The German government has stated that it will pass emergency laws to reopen coal plants that are not used for electricity generation, and will auction gas supplies to industry to encourage businesses to reduce consumption. This shows the depth of concern about possible gas shortages in Berlin during the winter months, while Russia has reduced the capacity of the main gas export pipeline to Germany by 60%.

A price on carbon increases the operating costs of high carbon fuels relative to lower-carbon alternatives. This post introduces an index (termed Coal to Clean Carbon Price Index – C3PI) for approximating the carbon price required to leapfrog fossil gas and support an electricity system predominantly supplied by variable renewable energy.

Fuel switch costs in electricity have historically been analysed through coal and fossil gas generation prices.

The Russia/Ukraine war has huge implications for energy markets, particularly energy policy and corporate strategies.

Gas prices will remain high until 2026 at least. Europe wants to rapidly minimize the 150 Bcm of Russian imports that meet about one-third of its demand. There’s nowhere near enough alternative gas supply available for the next four years until new volumes of LNG from the US and Qatar become available.

On the other hand, gas generation increased to compensate for the drought-induced decline in hydropower generation. Hence Turkey’s emissions per kWh power generation remain unchanged. In fact there has been no significant improvement in Turkey’s carbon intensity of power in at least 30 years.

Hydropower has a very long history in Turkey, the first power plant in its history was a hydropower plant constructed in Southern Turkey in the early 1900s during the Ottoman Empire era.

Even without being legislated, it matters as a signal. It will effectively be bipartisan, a rare and valuable thing in Australia’s climate policy. Of course the long-term goal could be used to deflect from the fact that not much is being done to put Australia on a low-carbon pathway right now, but it must be taken at face value if we are to stand a chance.

How can Australia become net zero?

Asia, the world’s biggest buyer of gas and coal, may be next, with China particularly vulnerable because of the size of its economy.

Perhaps somewhat surprisingly, the big problem for China is not natural gas. It’s coal, which powers the majority of its power plants, Bloomberg reported this week, citing state-run outlet China Energy News.

According to a report in the news outlet, Chinese power plant operators are finding it hard to buy enough coal to keep their facilities running, which is raising the likelihood of an energy crunch when winter comes.
