Dr. Sevil Acar<\/strong>, hesaplanabilen k\u00f6m\u00fcr te\u015fviklerinden vazge\u00e7ildi\u011fi durumda b\u00fct\u00e7enin nas\u0131l etkilenece\u011fini analiz ettiklerini belirtti: <strong>\u201cVergi indirimleri, vergi muafiyetleri, indirimli faiz deste\u011fi, sat\u0131n al\u0131m garantileri, fiyat garantileri, \u00e7evre y\u00fck\u00fcml\u00fcl\u00fcklerinden muafiyetler gibi hesaba katmad\u0131\u011f\u0131m\u0131z kalemler d\u0131\u015f\u0131nda bile k\u00f6m\u00fcr te\u015fviklerinden vazge\u00e7ildi\u011fi durumda milli gelirin binde 2\u2019sine tekab\u00fcl eden bir te\u015fvik miktar\u0131 devlet b\u00fct\u00e7esinde kalabilir.\u201d<\/strong><\/p>\n<p><strong>&#8211; \u201cKirleten \u00f6der\u201d prensibiyle karbon vergisi konulmas\u0131: <\/strong>T\u00fcrkiye\u2019nin hemen hemen b\u00fct\u00fcn sekt\u00f6rlerinin enerji kullan\u0131rken fosil yak\u0131ta ba\u011f\u0131ml\u0131 olduklar\u0131n\u0131 vurgulayan Acar, <strong>\u201cKarbon salan sekt\u00f6rlerden ve hane halklar\u0131ndan atmosfere sald\u0131klar\u0131 karbon oran\u0131nda vergi al\u0131nmas\u0131, herkesin kirletti\u011fi oranda vergi vermesi anlam\u0131na geliyor. Bu prensiple d\u00fczenlenecek karbon vergisi sonucunda da 2040 y\u0131l\u0131nda milli gelirin y\u00fczde 2\u2019sine tekab\u00fcl eden bir vergi geliri olu\u015fturulabilir,\u201d <\/strong>ifadelerini kulland\u0131.<\/p>\n<p><strong>&#8211; Elde edilen gelirlerin olu\u015fturulacak \u201cYenilenebilir Enerji Fonu\u201dna aktar\u0131lmas\u0131: <\/strong>\u00d6nerdikleri modelde, devletin k\u00f6m\u00fcr te\u015fviklerinden vazge\u00e7mesi ve karbon vergisi koymas\u0131 yoluyla elde edece\u011fi geliri <strong>yenilenebilir enerji kaynaklar\u0131<\/strong>n\u0131 te\u015fvik etmek, bu konuda <strong>Ar-Ge \u00e7al\u0131\u015fmalar\u0131<\/strong> yapmak gibi ama\u00e7lara y\u00f6nelik kurulacak bir fona aktard\u0131\u011f\u0131n\u0131 varsayd\u0131klar\u0131n\u0131 payla\u015fan <strong>Do\u00e7.
