u011fmen, \u201c<strong>BEP (Binalarda Enerji Performans\u0131) Y\u00f6netmeli\u011fi<\/strong>\u201d ile binalarda ve tesisatta yal\u0131t\u0131m\u0131n \u00f6nemi art\u0131yor, uygulamalar yay\u0131l\u0131yor ve y\u00fcksek kal\u0131nl\u0131klar daha \u00e7ok g\u00fcndeme geliyor. BEP ile birlikte \u00f6n\u00fcm\u00fczdeki 10 y\u0131lda mevcut binalarda da enerji verimlili\u011fi \u00f6nlemleri ile yal\u0131t\u0131m seviyelerinin artaca\u011f\u0131n\u0131, sekt\u00f6re ve \u00fclkemize b\u00fcy\u00fck katk\u0131lar\u0131 olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz. BEP \u00fclkemiz i\u00e7in ku\u015fkusuz son derece \u00f6nemli bir ad\u0131m. Ancak BEP\u2019in t\u00fcm detaylar\u0131n\u0131n ve denetim mekanizmalar\u0131n\u0131n, t\u00fcm i\u015flerli\u011fi devreye sokularak uygulanmas\u0131 b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor. Bu y\u00f6netmelikte geli\u015ftirilmesi gereken hususlar\u0131n tekrar g\u00f6zden ge\u00e7irilerek bir an \u00f6nce tamamlanmas\u0131 gerekir\u201d dedi.<\/p>\n<p><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn enerji verimlili\u011fi<\/strong> i\u00e7in b\u00fcy\u00fck bir f\u0131rsat oldu\u011funu ifade eden <strong>Doruk \u00d6zcan<\/strong>, \u00fclkemizin sa\u011fl\u0131kl\u0131 \u00e7evre ortam\u0131na kavu\u015fmas\u0131 i\u00e7in kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fcn do\u011fru de\u011ferlendirilmesinin gereklili\u011fine dikkat \u00e7ekerek \u015funlar\u0131 s\u00f6yledi; \u201cKentsel d\u00f6n\u00fc\u015f\u00fcmde konu binalar\u0131n <strong>enerji t\u00fcketim<\/strong>lerinin daha fazla s\u0131n\u0131rland\u0131r\u0131lmas\u0131; AB\u2019nin 2020 hedefleri gibi T\u00fcrkiye\u2019nin de <strong>\u0130klim De\u011fi\u015fikli\u011fi Ulusal Eylem Plan\u0131 ve Enerji Verimlili\u011fi Strateji Belgesi<\/strong>ndeki hedeflerini destekleyecek, yenilik\u00e7i uygulamalar\u0131n yayg\u0131nla\u015fmas\u0131n\u0131 sa\u011flayacak. <strong>Avrupa Parlamentosu<\/strong> yay\u0131mlanan <strong>Binalarda Enerji Performans\u0131 direktiflerine<\/strong> g\u00f6re <strong>31 Aral\u0131k 2020<\/strong> tarihinden itibaren b\u00fct\u00fcn yeni binalar s\u0131f\u0131ra yak\u0131n enerjili bina olacak. <strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm<\/strong> uygulan\u0131rken yak\u0131n gelecekteki bu hedefin de g\u00f6z \u00f6n\u00fcnde bulundurulmas\u0131 gerekiyor.\u201d<\/p>\n<p>Bu kapsamda \u00d6zcan, Ocak 2020\u2019de y\u00fcr\u00fcrl\u00fc\u011fe girmesi beklenen <strong>Binalarda Enerji Performans Y\u00f6netmeli\u011fi<\/strong>\u2019ni de de\u011ferlendirdi. \u00d6zcan, \u201cYeni in\u015fa edilen binalar i\u00e7in <strong>Enerji Kimlik Belgesi (EKB)<\/strong> al\u0131nmas\u0131n\u0131 \u015fu an zorunlu. Binalar\u0131n ne kadar enerji harcad\u0131\u011f\u0131n\u0131 g\u00f6steren EKB ayn\u0131 zamanda binan\u0131n enerji s\u0131n\u0131f\u0131n\u0131 da belirliyor. EKB alacak binalar\u0131n <strong>A, B ve C s\u0131n\u0131f\u0131<\/strong> performans\u0131na y\u00fckselebilmeleri i\u00e7in en etkin yol ise <strong>\u0131s\u0131 yal\u0131t\u0131m\u0131ndan<\/strong> ge\u00e7iyor. \u00d6zellikle <strong>konut kiralarken<\/strong> ya da <strong>konut al\u0131m-sat\u0131mlar\u0131nda<\/strong> bu belge etkin rol oynayacak. EKB i\u00e7in hen\u00fcz <strong>\u0131s\u0131 yal\u0131t\u0131m\u0131 olmayan<\/strong> binalar\u0131n ise konusunda uzman firmalarla \u00e7al\u0131\u015fmalar\u0131 gerekiyor. Bu noktada <strong>do\u011fru malzeme se\u00e7imi<\/strong>nin de en az uygulaman\u0131n kendisi kadar \u00f6nemli oldu\u011funu unutmamak laz\u0131m.\u201d<\/p>\n<p>Di\u011fer taraftan, \u0130zocam; <strong>s\u00fcrd\u00fcr\u00fclebilir bina \u00e7\u00f6z\u00fcmleri<\/strong> kapsam\u0131nda yap\u0131larda etkin olmayan, eski, konforsuz teknolojilerin yerine y\u00fcksek etkinlikte, yeni, konforlu teknoloji bar\u0131nd\u0131ran, enerji ihtiyac\u0131n\u0131 ve kullan\u0131m\u0131n\u0131 en aza indirgemek i\u00e7in Multi Konfor Binalara ve bu binalarda kullan\u0131labilecek yeni \u00fcr\u00fcnlere odaklanmaktad\u0131r: \u201cS\u0131f\u0131ra yak\u0131n enerjili ev kavram\u0131ndan <strong>t\u00fcremi\u015f ve biyo iklimsel tasar\u0131m\u0131<\/strong> hedefleyen, <strong>s\u00fcrd\u00fcr\u00fclebilir, ekolojik, ekonomik<\/strong> ve sosyal etmenleri g\u00f6z \u00f6n\u00fcnde bulunduran \u2018Multi Konfor Binalar\u2019, y\u00fcksek enerji tasarrufuyla birlikte azami<strong> \u0131s\u0131l konforu<\/strong> sunuyor. Kusursuz akustik ve g\u00f6rsel konfor, kaliteli i\u00e7 ortam havas\u0131, yang\u0131n korunumu ve g\u00fcvenli\u011fi sa\u011flayan, hem i\u00e7 mek\u00e2nlarda hem de d\u0131\u015f mek\u00e2nlarda son derece <strong>esnek tasar\u0131m \u00e7\u00f6z\u00fcmleri<\/strong> bar\u0131nd\u0131rabilen <strong>Multi Konfor Binalar<\/strong>; en az % 90 <strong>enerji tasarrufu<\/strong> hedefliyor.
